House Votes to Censure New York Rep. Rangel

WASHINGTON (AP) – Veteran Rep. Charles Rangel, the raspy-voiced, backslapping former chairman of one of Congress’ most powerful committees, was censured by his House colleagues for financial misconduct Thursday in a solemn moment of humiliation in the sunset of his career.

“I brought it onto myself,” Rangel told the House. But he also said politics was at work.

After the 333-79 vote, the 80-year-old Democrat from New York’s Harlem stood silently at the front of the House and faced Speaker Nancy Pelosi as she read him the formal resolution of censure.

Then, in response, he admitted he had made mistakes, including his failure to pay all his taxes, filing misleading financial statements and improperly seeking money from corporate interests for a college center bearing his name.

But he also declared, “In my heart I truly feel good.” He said, “A lot of it has to do with the fact that I know in my heart that I am not going to be judged by this Congress, but I am going to be judged by my life.”

It was only the 23rd time in the nation’s history that a House member received the most severe punishment short of expulsion. Aside from the embarrassment, censure carries no practical effect and ends the more than two-year ordeal for the congressman who was re-elected to a 21st term last month with more than 80 percent of the vote.

Relief and defiance took over the moment Rangel finished speaking. Somber, Pelosi quietly slipped out of the chamber, but some Democrats gave him a standing ovation. Rangel made it only a third of the way up the aisle when a phalanx of well-wishers stopped and hugged him; he responded by saying something that made them laugh. He was smiling for the rest of the 10 minutes or so that it took to get through his colleagues to exit the chamber, his humiliation past.

Despite the censure, he contended in his response on the House floor that it had been proven that “at no time has it ever entered my mind to enrich myself or to do violence to the honesty that’s expected of all of us in this House.”

“I am fully aware that this vote reflects perhaps the thinking not just of the members but the political side and the constituency of this body,” he told his colleagues. Outside, he told reporters the censure vote was “very, very, very political.”

Still, the matter is likely to stain Rangel’s half-century in public service. The House ethics committee last month found him guilty of 11 of 13 charges of financial misdeeds, including submitting misleading financial statements and failing to pay all his taxes.

The chairman of the ethics committee, Democratic Rep. Zoe Lofgren of California, said the censure her committee recommended was consistent with a Democratic pledge to run “the most honest, most open, most ethical Congress in history.”

She said Rangel “violated the public trust” while serving in influential positions including chairman of the tax-writing Ways and Means Committee.

Rangel’s predicament pained his many friends in the House. His staunchest allies—members of the Congressional Black Caucus and the New York delegation—tried to reduce the punishment to a simple reprimand Thursday, but that effort failed by a vote of 267-146.

Before the final vote, the dapper congressman, wearing a blue suit and blue tie with a blue handkerchief, was humble before his colleagues.

“I have made serious mistakes,” he said, apologizing for the “awkward” position his troubles had placed them in. He was at times contrite, saying that members of Congress “have a higher responsibility than most people” for ethical conduct and that senior lawmakers like himself “should act as a model” for newer lawmakers.

A half-dozen members spoke in his defense, arguing a reprimand was appropriate and that censure had been used for members found guilty of sexual misconduct. Lofgren, though, suggested that today, expulsion would be appropriate for those types of misdeeds.

It‘s a difficult sunset for Rangel’s long career. A jovial politician with a distinctive voice, Rangel was re-elected in November with more than 80 percent of the vote despite being under an ethics cloud for more than two years. He has argued that censure is reserved for corrupt politicians—and he’s not one of them.

He also has been making a more personal plea, asking colleagues to remember that he won a Purple Heart after he was wounded in combat in Korea, to focus on his efforts for the underprivileged and to understand that he has great respect for the institution he has served for so long. He’s tied for fourth in House seniority.

The House ethics committee painted Rangel as a congressman who ignored rules of conduct and became a tax scofflaw despite his knowledge of tax law from his long service on the tax-writing Ways and Means Committee.

Rangel chaired that panel until last March, when he stepped down after the committee—in a separate case—found that he improperly allowed corporations to finance two trips to Caribbean conferences.

Rangel shortchanged the IRS for 17 years by failing to pay taxes on income from his rental unit in a Dominican Republic resort. He filed misleading financial disclosure reports for a decade, leaving out hundreds of thousands of dollars in assets he owned.

He used congressional letterheads and staff to solicit donations for a monument to himself: a center named after him at City College of New York. The donors included businesses and their charitable foundations that had issues before Congress and, specifically, before the Ways and Means Committee.

Rangel also set up a campaign office in the Harlem building where he lives, despite a lease specifying the unit was for residential use only.

He has paid the Treasury $10,422 and New York state $4,501 to fulfill an ethics committee recommendation. The amounts were to cover taxes he would have owed on his villa income had the statute of limitations not run out on his tax bills.

The last previous House censure was in 1983, when two members, Reps. Gerry E. Studds, D-Mass., and Daniel Crane, R-Ill., were disciplined for having sex with teenage pages. Nine House members have been reprimanded, the latest last year when Rep. Joe Wilson, R-S.C. was punished for yelling “You lie” at President Barack Obama.

    I would tend to bet there are many people in federal prison right now, who were convicted of tax evasion, who would gladly take a few mins of embarassment instead of inhabiting a cell for years….

    I think the time is rapidly approaching, when shooting the bums will be a better option than watching them steal us blind and then lie about it. If you go to Washington, betray the public trust, become a traitor to the country and then face a penalty slightly more severe than being slapped on the wrist, maybe our legislators will think twice about embracing treason and self-enrichment. For what these enemies of freedom are doing to us, there should be public trials of all of them, with capital punishment “on the table” as a possible punishment. Let’s see how many of them will betray us, when they know that theres a possibility of a firing squad in their future, should they be caught.

Butterfield (D., N.C.) told the [Wall Street] Journal that he sometimes just pocketed the leftover per diem money…In its statement, the ethics committee said it was investigating Mr. Butterfield, as well as Reps. Robert Aderholt (R., Ala.), Eliot Engel (D., N.Y.), Alcee Hastings (D., Fla.), Solomon Ortiz (D., Texas) and Joe Wilson (R., S.C.).

    I am still seething after watching this theater production of slapping Rangel on the wrist. And then he has the balls to stand up and basically say he did nothing wrong! If he were a regular citizen he would be in jail! He is so arrogant! When will they actually DO something about the corruption instead of acting like mindless puppets and continueing out the theater production!!!!     We are a nation of laws in which no man is above the law. He should be tried as any other citizen with the same consequences as anyone else if he is found guilty by a jury of his peers.

    Censure perpetuates the false belief that members of the House or Senate are not subject to the laws they create.

    We are NOT their subjects. THEY are our representatives. And the law is the law irregardless of the stature of the person.

    If you Losers would actually venture out into America and actively endeavor to make your fortune and leave your mark, you would learn that George Soros and Nancy Pelosi and Barack Obama are NOT out there trying to stop you. The only thing stopping you is the fact that you are glued to your computer screens 20 hours per day desperately looking for someone to blame all your frustrations on; all with the help of Glenn Beck, who has done exactly what I’ve describe above. His business is FOMENTING PANIC. He has been incredibly successful at his business model and I applaud him for his vision, hard work and success.       Get this part, I have run two small businesses before entry into the pastorage; I have run a church, and helped with founding many other small charity organizations. So, apperantly as that now, I do volunteer at the local food closet I have worked with to expand and develop into many other fields for the last seven years, and a thrift store that directly supports both the food closet and the local benefits society for the needy families, that obviously means that I have nothing to do, since only 20+ hours a week I work on church matters from my apartment on the computer you so lovingly put down.

      Broker I will put this with most succulence, GET OVER IT!!!

      Broken Just got back from volunteering at a book bank that tutors over 500 kids a week. These kids have to be tutored by volunteers because some of the New Haven ,CT teachers union members do such a great job. Also many children of a lower age aren’t read to by their parents so they come to kindergarden unprepared. As a Liberal, Socialist , Progressive , Communist, DEMOCRATS ALL, you and you ilk are the cause of this scourage of America. Scum like you , are laughed at by people like the Blazers. Pray tell us of all the great volunteer work you do.

      The Book Bank is in the New Haven, Ct ghetto and in my 6 years there , I’ve noticed a few things, Very few blacks volunteer their time( those that do are wonderful people). Most of the libs that are there are paid by grants from Taxpayers(money stolen by the guberment). The Yale students that volunteer do so because it looks good on their summer intern resume’s. but they still look down their snooty noses at a grey haired old man . I just continue to bust their stones. Most of the time they don’t get the barb. , but the children are wonderful until the city system chews them up.     My uncle just had to spend some time in jail because he COULDN’T pay some of his businesses taxes after being screwed by his partner. Now this MORON says he didn’t know he had to pay taxes and he gets a finger wagged in his face..,..OMG I cannot stand that piece of trash, or John Lewis either for that matter…hell is too good for them.

    This criminal is on the floor and continues to make excuses. He outright blamed his STAFF for being the reason for at least seven of the charges. He made light of being censored all the while asking the censor to be reversed and then saying he isn’t judged by his peers here but basically by God. Arrogance and ignorance at it‘s best is Rangel’s attitude.

    He says he’s done wrong but what he did was not so bad and that all the good he did makes up for the bad. So to say a person who may lead 50 years of moral life, then kills someone should be forgiven for the killing because the good years make up for it. WRONG!

    Your a criminal and a thief and you cheated the very system, the very people you represent and you Mr. Rangel have destroyed your reputation and by the way… YOU were judged by your peers and soon based on your age may face the final judgment.

    What a sad excuse of a human and may all those that voted for you have to answer for their arrogance and ignorance and contribution to the corruption in our government.

      I thought it in poor taste to claim a bad heart right away, and profess censureship was too harsh, and get his cronies to ad lib for him, and reaffirm his 40 years of committment for ‘no censureship’. Maybe he just finally got caught and the charges were more serious than he would admit to.

      Corruption must be ended in politics, or we all pay the price. No doubt there are many more to seek out.

      He just was RE-ELECTED from Harlem, New York. That’s the best they can do. All this Guy did was say, “Other people have done much worse than Me.” I guess they didn’t get caught not paying taxes for a Hotel on an Island for 17 year. Yeah that’s right SEVENTEEN YEARS. What would happen to you? Ask one of My favorite actors ‘Wesley Snipes’ who has to start His 3 years in prison next week for doing less wrong. Our Politicians work for Us. If they don’t go to jail how in the Hell can one of us go for the same thing. We are their bosses. No, not any more.

      THEY HAVE NO LAWS. WITHOUT LAWS FOR ALL WE HAVE NONE FOR ANYONE.

      Chuck said his worse day was 60 years and 2 days ago. I don’t think very many of us were here then and even if you were does that count for a crime 60 years later? You people better get ready. The crap is going to hit the fan. Just try to get ready.

      An EFFECTIVE leader is one who leads by example. I hold government leaders to that, and DEMAND they remain above reproach. If they can’t do that, or are unwilling, then they need to go. There are many honest people in our country with a high level of integrity that can be placed into those positions. I pray that the MAJORITY of Americans recognize that.

      Kicking him out isn’t even enough. Just ask Wesley Snipes. What Wesley did pales to what Charlie did (17 years of false tax returns and tax evasion). If he doesn’t get thrown in jail, there is no rule of law. When a civilization’s elites think they are above the, it’s the end of that civilization. If you are not outraged, you ain‘t payin’ attention. This is a travesty of justice.

      I’m just looking for some clarification here. Could you explain to me why the following charges are not illegal?

      Rangel shortchanged the IRS for 17 years by failing to pay taxes on income from his rental unit in a Dominican Republic resort. He filed misleading financial disclosure reports for a decade, leaving out hundreds of thousands of dollars in assets he owned.

      He used congressional letterheads and staff to solicit donations for a monument to himself: a center named after him at City College of New York. The donors included businesses and their charitable foundations that had issues before Congress and, specifically, before the Ways and Means Committee.

      Rangel also set up a campaign office in the Harlem building where he lives, despite a lease specifying the unit was for residential use only.

      Folks wake up…this is all a huge dog and pony show. It doesn’t amount to a hill of beans if this so called man is censured or not. This is all to give the illusion to the mindless drones looking for Obama money that congress is still somewhat credible. After all they punished one of their own…they must be legit if it was one of their own right??? They are buying time…keep the unwashed masses content and confused for just a bit more till they collapse this bizzzatch.

      He got 80% of the vote to put him back in office even after being proven to be corrupt. Who says race has nothing to do with him being re-elected. Many would call me racist for making that statement but it wouldn’t be true. I judge a man by the content of his character, not the color of his skin. And when it comes to national politics; by one’s defense of the constitution, that very few legislators seem to read now days.
