Illinois Lawmakers Approve 66% Tax Increase

Illinois state Reps. discuss issues on the House floor Tuesday. They approved a 66 percent sales tax increase.

SPRINGFIELD, Ill. (AP) — Democratic Illinois lawmakers beat a looming deadline and approved a 66 percent income-tax increase in a desperate bid to end the state’s crippling budget crisis.

Legislative leaders rushed early Wednesday to pass the politically risky plan before a new General Assembly was sworn in at noon, taking a slice out of the Democratic majority and removing lame-duck lawmakers willing to support the tax before leaving office.

The increase now goes to Democratic Gov. Pat Quinn, who supports the plan to temporarily raise the personal tax rate to 5 percent, a two-thirds increase from the current 3 percent rate. Corporate taxes also would climb as part of the effort to close a budget hole that could hit $15 billion this year.

“Governor Quinn today thanks the Illinois General Assembly for taking strong action to confront our fiscal crisis and provide the revenue and reforms needed to stabilize the budget, pay our bills and jumpstart Illinois’ economy,” a statement from his office said.

Quinn’s office said the higher taxes will generate about $6.8 billion a year – a major increase by any measure. In percentage terms, 66 percent might be the biggest increase any state has adopted while grappling with recent economic woes.

It will be coupled with strict 2 percent limits on spending growth. If officials spend above those limits, the tax increase will automatically be canceled. The plan’s supporters warned that rising pension and health care costs probably will eat up all the spending allowed by the caps, forcing cuts in other areas of government.

Other pieces of the budget plan failed.

Lawmakers rejected a $1-a-pack increase in cigarette taxes, which would have provided money for schools. They also blocked a plan to borrow $8.7 billion to pay off overdue bills, which means long-suffering businesses and social-service agencies won’t get their money anytime soon.

House Speaker Michael Madigan, sounding weary, said Republicans should have supported some parts of the plan instead of voting against everything.

“They’re on the sidelines. They don’t want to get on the field of play,” the Chicago Democrat said. “I’m happy that the day has ended.”

But Republicans noted they were not included in negotiations. They also fundamentally reject the idea of raising taxes after years of spending growth.

“We’re saying to the people of Illinois, `For eight years we’ve overspent, now we’re going to make it your problem,’” said Rep. Roger Eddy. “We’re making up for our mistakes on your back.”

The increase means an Illinois resident who now owes $1,000 in state income taxes will pay $1,666 at the new rate. After four years, the rate drops to 4 percent and that same taxpayer will then owe $1,333.

Republicans predict the tax eventually will be made permanent.

“It’s a cruel hoax to play on citizens to say this is temporary,” said House Minority Leader Tom Cross, R-Oswego.

Democrats bristled at being blamed for the state’s financial problems, although they‘ve controlled the governor’s office and both legislative chambers since 2003.

They said some of the problem began under Republican governors and that Republicans backed some budgets that increased spending. They argued the national recession sent state revenues into a nosedive and that Democrats already have cut spending by billions of dollars.

“This mess is a mess that is the responsibility of all of us as Republicans and Democrats, of several different governors and part of the mess isn‘t even anybody’s fault,” said House Majority Leader Barbara Flynn Currie, D-Chicago.

The new tax money will balance the state’s annual budget and let officials begin chipping away at the backlog of unpaid bills. Borrowing money, and then repaying it with a portion of the tax increase, would have allowed those bills to be paid immediately, aiding organizations that provide services for the state but go months without being reimbursed.

The delay and the spending limits are “very troubling” to those groups, said Sean Noble, policy director for Voices for Illinois Children, a member of the statewide Responsible Budget Coalition. Still, he called the tax increase “an enormous step” toward putting Illinois on sound financial footing.

The proposal passed the House on Tuesday night 60-57, the bare minimum. No Republicans backed the measure there or in the Senate, where the measure passed 30-29.

The governor has refused to discuss the tax proposal publicly, although his aides say he supports it. During his election campaign, Quinn promised to veto any tax plan higher than his proposal for a 1-point increase.

Republicans accused Democrats of doing irreparable harm to Illinois families and businesses. Business leaders decried the proposal as a job-killer.

“Based on this particular legislation the only businesses that will benefit are the moving companies that will be helping many of my members move out of this particular state,” said Gregory Baise, head of the Illinois Manufacturers’ Association.

Democrats countered that even with the increase, Illinois’ tax rate will be lower than in many neighboring states – Iowa’s top rate is 8.98 percent, Wisconsin’s is 7.75 percent. They also maintain that without more money, state government may not be able to pay employees by the end of the year. Major government services might have to be halted, they warn, and groups waiting for state payments will go under.

Spending limits were added to the plan to win the support of some suburban Democrats. Republicans said the limits don’t do enough to clamp down.

The limits allow next year’s spending to increase considerably so the state can make its required contribution to government retirement systems, pay overdue bills and cover other costs that had been shoved aside. After that, however, spending could not grow more than 2 percent annually for the next three years or else the tax increase would be reversed.

“We’re really trying to handcuff ourselves and the governor in our spending,” said Illinois Senate President John Cullerton, a Chicago Democrat.

    As a lifelong resident of Illinois this criminal act is the final straw. My wife and I are considering moving to escape the madness of the Democratic Tyranny that is Illinois. There is VERY little difference between either parties here in Illinois. Both swim with corruption.

    The magnitude of criminal activity in the state (at all levels) has never been truly or accurately reported. Political and financial corruption has buried the citizenry and the future of The Land of Lincoln in a cesspool of union, mob and democratic sleaze. “Then why not vote them out of office?” you may ask. The answer is simple: One can’t. The corruption is so extreme that it goes to the very heart of what makes any Marxist Country flounder financially. If every voter outside of Cook County voted the bums out the black and union community within Cook County can vote them back into office owing to the entitlement mentality. They have done so, they are doing so, and will do so — and for all time. I once heard O’Reilly state that Dick Durbin was “political history” after he made his infamous statements about our military resembling Nazis. Regardless of past Chicago politics and corruptions, O’Reilly, like everyone else in the media, haven’t a clue of just how corrupt and powerful the current Democratic Machine is. Durbin won the election because they found enough votes in Chicago to win. The Gov won this last election because they found enough votes in Chicago to win. End of story. They can do whatever they wish to do, with no oversight whatsoever. AS LONG AS THE ATTORNEY GENERAL IS A DEM, the Democratic Machine has a blank check to do what they wish. Almost ONE BILLION DOLLARS of Illinois Tax-Payer funds have disappeared in Chicago and the unions. No audit was, is, or ever will be forthcoming. Never. More than ONE-HUNDRED cases of fraud and union corruption have been submitted to AG Lisa Madigan and/or her office. Do you how many cases were pursued? NONE. Not a single case. For a nation or government to exist the foundation must be governed by LAW. Ultimately, there is no law in Illinois. This wonderful state is no different than Zimbabwe or any other Marxist nation. We’re toast. And it is only the beginning.

    Drudge had a story on this happening yesterday.
    This morning Fox ran a story about 500+ retired state workers receiving (if I remembered correctly) around 700Mil $. yearly. Some taking in 100K,$ others 200K $+.
    How about this **IT. many private sector“ FULL TIME” workers averaging 40-50K PY paying taxes to compensate retired state union workers to the tune of 100-200K per year.And this is happening all over the country.
    ILL is in even deeper **IT than kal-y-4-nya. Watch citizens and private sector employers high-tail it out of there.
    Didn’t an Anti-America ILL. “preecha” babble something about “Chickens coming home to roooooost”
    I need to borrow his crystal ball so I can win the Power-ball jackpot.

      Why in the world would you say that Illinois people get what they “deserve”. What is it that we have done to you? I live in Illinois and I did not vote for quinn, did not vote for blago. I do not live in ‘the state of chicago’, but as far as popuation goes, if you arent in corrupt chicago, then your vote doesnt matter. Try to take into consideration that we are not all for the government and the government in Illinois is not for us. I seem to remember blago paying 30+ thousand dollars just to get his picture taken! Who is paying for that now? We are..and no…we dont DESERVE it. Get off your high horse!

      Hey, thebmt, you must have learned math in a “gubmint” school! If you’re paying 3% of your income and it’s then increased to 5%, that is a 66 percent increase in what you pay.

      BMT, Way to minimize the negative! After not a lot of calculating, I have actually figured out that going from three percent to a five percent rate constitutes a sixty-six(and two thirds) percentage of increase. A lot of businesses operate on from three to five percent net income after all expenses, why should they have to pay for the piss-poor fiscal management by the Ill-Annoy government.

      Yeah, that’s a brilliant plan. Raises taxes and drive out what remaining business and industry was hanging on. Illinois is simply a state governed by crooks. Whens the last time you have ever seen a temporary tax increase stay temporary in that state. Needless to say its the same mentality that still runs Illinois in Chicago that has brought the state to its financial knees. We dare not make any real cuts in the budget, let’s just soak the people more (even if they are already making personal sacrifices financially anyway). I wouldn’t live in that corrupt mob run state if you paid me.

      The neighboring States will reap the biggest benefit from Illinois’ suicidal legislation. Businesses will move to States that realize their citizens need to be gainfully employed and show their appreciation for the business community rather than squeezing them for political mad money. Illinois lawmakers have treated business like the enemy that needs to be punished for a very long time.
      Back when Blagojevich proposed imposing the VAT tax above the existing taxes, businesses started making their plans to escape. This new legislation will probably precipitate a fairly fast exodus to States that have most likely been trying to sell them on the move already.
      The news will be full of stories of Illinois refugees. If their is any way I can convince the rest of my family to move to a business friendly State without this rampant corruption, we will be gone soon.

      Every American should take a trip through Pennsylvania, look at Philadelphia, and visit the ghost city of Braddock. Yes, Braddock is literally a ghost city; 95% of the population is gone. Braddock was once a thriving manufacturing and economic center. The anti-business and high tax environment of Pennsylvania has driven industry out, and the state is in danger of becoming derelict.

      This is what Democrats do, and they seem to be immune from the truth.

      To all those who believe Illinois is a liberal state. Please don’t associate all of us with the Chicago individuals. It is a long standing fact that if you live outside of Chicago you don’t matter. There are more congressional districts in Chicago than the entire rest of the state. We are not all Liberals. I must say that I look forward to driving an extra 3 miles to work when my company moves across the river into Missouri. Gas, Cigs, nearly everything is less expensive in Missouri.

      Great just what we need. Illinois turns their State into a pile of garbage then the lawmakers decide to raise taxes to continue to support their Liberal government garbage programs by raising taxes which then people decide to migrate to the South to pollute our culture and communities!
      Can we get some State immigration laws drawn up please!

      Word to Northerners, have you ever noticed how a Southerner doesn’t quite fit in up North? Yes, well Northerners don’t fit at all down South so please just stick to letting us have to bear your presence for a few summer weeks on your vacation and then go back home where you belong and work hard to fix your state instead of coming and ruining ours!

      The already know their States are Socialist strongholds to they trash the place and make it unlivable meanwhile it forces them to move to cheaper places in the South which are more conservative but that is what they want because if they can get enough Liberal Scum to move in then soon the Liberal Democratic candidates are running and getting elected and it soon trashed the whole country!

      I live in AZ and the number of people who have moved here from IL is unbelievable! I have met many who are nice people, and I have become completely disgusted by the ones who have weasled themselves and their political sickness into our local governments. There are many others from the liberal states that have nested here right next to the crazy liberals from IL.

      If you look at the usery that now exists here, it is absolutely beyond comprehension what they are doing. In the city I reside in, they start running juice (mobster term for taxing) on your water and sewer bill after 15 days of payment notice. On a side note here, those water rates just went up by 10% a few months ago. The federal clean air act is used to garner them a sludge fund which is wrong. What they do is collect $3 plus tax each and every month from every residence that pays a sewer/water bill. This money is apparently placed into some mythical sludge fund for when the EPA fines our city for violating the clean air act. Heck, I cannot even get a green light to speak at a local city counsel meeting about this. Welcome to Chicago style politics, and I guess it will probably get worst.

      Have to say my husband doesn’t even work in IL.. therefore the question would be do we rent out our home (it’s in my name only) or do I just let it become another foreclosure.. while we buy a house in HIS name in the state he works in since housing is cheaper there anyway..OR we could just say we are residents of IN.. have to see which one works out best for us..

      you have to understand…illinois is just a life support system for chicago. these assh@%# are more concerded with making mayor daly and his pirates happy, where do you think most of the state revenue goes? these turkeys have been driving out businesses for years and are too stupid to figure it out. Why didn’t the cut government pensions? There are 500 or so in the program and they will be paid over $68 million dollars just this year and it will increase next year “due to cost of living” (?)
      Every one of these “people” need to be fired. We need to make term limits the law. we need to make their pensions depend on what WE have…401K, investments…and NO life long platinum parachutes!!!

      You are correct, many of us will be moving.
      I live in Chicago and have lived here most of my life. And I have had it.
      In addition to this most recent the tax increase, we are hit with many obsticles to normal living.
      The fact that this increase was passed by a lame duck legislature is the last straw. We will escape to Wisconsin or a Western state. Fortunately, my job as well as my wife’s job are easily portable and we can rent out our 2 flat and sell it at our convenience.
      It will be great not to spend $ 20,000 a year for my daughter’s private school tuition and not be continually hit by the “red light stop” traps.

      ……….When I started this e-mail, I was going to list all of the examples of waste that I see on a daily basis, but in retrospect this is a waste of time, since we are moving on.
