‘I’m Not Stopping’: Penn. Woman Faces $600 Daily Fine for Feeding Hungry Children

Chester Township, Pennsylvania Resident Angela Prattis Faces $600 Daily Fine or $1,000 Variance for Feeding Hungry Children

Angela Prattis has spent part of the summer distributing meals to hungry children in Pennsylvania, but now, the township has informed her that if she does not obtain a costly “ordinance,” she will be fined $600 each day she distributes food.

“I’m not stopping,” said Angela Prattis, who has been distributing meals she receives from the Archdiocese of Philadelphia to about 60 children from a gazebo on her property this summer. “These kids are hungry. I’m not tearing down the community. I’m keeping the children out of harm’s way.”

Prattis, who has lived in the township for about three years, started distributing meals and drinks to underprivileged children at her church, the Church of the Overcomer in Trainer, several years ago. This year, after giving birth to her second child, she began distributing the meals from the gazebo in her yard.

Township Council Chairman Stanley Kester said the township was notified of the distribution via a telephone call from another resident a few weeks ago. He asked the township solicitor, Stephen Polaha, to investigate the matter, and in a response to council two weeks ago, Polaha returned an opinion stating that, in terms of the township’s zoning laws, the distribution “was not permitted without a variance.”

That variance costs about $1,000, according to NBC10.

“I don’t think the zoning laws apply here,” Prattis protested. “If I was selling food or cooking food, I could see how it would apply. But we shouldn’t have to pay anything, and if the ordinance does exist, it should be waived for someone who is feeding children.”

Township Council Chairman Stanley Kester commented: “She wants us to bypass or exonerate her from the zoning hearing. She just doesn’t want to pay to do things the right way… We can’t just start exempting everyone from our laws. If you do one, you’ve got to do everybody.”

The program receives funding from the Department of Education, according to NBC10, and is monitored by the archdiocese, but the town is still concerned that there could be a negative outcome, like a case of food poisoning.  Because of the zoning and ordinance laws, Prattis is seemingly the one being targeted.

“It’s a township law,” Kester explained. “We are not picking on her because she’s feeding kids. It’s an honorable thing to do. But she can’t do it there. We’ve told her she could apply for a variance. We’ve told her she can go to the school and ask to work with the school. But we’re not taking the blame for something we’re not responsible for.”

Prattis noted that she has been certified by the archdiocese and that the distribution site is subject to inspection.  If her statements are any indication, she is not at all convinced that the fines and regulations are justified.

“How is feeding kids a bad thing?” she asked.  “I’m doing this from my heart because I love children. And these kids are hungry. Last Friday, I had 20 children walk to my house in the pouring rain for lunch, and at 2 p.m., they came back for a snack. Tell me this program is not needed.”

      Think about the statement you quoted.

      I cannot help but wonder how many other people would help out if if were not for the expensive permit.

      Nothing like the government preventing people in the community from helping each other out in time of need.

      I mean, how DARE the church go out into the community to help people! That‘s the government’s job! (which they suck at, by the way…).

      First of all – she is getting MONEY – our taxpayer money – for this “free food” and second of all – how would you like it if your next door neighbor had 60 screaming parasitic kids on their front lawn EVERY FREAKING DAY hmmm? This is an Obama supporter who is just following the example of her King that the laws do not apply to the blacks because Obama is doing the very same thing with the New Black Panther Party and allowing ILLEGAL ALIENS to break the law. Why bother having laws anyway? Here’s what I hope for – that one of those lovely black flash mobs shows up at her house for THEIR free food – then I guess she’ll expect police protection too right?

      If the city councilman had a few brain cells to rub together–after making the statement that the woman needed a variance to do what she’s doing–he would pull out his checkbook, announce that what the woman was doing was honorable, and tell the press that he would personally be paying for the variance; and he would assemble a commitee to explore modifying the law.

      He would be a hero and be a councilman for life if he wanted it, and the woman could continue feeding the poor.

      BUT NOOOOO!!!!

      We have another example of a stupid bureacrat that doesn’t quite get the fact that he is there to solve problems just like these for the good of the community. Instead he see’s himself as a judge enforcing laws that he likely had a hand in making. Laws that are filled with bureacratic pride and stupidity, but must be enforced because to not do so, would be a blow to his lack of leadership.

      What is actually the permit for? I mean what does it do for the city? Ok ok, I know, money towards government but other than that what does it do? Does it release them from liability because they Allowed her to do something that she should be free to do anyway? Why would they be subject to any liability? LAWYERS!!!!       By feeding these kids you are showing them that they can survive, as long as they are neighborly, without further government assistance. The government can’t have that though, if people figured out they can make it on their own if they help each other within the community, the government would lose their welfare slaves. Can’t have that, it would destroy all the forward progress they’ve made. Race divisiveness would retreat. Class envy would retreat. Sociopolitical tension would retreat. All of that forward progress would be lost, and quickly, if people realized their independence. No, no, no, big government CAN NOT let that happen.

      One human being trying to do the right thing and what do you get? Hassled by politicians and demands to comply with the law. What would Christ do? Exactly what this woman is doing. Christ would also say that HE is the “…law…” and feed the kids – and everyone else there. (By the way, JESUS CHRIST is the law folks and I love HIM.)

      Oh. that’s right, we can’t speak of GOD or Jesus Christ in our country any longer because it will offend someone. Oh, we can’t do good things for those who are in need because of the laws.       Leave Angela Prattis alone. Better yet, why don’t you, Stanley Kester, and the rest of your knucklehead friends get off your lazy backsides and go and help her feed those kids. You will be a different person when you have finished that task.

      @2012 If you would take a step out of the gated community that you live in and visit Philadelphia or Chester you wouldn’t be talking out of your butt. Chester is a township just outside of Philadelphia (the 5th most populated city, my birth city) there are screaming children outside of your house everyday regardless of whether you’re doing the honorable by feeding them or not. Chester is a pretty busy township honking cars and screaming children are the norm and the neighbors don’t care. FYI she’s feeding children from the neighborhood, I’m sure the neighbors hate that.       I vote to let her do what shes doing. She is a representative of the church who has complied with the state and gotten all the proper fees payed. Whe the hell cares where she is physically when shes giving out the food. I think this is a wake up call for that community. Perhaps just perhaps more people will see that charity comes from the heart and liberal big government doesnt work. Ide be willing to bet if a conservative person was incharge of the township he/she would work to abolish that law in a town councel. She/he would encourage neighbors to reach out and help eachother and hold this woman up and praise her.

    You control cost of the asinine permit give it to her for 1 dollar or 1 cent or a voucher…that way you still can protect the integrity of your law…

      But the thing is that there really has never been people starving in America [quite like] like other parts of the world. In America if someone doesn’t get 3 full meals per day they try to say that one is going hungry – and even some modern children act like not getting a dessert too is going hungry. It seems to me that those children are aware of her trials with the Township, and they are getting a far greater meal of disregard for government. I wonder how much disregard they have for government in Somalia, and how many more children in Somalia consider a giant meal – what these children in this article consider a small meal? I bet they have a lot of disregard for government in Somalia.

      I think we should help the people in our own country first, but I know what you are saying.
      The nochildhungry.com ads on TV are bogus. All the children they show are healthy, well-fed kids. They try to make them look sad and try to make them out to be “hungry” kids.
      I have tried to find out who is behind the nokidshungry.com (org?) but I cannot find out who it is.
      If anyone knows who it is, let me know. The guy looks like Jeff Bridges, but is not.

      Actually I think Jesus would have said pay the government what is their’s. He would have paid the fee and kept feeding his children. Even Jesus paid taxs.
      Not saying this is right…the township is blame for not giving an exception or reducing the fee greatly…however, it is the rule of the land, and we must follow it.

      I think what you say was true before 2008, but since this last economic slam coupled with the terrible policies coming from this administration that has produced continued unemployment (piled on top of the degradation of families among those made dependent by the welfare society), hungry children in this country are very real and present.

    Having the government feeding your children is so much more dangerous. Gives them a chance to spread their propaganda to small kids that only government can help them (from cradle to grave).

    Check out how many food stamps are given out instead of making them work for them even temporarily. How about the extension of unemployment benefits without them having to do anything.

      We as community, churches, various groups should help our neighbors. That being said, the Bible also says in Romans 12:1, ‘Every person is to submit to the governing authorities, for there is no authority except that which God has established.’
      Ms. Pattis, you and you associates (the archdioses, etc) should pay based on Scripture. Remember, ‘give to Caesar what is Caesar’s ‘?

      I believe that God will bless your efforts to feed the children AND your obedience to His Word.

    If the Archdiocese has set her up to distribute meals, she should pass the violations on to them. They have lots of lawyers and can help. Has she contacted them? The article doesn’t say.

    There are reasons for laws, but there should also be common sense and some exceptions written in them. They need to get together and make sure what those laws are not doing is preventing children from being fed who are going hungry and work something out. This should be taken on a case by case basis, not a law that covers every different case. Every case should stand on it’s own merit. People simply have no common sense. These laws should be written in such a way as to prevent kids from going hungry and if this is not the case, then fines should be collected. Someone could chip in if the fines are deemed necessary in this case. What business is it of the government, anyway if this is alleviating hunger?

      By paying for the permit even through donations you are complying, donations are fine but as I understand the story this food is supplied by the Dep of Education no less and monitored by the Church if this “councilman” (REALLY READ THE WORD AND MEANING OF THE TITLE “COUNCIL” MAN!) has any b@lls he needs to go through them.

      Their parents are likely converting their food stamps / ebt food program card into non
      food items this way the kids at least get one meal, And no im not saying
      everyone abuses the food stamp program just that enough do that it
      causes situations were this may be the only real meal some of these kids get.
      Can anyone tell me what is wrong with work for programs?? In my mid twenties my roommate
      went to the town for help they gave him 25 hours a week at the town recycling center and covered his rent till he found a job.

      Who gives a good god damn what the parents are doing? If the children are hungry, whatever their parents are doing is not the fault of the kids. Saying, “I bet their parents are on welfare,” doesn’t stop the kids from being hungry.

    You are absolutely right. You can’t exempt everyone because if you do you will be living in a God fearing Township that has love and Christ-like qualities and a community that is filled with love. Obama, opps, God knows you can’t do that!

    What she is doing is great but I agree would you as a neighbor want this next to your home this is a home not a church this should be move to a church. Just inform the kids they need to go to the church for food not her home.

    Be real setting this up in front of her home and feeding the kids is disruptive to your neighbors

      Did any of you watch the vid this home is in a very nice upscale area were home owners want peace and quiet you pay for such a nice home for a nice neighborhood that doesn’t look like some chow line for the poor.

      I agree, and would have called myself if everyday 200+ children stood around in my driveway leaving trash from free food next door. I bet crime in that neighborhood is up too…you can’t just bring them to somewhere nice and not expect things to start happening.

      I mean, I am sure the children are being bussed in from the surrounding communities, right?

      Come on! The kids are in the area already. If anything, if the kids are at her house eating, they’re less likely to be in front of my place!

      I mean, who wants kids in their neighborhood, right?

      Let the kids be kids. And lets help them out when we can. If it means feeding them, then feed them!

      There is also such a thing as needing proper toilets for 60 or more people you people are not thinking just reacting she is not just feeding a few kids this is a chow line of 60 kids and up I bet some are using a wall or a bush as a toilet

      Do you really want that in a residential area every day NO?

      This belongs in a church were they are set up for this

      Reality sucks when you can look outside and see that doesn’t it? Rather you want to live in denial that this country is going to waste. Pretty soon you’re going to see it in your own neighborhood. I feel sorry for you, but this is reality and if the government lifted the heavy restrictions then you would see it everywhere. So sorry to invade your bubble of fantasy, but this nation is starting to lack those that take responsibility for themselves, so God bless the woman for waking us up to this and I only wish that I could help too. This isn’t and never will be the America we grew up in so stop arguing aesthetics and help or get out of the way.

    If you wonder why this country is turning into the old USSR, this is a good example.

    Here we have Township Council Chairman Stanley Kester . He got elected to save the citizens from themself, and he has a law.
    That means he also has a judge that is willing and ready to enforce the law
    .
    These are progressives, that live to control. A law that prevents some one from giving a sandwich to kid, will also prevent an 8 year old from selling lemonade, or girl scout cookies. The important thing to Stanley is the law, not what the law does, or how stupid it is.

    One telling trait of a progressive, they never let logic and common sense enter their thinking.
