Kentucky Women Raised by Hippie-Style ‘Gypsies’ Sue Feds to Get Social Security Numbers

LONDON, Ky. (AP) — For more than two decades, a pair of sisters in rural Kentucky have lived without Social Security numbers, doing odd jobs like bartending and making jewelry to earn cash under the table. One of them even posed as their mother to gain employment.
Now Raechel and Stephanie Schultz want steady, legitimate work, yet the federal government has refused to issue numbers to the women, saying they need more proof the pair were born in the U.S. The predicament prompted the women, who have lived for years on society’s fringes, to sue.
“I‘m proud to be American but they don’t want me,” 23-year-old Stephanie Schultz told The Associated Press in an interview at their lawyer’s office in southeastern Kentucky.
The earliest years for the Schultz sisters were nomadic. The family traveled through 42 states, never staying too long in one place. Their father found occasional work in construction or at restaurants and the children picked up cans to make a few bucks. They stayed in motels or camped and the sisters’ grandparents sent money to help.
“They didn’t have no life plan,” 29-year-old Raechel Schultz said of her parents, now in their 50s. “It was just all like free hippie style, do what you can to get by. Gypsies.”
Raechel was born at a home in Madison County, Ky., near where the family lives now; Stephanie was delivered in the back of a Dodge van in southern Alabama. The births were recorded in a family Bible but were otherwise undocumented.
Their mercurial parents settled into a hardscrabble existence about 14 years ago along the foothills of the Appalachian Mountains, where the family car broke down. The girls were home schooled by their college-educated parents.
The sisters still live with their parents in a weather-worn mobile home in the tiny enclave of Lily. The trailer is perched close to a strip of blacktop winding through the hilly backcountry.
It wasn’t until five years ago that they tried to register with the Social Security system. They waited until Stephanie turned 18 because their parents feared truancy charges, Raechel said.
“The first couple years of our life, Dad didn’t get our Social Security numbers, and he said once you don’t do that right off the bat, they won’t let you do it,” Raechel said. “So they just went on with it.”
Everyone else in the family has a Social Security number, including an older sister now living in New Orleans who got her Social Security card as a teenager on her second try. She had a birth certificate and a baptismal record.
When the sisters first went to get their Social Security number, “we thought it would be easy,” Stephanie said.
This isn’t the first time the sisters have gone to court over personal documents. In 2009, the women sued to get birth certificates, took a DNA test to prove they were born to their parents and a judge’s order won them the records.
“The Court has no reason to not believe the testimony and finds no reason to suggest the plaintiffs are seeking this relief for an illegal or immoral purpose,” Circuit Judge John Knox Mills wrote in his 2010 order.
Despite their lack of Social Security numbers, the sisters have found ways to supplement their family’s meager income. Stephanie makes jewelry and paints old furniture to sell at a flea market. Raechel held down work at a couple of area restaurants by posing as her mother. She was at one eatery for seven years, rising to associate manager, but eventually quit out of fear her supervisors would discover her secret.
According to their lawsuit, the Social Security Administration indicated it denied the women’s request for numbers because they “have not given us documents we need to show U.S. citizenship.” The agency has declined to comment on the suit.
The sisters’ attorney, Douglas Benge, said he was told by a Social Security official that the agency doesn’t accept birth certificates issued so many years after birth.
“Our complaint with the government is, what else do these girls have to show?” he said.
On its website, the Social Security Administration lists documents that may be used to prove identity, age and citizenship. The accepted records include a birth certificate, driver’s license, state-issued identification card or U.S. passport, and it’s not entirely clear why they have been denied.
Robert Bruce, who retired as a district manager after 31 years with the Social Security Administration, said recently that the age of the women combined with the lack of official documentation raises a suspicion of fraud.
The sisters see their dilemma as a government overreaction since the Sept. 11 terrorist attacks.
Their maternal grandfather said they just want a chance to work.
“My view is, we’re so caught up in administrative procedure, nobody has any common sense,” said Norman Turchan, who lives in Indianapolis. “There’s a common sense way out of this situation.”
When word of their plight appeared on the Internet and in newspapers, their attorney received emails from some questioning the sisters’ motivation, saying the Schultzes just wanted government assistance. But both women said they want to work, and that their family has never taken welfare.
“I don’t want to bum off the state,” said Raechel, who would like to sell real estate.
Stephanie dreams of running a no-kill animal shelter and dabbling in interior design.
“If you have a Social Security number, you can do anything you want,” Raechel said.

Rush Limbaugh mentions in the commercial that identity thieves only need one’s social security number and that the first five numbers indicate where/when the number was obtained…….well if that’s true,then either Rush Limbaugh is lying and barry soetoro or any of his family really did live in CT . Who do you think is lying Rush Limbaugh or barry soetoro, hmmmm?
obviously I am a “birther”. And the fact of the matter is, is that barry isn‘t eligible because his father wasn’t a us citizen ever. Article 2 Section 5 of the us constitution lays this out and it is re-affirmed in minor versus happersat. This proof iis probably to steep a climb for most americans, so we birthers expose barry’s ill-gotten ssn and somehow this is not enough for the public to see the criminality. Well, at this point you’re on your own and good luck with that denial thing you have going on.

But you are right, it is a steep climb…because the truth is so guarded and protected that to get anyone who would be believed to take this up, is impossible. There is clause 5 of section 1 article 2 that talks about the needing to be born citizen here. Unfortunately, Barry can prove that. So my suggestion is, be patient my friend we will vote him out in 2012.

Stating an “American Citizen=Native/natural born” is incorrect, relative to referencing USC, Title 22, Chapter 23. Please be advised that native-born, appearing once in Sec. 1731, doesn’t equate either a citizen or a native, with natural born. Natural born isn’t mentioned at all, as it only pertains to presidential eligibility.
The US Constitution, Article 2, Section 1, exemption from being a natural born citizen, “or a citizen of the United States at the time of the adoption …” wasn’t needed if a natural born citizen is just a citizen. This proves that a natural born citizen and a citizen are not equal.
So a natural born citizen, obviously being not less than, nor equal to a citizen, must be greater than a citizen. The minimal requirement for citizenship at the time, was one born in the US to a US citizen father. Therefore a natural born citizen must be one born in the US to US citizen parents. This was later confirmed by the Supreme Court.[1]
The Founding Fathers undoubtedly expected us to grasp this simple logic. Indeed, they saw no need to define this once well known and easily deduced term as though they were simultaneously authoring a futuristic dictionary for dummies.

Posted on August 15, 2011 at 7:02amIt is true that the first few numbers tell where the number was issued. I have proof. I got my first social security number in Missouri (494). I had my purse stolen in high school, which had my social security card in it. Luckily I had memorized the number. I went down to get a new card and told them my number. They sent me one that was one number off. They said it didn‘t matter because I hadn’t had any jobs.. I joined the Navy, got married, got divorced, and then got married again. The last time, they said my name and social security number didn’t match. I wrote in to change it and they gave me a totally different number. Something like 545 or 555, don’t remember, for being a FPO number. When I wrote and asked about it, they said that the first number was mine, the second number was never mine it belonged to someone else, and the third number was mine, but they would prefer me to not use it. If I had known then what would happen now, I’d have kept it, but I shredded the card.
I think it‘s sad that they’ll give illegal aliens numbers (and then deny it), and not these ladies. Barry Soetoro had a grandmother that worked in the social security office and his number supposedly belongs to someone else, too. I suppose it would be alright if they did this.

The Area Number is assigned by the geographical region. That is one way the govt can identify that you are a resident of the us and where you were born. To late now, he has been there almost three years and no one is going to oust him no matter how many people scream about it, move on to the issues tht are REALLY facing right now. Like the middle class being smashed into the ground, the women trying to raise their children and work and afford food and gas really don’t give a crap where he was born at this point they just want some damn relief. No one looks at the real problem, that Obama is, at a minimum, a dual citizen with divided loyalties – exactly what the Constitutional requirement for ‘Natural Born’ status was designed to prevent (for someone to serve as President of the United States) Natural Born requires that both parents be citizens of the US. As you correctly point out, Obama’s father was not a US citizen – so Obama is not qualified to be Pres of the U.S. Also, his mother was not 18 when he was born so her citizenship does not grant him US citizenship. There are many, many more issues – and everyone should become informed before 1012 elections. What does it say about the state of our country when the real issues are ignored by everyone in a position to deal with these?

It’s a part of the science of biometrics and the FBI is very good and distinguishing these speech patterns. I am kind of the APA guru in my house and my husband asked for my help with the paper he was working on for his Masters. He had to write about an early education philosopher. Most of his peers, to the chagrin of their instructor, chose John Dewey. My husband went with Boyd Bode. It was very enlightening. Everything makes total sense to me now, why our students are growing dumber and dumber. However, if someone would like to explain to me the concept of whole language I would really appreciate it. It makes sense that it is a dysfunctional approach to teaching, but can’t understand the nuts and bolts.

Governor Perry was the first governor in 2001 to give ILLEGAL ALIENS in-state college tuition. Maybe these women should move to Texas where Perry welcomes illegals into the education system and as illegals, the TX taxpayers can pay for their GED and then their college education also.
After college they can get a sub par paying job because the vast majority of jobs in Texas are LOW -PAYING but Perry doesn’t say that when he touts what a great job builder he is.

It just says the person was born…..as if that needs to be proven…..and with that should be able to get a SS number. Now, I know people that wish they didn’t have a SS number. It follows you bringing all your history with it. If I were them I would not want to get it. There will be no money to retire on by the time they are 65 so why bother. Just continue to work under the table.

To bad they aren’t illegal aliens. The IRS allows illegals to use ANYONE‘s SSN illegal so they can pay taxes but they won’t tell you if anyone is using your SSN.
