‘Made in China’: U.S. Military Finding Fake Chinese Electronics in Gear At Alarming Rate

The U.S. Senate Armed Services Committee has found that counterfeit electronic parts are finding their way into the U.S. military supply chain at an alarming rate.

The Senate released a report that claims that on 1,800 separate occasions, the U.S. military or contractors have purchased electronics materials for defense systems that were either fake or poorly recycled.

In some cases, defective chips made their way into critical U.S. weapons and navigation systems. The examples could provide a serious wake-up call to defense contractors and others involved in the military supply chain. In one instance highlighted by the Senate report, it was pointed out that, on September 8th, the defense contractor Raytheon notified the Navy of the following:

“Counterfeit transistors had been found on a night vision or FLIR system used on the Navy’s SH-60B helicopters. If the FLIR system were to fail, the Navy said the helicopter would be unable to conduct surface warfare missions using Hellfire missiles.”

In another example involving the Air Force’s C-27J aircraft, the report stated that, on September 19, contractor L-3 told the Air Force that ”38 video memory chips installed on the plane’s display units were suspected to be counterfeit.”

The Committee released the results of the months-long investigation earlier this week and met again today discuss legislation aimed at tackling the problem. Led by Sen. Carl Levin, D-Mich., and Sen. John McCain, R-Ariz., the committee staff traced the DoD supply chain back to its start for more than 100 counterfeit parts and found that 70 percent of them originated in China.

Another 20% came from countries like Canada and the U.K. that resold Chinese parts to the U.S. Realistically, closer to 90% of faulty electronics in military equipment came from China.

And the problem appears to be getting worse for the defense industry. The Senate report cited Commerce Department statistics including one that said, “In 2005, there were 3,868 incidents detected, compared with 9,356 in 2008.”

To deal with this growing problem, the Senate Committee wants stricter enforcement of the laws that protect the national defense supply chain, and even to hold Chinese parts longer at customs terminals for special inspection.

In addition, Senators on the Committee want contractors to be responsible for the replacement cost of faulty parts instead of the taxpayer. The bill for replacement parts can cost millions of dollars.

The report also discussed the complex lifecycle of Chinese counterfeit electronic parts. Electronic waste is shipped from the United States and the rest of the world to Hong Kong, where the raw materials then are often transferred to mainland China. At that point, as the Senate report says, the electronics are broken down and refurbished with no quality controls, including:

“burned off of old circuit boards, washed in the river, and dried on city sidewalks… part of this process includes removing any indentifying marks, including date codes and part numbers. Once the old part is made to look new, it is shipped to the Chinese city of Shenzhen. From China, the counterfeit part makes its way through the DoD supply chain, often passing through four or five subcontractors before a prime contractor has integrated it onto a weapon system.”

While the report focuses on unintentional threats to the military supply chain, the presence of shoddy Chinese electronics in thousands of devices and the apparent U.S. reliance on China for its national defense supply chain should concern all Americans.

It’s one thing to outsource toys and toasters, but more than anything else, American military equipment should probably bear the stamp “Made in U.S.A.”

    Why are these parts Made in China. None of our military equipment should be made in any other country. China could have even built in an “off” switch in these chips. Quit low-balling our soldiers!

      Because the Govt awards contracts to the cheapest bidder! Where else can you get cheap parts? China! Why? SLAVE LABOR. Cmon lets call it what it is they use slave labor & thats why business goes there. Aside from high taxes & govt regs on mfg’rs what else can a company do to be competitive if LABOR costs are killing them? They must look for cheaper components, raw materials China has cornered that mkt; itll be the end of us all.

      I agree 100% all our military equip should be mfg’d here but what can you do to get costs down once you have cut everywhere else to get your company as lean as possible? Its just not the military its everything. China is killing us slowly we were once the hub of mfg’ing for the world thats what made US so great. Our innovation and ability to produce. Keep in mind once upon a time if you wanted a radio or refrigerator you had to buy it from the US. Those days are gone, systematically through taxes, regs and labor costs (ie UNIONS) we have shot ourselves in the foot.

      So what do you do about China or any other nation that uses slave labor? Oh & just b/c the workers arent chained or being whipped doesnt mean they arent slaves; $1 a day should say enough! What do we do? Only way to get on top is some new radical invention that everyone on the planet will need which is entirely produced in US including raw materials.       I agree what if we went to war with China and they had a disable mechanism that was was programmed in to the chips. Didn’t someone in WW II make bullets for the germans that would not work. This can not be allowed to happen. And with the price tags that we pay you would think that we are not cutting corners.

      However there is the use the best technology part of this. We need to make sure that we stay on the cutting edge of this so we will have the best technology. How about employing people that are not working so we are paying them anyway to test and help do a little R & D. Since we disbanded and defunded NASA how about we take those people and employ them for R & D, for our military.

      Some one want to explain to me why we landed a high tec spy plane in Chinese territory and left them take it apart? If the pilot of that plane did not want to bale the a self destruct should have been used on the ground, and baring that it should have been targeted. Some one wanted them to have it.

      Unfortunately the environmental regulations have made it next to impossible to manufacture those components in this country regardless of cost. Another case of left wing tree hugging loons selling us out for the sake of a couple muskrats. Remember when you can’t find a light bulb, can‘t go to grandma’s house because your electric car won’t go more than 80 miles or it takes three flushes to accomplish the job that used to take one.

      SavingtheRepublic.com – You are exactly right. I am a very senior electrical engineer; I have worked on power systems for the International Space Station and F35 for example. It is very difficult to get US-made components anymore because the defense wind-down has caused many of the major suppliers of components to cut way back on military grade production lines for semiconductors (chips and discrete products). A military grade line costs roughly 10 times what a consumer grade line costs to keep running, so if you have even a slight decrease in outgoing volume, those lines become a drain on the company profit.

      The real danger is loss of rare-earths and exotic materials being under the control of the Chinese and Russians. We can’t keep our military running without spare parts made with exotics. It’s like the man-portable air-to-ground missiles (Stingers) we gave the Taliban to fight the Russians. Why weren’t any of our aircraft (military or civilian) ever shot down by them? The Taliban had thousands of Stingers. Because the batteries went dead and the Taliban couldn’t get replacements. We’ll be in the same boat – lots of fancy weapons and no spare parts to keep them operational.

      Absolutely!!! Who in the hell is letting these suppliers buy from a foreign country that hates us? WHY are these weapons and equipment not checked before distributing to our troops? Common sense says that our equipment should be made in the USA where we have controls. I HAVE HAD ENOUGH OF THE STUPIDITY ALREADY; I JUST CAN’T TAKE IT ANYMORE.

      Do you people not pay attention to news. It is because the production of these parts in the USA is not occurring #1. #2, if it did occur the cost would be too expensive for the DoD budget. #3 the DoD as ordered by congress began a supply line for off the shelf parts in new development projects and current maintenance. The idea is to significantly decrease the cost of parts by developing technology using off the shelf components wherever possible. All DoD contractors follow this rule in new development projects since 2008. Example, the USAF F-22 has no off the shelf components. It was designed from the ground up with custom hardware and software. That is why it cost so much to build and operate. The new F-35 that supposedly will be replacing strike aircraft for all branches of the military is developed with a significant amount of off the shelf components, making it quite cheap to produce and maintain comparatively.

      Gee this is nothing NEW!! Aviation and Aerospace weekly magazine has been running story’s about this BIG PROBLEM for YEARS!!! So my question is WERE HAS CONGRESS BEEN while this magazine was reporting on this problem. I for one agree that ALL command and control electronics that our military relays on NEEDS TO BE MADE in this country from start to finish. The Chinese will copy and steal anything they can get there hands on and to have our most important military systems using parts that are made in China is just a disaster waiting to happen. I read in the magazine that our military tech guys were finding strange circuits on some of the military chips that they are getting from China and have no idea what they are for. Kind of makes you wonder if that extra circuit is not some kind of auto destruct device that the Chinese could use against our Navy when we go to war with them in the South China Sea and if you don‘t know what’s happening with China and our Allies in the South China Sea you had better do some research because we will be fighting a war with then over it soon.

      Nearly every electronic component in Marine and Navy aircraft if made by contractors in Taiwan. That is the fact and truth of the matter. We also pay thousands (I’ve seen refurbished comm/nav gear at >$52,000 ) for replacement parts due to the Navy’s repair protocols. Even when a Marine or Sailor knows how to repair a $10,000 item for the cost of a few resistors and solder, it is often written in the “pub” that that particular repair must be made at depot level (aka, manufacturer). Also, when we repair night vision goggles we throw away the defective intensifier tubes. These “defective tubes” are often only defective due to small dark spots on the phosphor screen caused by lasers, dust inside, or just wear out. These tubes could be sold to the public for >$250 a piece along with a monocular tube and lenses for about $100 and we could be supplying the public (especially those along the border) with effective night vision capability and saving the military money at the same time.

      Under the current economic system though (keynesian BS) I had to sit and watch Marines get commended on their performance. I.E. Finding something to spend the leftover $50,000 from our yearly budget so that funding doesn’t get cut in the future.

      Our officers are training people to spend your money frivolously just so they can keep their extra funding from year to year. Think I’m wrong? Most officers are products of the liberal education system, enlisted, not so much.

      This is not just this administration. I worked at a full depot for awhile where crypto equipment was repaired. This circuitry goes into many military items. Our parts come from all over the place-it was not like that all the time but even before the last three administrations the DoD started to LoBall & privatize. Contracts are nothing more than $$ signs or political favors. Our enemies see a weakness & are just capitalizing on our ignorance. The loser is the US soldier. The temporary winner is a politician, donor and/or voting lobby. I tested every part before I used it–not everyone does. EOS.

      It would be virtually impossible to manufacture every piece of equipment I and others would use in the military. And even if we decided to do that – it would take decades to build the facilities.

      Our government is complaining about the cost of the military and threatening to cut the pay and benefits, Obama wants them to buy their own Medical Insurance. They want to cut the benefits and pay of the retirees and take away the medical care we were promised. The administration does not care about these young men or us old soldiers.

    Any vendor who supplies our military with fake or bad devices from China when they are supposed to us US made or approved parts should be immediately suspended from supplying our military ever again. Plus they should be prosecuted for fraud and put in prison……Totally unacceptable. Bet they don’t do squat about it and this is a very serious issues and compromise national security. Not surprised.

      Problem is once you bar Mr. X and his company X solutions a “vendor” from supplying subcontractors building weapons etc. Mr. X shutters his doors for a day, reopens under a new company Y solutions incorporated under his wife’s name and continues doing business. Its impossible to stop.

      You are obviously an overbearing nut job. The fact is that very few electronic components are made in the US anymore. Remember the scene from the movie where the Russian cosmonaut starts beating on equipment and shouts “Russian components, American components… ALL MADE IN TAIWAN!” Well, that wasn’t a joke. As a military aviation communication and navigation repair technician, I can tell you that 90% of our gear is made with parts from taiwan. That that isn’t made from such parts, was made in USA circa 1965 and most of those parts are obsolete and out of use.

      If people are getting bad parts, then that is what quality control should be used for.

      And your offensive language concerning Ron Paul supporters is unbecoming. Especially when you claim it is people like me who have slashed the military’s budget. That is a load of horse crap. Have you ever been to an awards ceremony and seen a fellow NCO get a commendation for spending more money than was required just so that the squadron would not lose funding the next year? Do you really think it is Libertarians who are playing these kind of economic games of chicken in freight trains? It isn’t in case you were thinking of any other answer. It is people from both sides of the isle who wish to change the world to their own utopian view that demoralize and bankrupt this country daily.

      I’m glad your not my mom. Now she’s a real military mom.

      Sadly, it’s true. I went to the toy section of a store, and EVERYTHING bore the “Made in China” stamp. Even, ironically, Captain America merchandise. The only exceptions were the video games, either made in Japan or Mexico. In other stores, I’ve seen candies bearing the stamp “Made Responsibly in China”. What does that mean? No sweatshops? No toxic ingredients?

      No capitalism is “I buy some land, decide to start a company, do the research figure out what I want to make, how to make it, the equipment I’ll need to make it, manage to find financing, (usually from investors who expect to get their money back over time) Decide what price I can charge for my product to be able to reasonably make a profit, then figure out how many people at what wage I can afford to hire to help me make my product!”
      What we have in America now is, “I want to start a business, I investigate where I can start it with the least expensive hurdles to start up, pay for people to do environmental impact studies, pay for people to shepherd my business through ALL THE REGULATIONS AND RED TAPE, hire a compliance officer to research ALL THE PERMITS I NEED, FIGURE OUT I DIDN’T HAVE ENOUGH MONEY TO START A BUSINESS ANYWAY, AND LET SOMEONE ELSE DO IT, OR ..APPLY FOR GOVERNMENT LOANS AND GRANTS! What’s my product, GOTTA BE GREEN SOMETHING TO GET THE LOANS & GRANTS. THEN IT DOESN‘T MATTER WHAT I’M MAKING BO & JOE CAN TOUT IT AT THEIR NEXT PHOTO OP!
