Major Mexican City Disbands Entire Police Force To Combat Corruption

(The Blaze/AP)– The entire police force in the major Gulf coast port city of Veracruz was dissolved on Wednesday, and Mexican officials sent the Navy in to patrol.
The Veracruz state government said the decision is part of an effort to root out police corruption and start from zero in the state’s largest city.
State spokeswoman Gina Dominguez said 800 police officers and 300 administrative employees were laid off. At a press conference, she said they can apply for jobs in a state police force, but must meet stricter standards for an agency with officers “who are better trained and more committed and who can deliver under our current security circumstances.”
Armed marines barricaded police headquarters Wednesday and Navy helicopters were flying above the city where 35 bodies were dumped in September. It was one of the worst gang attacks of Mexico’s drug war.
The change was agreed upon Monday by Veracruz Gov. Javier Duarte and federal Interior Secretary Alejandro Poire.
Mexico’s army has taken over police operations several times before, notably in the border city of Ciudad Juarez and the border state of Tamaulipas. But Veracruz becomes the first state to completely disband a large police department and use marines as law enforcers. There are about 2,400 marines in the state of Veracruz.
Dominguez said the Navy operations will last only until the state can train more of its own police. Duarte already had disbanded a police force in the state’s capital of Xalapa, but in that case state agents immediately replaced city police.
President Felipe Calderon has pushed an ambitious process for vetting all of Mexico’s 460,000 police officers. His administration allocated $331 million for 200 cities to train and re-equip municipal police forces.
Governors have complained they lack the resources to ensure their police forces are clean.
Veracruz is a common route for drugs and migrants coming from the south. It was first dominated by the Gulf Cartel, and then its former armed wing, the Zetas, took over after the two split. The state saw a rise in crime this spring after a government offensive in neighboring Tamaulipas scared drug criminals away to Veracruz.
But the dumping of the 35 bodies shocked Mexico as it turned the port into a battleground between the Zetas and a gang aligned with the Sinaloa Cartel, led by Joaquin “El Chapo” Guzman.

Posted on December 22, 2011 at 11:19amYou know, as the 7th largest economy, you’d think Mexico could mount an effective counter offensive, if they wanted to.
I mean, all you hear about from the ‘hispanic’ community and in school is how bad this general was and how tough their military is and all that jive. But in reality; not so much.
Let’s close up shop and leave the doors open so we can be robbed and or killed.

Posted on December 22, 2011 at 1:10amI can’t understand how anyone who believes in Liberty can think that we can use lethal force to stop people from hurting themselves with drugs. We either own our body’s and stay out of other peoples business or we give up ownership to our wise overloards. Anytime we give Government the right to take away citizens rights to protect them from themselves, the creature (Govt) exceeds the creator (We the People) and becomes out master.

Posted on December 22, 2011 at 7:52amThat is a rather mioptic view of the problem. It is not that the drugies are hurting themselves. The problem is the violence, and other criminal activity associated with supporting thier drug habit, and don’t give a damn attitude has saturated the rest of society.

Posted on December 22, 2011 at 11:57amI agree with you but before we can legalize drugs we MUST legalize the right of non-drug taking citizens to arm themselves against those who can’t afford to buy legal drugs and must resort to robbing others to finance their habit. Those that can‘t afford drugs and can’t post the $20,000 bond that would be required to buy drugs and live at home would be required to live in a drug colony far away from population centers until they were drug free for some period of time and were ready to join civilization once again.

Posted on December 22, 2011 at 1:05pmWillBeDone, you are correct. The problem is the violence and crime associated with drugs. You are mistaken of the cause, though. The violence and crime is caused by the SMUGGLING of the drugs, not the consumption of them. If the government wasn’t dictating how people live their lives, drugs wouldn’t be smuggled, crime would drop dramatically, and to top it off, it would be a very large revenue stream for the government to use for the things it should be doing, like providing for our defense and just getting out of the way for just about everything else.

Posted on December 23, 2011 at 4:13pmPlease don’t shift the blame from the murderers to the politicians. Murderers are murderers, if they kill for a buck legalizing won’t stop this problem. There will still be thousands of members who will need to be caught for murder. Do you think they will go down without a fight?

Posted on December 21, 2011 at 9:46pmThe cartels are fighting each other right now, but if they ever unite long enough to direct their forces against the Mex government, they are strong enough and influential enough to take over the country.
The major drug cartels in Mexico are right this minute on the verge of destroying the Mexican government. According to Mexican investigative reporters all the cartels have to do is quit fighting each other and unite against the government. They boast at least 100,000 boots on the ground and have armaments they have purchased from the black market which equips them almost as well as the Mexican military.
According to Janet Napolitano the cartels are in 200 major American cities right now. They have thoroughly infiltrated the border states and some have even ran for public office. Drug pesos are in the pockets of most all Mexican officials, including much of the police and some of the military. In Sinaloa the Cartel there has built hospitals and other community projects and have won the hearts and minds of a large number of citizens in the area. The Gulf Cartel has done the same further north.
The Zetas, La Familia, the Juarez and the Tijuana cartels all employ many peole from their respective areas, and have many others as avid supporters.
The cartels probably have greater economic power than the Mexican government, taking in more than 60 billion dollars per year from US sales alone.
Calderone is trying, but it won’t be enough.

You would never leave the house without a bodyguard or two and a glove box full of bribe money. I was never allowed to leave the house alone, being six foot and very white I stood out to say the least. The movie with Denzel Washington was spot on, I knew a few people who were kidnapped and the last thing you did was go to the police, just pay the ransom. You had to keep a well stocked safe at home at all times. There were also plenty of good thing about Mexico though, the museums, food and golf courses were excellent.

Posted on December 21, 2011 at 9:21pmSome things never change:
“The effects of Prohibition were largely unanticipated. Production, importation, and distribution of alcoholic beverages — once the province of legitimate business — were taken over by criminal gangs, which fought each other for market control in violent confrontations, including mass murder. Major gangsters, such as Omaha‘s Tom Dennison and Chicago’s Al Capone, became rich and were admired locally and nationally. Enforcement was difficult because the gangs became so rich they were often able to bribe underpaid and understaffed law-enforcement personnel and pay for expensive lawyers.”
http://en.wikipedia.org/wiki/Volstead_Act
This is the principle reason why the federal drug war just doesn’t work (except it works for organized crime, of course). Prohibition eliminates competition for organized crime and allows it to grow exponentially. Subsequently, organized crime uses the profound wealth created by this condition to put law enforcement on its payroll.
As a result, the economic incentives become warped for those in law enforcement (who can offer the biggest compensation package?…..organized crime?…or the taxpayer?).

If the Mexican officials can see the solution, why are Americans so reluctant to do it? We NEED a CLEAN SLATE in Washington in 2012. A rule of thumb is; if you recognize the name, vote for the opponent! If you are smarter than that, research the background of the Candidates. 1) If they have been in Congress for more than 2 Terms, vote for the opponent! We must ALWAYS have an opponent on the voting list! 2) If they have supported Progressive ideas in their history as a “public servant”; Get Rid of them!
