Mission Accomplished: Scott Walker Signs Anti-Collective Bargaining Bill Into Law

MADISON, Wis. (AP) — Wisconsin Gov. Scott Walker has officially taken away nearly all collective bargaining rights from the vast majority of the state’s public employees.

Walker signed the bill to do so privately Friday morning. He planned an afternoon news conference in the Capitol.

The explosive measure passed the Assembly on Thursday following more than three weeks of protests that drew tens of thousands of people to the Capitol in opposition. The Senate cleared the way for passage with a surprise move Wednesday that allowed them to vote on the bill without 14 Democratic senators present.

Walker has said if the bill didn’t pass up to 1,500 state workers could be laid off. He rescinded the layoff notices Friday morning.

    Good going Governor Walker – we can no longer let them intimidate us. Can’t imagine how difficult it was for him to stand his ground and not give in but it certainly paid off and now hopefully we can win some more huge battles.

      Cngrats Gov. Walker …. we have a lot of the problems in Maine that you have in WI. This year, for the first time in around 40 years, we finally got rid of the democrats in the House, Senate and the Govenor’s office … a clean sweep. The air smells so much better here now … come to Maine “ The way life should be ” … they call Maine vacationland for a reason.

    It‘s still too early to say how this will affect Gov Walker’s re-election chances. I wish him luck. If this results in jobs moving into the state he will likely succeed. There is also the question of legal challenges to this chain of events. Something about not giving 24 hours notice. However, in my opinion, that is small change to the 14 democrats who refused to do their jobs. I hope the voters remember them and give them the boot.

      Re-election!?!?! Who cares! He’s not there to get re-elected. He is there to serve the people who Hired him for the term he was Hired for. He has done that and he did it well. When the time comes, his contract will be Renewed if his Performance is up to the expectations of his employers, the People of WI.

      Blow your ram horns! My U.S. history students and I prayed frequently for you, Gov. Walker! I even gave a quiz on your crisis. Congratulations! I am relieved you and colleagues are safe. One little worry: could a knowledgeable Wisconsinite reassure me re the 24 hour waiting period that the GOP State Senators did not observe? Is it because what they voted on was part of a bill publically posted for 3 weeks? I read that the clerk said the procedure was proper. Are the complaints just angry rants ?

      The reason why the Senate in Wisconsin cannot be considered as illegal by passing the bill is because in a regular session the bill would have to be posted for 24 hours. The Senate was in special session when they passed the bill which requires no posting time whatsoever. BTW the bill was posted for 2 hours before the vote was taken so it cannot be legally challenged at all.

      So that’s how they did it! I knew the 24-hour rule, with an exception allowed for a 2-hour notice. I was wondering what legal allowance they used to make the vote iron-clad under the law. Thanks for the heads up; that removes one festering concern I had.

      From OH also, I’m praying for Gov Kasich and those who are working to apply an antidote to the poison which repeated dems & progs have been spoonfeeding our economy and topped off with the stricknine of the last 8 yrs. When growing up I noticed sometimes OH prospered, sometimes it didn’t, but it took a while for me to realize that majorities in the G A and Senate, along with the gov’s manse made such a large difference. May God guide our elected officials. {Is this anything like “God save the Queen?}

      DEBKK9 – actually you have 14 of them….. except instead of keeping their promises to us, their constituents, they kept the ones to THEIR fat-cat donors – the unions. Too bad it didn’t work out so well for them.

      It was awful here the past 3 weeks, folks. The stories I could tell you. Sadly, it’s not over. The casualties will likely be heavy. The secretary of state is stalling the publishing of the bill (he can hold it for 10 days if he wants to), and in the meantime, liberal municipalities and school boards are deliberately locking themselves into long-term contracts. There are all kinds of (frivolous) lawsuits filed with liberal judges. Recalls are in full swing. If we lose three of the 8 Republicans they’re targeting, the majority flips. We are already getting survey calls about Walker, and he can’t even be recalled until next year. Before you think about this snowballing to other states, we have to win here.

      @Dale, you can rest assured, the only ones losing seats will be the dems. The recalls the repubs are doing are all in areas Walker won by a large margin. The seats the dems are trying to recall were all won by a large margin by walker except for one. He only won by a few points. This isn’t going to go well for the dems.
      Outstate, at least away from Madistan, this lefty rhetoric doesn’t play. Some places people gathering signatures will need armed guards. Kinda funny eh?

      a possible recall will prove a “Grand Ol’ ” waste of time and $$$….
      a repeal will prove impossible (everything will prove to have been done within perameters….)

      The VOTE that will matter is the one that tens of thousands of state workers (for the first time in memory….) will make to either pay union dues ($700 – $1000 per year) OR take a pay raise…..

      And collective bargaining is about $$$ when it comes to taxpayer funded employees.

      Government unions are government employees unionizing against taxpayers, and then negotiating their own perks with other government employees, whose campaigns they contribute to with union dues, which are paid from their taxpayer provided salaries. Taxpayers are not party to, nor invited to, any of these negotiations. That is no end of bad mojo right there brother. It’s not often I agree with FDR, but in this case I’m going to have to stand with him on this one.

      Private unions are another matter entirely, I’ve nothing against them per se. Public though, no, they need to go away and never return.

      Well TP (oddly fitting nickname for you here) you are partly right. Yes is is ALSO about collective bargaining. See by removing the overwhelming power that the unions have attained and the extortion of taxpayer money through promulgation between them and the democrats they hoist into office the state is then able to better use the funds obtained through taxes by utilizing them for the people instead of being forced into paying into an unsustainable system of over reaching promises. It’s about both. To ignore that fact only shows your lack of critical thinking ability.

      How can a public Union bargain with the politician that they helped get elected with money and time? I think the only person not at the table is the taxpayer. The two public employees collectively bargain away our money. This should become illegal because it resembles corruption and unequal rights. For every right they bargain for we the taxpayer loose a right to keep our personal property. The MSM has held this up as a rights issue while never talking about the right to limited government and private property (money) for the tax paying private worker???????? madddddddniiiinnnnggggg Workers of the union unite and join the private sector in the missery of a crappie economy which our big government politicians have delivered.       For Scott Walker to win the public overwhelmingly, what he should do is set up a web site, listing the exact financial compensation for every one of Wisconsin‘s 175000 employee’s. He could do it alphabetically with what they get this year, what they get next year, and future fpension mbenefits. There is nothing like the general populace being able to see what people they know, who work for goverment, earn, so they can compare with what they themselves get. Public servants, public compensation.

      Also it is doubtful that the courts will allow this illegal law to stand, given that the process violated several Wisconsin State laws. Walker should be impeached.

      With the union hamstrung, and hopefully one day out of the way, bad teachers might be canned and good teachers can finally get merit raises. Do you two know that unions always fight AGAINST merit raises? They have since the 80s, if not longer. You two call that ‘representation’?

      There was a teacher in the PA county where I used to live who ‘helped’ a preteen girl off a balance beam by copping a feel. Instead of being arrested and fired, he was simply transferred to another school in the county, with the matter covered up.

      I can tell you of two incidents I ‘enjoyed’, battling teachers and the school admin. I’ll spare the details, but the first fight took four weeks and the second took six. I won in the end, both times. But I learned a lot about how things works.

      Let’s try a reverse of your (self-presumed) reasoning: Maybe without the unions, more and better people might be attracted to the profession. It’s insane (read: liberal) to think people go into a profession only for the money. I mean, who studies chemistry without having a desire for and fascination with the curriculum? What rock musician plays guitar if he doesn’t have a love for his ax?

      Your arguments are as phony as a nine-peso wooden coin. I’d suggest you learn how to truly reason but, then again, doing that would cause you to stop being liberal.

      That would be a good down payment on moving towards the correct path. Though frankly I think you’re being a bit too soft. I’d reduce the budget to 1990 levels and eliminate agencies and programs started since 1990. Then once that was done, start working from there to reduce it further.

      I agree, As a Wisconsin independant voter, I am happy this is finally law. This is why I voted for Gov. Scott Walker.

      I met a friend last night who is married to a correctional officer. They are going to to be protesting in town and then in Madison because her husband has been working for the state for 22 years and under this law that will count for nothing. I know that is not true, but that is what the union leaders have been telling the workers. No wonder they are angry.

      @Encicom – The GOP did nothing wrong in how they passed this legislation. They followed the letter of the law in doing what they did. Those crying about not being represented need to take a long and hard look at why — because 14 Democrats fled the state and chose not to do their jobs in representing their constituents. THOSE are the people who should be recalled in this process. Don’t worry though, 200,000 of the protesters will all go back to their home states and the super minority union represented public employees will learn to live with their new found reality that more closely resembles real life… Anyhow, since you want to make the charge that these GOP Senators acted illegally, I’d be interested in you providing REAL substantive facts to back up the charges — or do you still prefer to just play off of peoples emotions by using such frightening words like “illegal”?

      You really need to start considering some alternate sources for information before calling anyone brain dead. 1st of all collective bargaining does not fall into the category of basic workers rights. Those rights are provided by state and federal laws. And while I am sure you have already heard federal workers don’t have collective bargaining.

      Now I don’t think I would call them terrorist, but based on their actions over the last couple of weeks it seems that Socialists, Communists, etc. would be accurate. And liars, and cheats, sore losers, sissies, spoiled brats, you get the idea. I can‘t believe they started off by getting phony sick notes from doctor’s (whom I dearly hope get fined large amounts of money), so they could protest and still get paid. That‘s real skin in the game and that’s just one small example. The whole group did nothing but show the rest of the country who and what they really are, and who stands with them. They couldn’t have provided better campaign commercials for Republicans for the next cycle if they tried.

      Don’t even try it with illegal GOP methods, it was very legal as you will see in the end. Now the Dems leaving town like a bunch of (baby kittens) on the other hand is illegal and at minimum shows cowardice.

      Take a look at the polls in a month and tell me what you see as this wave moves across the country. Time to get on the right side of things and stop backing the corrupt unions.

      This does not hurt anyone but the union progressive movement. The workers can now opt out of the union and save $1000 per year. Within a year or two the teachers and taxpayers will find out that they are better off without being controled by huge rich,power hungry union organizations that use the working person to gain wealth and power by robbing the taxpayer. The pendulum begans to swing the other way.
      Walker was very wise to do the tough stuff early, now he has a few years to prove that he was right. From my experience at least half of the people that belong to a union feel coerced into compliance.

      These calls for recall votes and impeachment are just the usual liberal gibber. They’re like a brat thumbing his nose at his enemy from a block away, then dashing down the street and home to mommy.

      It’s all a show, because the liberals lost this round for now. Sure, they might well ‘win’ in the end, but there’s no proof at the moment they can be certain of outcome. And that’s what galls them! People used to instant and total gratification don’t have patience, and their stripes will show. Expect violence, more threats, and all else the Left does. The longer this plays out, the more clearly liberalism is seen. More might join their ranks but, really, the majority will decry them.

      This isn’t over by a long shot, and in some ways it’s a cover. Other states have passed or have pending similar legislation. The Left doesn’t want that known, but savvy people are aware.

      Let the liberals rant. Their time, it seems, has come and is one the way to being gone.

      Now THIS is hope to build on, America. Finally, we have a resolute and honest politician in Scott Walker. He has fulfilled his campaign promises and has done so with tremendous courage. Mitch Daniels also faced enormous union opposition when he defanged collective bargaining in Indiana a few years ago. Though predicted that it would destroy him politically, he turned the state around financially and won re-election in a landslide. Walker, too, will be blessed tomorrow by what he has done today.

      funny contradiction in unions. connecticut is rasing taxes on middle class families( $500 less property tax credit and $1500 more on income taxes) for families making between 50k-100k. Governor malloy is damanding 2 bill in union concessions from all state employees(20k per employee), he is going to lay of 10% of state workers and hire them back as perdiem employees with reduced pay and no benefits. This prevents them from collecting unemployment benefits and makes them pay union dues. The Unions are with the super manjority Democrat House, senate and Governor. Governor malloy actually marched in solidarity with the unions of Wisconsin and is making severe cuts to union members in Connecticut at the same time raising taxes on the working middleclass to pay for instate tuition for illegal immigrants and an income tax credit for those on welfare. The unions should be marching in Connecticut, but they are not, they are partying with the governor. it is hard to figure out.

      Oh, that’s easy: Wisconsin is a test case. The Dems and unions can make deals together, and the rank-and-file are the ones covering the costs. That works, because the politicians and union heads are making out. Wisconsin is different.

      What Walker is doing is giving every citizen more liberty, more control over what Madison does. Instead of business as usual, where only the top fat cats get a seat, WI is setting up so that when the train comes in, everybody rides.

      Harm to the unions directly harms the Dem Party. CT isn’t changing a thing, except to cost the people more. Wisconsin is doing the opposite, which has the unions going bonkers. Their heyday might be over.

      I worked 30 years as a college educated engineer in a machine tool business. That same company had no union employees. Our competitors in the same industry that had unions went out of business long before my company (10-15 years prior). My company finally had to shut our doors due to the inability to compete with the international market which could just beat our pants off in pricing. That is the fair market system. I think unions had their place in the early 1900‘s but have grown to such a huge out of control monster that they’ve priced the American market right out of any competitive strategy. ENCINOM, I’ve seen your posts before and beleive you to be a true Christian. God forgive us all and have mercy on us (both sides of the aisle). This governor is doing what he was elected to do and is not going to cave to any demands from the left. You are correct in saying that the next election will tell the future tale but possibly/likely wrong in it’s outcome.

      Those of us paying attention know this has never been about teachers. Teachers were trotted out as a distraction in an attempt to gain sympathy from those not paying attention – a typical leftist tactic. This has been about reigning in the greed and avarice of government employee unions in order to get a state budget under control.

      It isn’t about teachers – it’s about money, and how the unions have been bleeding the state at every turn and using a significant portion of that money to buy the politicians who will sell their souls to the communist agenda of the union leadership. That funding didn’t work in the most recent election because the people realized there was a problem which must be corrected, so they elected the man who they thought was the best choice for correcting that problem.

      As Barack Obama has said, elections have consequences. Either acknowledge the truth of the matter and help solve the problems or shut up and get out of the way while people with integrity do the work they promised to do to correct the problems created by decades of leftist policy.

      And, if you really want the best and brightest to work in education, get education out of the hands of unions and government. Privatize it. Let the free market refine and improve the education process and produce exceptional students rather than students who can’t read.

      I have a question for all you liberals out there. When are the 14 childish runaway Democraps going to come back to Wisconsin? I hope when they show up they are arrested and charged with “in contempt and disorderly behavior” according to the resolution that was passed. They will also have to pay the $100 a day fines that were accessed. Ah what a wonderful day this is.

      Ecinom, I would suggest if you are going to put faith in that injunction be prepared to be disappointed. Just in skimming the first 5 pages I have seen at least two claims made by the plaintiffs (Dane co.) that are citing wrong codes and misrepresenting the circumstances behind sessions, I.E. They were in special session which has different requirements then when in regular session. Notification of proceedings for one. In special session there is no time requirement on notification of a vote as your injunction here fails to recognize. If they plan on winning this then they better plan on getting better representation.

      Thank you Gov Walker and republicans who took a stand regardless of the attacks coming from the radicals. I’m sure this fight isnt over as Trumka and the radical left have vowed to fight it but thanks for doing what is necessary. Be warned the intimidation will continue, and as similar measure approach in other states the stakes will rise by the radicals. Through this fiasco they have learned what works and what doesn’t.

      Now that this is over and the 14 cowards are returning its time to do punish them for agitating the situation and running away. During Obamacare debate the people and elected representatives stayed and fought against the socialist machine in DC. No one in the republican ranks ran away from DC when time came to vote. These 14 should be heavily fined, an investigation should be launched into how the expenses were covered while in hiding, if possible they should face expulsion. New legislation needs to be passed to prevent runaways from occurring again during a critical vote. Legislators who run and hide instead of staying and fighting IMO are forfeiting their vote, that said the vote should continue they should be recorded as not voting if the deliberately leave the state or go into hiding.

      Ecinom, just to drive the point home a little more on the either complete negligence of dutiful representation or the sheer incompetence on the part of the author of this injunction let me point you to the core of the injunction’s argument.

      on page 5 of your cited injunction

      15. The Wisconsin Constitution requires the presence of 3/5 of members of either the Assembly or Senate as quorum in order to pass any bill which would have a fiscal impact on the State of Wisconsin. Wisconsin Constitution Article VIII Sec. 8

      Now the injunction is implying that any bill that has any fiscal impact is then considered a need for quorum.

      Now when you look at the ACTUAL wording of my states Constitution it says

      Vote on fiscal bills; quorum. SECTION 8. On the passage
      in either house of the legislature of any law which imposes, continues or renews a tax, or creates a debt or charge, or makes, continues or renews an appropriation of public or trust money, or
      releases, discharges or commutes a claim or demand of the state,
      the question shall be taken by yeas and nays, which shall be duly
      entered on the journal; and three−fifths of all the members
      elected to such house shall in all such cases be required to constitute a quorum therein

      The truth is, that not all matters that can or do have a fiscal impact are necessarily dependent on a quorum to vote. Since the basis of the bill signed into law today does NOT break the lines clearly stated by the state Constitution of what constitutes a need for a quorum vote the Senate and Assembly were well within their constitutional ability to vote on the bill with a simple majority which was attainable without the absentee Democrats.

      Now should you choose to try to make the argument as they also tried in the injunction to make that sufficient time was not garnered before a vote was enacted. That is easily debunked by Senate Rule 93

      SENATE RULE 93. Special, extended or extraordinary sessions. Unless otherwise
      provided by the senate for a specific special, extended or extraordinary session, the
      rules of the senate adopted for the regular session shall, with the following modifications, apply to each special session called by the governor and to each extended or extraordinary session called by the senate and assembly organization committees or
      called by a joint resolution approved by both houses:
      (1) No senate bill, senate joint resolution or senate resolution shall be considered unless
      it is germane to the subjects enumerated by the governor in the special session proclamation and is recommended for introduction by the committee on senate organization
      or the joint committee on employment relations.
      (2) No notice of hearing before a committee shall be required other than posting on the
      legislative bulletin board, and no bulletin of committee hearings shall be published.

      Special notice should be taken by the author of this injunction to section (2). As can be seen at this point that the injunction has failed before even leaving the stable. The Democrats have made wild accusations of wrong doings when in fact the laws and rules have been followed, and the Democrats abdicated their duties when they decided to shut down democracy when they fled the state.

      As a little topping to the pie so to speak that can be found in Wisconsin statute 946.12

      946.12 Misconduct in public office. Any public officer or public employee who does any of the following is guilty of a Class I felony:

      946.12(1)
      (1) Intentionally fails or refuses to perform a known mandatory, nondiscretionary, ministerial duty of the officer‘s or employee’s office or employment within the time or in the manner required by law;

      No, the solution is to do away with teacher tenure, and pay each schools teachers according to how well they teach the children, not in social activism, or whatever political theory is being put out as scientific fact, but in the ability of the students to enter college without makeup courses the first years of study, and the ability to do well in the workplace as well as make intelligent decisions, think problems through to their own conclusions, balance budgets and solve living problems with limited assistance, deal with everyday problems in a peaceful way. (( This was the accomplishments the vast majority of American students graduated with in the 1950‘s 7 1960’s [pre-unionization], at least in Ohio!!!!!!!!!!1 ))
      Obviously the behavior at the Capitol buildings across the country where these bills are being debated totally teaches kids the opposite of the last. {{ Earlier in America’s history the shenanigans of Madison and Columbus, at the state capitol buildings, would have automatically made any teachers involved in them incapable of getting a teaching job, because the parents would not have stood for this behavior from those who are set up as examples for their children!! }

      Here is the opening ‘salvo’ in the 2012 election. I am heartened to see Gov. Walker follow the lead of Govs. Christie and McDonnald and do what all of us have had to do in our own lives. They are doing their best to save their state worker‘s jobs by spending only what they take in but the unions can’t go along or they will lose control of their dues monies.       This is certainly the opening ‘salvo’ in the election of 2012. It is so refreshing to see Governor Walker doing for his State exactly what all of us have had to do for ourselves – spend only what we make. The union’s response was predictable because now they lose a lot of their dues monies so their power will decrease. Wasn’t it interesting to see how the “civil debate” and “representative government” played out in Wisconsin.
