NC to Recommend Compensation for Eugenics Victims

RALEIGH, N.C. (The Blaze/AP) — It‘s a question that has not been answered before and doesn’t have an easy solution: How do you repay people for taking away their ability to have children?
North Carolina’s Eugenics Compensation Task Force is the first in the nation to tackle that question and is set on Tuesday to recommend how much to pay victims of forced sterilization, along with whether the victims’ descendants are eligible for the money.
“If we all agree that there is no amount that restore somebody’s loss of ability to procreate, then it’s understood that the ultimate figure is an attempt to put out an active apology instead of a verbal apology,” said task force member Demetrius Worley Berry, a Greensboro attorney. “This is not an attempt to compensate, repair or restore what happened years ago.”
State officials sterilized more than 7,600 people in North Carolina from 1929 to 1974 under eugenics programs, which at the time were aimed at creating a better society by weeding out people such as criminals and mentally disabled people considered undesirable.
The panel has discussed amounts between $20,000 and $50,000 a person. At the panel’s meeting last month, Berry suggested paying $20,000 to living victims, though chairwoman Laura Gerald said she wanted to consider a higher amount.
Victims reacted angrily, saying they deserved more money, and descendants argued the estates of victims who have since died also should be paid. Some have suggested as much as $1 million per victim.
“I think that what they’re doing is unfair, and I think that they’re looking at North Carolina in a cheap way,” said Delores Marks, 60, of Durham. “And I think they‘re just trying to have something to present so that they’ll go ahead and approve it and get it out of the way.”
Marks’ mother, a black woman with four children, was sent to a psychiatric hospital in 1953 after showing signs of what Marks thinks was probably post-partum depression. She returned to her family after a few months at the hospital, where she was sterilized.
The Legislature would have to approve any compensation to victims, of which 1,500 to 2,000 the task force has said are believed to be alive. Officials have found 48 of them so far.
Even payments of $20,000 apiece for only 1,500 surviving victims would total $30 million, an amount that could be tough to come up with in a state that has had to trim millions from its budget in recent years. If victims and their descendants were to get $1 million per victim, as some have suggested, the payments could total billions of dollars.
Many states ended their eugenics programs because of associations with Nazi Germany’s program aimed at racial purity, but North Carolina in fact ramped up sterilizations after World War II. The state’s sterilizations peaked in the 1950s, with about 70 percent of all sterilizations performed after the war, according to state records. The program didn’t officially end until 1977. It is one of about a half-dozen states to apologize for eugenics programs.
Most victims were poor, black women deemed unfit to be parents. People as young as 10 were sterilized for reasons as minor as not getting along with schoolmates or being promiscuous. Although officials obtained consent from patients or their guardians, many did not comprehend what they were signing.
There are more than 60,000 victims of forced sterilization in the U.S., and though several states have apologized for such programs, North Carolina would be the first to compensate victims.
The state could supplement any compensation with a lifetime break from paying state income taxes, said Daren Bakst, director of legal and regulatory studies at the John Locke Foundation, a conservative-leaning think tank.
He supports the $20,000 figure, noting that it’s the same compensation paid to living victims of Japanese internment camps. He also said compensation should be paid only to living victims, not descendants.
“Where do you draw the line?” he said. “Just as a logistical matter for the state, it would be impossible to figure out which descendants should be compensated and which shouldn’t.”
Still, Bakst said compensation amounts to more than a mere apology.
“An apology is words,” he said. “Giving money and benefits is going beyond the apology and taking real action and showing North Carolina can learn the lesson of its unfortunate history when it comes to this issue.”
Victims will propose their own recommendations Tuesday, said Marks, who suggested $1 million and said victims shouldn’t accept less than $250,000.
Berry, one of the board members, acknowledged “most of the victims feel that $20,000 or $50,000 is a slap in the face.” But he said he is basing that amount on what would realistically be approved by the Legislature.
Elaine Riddick, who was 14 when the state eugenics board ordered her sterilization, has railed against the compensation amounts proposed so far and called the task force “a new face of the eugenics board.” Riddick had given birth after being raped.
She sued the state in the 1970s, seeking $1 million, and said that figure should increase with time.
“They took away my right to be a complete woman,” she said. “What do you think it is worth?”

I’m pretty certain that they committed this atrocity against all races, creeds, and religions.
It was the crimes and the mental illness that were their motivators.
What I want to know is, why is it okay for the government to kill unborn children, but, it is not okay for the government to force birth control?
When you go down the road of allowing government to make ANY of those sorts of decisions, then, you have opened the door, and given the government the de facto power to make ALL of those sorts of decisions and interventions.
You cannot have it both ways.
That is why our government is, Constitutionally bound, NOT to get involved in such things. ALL rights not specifically ceded to the federal government are reserved to the people and the states. If your state is out of control, YOU need to fix it. Just make sure your state isn’t asking or demanding that they get money from citizens of other states – regardless of the purpose. If you have to spend $1Billion for ‘compensations’, then, that is $1Billion you could have spent on your roads. So, don’t ask others to pay for your roads. If YOU have to pay for it, then you are more likely to vote more carefully for your state’s legislators & laws.
As for DOLLAR amounts – NO AMOUNT can “compensate,” so let’s not make it about money. Let’s apologize, and engrain the LOVE OF FREEDOM & LIBERTY back into the fabric of our society!

My problem is in almost every case of the government or government workers doing something wrong, those who broke the law, violated a person’s right or other horrible things, those people who are behind such things are never actually punished. Instead, their organization or department is sued but it is the tax payers who in the end are the ones left with the bill to pay for the misdeeds. While the people who were responsible get almost no punishment nor held to account for their actions.
Take this case for instance. The people who put the idea up, the people who organized it, the people who convinced the politicans who enacted the policy, the people who actually adminstered the “treatment”, etc all down the line will never actually be held to account. So even if these families win their case, great but….the people who responsible for it walks away scot free. Not only that, the taxpayers are the ones who will be handed the bill to pay off AND all those who were involved are free to bring into being MORE crazy ideas like this since they know that …they will never be held to account when their new ideas end up hurting more people now or in the future.
Why do we as a society allow crazy ideas or actions by government workers go unpunished?

My grand father was killed by the Germans in a concentration camp (not Jewish BTW) after the Russians took thier land, my grandmother was put in Auschwitz for a time, my Grand-uncle was killed by the Russians in the Katyn Massacre, my Great Grandfather was forcingly inscripted by the Boleshevics and his land was taken, he ended up in the Gulags. Back in the 1400‘s two of my relatives were enslaved by Tartars and in the 1600’s the family castle was raised by the Swedish. In the 1800‘s the family’s estates were taken by Austria (partition) and those who were not killed were enslaved as “house servants/mistresses” to the wealthy Germans.
I have been deprived of family members, am I owed money? My mother still has flashbacks. Just get on with your lives, if it wasn’t done to you, just move on and take advantage of the opportunities you have been given.

What was the figure I read somewhere?? $12,000 makes a person the top 1% of the world’s earners? But then that’s figuring the whole world. And that’s how some figure it because these United States are bad and should “spread the wealth”.
I do spread my wealth. I spread it to my mortgage company, the utility company, the grocery store, the gas station, and last but not least my favorite Beer company. I’m spreading! I’m spreading!

The two women mentioned in the article: the first had 4 children already and no doubt given her lets say heritage would have had several more milking the state and federal programs. The second woman was a girl of 14 years old and so her parents had to consent to the procedure. Is she suing her parents for $1 million? I live in NC and this is a mess handed down from the liberal politicians who we thank god got rid of in the last election cycle. Unfortunately we are left with cleaning up the many years of messes they started. If some folks would practice Eugenics on their own and the government would stop handing out money for each kid this would’t be an issue. In any case its the government screwing up by requiring the program and now the government screwing up in the way they want to put it to rest! Basically screwing up coming and going as usual.

The non-productive members of society out breed the productive members. Most are out of wedlock and are raised by one parent who is most often ill equipped to be a parent. These folks must be ‘carried’ by the productive.
I see a lot of ******* and moaning regarding forced sterilization. I don’t see any solutions being proffered. Should society just continue to carry these folks? Should we stop carrying them? That would seem to be worse than forced sterilization as these people would perish. Forced sterilization is not killing or death.
You can’t fool Mother Nature. Let me tell you what will happen. The numbers of the non-productive will eventually exceed the ability of the productive to support them. They will perish eventually in any event. That’s Darwin’s survival of the fittest. I will happen in any event. It will just take longer if we do nothing.
I’m not sure what the answer is. Let’s see some suggestion from you all-knowing types.

Go read some Darwin & some history before you go spouting off. As for folks who can’t make it for themselves sometimes: there are plenty of people out there, like myself, who chose not to have children because of the brainwashing into thinking that there was no way to be able to provide for a child without having to rely on society – so shut your F’N pie hole about that. As for the solution? Teach – insist – on values instead of always looking for the easy/racist/classist/arrogant way out. Frankly, not only is it lazy, it’s disgusting. Seriously, these “victims” or their families signed a consent for the sterilization, so I don’t understand the issue here. This sounds like the people that signed mortgage contracts for ARM loans and now are saying the lenders tricked them.

Its being proposed in a State that actually committed the state sponsored offense, though it does suck for the state tax payers that had nothing to do with electing the officials who oversaw this atrocity. Report Post »I agree with that sentiment but there are times when the State does need to make amends for wrongs of the recent, meaning the victim is still alive, past. Now I am going under the premiss that elected officials enacted this program. If it was a unregulated, or even a regulated non state government entity that did this, such as planned parenthood, then the State should pay and recoup from that entity.
Again, on principle I am against reparations, but this strikes me as being a different animal.
