New Details on NSA‘s ’Spy Center‘ and Secrets From Domestic Eavesdropping Operation ’Stellar Wind’

In the heart of Utah’s desert, the National Security Agency is well underway on a project that has been called the nation’s largest, most expensive cyber-security project. Naturally, almost all details about the building’s soon-to-be inner activities are highly classified and no one is talking — officials in Bluffdale where it is being built and the nearby Salt Lake City are kept in the dark. Still, Wired’s Threat Level has gotten some details on the building and provides analysis on some of its expected activity.

Wired describes that the building is ironically and “blandly” named the Utah Data Center. When completed in Sept. 2013 it will house four 25,000 square foot halls of servers, among other things. Wired states that the cost for the project is estimated at $2 billion.

Here‘s some of the data center’s purpose:

Flowing through its servers and routers and stored in near-bottomless databases will be all forms of communication, including the complete contents of private emails, cell phone calls, and Google searches, as well as all sorts of personal data trails—parking receipts, travel itineraries, bookstore purchases, and other digital “pocket litter.”

Wired reports that the data center will store trillions of “words and thoughts and whispers” swirling on the Web. It states that “[to] those on the inside, the old adage that NSA stands for Never Say Anything applies more than ever.” In addition to public website data storage, Wired reports that it will seek out and house information on the “deep web:”

“The deep web contains government reports, databases, and other sources of information of high value to DOD and the intelligence community,” according to a 2010 Defense Science Board report. “Alternative tools are needed to find and index data in the deep web … Stealing the classified secrets of a potential adversary is where the [intelligence] community is most comfortable.”

Even with data storage as its publicized purpose, Wired reports that an official involved with the program has said “this is more than just a data center.” It hopes to be the ultimate code-cracking facility:

According to another top official also involved with the program, the NSA made an enormous breakthrough several years ago in its ability to cryptanalyze, or break, unfathomably complex encryption systems employed by not only governments around the world but also many average computer users in the US. The upshot, according to this official: “Everybody’s a target; everybody with communication is a target.”

Wired reports that the facility’s security system — an antiterrorism protection program — alone costs $10 million. The fence surrounding the building will be able to stop a 15,000 pound vehicle driving at 50 miles per hour. What’s inside that requires protections such as this? Wired has some of the specifications:

Inside, the facility will consist of four 25,000-square-foot halls filled with servers, complete with raised floor space for cables and storage. In addition, there will be more than 900,000 square feet for technical support and administration. The entire site will be self-sustaining, with fuel tanks large enough to power the backup generators for three days in an emergency, water storage with the capability of pumping 1.7 million gallons of liquid per day, as well as a sewage system and massive air-conditioning system to keep all those servers cool. Electricity will come from the center’s own substation built by Rocky Mountain Power to satisfy the 65-megawatt power demand. Such a mammoth amount of energy comes with a mammoth price tag—about $40 million a year, according to one estimate.

Wired also includes a former NSA official going on the record for the first time on the secret, domestic spying program Stellar Wind and its role in data communication collection, which when the Bluffdale facility is complete will be stored there. Former senior NSA “crypto-matematician” William Binney, who helped develop NSA’s spying capabilities before leaving in 2001, explains how the NSA deliberately violated the Constitution, which was the reason why he left, in setting up warrentless wiretapping to the extent that they did. Wired reports that much of NSA’s wiretapping practices now were made legal under the FISA Amendments Act of 2008:

Binney says Stellar Wind was far larger than has been publicly disclosed and included not just eavesdropping on domestic phone calls but the inspection of domestic email. At the outset the program recorded 320 million calls a day, he says, which represented about 73 to 80 percent of the total volume of the agency’s worldwide intercepts. The haul only grew from there. According to Binney—who has maintained close contact with agency employees until a few years ago—the taps in the secret rooms dotting the country are actually powered by highly sophisticated software programs that conduct “deep packet inspection,” examining Internet traffic as it passes through the 10-gigabit-per-second cables at the speed of light.

According to Binney, one of the deepest secrets of the Stellar Wind program—again, never confirmed until now—was that the NSA gained warrantless access to AT&T’s vast trove of domestic and international billing records, detailed information about who called whom in the US and around the world. As of 2007, AT&T had more than 2.8 trillion records housed in a database at its Florham Park, New Jersey, complex.

Verizon was also part of the program, Binney says, and that greatly expanded the volume of calls subject to the agency’s domestic eavesdropping. “That multiplies the call rate by at least a factor of five,” he says. “So you’re over a billion and a half calls a day.” (Spokespeople for Verizon and AT&T said their companies would not comment on matters of national security.)

Wired reports that in order to return to a Constitutional system, Binney suggested an idea for an automated warrant system, instead of “[subverting] the whole process.” When this didn’t happen, Binney told Wired he had hoped reform could be made under the Obama Administration. His idea didn’t take hold again. Where are we at in this country in terms of surveillance and following Constitutional privacy protections? Wired reports Binney saying  “We are, like, that far from a turnkey totalitarian state” as he held up his thumb and forefinger close together.

      I wonder if they had an EPA Environmental Impact Study before they built this thing, and if their electricity is generated by solar, or wind? Also I see fuel storage facilities. Wonder what kind of fuel, they’re kind of far away to truck in algae! Their cooling tanks; what do they do with the water afterwards?       Please allow me to correct the above.

      First, MANY people say you get what you deserve when it comes to voting. Except some of us dont vote for tyranny nor want it. So that is a hollow argument.
      Im glad youre in Pauls camp, after all who would be against tyranny. However, please do not equate all RP supporters to OWS. Most RP supporters are very well educated on economics, foreign affairs, and what it takes to run a nation properly. I dont know any RP supporters who advocate wanton violence, furthermore they act nothing like Van Jones’s disciples. We may be young but we care. Why is that so scary? We are not advocating Marxism like the OWS crowd. We champion the RIGHTEOUS wealth as they something to be emulated and not hated.

      The thing that makes certain Ron Paul supporters like OWS is not their knowledge and intelligence, nor is it a tendency to advocate violence. It is the attitude that those opposing their views should simply be shouted down, instead of engaging in constructive debate. Their goal is not to change minds; they simply want their ideas pushed on everyone else because they know they’re right.

      It is easily possible that this very loud minority of Ron Paul’s supporters do him more harm than good. No one wants to vote for someone because they felt terrorized by a group that says, “if our candidate doesn’t win the nomination, then we will make sure your candidate loses in the general.”

    This lovely new building (sarcasm font) is not in the heart of Utah’s desert, it is in the heart of a growing suburban community a few miles from my house. It is not projected to add many jobs to the local economy, and even if it did, I can’t imagine wanting to work there. We have already lost far more freedoms than we think. Hope we can somehow pull back from hanging over the edge of the cliff to which we are clinging. Scary stuff.

      Not to mention that only 2.5 miles away, on the hill opposite “In the middle of the desert”, Adobe is constructing a very large “Campus” to relocate much of it’s operations from California. And right next to Adobe construction “they” are building a Outlet mall which is all a couple a hundred yards from Cabela’s. And the true conspiracy is that in between both these areas, right smack dab in the middle, is a huge business development call “Thanksgiving Point” which has acres of beautifully manicured garden, multistory business complexes, a state of the art 15 screen movie theater with assigned seating, and the corporate headquarters of XANGO!! Is this all coincidence??? I think NOT!

      Oh, and did I mention that there is a relatively large river the also runs through this area and a very large fresh water lake only 10 miles to the South? So please, stop with the melodramatic title that gives the wrong impression. If you would have said is was out by Dugway or military’s chemical depot which kind of ARE in the middle of a sort of desert, then that would have worked out. But this place really is among a highly populated area, albeit a mile or so from the more densely populated areas.

      That being said, their actual location doesn’t make me feel any better.

      It is pretty funny that the Salt Lake and Utah Valley both count as the middle of the Utah Desert. The facility is also just to south of Camp Williams which is a fairly large base. It is an absolutely massive construction project, and I know more than a few out of work electricians who are chomping at the bit to get a chance to work on it. A lot of construction workers and software engineers are still in need of a job, and right or wrong the pay the NSA is offering is tempting.

      This issue of a “right to privacy” is interesting. If you carry on a conversation in a public place do you expect your neighbors to not listen. This is the reason even in our founders days they used “coded messages” or sent correspondence with trusted messengers. When you send an e-mail over the internet without coding it is like shouting your information down a public street. I am sure with appropriate coding skills even NSA would have difficulty uncovering your information. First one would use a turnkey code based on truly random events (electrical white noise) Then embed it in the noise of a natural picture. The starting pixel location known only to you and the recipient. Other techniques are possible.

    “In the heart of Utah’s desert”??? It’s just off I15 between Utah county and Salt Lake County surrounded by business and residential areas. Just across the freeway is Cabela’s. On a good day I can see it from my house. This makes it sound like it’s in the middle of nowhere! It does sound like Big Brother is alive and well.

    Look in the Obamacare bill, pages 2001 to 2008. All US Citizens will be required to have a RFID chip inserted into their right arm or their forehead just in case you have no right arm in 2014 and expected to be fully implemented by 2016. It will be a all inclusive data link to every known fact about the person bearing the chip. AT&T has just secured the contract to produce the said white rice sized RFID chips.
    He who does not bear the mark of the beast shall neither be able to sell or buy.

    Hey, I heard that the new NSA center has a tunnel that leads to the Granite Mountain Records Vault, in Little Cottonwood Canyon. The GMRV is owned by the Mormons. There are also tunnels to Area 51, and Riverton, Wyoming. ;)

      This facility is NOT in the DEEP desert! It is about 25 minutes south of Salt Lake City, and is visible (on a mountainside, not a bowl) from I-15. There are homes within 2 to 5 minutes, and major shopping areas within 5 minutes. I wish the media would report these things correctly. Oh . . . and BTW, there is a UFO study facility in the mountain, behind the facility, and the GMRV houses two crashed UFO’s and the alien occupants! And if you believe that, I’ve got a bridge that I can sell you.

      No, Infowars is not a good source. Alex Jones is not a bad guy, but he makes a living making wild claims like last week he claimed Breitbart was offed by someone who didn’t want the latest “gotcha” video to come out. Turns out the vid was a let down and Breitbart had a heart condition. Just another wild claim by Jones. It makes for great theater, but that’s all it is.

      Oh know for certain I’ve been spyed on by big brother. Got a call from a Saudi General whom my brother-in-law was a driver for for over 20 years. The in-law passed suddenly and the Genl had to reach out to a known relative regarding his remains and that was my wife. No big deal right? Not when you hold a security clearance and there is a nexus between the Phillipines/US and Saudi esp by a high ranking military officer.

      Verizon called one day and asked my wife for security reasons did she mean to make that call back to Saudi? She said yes and the lady hung up! Shortly after that a device went up on the light pole in front of my house. My neighbor asked the installer what it was for and he said it was for the gas company. He asked for the installers creds and he said he had none and the truck was not marked as a business. Said neighbor decided to run this to ground and called the gas company who said they had no such program in our area and further indicated that anyone of their installers must present their credentials upon request. Apparantly the device emits a signal in the range of wireless phone lan line home phones. Our guess is that they are collecting whatever the conversations are right out of the thin air on a public street…device was installed around 2008 and is still there. Whoa!

The thousand years in which men ruled with Christ has been finished for a while, and starting in the early 1800′s Hell began largely giving up the dead to walk the earth, and has increasing sped up. Then with all the modern “In-your-face” technology, money, greed, and so on, people have been kept in captivity by it. But the Lord is breaking those chains Satan has bound men with.

      I‘ve noticed in a lot of b o’s pictures, he has a finger against his cheek and forehead and it looks like the wrinkles resemble a Hollywood latex mask, I figured he was copying saddam and had dozens of look-a-likes for safety’s sake, then I ran across a picture on youtube of a magazine, it shows him taking the mask off and being a space alien in reality. I’m wondering if all these efforts to get people to donate their computer downtime to receive signals from outer space have paid off, or if my first instincts were right? Any ideas?

    I’m told there is a massive computer complex in Brussels that has all of the financial transactions performed any where in the world stored there. The affectionate name for this complex is “the Beast”. Dum-da-dumdum…. What are you going to do? Learn to live under the radar as it were; namely pray lots and live your life in such a way that when (as Will Rogers reportedly said..) you die, they can give the family parrot to the town gossip and nobody learns anything new.
    Who cares?? If they come for me, at least the ones who do so will hear of the love and power of God. I practice a measure of wisdom in my electronic activities; I don‘t say anything on the phone or write anything here I wouldn’t want the feds to hear, see or know. Besides, I‘m sure God could arrange a massive EMP from good ol’ Mr Sun that would fry any of the circuits mankind thinks are invincible if need be.

      Look in the Obamacare bill, pages 2001 to 2008. All US Citizens will be required to have a RFID chip inserted into their right arm or their forehead just in case you have no right arm in 2014 and expected to be fully implemented by 2016. It will be a all inclusive data link to every known fact about the person bearing the chip. AT&T has just secured the contract to produce the said white rice sized RFID chips.
