Next Round: Obama Admin Authorizes Billions More In Loan Guarantees to Solar Companies

SunPower and First Solar are two prominent U.S. solar manufacturers receiving billions in government-backed loans—funding meant to facilitate deployment of utility-scale photovoltaic (i.e. solar power) projects on U.S. soil, writes David Phillips of 24/7 Wall St. Energy Secretary Steven Chu has claimed on the DOE website that such incentives will create “tens of thousands of indirect jobs” in renewable power industries.

Oh, is that right?

Next Round: Obama Administration Authorizes Billions More In Loan Guarantees to Solar ManufacturersSan Jose-based SunPower, which is majority-owned by French oil and gas major Total, received a $1.24 billion guarantee for its California Valley Solar Ranch project, according to Phillips. This 250-megawatt facility, which is being built in San Luis Obispo County, is expected to harness enough solar energy to power more than 64,000 homes and cut carbon emissions of some 425,000 metric tons into the atmosphere annually, he adds.

Additionally, officials in both the administrations of President Barack Obama and California Governor Jerry Brown boast the federal incentives will help to fund employment of some 350 jobs during build-out—from architects and electricians to delivery drivers and pipefitters, Phillips adds.

Sorry, but Phillips bad news for them: “When construction winds down in the next 18 to 24 months, permanent jobs created at Solar Valley are expected to number fifteen—at best!”

Supporters of the photovoltaic-scale utility argue that $315 million will be injected into the local economy through direct and indirect impacts over the life of the project, from an influx of spending dollars (worker wages) to resultant savings from smaller fossil fuel imprints, he adds.

SunPower management and Governor Brown have boasted that the project will nourish growth of  additional manufacturing jobs in the state, as solar panels for the Solar Valley facility will be supplied by the company’s new 75-megawatt (MW) plant located in Milpitas, a suburb of San Jose, according to 24/7 Wall St.

Not to be repetitive, but again, Phillips has some bad news for them: “The Milpitas plant was built in partnership with Flextronics, a Singapore-based electronics subcontractor used by U.S. semiconductor companies to assemble chips more cheaply offshore.”

He continues:

[The] irony is that in addition to partnering with a company that steals U.S. manufacturing jobs, SunPower used DOE funding “to develop both a more efficient panel and lower-cost process for producing the panel,” according to Julie Blunden, SunPower Executive Vice President of Corporate Communications and Public Policy.

Though the facility has some 100 employees, performing tasks like soldering the strings of solar cells together or quality-control inspections, the bulk of the photovoltaic module process is highly automated, writes 24/7 Wall St.

But wait! Phillips has more:

It is also likely that this additional DOE “seed money” will have unintended consequences, in particular, job destruction: Silicon Valley, as admitted by Blunden, is a relatively high-cost labor center. Module prices are anticipated to fall even further next year, as Chinese solar module makers—reputed to be running at less than 50 percent capacity due to weak demand in Europe—flood global markets with even cheaper products across the photovoltaic supply chain.

Facing such “fierce competition” and continued module oversupply, the writers at 10Q Detective suspect SunPower will not be doing much more hiring in the U.S.

He writes:

Memo to Secretary Chu and Governor Brown: the billion given to SunPower will help grow employment, just not in the U.S. Collapsing margins have forced SunPower to ship hoped-for manufacturing jobs outside our borders. In addition to ramping up component manufacturing in Malaysia, the company announced last month that it is constructing a manufacturing plant in Mexicali, Mexico, to assemble the solar panels to be installed at the Valley Solar power station!

So how much did these brilliant “good bets” get in loan guarantees?

“In the past three months, Tempe, Arizona-based First Solar has received federal loan guarantees totaling more than $3.0 billion for two solar farms in California (230-MW Antelope Valley Solar Ranch 1 project and 550-MW Desert Sunlight plant) and a 290-MW photovoltaic power plant in Yuma County, Arizona (Agua Caliente Solar),” Phillips writes.

The global leader in photovoltaic module shipments is expected to use the stimulus funding to hire more than 1,300 construction workers needed to install its Cadmium Telluride (Cd-Te) thin-film panels, according to 24/7 Wall St.

Phillips continues:

Similar to SunPower, however, permanent jobs created will pale in comparison to dollars spent on the projects — just 40 to 50 operations jobs! Additionally, despite best intentions, most of the jobs necessary to assemble components and modules required for these projects will likely go to workers in countries located outside the U.S., in particular Malaysia:

  • First Solar has 24 production lines in Malaysia, compared to just 4 at its Ohio plant.
  • The four plants located in Kulim, Malaysia, employ some 3,400 and have nameplate capacity of 1.4-GW, or about 68 percent of annual production
  • The Perrysburg, Ohio, factory employs about 500 and produces about 248-MW annually, or about 11 percent of total annual output of 2.2 gigawatts.

Those bullish on solar power will argue with the math presented in Phillips’ article and point to First Solar’s construction of a $300 million factory in Mesa, Ariz., as proof of the worthiness and economic value behind the DOE’s investments.

“First Solar promises to hire 600 at first — with expectations to bring on as many as 4,800 workers as it ramps up capacity to meet demand for its thin-film photovoltaic panels in solar farms across the southwestern U.S.,” Phillips writes.

Unfortunately, as Phillips predicts, falling profits will likely force First Solar to back away from itsNext Round: Obama Administration Authorizes Billions More In Loan Guarantees to Solar Manufacturers ambitious plan to expand U.S. manufacturing capacity: Second-quarter gross margin fell to 36.6 percent, from 45.8 percent in the prior quarter, as average selling prices plummeted by 13 percent.

Phillips ends his report on the administration’s backing of solar manufacturers:

As judiciously noted by Irish playwright George Bernard Shaw (1856 – 1950), politicians’ inventive scheming to grow “green” jobs in the U.S. by rushing through DOE-backed solar loans could ultimately prove disastrous for U.S. taxpayers. Ignorance of industry dynamics has already been demonstrated by those in charge of the cash register: $528 million lost in the growing Solyndra bankruptcy scandal!

To paraphrase the late satirist Will Rogers: “The woods are full of people who learned to write but evidently can’t read. If they could read their stuff, they’d stop writing.” Sadly, the corridors of power in Washington DC appear to be crowded with those that can neither write nor read. Expect more millions to be lost in the sake of “jobs creation.”

      These are the same Federal programs that are giving ‘grants’ to schools to put solar cells up all over the snowy, cloudy Northeast. Our money is being wasted, hand over fist.     With construction at all time lows, and banks not lending, who can afford to buy something where there is no Return on their Investment.

    Solar and wind have been show to have only marginal efficiencies. Betting on energy efficeincy and an energy source we know works, oil and gas is a more viable choice.

    As an independent producer of oil and gas we need capital. Capital to companies like ours will immediately employ thousands, is proven, and will reduce the energy costs to the consumer and on all products produced in the United States. China used energy subsidies to ensure the products produced there were cheaper ensuring their dominance in the manufacturing market. Look it up.

    Now China in in the United State buying up the reserves of oil and gas, with contract that guarantee them all products produced. I say wake up America.

      The largest and arguably the most efficient silica mine in the US is idle. It produces 99% pure silica, the silica grade that is required to manufacture the panel and silicon chips. The problem is it is very energy intensive. As an energy company we could produce less expensive panels but most US companies do not get the support of the US government through loan guarantees. You must be a supporter of the regime to get preference. But still panels have no ROI, nor does Wind generation.

      We do know after 25 years of research that the average home owner can under a new program called “RE” being developed can reduce their energy consumption by 85% and to impliment this will cost a home or business owner nothing but a long term energy supply contract. Think of it reducing your utilities by 85% (carbon emisions by 95%) at no cost to you. The Research is done and the technology and method has been proven, but its not considered green.

      We like to say Green with Money, Green with Envy, Green around the Gills. Green is sick with money.

      Reduce, Redeploy, Redistribute, Recycle, Re-commission, Recoup, Reprocess, Reclaim, Reuse, Recover, Regain, Reinvigorate, Refresh, Rejuvenate and SAVE the environment is our Responsibility

      As a small energy company we struggle but we know what were doing. Our struggle is the lack of capital investment.

      It’s worse than you think. The life-time of these solar panels is less than 25 years, and within 2 years unless they are carefully maintained (not likely) they will be at something like 30% of their original efficiency …

      In simple terms, solar technology is NOT ready for deployment on this scale. It’s still a toy.

      I am a scientist with industrial credibility, and this move to “renewable” energy sources is still a dream. What’s worse is, our primary security concern should be installing the (privately constructed) infrastructure to use our fossil fuels. We have enough for at least a century by most estimates.

As an engineer, I’ve sat in on some wind classes by the actual wind turbine company engineers and owners and they tell u up front that their equipment has a 10 year life before it needs replaced, AND that if the government didn‘t subsidies their stuff they wouldn’t be putting up their ugly eye soars! The cost of the equipment over a 10 yr life, would leave them in the negative even when u include the electrity! We are essentially paying them to reap in huge profits after they get their generators up! Why should we pay big corporations and millionaires to make millions on our dime? Obama, Gore, and dem’s have been subsidizing the rich in the name if green energy! We should have hearings on why are tax money is being thrown away for others to reap in profits!

      I have been thinking for several days that a law should be passed to prohibit political contributions of any kind from organizations (including corporations and unions) who have governmental “involvement”.

      For example:

      1) SEIU may enjoy tax-exempt status, but should not be able to participate with union money (derived from government employees) should not be able to make political contributions.
      2) G.E. has an inside-track at the white-house, and should be excluded from political contributions
      3) Solyndra is fundamentally supported by public funds and should be excluded from political contributions

      If you don’t see why, then you do not understand the concept of “conflict of interest”.

    Solar cells are not rocket science – we’ve been making them for 40 years now. If a solar cell cannot return enough energy to justify it’s manufacture, then no amount of money EVER is going to tip the scale.

    And that, in a nutshell is why solar power will never be viable IN IT’S PRESENT FORM.

    Only a real financial loser would invest in such a folly. Cue Obama. Liberals are very very bad with math and numbers. This is why they think sending government taxpayer funds to solar companies will green the earth when, in fact, this is causing even more pollution than oil and coal. This is also why so many liberals want free stuff – free college, free houses, free food, free transportation – they are unable to hold onto a dollar if they ever get their hands on one.

    Liberals – leave the money decisions to conservatives. In the end, your poor butts will be better off, because the nation will be wealthier. Even you.

    he calls them bets,not loans, he his betting that they will not go out of business before reelection, i wonder i there are any bookies taking bets that they will, with what little money i have left, i would take that bet, he is will to loss more of our hard earned money for a piece of green pie,and a taste of that rainbow stew, it will never happen, but he is determined to force it to happen,if that means we go broke trying and he gets reelected.

    Eventually Obama will get what he is trying to accomplish, a completely bankrupted America. To spend money as foolishly as our government has and is lately on things that seem totally backeard, it can only be for one reason. Not to fix anything, but to drain our money so far, there will be no turning back to it. A new system. Anyone who thinks this is about jobs or clear energy is a fool. If it were, then we would be the top producers and it would have been under way.
