No Charges: Virginia City Official Collected Salary for 12 Years Sitting at Home

After the FBI, state and local police were called in to investigate how one Norfolk, Va., city worker could have possibly continued to collect salary and benefits for 12 years without showing up for a single day of work, officials have decided no criminal charges will be filed.
Jill McGlone had worked for the Norfolk Community Services Board (CSB) for 12 years as an office assistant before she was involved in an internal personnel investigation in 1998. The CSB is an independent agency created by the state and funded with state and federal tax dollars.
At the time of the investigation, McGlone was put on paid leave but her case was never revisited and she continued to collect her full $29,000/year salary and benefits.
For the next 12 years, someone — investigators have not been able to identify who –at the CSB agency submitted completed time sheets for McGlone, indicating that she had worked. While she never reported for work, McGlone’s salary continued to rise with cost-of-living adjustments and across-the-board wage hikes. No employee evaluations were ever conducted and she was enrolled annually for continuing employee benefits.
Months after the discrepancy was uncovered last May, four CSB executives and an assistant were fired or forced to resign in September. Also at that time, Maureen Woman, the CSB’s executive director turned over its internal investigation to state and federal officials.
Womack was appointed to her position in early 2009, replacing George Pratt, who retired. While Womack offered few details of the scheme, Pratt told the The Virginian-Pilot that while not familiar with the details of the case, he “cannot imagine how something like this could occur.”
“Every employee has a performance evaluation every year, and their increases or any changes are based on that,” Pratt said.
Womack said she stumbled upon McGlone’s payroll by accident while examining personnel sheets and realized she had never heard of McGlone after leading the agency for more than a year.
Now, sources say state officials do not plan to pursue criminal charges of any kind, despite McGlone collecting about $320,000 in city funds over the past 12 years, seemingly with help from someone inside the agency.
According to the Pilot, police found no evidence of wrongdoing by McGlone. Additionally, police learned that McGlone actually attempted to return to work after her suspension in 1998, but was told to remain at home.
Additionally, the former CSB employees who were fired surrounding the incident will likely also not face any charges.
“There’s a difference between being stupid and doing something criminal,” source familiar with the investigation told the Pilot.
State attorney Greg Underwood is expected to announce his final decision in February. In the meantime, a Norfolk city councilman says he’s not surprised there will be no charges in the case.
“I was always of the belief that [McGlone] was not going to be prosecuted because she was suspended and was waiting for the Community Services Board to act,” he said. “If they dropped the ball, that was on them,” Councilman Paul Riddick said.
While the state’s investigation of McGlone is ending, the FBI is reportedly continuing with an independent investigation of its own since a good portion of McGlone’s salary was paid using federal money, city officials say. However, it is not known when the FBI’s investigation will be complete.

Second, if this is such a bad thing why is it being done AGAIN, immediate with the same people involved. “What” you say? Why is the FBI turning around and running a second investigation. Was the first one incompetent, or is it just that the whole theory of government is incompetent. Whoever, Mr. Holder, is allowing more tax dollars to be wasted on a second investigation should be fired also.

If the FBI cannot find out what happened to the 3 trillion and all the waste, Fraud and corruption that goes on in the Beltway what makes you think they will ever solve the where and the why of this one! I will bet anybody some Senators, Bureaucrats, and House members put that much in their pockets everyday through kick backs under the table and in foreign banks! FBI is the protecter of the elite in the Beltway no matter what crime they commit. The lady may have something on someone but the FBI is looking the other way when it comes to taking down and elite individual so they have to let her go!

Did she have a kid? Out of wedlock? A picture might clear up a ton of questions… Was she disabled and couldn’t work? What did she do with the money? Did she give it to charity, the union? The Democratic Party?

How can a person be evaluated…..when they are not on the job……and are not performing a job?
Investigators are perpetuating a cover-up……whether she was “suspended” or not…..and still on the payroll……is not the issue. Someone was submitting BOGUS paperwork on her behalf…..to defraud their city government….for this woman to get a check…..for 12 yrs.
Whatever was the internal problem that had this woman “suspended”….needs to also be investigsted…..especially since it was.claimed she was told to wait at home when she allegedly tried to go back to work……adds more to this scandal…..bc it appears receiving a payroll check for keeping quiet for 12 yrs = payoffs…..and PAYOFFS being arranged = free money……always involves KICKBACKS.
There was something bigger that was discovered….in this investigation……and is why no one involved in creating phony paperwork = Fraud…..for 12 years……is being charged.

He said he did not deserve it. This woman did not deserve her pay and those involved should be prosecuted, maybe not her because she was doing what she was told but those involved should be put in jail.

When Detroit’s corrupt mayor, Kwame Kilpatrick, was sent off to jail, people wised up and elected a new mayor with some common sense… The first thing he did was tell the treasurer NOT to mail out any paychecks. Instead, he made everyone pick up their paychecks in person and sign for them – WITH ID. There were hundreds of paychecks never picked up and thus were dropped from the rolls! – I think the majority had “worked” for the school system. It would be a good practice if every government employee was required to do this at least once a year. Better yet, let’s just lay off half of them immediately and then begin the easy task of figuring out where best to cut some more.

The Morial dynasty has been in the coffers of every agency and department…..including the New Orleans Public School System…..w the mayor’s aunt being discovered to be on the New Orleans Public School payroll under her maiden name, collecting over $300,000.00 when caught……having everyone wonder if bank officisls were involved in this scam……along w the city employees…..and school board members; several “teachers” $till on the payroll out on sick leave….some for 16 yrs.. wo ever having a medical evaluation; 10 yrs wo ever walking into a classroom……or having an actual evaluation of their job performances, etc…..jeopardizing the education of children in the public school system….since only so many teachers can be carried on the payroll…..whether they are “teaching” in the classroom or not; the morial uncle headed up the RTA (Regional Transit Authority) placed in position…decades earlier… by Morial’s father as mayor of New Orleans, ..was caught embezzling $500,000.00 in just one incident…placing $350,000.00 of it in his personal account on the same day of the theft….clearly indicating how comfortable the uncle was…..in his embezzlement schemes……that was suspected of going on the entire time he held that political appointment….but only was charged w one incident of $500,000.00. Case closed on all other embezzlements…..sad.
Since the corruption was an open secret, and much more could have been discovered in the investigations……and was expected………that could have indicted the Mayor of New Orleans ….and other people in his administration…..the investigations were closed down…..bc as one investigator mentioned….everyone being investigated were of the black community.
Marc Morial left town…..after not being able to change the City Charter….to have more than two terms in office…..as mayor.
It was placed to the voters of New Orleans, who had had enough of the Morial family…..father and son had already carried the title of Mayor of New Orleans for sixteen years….and refused to accommodate their corruption any longer, by voting against changing the City Charter….to not allow Marc Morial to have a Third Term…..although New Orleans is 70% black.
After leaving New Orleans, Marc Morial became head of the Urban League…..w education, housing and healthcare…..as his stated platform….. for blacks and minorities = all the things he ignored when Mayor of New Orleans.
Morial, sharpton, jackson = three stooges as poverty pimps.

Amen brother. Let me tell you a short story… Over the past year our state highway dept has been re-paving all the bridge over-passes on a busy highway that goes through 1/3rd of the state. I don‘t know the exact number but it’s at least 30 over-passes. One day I was having lunch in a local eating establishment just off the highway. A stranger next to me had a highway dept patch on his work uniform so I struck up a conversation. It turned out that he was one of the Supervisors on the re-paving project. This is what I learned in the conversation. All these overpasses had to be done before winter temps got too low so they had a deadline. He laughed about the deadline because next spring they had to come back to the area and start re-building some of the overpasses because the DOT had done inspections on them and found them to unsafe. Concrete and some of the iron used had basically gone bad and are in danger of collapsing. He said so far he knew of 7 of the overpasses that needed serious re-hab. These 7 overpasses just got re-paved for nothing because they will be coming back in the spring to jack-hammer all that new concrete off of the bridges so they can be fixed. The kicker is… the state knew about this prior to giving the go-ahead for the re-paving. The state knew they would be throwing away millions of dollars, but nobody seemed to care.
When I asked the guy if someone just screwed-up, he just laughed and said… “No not at all, somebody got an envelope of money somewhere in order for this to have happened.” Come to think of it, he’s probably 110% on target!

Only problem was the copy machine had been gone over 5 years. The people upstairs were just throwing it in the garbage since it was always zero.
