NEW YORK (AP) — New Yorkers on food stamps would not be allowed to spend them on sugar-sweetened drinks under an obesity-fighting proposal being floated by Mayor Michael Bloomberg and Gov. David Paterson.
Bloomberg and Paterson planned to announce Thursday that they are seeking permission from the U.S. Department of Agriculture, which administers the nation’s food stamp program, to add sugary drinks to the list of prohibited goods for city residents receiving assistance.
If approved, it would be the first time an item would be banned from the federal program based solely on nutritional value.
The idea has been suggested previously, including in 2008 in Maine, where it drew criticism from advocates for the poor who argued it unfairly singled out low-income people and risked scaring off potential needy recipients.
And in 2004 the USDA rejected Minnesota’s plan to ban junk food, including soda and candy, from food stamp purchases, saying it would violate the Food Stamp Act’s definition of what is food and could create “confusion and embarrassment” at the register.
The food stamp system, which was launched in the 1960s, serves some 40 million Americans a month and does not currently restrict any other foods based on nutrition. Recipients can essentially buy any food for the household, although there are some limits on hot or prepared foods.
Food stamps also cannot be used to buy alcohol, cigarettes or items such as pet food, vitamins or household goods.
The city and state proposal would be temporary, so officials could study its effects over two years. It would apply only to food stamp recipients in New York City — 1.7 million of the city’s more than 8 million residents — and would not affect the amount of assistance they receive.
“This initiative will give New York families more money to spend on foods and drinks that provide real nourishment,” said a statement from Bloomberg, who also has outlawed trans-fats in restaurant food and has forced chain restaurants to post calorie counts on menus.
In fiscal year 2009, New Yorkers received $2.7 billion in food stamp benefits and spent $75 million to $135 million of that on sugary drinks, the city said.
The ban would apply to any beverage that contains more than 10 calories per 8 ounces, except for milk products, milk substitutes like soy milk and rice milk, and fruit juices without added sugar.
A 20-ounce sugar-sweetened drink can contain as many as 16 packets of sugar.
There still are many unhealthful products New Yorkers could purchase with food stamps, including potato chips, ice cream and candy. But officials said the proposal targets sugary drinks because they are the largest contributor to obesity.
“We continue to see a dramatic rise in obesity among children, especially in low-income communities,” state Department of Health Commissioner Richard Daines said. “This initiative targets a major public health threat — the high consumption of sugary beverages — which have little to no nutritional value.”
More than half of adult New York City residents are overweight or obese, along with nearly 40 percent of public school students in kindergarten through eighth grade.
City officials said lower-income residents are most likely to drink one or more sugar-sweetened drink a day; type 2 diabetes is also twice as common among poor New Yorkers compared to the wealthiest.
Officials planned to submit the proposal Thursday to the USDA. Comment was not immediately available from the agency.
The USDA recently launched a pilot program to encourage food stamp recipients to make more healthful choices in their food shopping. Under the program, involving 7,500 randomly selected households in Massachusetts, participants get 30 cents added to their benefit balances for every dollar they spend on fruits and vegetables — which reduces the cost of fresh produce by almost one-third.

Most states have a tax on soda or corn syrup drinks they are not collecting from people on food stamps.. If they were concerned about weight they would also go after the chips, candy, cookies etc… here in IL we pay an extra tax on SODA and CANDY that has no flour in it..? you get punished if you pay cash.. Since they can still by Kool-Aid and sugar which is most likely healthier than those corn syrup drinks and tastes better they plain out lied if it was for the calorie factor..

Many “sell or trade” their cards for cash, drugs, cigarettes whatever they want. Prosecutions? HA! Fraud measures in place cost the Taxpayers even more mega dollars. All these FREE programs cost us a veritable fortune; it is time to return to private soup kitchens, food pantries that hand out food. Yeah, the argument for credit card style stamps is “The Food stamps give people dignity to choose what they want” except if they want something someone decides they don’t want them to have! How many went to jail for fraud as a result of misuse of the Katrina cards? How many food stamp frauds go to jail {where we get to spend another $50000 a year to support them? I agree that these programs need to exist for some, but they should be restricted to staple foods, not junk foods. I don’t mind helping out feeding the hungry, but I was never about fatting them up or making them too comfortable (removes incentive to work) though. I have seen many a food stamp user in the past buy meat and seafood I couldn’t reasonably afford on a regular basis on my upper middle class income. This program needs major overhaul !

I have a neighbor how wound up retiring early when he got laid off gets a whole $16 dollars a month.. he would have got more but he pays his BILLS with his check FIRST..

I work in a convenience store and see people all the time with EBT (cash option) get cash out of the ATM then buy beer and cigarettes with the cash. That really irks me since I am paying for that. I know there could be large amounts of money saved if those that don’t need it could not get it. Come on Mr Haussain Obama, do something about it.

I think since the Tax Payers are paying for it, it should be limited to more nutritious items. The “Wick Program” limits families to dairy, meat, and vegie like items. If someone falls on tough times why should the tax payers pay for chips, coke, candy and so one. When my parents struggles on Navy pay only, they did not take food stamps. Instead my mom washed diapers by hand and only bought staple items. If we wanted a treat, once in a while popcorn popped on the stove was good for us!! This is where I think the gov’t should be involved since it is our money they are spending. If they were more concerned about our dollars and how they were being used, we would not have the problems that we have. Like in LA and the use of our tax dollars for gambling.

I have been in line to many times to see someone with streaks,soda, and other higher priced snacks pulling out the food stamp card.My wife and I both work and were trying to cut corners as much as possible…with ground beef, no soda, etc. UGH! Working people have to realize that these people are using OUR MONEY to buy this crap! It‘s not the government’s money it’s yours and mine! WAKE UP AMERICA!

Not that I would deny ANYONE a cup of coffee, LOL, I’m only saying that the rules always seem to have exceptions when they are followed at all. We have people getting their welfare money out of ATMs in vegas and spending that money in casinos and they are worried about sugary drinks? There is far more sugar in juices than in diet soda, which would also be banned. The people trying to make the rules wouldn’t be able to find their butts with a map!

The artificial sweeteners make your body think that you are going to be getting energy, and therefore releases hormones that it would release if you were actually consuming something sugary. You should only be able to buy dairy, eggs, hamburger,fresh or frozen fruits and veggies, dry beans and rice, or flour and basic baking ingredients. That’s it. Nothing containing high fructose corn syrup, tons of sugar, or anything highly processed. It adds insult to injury when tax dollars pay for people to eat garbage that makes them sick and then we have to pay for their healthcare costs incurred by their lousy diet.

Other junk food, like garbage cereals and candy, are already banned so why not other junk food such as soda and chips? This just might be one small way to help lower the medicaid debt. It should be limited to foods that are necessary to survive, not junk food and soda. If they can limit certain purchases to the least expensive brand (as is done with things like milk and eggs in my state), then they certainly can limit the food categories that can be purchased. This is not the same as taking sugary or fatty foods off the menus, because that it trying to control what people who use their own money put in their mouths. Food stamps should be for essentials only. Period.

He then asked for a carton of cigarettes. This is when i noticed how he was going to pay for the soda and chips. the clerk had to separate the order so he could run the soda and chips on his food stamps debit card and he paid cash for the smokes.

Food stamps of course. I think they should get rid of the food stamp program, if people need food they should get a govt food box with crappy cheese and some basic staples. Prior to the Food Stamp program there was the Commodities program. Those qualifying received real food in government packaging–flour, rice, peanut butter etc. at the local level after participating in nutrition classes showing how to use the products. People sold the commodities and college students–technically unemployed– were “qualifying” under the guidelines. Guidelines were tightened and stamps were introduce to cut the fraud.Stamps were in denominations. People could make qualified purchases with stamps and receive change that they would use to purchase smokes etc. Stamps were also sold. Now the debit card system is in place for allegedly the same reason–fraud as well as to “lessen embarrassment”. I’m sure cards are being sold. And, as well, supplementing other purchases.

Food stamps should not exist. The program is widely abused.
People using food stamps for pop means they don’t need that portion of food stamp allotment at all. Starving people would not buy pop with food stamps.
But, I dare say, if there were no way to get free food, a large group of people would be rioting and looting. The food stamp program is the cheapest and easiest way for the government to pacify people.
Here’s something to think about: Since we often see people using food stamps & then paying cash for cigarettes; who do you think is actually paying for those cigarette purchases? The taxpayer is.
The whole wildly expanding welfare system in this country is the biggest joke on earth.

I’ve read statistics that show that obesity is rampant amongst the poorest Americans. The main reason for this is their reliance on junk food. If the government is going to force me to pay taxes so someone else can eat, I don‘t want them wasting it on something that isn’t healthy. If they’re going to take my money, I want it used responsibly, not wasted.
Now, if the government tries to tell me what I should eat with money I earned for myself, that’s an entirely different kettle of fish. My money, earned by me, is mine to spend (or waste) on whatever I dang well please.

Posted on October 7, 2010 at 3:35pmIf you see a mom with kids in line buying the necessities, nobody wonders if they’re abusing the system. If Ms. steak and lobster, or Mr. Mt. Dew and Dorritos feels uncomfortable so be it…… I guess I’m not uncomfortable about saying this, but sometimes the only reason somebody STOPs doing something is because the peer pressure and they feel uncomfortable.
If food STAMPS still exist we wouldn’t all complain about the observed abuse, or read about the article of finding that the LA welfare people are around casinos. Oh, how awful it must be in NYC. Almost 2/8′s of their people are on welfare. Controlled rent, welfare, gees, why would you ever want to change?
