Obama ‘Lavishing’ Chinese Leader Hu Jintao

WASHINGTON (AP) — President Barack Obama is lavishing the grandest of White House welcomes on Chinese President Hu Jintao as the leaders of the world’s two top powers try to find common ground on economic and security issues without alienating their domestic audiences.

With many Americans blaming China at least in part for the high U.S. unemployment rate, both presidents will be looking to build trust in a relationship grounded in mutual interest but troubled by intractable disputes.

It follows an up and down two years in which an assertive China initially cold-shouldered the U.S. on climate change, did little to reel in its unpredictable ally North Korea and responded limply to U.S. pleas to mitigate trade imbalances. For its part, the U.S. riled China by selling arms to Taiwan and inviting Tibet’s spiritual leader, the Dalai Lama, to the White House.

Both sides are now setting a more positive tone.

Hu was welcomed on arrival Tuesday at Andrews Air Force Base by Vice President Joe Biden and then attended the first of two dinners Obama is hosting for him during his four-day U.S. stay. After talks Wednesday, the two leaders will hold a joint news conference — just four questions allowed. A full state dinner at the White House in the evening will be the ceremonial highlight.

While the agenda is packed with weighty issues, expectations remain modest.

“Overcoming the sense of mistrust is probably the most important thing,” said Charles Freeman, a China expert at the Center for the Strategic and International Studies, a Washington-based think tank.

Hu’s visit comes as the political trajectory has shifted for both nations.

China’s success in weathering the global economic crisis coincided with an increasing confidence — critics would say brashness — on the world stage and worries among its neighbors in Asia over its growing military clout. Ultimately, that distrust has benefited the U.S., as nations such as Japan, South Korea and even Vietnam have looked to cement stronger ties with the U.S. as a regional power.

The U.S. economy has shown signs of recovery and Obama also has rebounded from his own political problems, notably the loss of one house of Congress to the Republican Party in November midterm elections. A nuclear arms reduction treaty he orchestrated with Russia was approved, and he has been lauded for a touchstone speech in the aftermath of the shooting massacre in Arizona. His previously stellar poll ratings have begun to recover after months in the doldrums.

That shift in fortunes is unlikely to translate into major concessions from Hu, but Obama may encounter a more amenable Chinese leader, who will be looking to burnish China’s image in the U.S. and his own standing before he steps down in 2012.

Stiff and media-averse, Hu, 67, has been in power since 2002. While lacking the charisma of predecessors Jiang Zemin and Deng Xiaoping, he has presided over a remarkable rise in China’s economy.

China now holds the world’s largest foreign currency reserves at $2.85 trillion and a major chunk of U.S. government debt. Economists predict it could become the world’s largest economy, eclipsing the U.S., within 20 years if not sooner.

But perceived diplomatic missteps and reports that Hu was unaware when he met this month with Defense Secretary Robert Gates about a test flight of China’s new stealth fighter have raised questions over his control of the military.

The grandeur of a White House state dinner — the first for a Chinese leader in 12 years — could go some way toward reasserting Hu’s stature in status-conscious China, where ceremony often has greater resonance than in the West.

But Hu, who will later lead a business delegation to Chicago, faces an uphill task in showing Americans that China’s rise can benefit the U.S. — beyond plugging the federal deficit with low-interest loans and offering cheaper goods to consumers.

In a starkly partisan U.S. political atmosphere, slamming China for unfair trade practices is one thing both Republicans and Democrats can agree upon. This week, lawmakers from both parties announced plans for legislation to punish China for what they say is an undervalued currency that boosts its exports at the expense of U.S. manufacturers.

The Obama administration remains leery of steps that would infuriate China, favoring persuasion instead.

Last week, Treasury Secretary Timothy Geithner said that if Beijing wants more investment opportunities in the U.S. and access to high technology products, it also must allow a more level playing field for U.S. companies in China.

Washington will further seek common ground on North Korea amid recent signs that China has increased pressure on Pyongyang to moderate its behavior and return to negotiations after two military strikes against South Korea risked setting off a conflict on the Korean peninsula.

Shared interests, however, are unlikely to stretch to the arena of human rights — often a fly in the ointment of U.S.-China relations.

Obama’s state dinner for Hu, only the third of his presidency, comes just a month after Liu Xiaobo, a Chinese lecturer jailed for calling for reform of the one-party system, was awarded the Nobel Peace Prize and barred from attending the ceremony.

Secretary of State Hillary Rodham Clinton last week appealed for China to tolerate dissent and assume the responsibilities of a world power in the 21st century. Her call for Liu’s release is likely to fall on deaf ears.

    After Obama is finished entertaining the Chinese leader in a grand style, paying for his lavish vacation with friends and family, no doubt we might have to raise the debt celing just to pay for this administrations incompetence. I guess he has to show the leader, We ain’t broke yet, but he’s working on it.

      I agree with both of you. We need to band together as a country and get rid of all these rules and regulations. Let The People Be Free And Govern Ourselves! I feel like this is a dog and pony show. All we are going to do is look tough but inactuallity we are weak. We are basically owned by the chinese. If we stop regulations and spending, pay back all the money we owe them we will be stronger.

      God help us if I ever become President.

      There would be a loud and immediate flushing of all Federal employees, with ads placed in local papers across the land for “Help Wanted”. No former government employee could apply, excepting servicemen, and only if they had held no other government jobs, and the ratio of lawyers to non-lawyers could not exceed 10% of total government employment (no more than 10% lawyers or law degree holding individuals employed by the FedGov). There would be a Constitutional knowledge requirement and testing with a minimum of 90% passing to get consideration for the job.

      An executive order would go out declaring January as Scotch Whiskey Appreciation Month.

      I’d rent out stealth bombers as limos for dance parties.

      No non U.S. citizen could own U.S. debt or property except for embassies (not sure if the President could do that, but I’d sure as hell lobby Congress to get that passed).

      I’d lobby to have the Income Tax removed and replaced by nothing. Corporate taxes would be reduced to 0.0%. Any federal Death taxes would be eliminated. With this however would come the stipulation that all unconstitutional programs/agencies/laws be repealed and future programs/agencies/laws subject to STRICT constitutional adherence. The words “interstate commerce” would be forbidden as a justification. If any program/agency/law violates anything in any of the Bill of Rights, through a reasonable reading of those rights (all individual or state), then they will be eliminated with extreme prejudice. Social programs would have an Ease Out Gently structure, where current beneficiaries would not receive reduced benefits, however, no more people would be allowed on the rolls for any reason. Once attrition takes care of the existing beneficiaries, then the programs are shut down and boarded up and thrown in the trash.

      The Miss America bikini competition segment would be mandated by law to occur on the White House lawn.

      There would be an immediate withdrawal of all Federal lawsuits against states who were acting Constitutionally (Arizona and immigration, Cali and medical marijuana, gun lawsuits).

      I‘d appoint a commission to promote Family Firearms Fun N’ Safety.

      The BATF would be converted into an agency which PROMOTED those items (alcohol, tobacco, firearms), with all regulator powers removed otherwise.

      The onerous and unconstitutional “tax stamp” and further unconstitutional regulations regarding small arms select fire weapons would be lifted.

      I’d lobby Congress to only be allowed to meet, except in times of formally declared war, once every two years, for a term not to exceed two weeks.

      Not only would the Federal Reserve be abolished, but the board members of that institution would be brought up on charges of criminal Treason for assuming a Constitutional power not allowed to them e.g. – control of the monetary system.

      I’d make it a point to never, not once, excuse a turkey during Thanksgiving, and further, I’d like to be televised chopping its head off and sending it to the cooks.

      Jarts will become popular again as I make it a point to have the family photographed playing them on the White House lawn.

      I’d formally welcome England back as our best international buddy and further, I’d send them a bust of Obama so that they could officially throw it into the Thames with all due pomp and ceremony.

      Every summit would be a beer summit.

      Limbaugh reported yesterday, and I need to find out what he was referencing, that we’re not really as indebted to the Chinese as the mainstream media tries to lead us to believe. He stated, and I’m only going on his words, that they only own 11% of our debt and that we Americans outproduce them in economic and industrial output consistently year after year. I’d love to track down his source on that, because it sounds much closer to the truth than the reality that the mainstream media keeps pushing on us.

      I just consulted the numbers, last reporting in November 2010, as the more I look at it, 11% does seem a bit low.

      The total debt acknowledged by the U.S. treasury is 4346.2 billion dollars (~4.3 trillion for the home viewers playing along). Mainland (commie) China owns 895.6 billion of that, or ~20.6% of the total debt. Japan is only *slightly* lower at 877.2 billion. I think the fears of “the new landlords” are still a bit overly paranoid. We could shrug off 20% of our debt and dare China to do anything about it and all they could do is gnash their teeth.

      This is the hope and change the people voted for; except it’s his change for his hope. The only way to rid this type of thinking is to rid the ‘system’ of “progressive” minded people. I do not know the depth that the progressives are dug in in terms of powerful positions, but WE all are seeing the harm they are bringing to the United States, aka the American people.

      Now the Traitor in the White House and the Chinese American Secretary of Energy Steven Chu have decided to help their beloved Chinese motherland and further the goals of Socialism with their new agreement just made to establish a Nuclear Center in China. Don’t worry, China will pay for it all we have to do is provide free technology and expertise!
      That’s right, the Traitors in our government have sold us out to the Chinese again! How does this help America? Once again the Chinese use us and we get nothing in return only! They will only use this against us in the future, how naive can our representatives be!
      What is worse is Obama and Timothy Geithner have already told the Chinese that if they raise the value of the Yuan then they would allow more export of high tech products which China would just steal the technology and soon be competing against us with the same products.
      President Hu JinTao has already mentioned that they are quietly ramping up their outbound investment into US manufacturing and Real Estate, meaning soon they start to quietly by up the USA with their huge foreign reserves! Accompany this news with Obama wanting to decrease the value of the dollar? This makes it an even better deal for China to buy the US with a stronger Yuan!

      I don’t know how you figure that the US “has the power” when we owe the Chinese more than we can pay back. They supply the US with most of our goods. They lead us in nearly every competing factor and are the new leading world super power. We are under their thumb….big time! Educate yourself and try to catch up.

      Obama is kissing up because China could call in their note on us and reposess a large part of our country…..Yea, we are so powerful that China is trying to change our currency because we have de-valued the dollar so badly and un-necessarily that they don’t trust us to pay them back. China is watching our credit rating go down the toilet and they consider the US a very risky financial partner and have been scolding us for it for some time now.

      It’s time to get a grip folks, and try to realise that China is rising….rapidly.
      Oh by the way, forget all this human rights stuff. We didn’t get a civil rights act until 1965;and only gave our women the right to vote 90 years ago.

      If you want to annoy these guys, hold up a Tibetan or Taiwanese flag where Hu can see it. We did that in New Zealand and they went NUTS!! (It was the deputy leader in that case actually, but what an effect.)

      @ rationalman – I would love to know where you got your facts from
      1.) China owns 7% of our debt, that‘s it and that’s all. No need for fear mongering.
      2.) They can’t call in the debt. What they do own are notes that have a maturity date that you can’t call in. Similar to owning a bond from GE and saying before the maturity date “I want a lightbulb”.
      3.) When the debt does mature, do you actually believe in any situation that they would get U.S. land?! Think about that for just one second. Also, other countries have defaulted on their debts. Do several countries now own a piece of Argentina? Ofcourse not. You take a haircut, you made a bad investment.

      Please don’t spread your conspiracy and outlandishness

    The bankers in town, better keep trying to pull the wool over his eyes. The problem is, he isn’t as dumb as our “elites”. The guys that lent us the money are probably already executed.
