Obama: ‘No Such Thing’ as a Shovel-Ready Job

During an interview with New York Times White House correspondent Peter Baker (set to run in this Sunday’s Times Magazine), President Barack Obama reflects on his first two years in office and offers predictions for the next two, possibly sharing governing power with congressional Republicans who are poised for major gains. Obama predicts his political rivals will either fall short of their midterm electoral goals, or feel over-burdened by the new responsibilities that come from achieving them.
“It may be that regardless of what happens after this election, they [Republicans] feel more responsible, either because they didn’t do as well as they anticipated, and so the strategy of just saying ‘no’ to everything and sitting on the sidelines and throwing bombs didn’t work for them,” the president said. “Or they did reasonably well, in which case the American people are going to be looking to them to offer serious proposals and work with me in a serious way.”
The president has offered a number of his own “serious proposals,” not the least of which was the American Reinvestment and Recovery Act. The underwhelming fallout from the $787 billion investment is one of many reasons the American public is challenging the Democratic leadership this year.
In reflecting on his time in office, the president laments that he looks too much like “the same old tax-and-spend Democrat,“ and realized that ”there’s no such thing as shovel-ready projects.”
But the promise of these “shovel-ready” jobs was one of the Democrats’ main selling points in lobbying for the stimulus plan. In December 2008, the then-President-elect Obama pledged, “We’ve got shovel-ready projects all across the country that governors and mayors are pleading to fund. And the minute we can get those investments to the state level, jobs are going to be created.” Just one day later, the president-elect presented his ideas for a “bold agenda” of “shovel-ready projects,” promising the creation of 2.5 million new jobs when he took office.
In March 2009, President Obama boasted that just “14 days after I signed our Recovery Act into law we are seeing shovels hit the ground.”
At the same time, Vice President Joe Biden, the White House’s de facto stimulus shepherd, said the stimulus act “provides a necessary jolt to our economy to implement what we refer [to] as ‘shovel-ready’ projects, meaning projects that were on the books that were needed in the municipalities and the states that would improve the quality of life for our constituents, the competitiveness of our businesses, but were unable to be funded.”
Months later when the economy hadn’t begun to turn around, Obama continued to promise “shovel-ready” jobs. In August he bragged that the stimulus helped fund “almost 100 shovel-ready transportation projects… which are beginning to create jobs.”
A year later, Biden continues to parrot the White House’s claims that “shovel-ready” projects were putting Americans to work, despite stagnate unemployment levels. “Last summer… we had 1,750 highway projects that were underway — ‘shovel-ready,’” he said this summer.
These so-called “shovel-ready” projects were remnants of the Bush administration, according Congresswoman Debbie Wasserman-Schultz, D-Fla. It wasn’t until congressional Democrats joined the Obama administration in passing the economic stimulus that “we could create those jobs and invest in shovel-ready projects that were ready to go, so that we could get people back to work who literally were left twisting in the wind after the Bush administration drove us into a ditch,” she said in July.
But after 14 months of unemployment rates topping 9.5 percent, the president claims he’s learned his lesson and that perhaps he should have “let the Republicans insist on the tax cuts” in the drafting of the stimulus bill.
As for the next two years in office, Obama says he’s scaling back his legislative agenda, planning to focus less on working to pass new legislation and more on enforcing laws Democrats passed during his first two years. “Even if I had the exact same Congress, even if we don’t lose a seat in the Senate and we don’t lose a seat in the House, I think the rhythms of the next two years would inevitably be different from the rhythms of the first two years,” he said.
“There’s going to be a lot of work in this administration just doing things right and making sure that new laws are stood up in the ways they’re intended.”

The whole “shovel-ready” mess is stuff put out there by government types like Obama who have never run a project or business in their life, or even worked in a business. They are academics who know nothing of the real world. Worse, the whole concept assumes people are just “resources”, things, malleable work-units that can be shifted to anything they desire. Not human beings who have worked long years to build up skills or knowledge in specific areas. Can a man who is bio-engineer run a windmill project, or run a D9 Cat with the same skill as one who has worked in those field for years, or vice-verse? Only those who hate humanity would think so.

Make that almost anyone. You‘d hope the President of the United States would actually have a full understanding of what he was telling the American people before firing up the ’prompters. I’m guessing his pride and arrogance prevented him from asking an adviser or two “By the way, what does shovel-ready mean, and what’s a job?”

Posted on October 16, 2010 at 10:41pmI feel sorry for the unemployed people who held out some hope of GETTING a shovel-ready job. Now we find out they never existed. I think Obama just goes before the camera and reads whatever the teleprompter says. A little less golf, fewer vacations and dinner parties and he might have found this out sooner. It‘s almost like he’s in this job just for the perks.
Wants the auto industry to make smaller more fuel efficient cars that may end up less safe in the process. I drive a Honda by choice, but if I DID drive an SUV, I’d give it up when his motorcade consisted entirely of Priuses. Until then, he should quit telling everyone else what they should drive.
Remember when he said we should teach our children to speak Spanish? Wonder how much Spanish HIS daughter spoke on the vacation with mom?

Posted on October 13, 2010 at 8:37pmI work with municipal government as an independent contractor and I personally saw a Board of Education staff spend large amounts of time trying to write a grant application for Federal funds for Special Ed. The projects were supposedly “ready to go”. They had the State Commissioner of Education on speed dial. Yet the first two applications were rejected because the Federal Government kept changing the regulations and requirements almost from day to day. I never heard what happened with the third application, but I was beginning to wonder how many man hours the District wasted trying to get the funding.
The same thing happened with “Race to the Top”. People jumped through hoops and did everything but hang upside down from a bridge in a strait jacket for the first two rounds, but our State still was not awarded any of the funding. Personally, I’m glad because I think it showed people the shell game that the Feds are running here.
Then there was the “re-paving” program. This grant allowed the city to submit up to 25 State owned roads for money for repaving. The list was dutifully submitted and we were awarded 1, (yeah, one – that’s O-N-E, for the numerically challenged like myself) grant for 1 road that the State chose. And the city had to pick from a list of “approved” contractors. Fortunately, there was a contractor on the list that the city had done business with before. Don’t get me wrong, that‘s one less road we’ll have to pave, but what a song and dance the Feds and the State required to get the “award”.
Our fire department got a Federal grant for a new piece of equipment. Great!!! We’re thrilled. But almost every week, there is a new request in the mail for more information, more statistics, more back up material. At this rate, it would have been cheaper to just go out and buy the piece of equipment ourselves because by the time we’re done proving we need it, it will have cost us more in the labor intensive preparation than it was worth.
And the piece d’ resistance was tonight at a meeting when I heard that there is a government grant of up to 80% reimbursement of medical costs for retirees who are 55 years or older (and their dependents) but not yet eligible for Medicare when a city enrolls in the program. Another shell game. It will appear that the City is paying in less for the benefits program, but where is the 80% reimbursement coming from? Your tax dollars at work, thank you very much.
Bottom line – are these Federal grant programs really worth it? I don’t think so.
So, no, I don’t believe there are any shovel ready projects for the Feds. Oh, there were things that the State governments were meaning to do, like bridge repairs and infrastructure issues on their Capital Budget lists and those got the funding, but they would have eventually been done anyway. No new jobs were created, old ones were just maintained.
