Obama to Propose $1.5 Trillion in New Tax Revenue

WASHINGTON (AP) – Drawing a bright line with congressional Republicans, President Barack Obama is proposing $1.5 trillion in new tax revenue as part of his long-term deficit reduction plan, according to senior administration officials.
The president on Monday will announce a proposal that includes repeal of Bush-era tax cuts for the wealthiest taxpayers, nearly $250 billion in reductions in Medicare spending, $330 billion in cuts in other mandatory benefit programs, and savings of $1 trillion from the withdrawal of troops from Iraq and Afghanistan, the officials said.
The plan includes no changes in Social Security and does not include an increase in the Medicare eligibility age, which the president had considered this summer.
The officials briefed reporters Sunday evening, but spoke on the condition of anonymity in advance of the president’s announcement.
All in all, the president’s plan is as much an opening bid as it is a political statement designed to draw contrasts with Republicans, who control the House of Representatives.
As such, it was not intended as a compromise and did not include agreements Obama had reached with House Speaker John Boehner during failed deficit reduction negotiations this summer.
The new taxes in particular have little or no chance of passing Congress as proposed. Republicans were already lining up against the president’s tax proposal before they even knew the magnitude of what he intended to recommend.
Key features of the proposal:
_$1.5 trillion in new revenue, which would include about $800 billion realized over 10 years from repealing the Bush-era tax rates for couples making more than $250,000. It also would place limits on deductions for wealthy filers and end certain corporate loopholes and subsidies for oil and gas companies.
_$580 billion in cuts in mandatory benefit programs, including $248 billion in Medicare and $72 billion in Medicaid and other health programs. Other mandatory benefit programs include farm subsidies.
_$430 billion in savings from lower interest payment on the national debt.
By adding about $1 trillion in spending cuts already enacted by Congress and counting about $1 trillion in savings from the drawdown of military forces from Iraq and Afghanistan, the combined deficit reduction would total more than $4 trillion over 10 years, senior administration officials said.
Obama backed away from proposing sweeping changes to Medicare, following the advice of fellow Democrats that it would only give political cover to a privatization plan supported by House Republicans that turned to be unpopular with older Americans.
Administration officials said 90 percent of the $248 billion in 10-year Medicare cuts would be squeezed from service providers. The plan does shift some additional costs to beneficiaries, but those changes would not start until 2017, and administration officials made clear as well that Obama would veto any Medicare cuts that aren’t paired with tax increases on upper-income people.
The deficit reduction plan represents an economic bookend to the $447 billion in tax cuts and new public works spending that Obama has proposed as a short-term measure to stimulate the economy and create jobs. He’s submitting his deficit fighting plan to a special joint committee of Congress that is charged with recommending how to reduce deficits by $1.2 trillion to $1.5 trillion over 10 years.
Republicans have ridiculed the war savings as gimmicky, but House Republicans included them in their budget proposal this year and House Speaker John Boehner, R-Ohio, had agreed to count them as savings during debt ceiling negotiations with Obama this summer.
But the Republicans‘ biggest objections will be with the president’s tax increases.
“Class warfare may make for really good politics but it makes for rotten economics,” GOP Rep. Paul Ryan of Wisconsin, the House Budget Committee chairman, told “Fox News Sunday.”
Ryan was commenting on Obama’s plan to propose a new minimum tax rate for taxpayers earning more than $1 million.
The measure – Obama is going to call it the “Buffett Rule” for billionaire investor Warren Buffett – is designed to prevent millionaires from taking advantage of lower tax rates on investment earnings than what middle-income taxpayers pay on their wages. At issue is the difference between a taxpayer’s tax bracket and the effective tax rate that taxpayer pays. Millionaires face a 35 percent tax bracket, while middle income filers fall in the 15 or 25 percent bracket. But investment income is taxed at 15 percent and Buffett has complained that he and other wealthy people have been “coddled long enough” and shouldn’t be paying a smaller share of their income in federal taxes than middle-class taxpayers.
Still, the White House considers passing the jobs bill far more pressing and Obama has been looking for every opportunity to bring it to the public’s attention.
In his Saturday radio and Internet address, Obama said he would lay down a plan that would show how to pay down the nation’s debt and pay for his employment legislation.
“But right now,” he said, “we’ve got to get Congress to pass this jobs bill.”
To that end, Obama on Thursday will be at a bridge linking Ohio and Kentucky – home states to Boehner and Senate Republican leader Mitch McConnell. He will use the bridge as a prop to call for increased spending on infrastructure.

Seriously though, note that it’s only for the “wealthy”. Mark my words, the Dems did NOT want to let the tax cuts expire, because if they had the lie of the “Bush tax cuts for the wealthy” would have been revealed when EVERYONE’S taxes went up. Raising taxes on the “wealthier” while keeping the tax cuts for the “middle class” (which would then undoubtedly be claimed as Obama’s—I use the quotation marks as “rich” and “poor”, etc. are really variable, subjective qualities) is the only way they can get rid of the “Bush” tax cuts without revealing their mendacity.

While he’s never much settled into being President of all the people (reference his remarks referring to political opponents as the “enemy”), at this point he’s just a partisan polemicist. The repeated “fair share” comments may or may not make for good politics; I will leave that to the analysts. But I can say definitively that it’s a vapid lie. As the President and his administration like to refer to CBO analysis, perhaps they could spend 5 minutes reviewing the following: http://www.cbo.gov/publications/collections/tax/2009/tax_liability_shares.pdf. It shows clearly that the “wealthy” are paying a share of Federal taxes that is greater than at any time in he last 30+ years. Spare me the talk of the payroll tax. That funds social transfer payments. When some 45% of wage earners pay no taxes to fund the normal operations of government, empirically it’s beyond specious to suggest that the wealthy are the ones not paying a fair share. This President may be no worse than a typical politician, but he’s certainly no better.

My firm is a service firm and we are all licensed professionals.
It is a cooperative, profit sharing entity.
Gross revenue is projected to be down to 11mil at fiscal year’s end.
We will not move forward as long as Barry’s Affordable Heath Care Act is law.
We have already dropped all dependent coverage and are planning more cutbacks at year’s end.
We have trimmed staff by 10% and holding, and everyone now is their own secretary & receptionist.
The average workday is 16 hours plus, excluding after hours thought.
We’ve owned the building, fee simple, for over 10 years.
Property taxes have gone up more than 1.2 mils a year.
The real estate value dwindled by 30% in the last 2 years.
We’ve spent more time in courts in the last 14 months defending clients than producing ideas.
Every case has ended in a judgment in favor of the client.
We seldom do volunteer work anymore and charitable contributions are minimal.
We are angry and becoming mad as hell, and we’re NOT going to take it anymore.
And we’re being told it’s a sign of the times by our elected officials.
Bull crap, it’s the sign of a corrupt government!
It’s not about taxes, it’s about monetizing debt, it ruing the value of fake paper money.

Wouldn’t it be great if you could undo the laws Obama passed, cancel the debt he caused, and return trillions to our Treasury? Well you can!
Politically disregarded law, Art. 2, Sec. 1, “No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible … .”
Exempting a citizen (the minimum requisite then was US birth to a US father) from being a natural born citizen, proves they are not equal. Only US birth to US citizen parents (plural) is greater, thus defining a natural born citizen; as confirmed by Supreme Court binding precedent in Minor v. Happersett, 1874.[1]
Obama’s Kenyan father precluded his eligibility! Impeachment isn’t applicable, the damage remains and the Senate may not cooperate. The solution is to prosecute Obama (aka Barry Soetoro, Harrison J. Bounel, Barack Soebarkah) for using an alleged fraudulent social security number and birth certificate to usurp the Presidency.[2]
Then if he resigns or is later pardoned, we can still undo the damage. Demand your state and federal elected officials prosecute Obama now!

I read most of the health care bill. Actually I read most of the first 2 that didn’t pass, too. That’s what got me into politics in the first place. I have family in the medical profession (doctors as well as nurses) and it scared me for them. I knew it would not only lead to a single payer, on par with Medicaid, but would run doctors off. They want to have all doctors paid the same from specialists to general practitioners. Why go to all that extra schooling, time in internship, etc, to get the same pay as if you hadn’t? Why let the government determine what you can charge? Let the people determine by going to the cheaper doctor. I have Tricare Prime. I got denied my eye exam reimbursement because I didn’t go to a qualified provider, which they didn’t have 3 years ago. I called one of their qualified providers. I paid $65 got my eye exam, and they were going to charge me $160 for the same exam. then Tricare would only reimburse 80% OF WHAT THEY ALLOW. there was a thing in the first 2 (don’t know if it made the cut) called Take Back Your Health Act 2009 – just found it at http://www.govtrack.us/congress/billtext.xpd?bill=s111-1640. Read that and be scared. It is still on the books, but only read in congress.

Posted on September 19, 2011 at 2:17amYea, cuts in Medicaid and “other benifits programs.” We’re on Tricare Prime, the military insurance because my husband gave 20 years. The already only reimburse at about 19% on an MRI, does this mean it will drop to 10%? I‘ve already lost doctors because they can’t afford to have Medicaid or Tricare patients. My pharmacy insurance (Express Scripts) is being dropped by Walgreen’s, and I can’t really blame them. They billed Express Scripts last month for over $800 in meds just for me, and Express Scripts only allowed about half of that, and paid probably 80% of what they allowed, so it was like 45% of what was billed. Just wait until Obamacare really kicks in and y’all are all on government insurance, and the hospitals start closing and doctors quit or retire early.

I‘m not sure if you’re what I would consider a typical poster on here, but judging by some of your other comments, I‘d say that’s a pretty fair assumption. What I really don’t understand is the general attitude on this site opposing things like welfare. I’ve also seen a number of comments on other articles against high pensions for things like union jobs. Yet, when it comes to the military, we just can’t throw enough tax money at them. Your husband worked a job for 20 years. Sure it might have been difficult, but many jobs are. From my understanding, someone can retire from the military at 38 years old and make a minimum of about $1,200 a month (for an e4). Not only is your husband covered by an insurance program for life, but you are too. I won’t even get into other benefits like education and other forms of insurance. If your husband worked any other job, I’m sure people on this site would be appalled by the benefits you continue to receive from their tax money. Now I’m not sure of your views on any of this, so this isn’t directed at you personally, but I just find it ironic that you will probably find nothing but sympathy from the same people that seem to want to see “lazy” welfare recipients left on the street to die since they don’t currently have a job.

The one thats back now he got out early(no pension.. like most that serve ),and any benifits from “his service” was well earned….my other will probably do the same…when you earn it ..It taste better .
