Obama Threatens to Veto House Legislation Preventing Government Shut Down

WASHINGTON (AP) — House Republicans advanced legislation Thursday to avoid a government shutdown for one more week, cut spending and fully fund the Pentagon, but the White House labeled the measure a distraction and said President Barack Obama would veto it.

Obama said in a statement he believes “we need to put politics aside and work out our differences” on a spending plan that covers the government through September, when the current budget year ends.

House Speaker John Boehner, R-Ohio, quickly countered with a statement saying he was “confident that those Democrats who believe it is important to fund our troops and make real spending cuts will prevail upon Senator Reid and our commander in chief to keep the government from shutting down.”

The exchange occurred shortly before Boehner and Senate Majority Leader Harry Reid, D-Nev., were due at the White House for their second sit-down with the president in a little more than 12 hours.

It marked a sour turn in talks that all three men said Wednesday night were showing promise.

With a partial shutdown looming for Friday at midnight, it was not clear whether it represented a significant breakdown in the negotiations or a final round of maneuvering before a deal was struck.

Obama has already signed two stopgap bills, containing a total of $10 billion in cuts, to allow time for negotiations on a bill to close out the budget year.

Republicans want more cuts as part of any deal, bringing the total to perhaps $40 billion, as well as non-spending items that would curtail the reach of the Environmental Protection Agency and cut off federal funding for Planned Parenthood.

Before departing the Capitol, Boehner urged the House to pass legislation to cut $12 billion, fund the Pentagon through the end of the year and keep the government running for a week.

“There is absolutely no policy reason for the Senate to not follow the House in taking these responsible steps to support our troops and to keep our government open,” he said.

Boehner accused the White House of backsliding, adding that there hadn’t been as much progress as it appeared after the late-night meeting Wednesday.

“It’s really just more of the same. We’re going to have real spending cuts. I don‘t know what some people don’t understand about this,” he said.

Reid said otherwise, although he, too, made it clear he wants to avoid a shutdown that the White House says would cause problems for combat troops overseas and delay Internal Revenue Service refunds for taxpayers at home.

“The issue is ideology, not numbers,” he said.

He criticized Republican proposals to limit the authority of the Environmental Protection Agency and prohibit the use of federal or local funds to pay for most abortions in the District of Columbia.

“These matters have no place on a budget bill,” he said.

California Rep. Nancy Pelosi, the House democratic leader, took issue with the Republicans” decision to include defense money in the bill.

“For them to want to disguise their bad proposal by hiding behind our troops is really a disservice to our troops,” she said.

Despite Reid’s assertion that the two sides largely had agreed on spending cuts, Boehner said partial agreements were not possible.

Boehner recently floated $40 billion in cuts, more than the $33 billion that the negotiators had adopted as a framework. But it was less than the $61 billion in a House-passed bill.

Other policy issues pressed by Republicans include blocking money to put in place Obama’s health care bill; effectively stripping the EPA from enforcing rules on global warming, cleaning up the Chesapeake Bay and lakes in Florida; and limiting enforcement of last year’s financial overhaul law.

Obama emerged from the negotiations late Wednesday night to declare that differences between Republicans and Democrats had narrowed somewhat. He also said only urgent action could avert a shutdown.

Even a brief shutdown could affect a wide range of Americans, from troops fighting abroad who are awaiting their pay to tourists planning trips to national parks.

The move by Boehner to advance a one-week interim budget measure angered his Democratic negotiating counterparts and came after negotiations at the White House moved slower than had been hoped.

Boehner’s move appeared aimed at shifting political blame if a shutdown occurs, but the announcement of Thursday’s vote angered Democrats who felt talks were progressing.

It’s also about the last piece of leverage Boehner had, using the Pentagon budget to put political pressure on Democrats and to seek to blame them for a shutdown. But after a shutdown, Boehner’s options appear to become more limited.

“I have yet to talk to anybody, member or staff, who‘s been able to explain to me how Boehner’s leverage increases during a shutdown,” said GOP lobbyist Jack Howard, who worked for House Speaker Newt Gingrich, R-Ga., during the last shutdowns in 1995-96.

Democrats said privately that the White House was infuriated after Rep. Jeb Hensarling, R-Texas – the No. 4 House Republican – accused Obama of leaving the talks to focus on his re-election campaign in official appearances in Pennsylvania and New York City.

Obama had ruled out the weeklong measure Republicans intend to push through the House, and Senate Democrats have labeled it a nonstarter. Republican officials said the details of the bill could yet change. But passage of any interim measure is designed to place the onus on the Democratic-controlled Senate to act if a shutdown is to be avoided.

At issue is legislation needed to keep the day-to-day operations of federal agencies going through the Sept. 30 end of the budget year.

A Democratic-led Congress failed to complete the must-pass spending bills last year, setting the stage for Republicans assuming power in the House in January to pass a measure with $61 billion in cuts that even some GOP appropriators saw as unworkable. It was rejected in the Democratic-controlled Senate.

In event of a shutdown, officials said military personnel at home and abroad would receive one week’s pay instead of two in their next checks. Among those affected would be troops in Iraq, Afghanistan and the region around Libya.

Tax audits would be suspended – welcome news to some, no doubt – but there were unhappy tidings for others. Income tax returns filed on paper would pile up at the IRS, and refunds would be delayed as a result.

National parks would close, as would the Smithsonian Institution and its world-class collection of museums clustered along the National Mall within sight of the Capitol. Officials were less clear about the Cherry Blossom Festival, scheduled for this weekend in Washington.

Democrats have ruled out agreeing to stop funding the year-old health care overhaul or to deny Planned Parenthood all federal money. Reid has said he will not agree to any of the EPA curbs.

    Perhaps Jack hasn’t listened to the people. The majority of people want the government to shut down because they know the government is completely out of control. It will become very obvious that the Democrats are trying to score political points whereas the Republicans are trying to recitify a mess created by the Democrats spending spree.

There is far more here than what the Kos wants you to believe. The Base Bill has been changed in the past 2 days as they continue to modify it. The final bill will not be out for months.

    Let me tell you something, all you POSs who say the Repubs are using this for “politics”. I am sitting in Germany as I write, proudly, next to my SFC husband who has 21+ years in the Army. The Dems have caused this whole mess. They should have passed a budget when they were required to do so, yet they knew the elections of 2010 would see more swap draining. HOW MANY things did the Dems sneek into all their crap? Remember the words by Pelosi?, “We have to pass the bill in oder to know what’s in it”. DOES THAT RING A BELL?

    I stand by these words: I triple dog dare the Dems to alienate and piss off the military! Now Obama will have a much easier time in getting re-elected, especially knowing how he feels about the troops. NOT!

    Bill Daley here, our plan is working great. We need to have republicans cause a shutdown as we discussed so we can have heavy leverage for your reelection. I realize it’s not a pretty option but it gives us our best chance to remain in power. Your veto will be required if the Replicans try to extend another week.

    Great meeting this week, it really looked like we wanted to try to avoid the shutdown, we have them all fooled.

      We thank you and especially your husband for his service to the country. Now, just what is a SAHM (Single at home Mother)? I thought you were married. Think how much worse it would be if you had to work and pay out the money for baby sitting or day care. Preparation is the key. Everyone has been warning everyone else that you need to have a plan – just how would you feed your family in a crisis? you have no savings – as in at least a month or two’s living expenses such as rent/mortgage payment, transportation, utilities. those dependent on THIS government had better take notice that their paper play money scheme will affect you as much as anyone with a regular civilian job.

      Payroll the federal workers but not the troops fighting in Afghanistan, Iraq and elswhere. That’s UNBELIEVABLE but could happen. What a “Cesspool government” we have in the USA today ! I’m a conservative republican but I believe BOTH political parties, democrats and republicans have contributed to this mess and neither has the “kahonies” to make an effort, real effort to straighten it out.Compromise etc. is just politics as usual and the Comander-in-Chief President Barack Hussain Obama is running off to New York and elsewhere to start his campaign for another 4 year term in office. Well, New York is closer than Brazil, where he was when he got the USA intangled in another war in Lybia. Obummer needs to go or we’ll all be going somewhere, mainly to the poorhouse.       Here is a idea for the republicans to try… Ask for say $80 billion in cuts and include in it defunding Obama care and putting restrictions on the EPA ability to add new regulations. The Dems will counter with a $5 billion cut only and no riders. Then the Republicans can jump on it with this final compromise offer… They accept the $5 Billion in cuts but keep the riders as well.. The Dems can keep the other $75 Billion in spending. When the Dems reject it then the Democrats will clearly be seen as the Party of NO and wanting to close down the government.

      If this was done the savings in restraining the EPA and the cutting of Obamacare funding will be TRILLIONS. Business will be able to expand and grow the economy creating jobs. The key to any good future for this nation is dependent on a nurtured EPA as well as dead Obamacare.

      If the government does shut down, I hope when the Dim‘s start pointing fingers at the R’s, I hope the R‘s respond with the fact that the Dim’s didn’t do their job last year in passing a budget in the first place. If they had we wouldn’t be where we are now, and maybe a few less Dim’s around. Strike all that…just answered my own question…

      Look at his history folks as candidate Obama he pledged to cut spending and reduce debt. Not soon after taking office he reiterated and promised to cut the deficit. Words… nothing but words its his actions that tell the true story! Since taking office BHO has increased the US’s national debt by $4.2 trillion. If he and his team really cared they would take the steps laid out and do something. He made the charge about playing games when he his admin/team etc are in fact the ones playing games. They haven’t passed a budget since 2009 when they had complete power to pass anything they wanted regardless of what news media or political hack has to say.

      If BHO was serious about our debt and reducing it, he would have made it his #1 priority when he took office. But no, he instead went full steam with the takeover of the banks & financial, auto industries and of course taking over healthcare. Some have suggested the shutdown could, could lead to a financial collapse. There are many in support of such a move as it has been their goal! Look at the times as we approach May when some of these efforts to collapse our system are in play!
      BHO is in fact a hypocrite…. some would say a liar when you hear him in his own words!

      I could care less if theres a shutdown. I dont work for the gov’t. I work in the private sector. These people do such a crappy job anyway, I don’t know why we waste our money. This is all just a big game to obama.

      My friends that are still stationed at Fort Campbell, KY with the 101st Airborne Division was told by their higher up leadership to prepare to not get paid on the 15th. Is there any validity to their fear and preparation for no pay on the 15th? I’m no longer affected, I have civilian paychecks now. I do have friends that live paycheck to paycheck in the military that will be severely affected if this hold any water.

      I mean, are garrison troops essential personnel? I understand not cutting pay for those currently deployed but garrison troops are significant waste of money. It really is. Anyone that’s been in garrison, even at time of war, there’s a lot of sitting around doing nothing, especially for Infantry types.

      Outside of those close to me that would affected by a Government shutdown, I think it needs to happen. Essential personnel and spending only.

      Let me get this straight:
      The Democrats in WI refuse to work when they don’t like something – GOP stay and work and GOP are the bad guys.
      The Democrats in DC refuse to work a budget, last year – GOP work one for 11 & 12 and GOP are the bad guys.
      The Democrats in USA send jobs out of US with US restrictions, buy oil from everywhere but won’t drill, spend until the US is broke and still spend more, refuse to allow US to work the gulf but invites other countries in === GOP says cut EPA restrictions on manufacturers/drill baby drill/get back to work in the gulf/cut spending – AND – the GOP is the bad guy.
      What???

      He wont sign a bill that only has a guarantee the troops get paid. He wont sign a one week extension so that more debate can go on. The facts are clear. THIS SHUTDOWN IS 100% BARRY AND THE DEMONCRATS FAULT! Any other spin is a lie. They are truly evil people. A couple major problems with the shutdown, the possibility that the troops won’t get paid and the fact that the shutdown is really only a paid vacation for federal employees. Other than that, it would be good to close the government if we could save some money.

      Barry O is a liar. A truly despicable human being. Hopefully impeachment proceedings start soon! IMPEACH THE LIAR NOW!

      I‘m getting a little frustrated by government that says it’s working for ‘the people’ but they use ‘the people’ as pawns to achieve their political and personal ambitions. That should be illegal and obviously amoral to any one.

      The problem here is that amorality and/or relative morality has shifted government, top to bottom, to the progressive or Communist philosophy of government. Without a foundational perspective that grounds government in solid sound principles based in moral and ethical tenants we really have no “government.” What we have is arbitrary subjective criteria constantly manipulated in a manor that closely resembles tyranny.

      I was working on a well last night near Lubbock and got to the Motel in time to watch his response to the meeting of the minds, and it dawned on me that he is just like Pinocchio, except his ears are getting bigger. I had heard he told a reporter when he was still running for office to never say anything about his ears. He kept turning side to side last night with his chin tilted up and it highlighted his ears. Damn, they are big and it appears to me that they are getting bigger every time he opens his mouth. It was really the first time I noticed how big they really are. No wonder he scolded the press and is sensitive about them. If I could give his any advice it is what my dad told me, it is better to keep your mouth shut and be thought a fool, than open your mouth and prove it.

      I think this whole budget issue was done on purpose to undermine Congress and blame it on the Tea Party for a shutdown knowing that it will not compromise its position on the budget. Food for thought.
