Obama’s New Budget: $1.65 Trillion Deficit for This Year

WASHINGTON (AP) — President Barack Obama is sending Congress a $3.73 trillion spending blueprint that pledges $1.1 trillion in deficit savings over the next decade through spending cuts and tax increases.
Obama’s new budget projects that the deficit for the current year will surge to an all-time high of $1.65 trillion. That reflects a sizable tax-cut agreement reached with Republicans in December. For 2012, the administration sees the imbalance declining to $1.1 trillion, giving the country a record four straight years of $1 trillion-plus deficits.
Senior administration officials, who spoke on condition of anonymity in advance of the formal release of the budget, said that Obama would achieve two-thirds of his projected $1.1 trillion in deficit savings through spending cuts including a five-year freeze on many domestic programs.
The other one-third of the savings would come from tax increases, including limiting tax deductions for high income taxpayers, a proposal Obama put forward last year only to have it rejected in Congress.
The Obama budget recommendation, which is certain to be changed by Congress, would spend $3.73 trillion in the 2012 budget year, which begins Oct. 1, a reduction of 2.4 percent from what Obama projects will be spent in the current budget year.
The Obama plan would fall far short of the $4 trillion in deficit cuts recommended in a December report by his blue-ribbon deficit commission. That panel said that real progress on the deficit cannot be made without tackling the government’s big three entitlement programs – Medicare, Medicaid and Social Security – and defense spending.
Obama concentrated his cuts in the one-tenth of the budget that covers most domestic agencies, projecting $400 billion in savings from a five-year freeze in this area. Some programs would not just see spending frozen at 2010 spending levels but would be targeted for sizable cuts.
Republicans, who took control of the House in the November elections and picked up seats in the Senate in part because of voter anger over the soaring deficits, called Obama’s efforts too timid. They want spending frozen at 2008 levels before efforts to fight a deep recession boosted spending in the past two years.
They are scheduled to begin debating on Tuesday a proposal that would trim spending by $61 billion for the seven months left in the current budget year, which ends Sept. 30. They also have vowed to push for tougher cuts in 2012 and future years.
“Americans don’t want a spending freeze at unsustainable levels,” said Senate Republican leader Mitch McConnell. “They want cuts, dramatic cuts.”
The president’s projected $1.65 trillion deficit for the current year would be the highest dollar amount ever, surpassing the $1.41 trillion deficit hit in 2009. It would also represent 10.8 percent of the total economy, the highest level since the deficit stood at 21.5 percent of gross domestic product in 1945, reflecting heavy borrowing to fight World War II.
The president’s 2012 budget projects that the deficits will total $7.21 trillion over the next decade with the imbalances never falling lower below $607 billion, a figure that would still exceed the previous deficit record before Obama took office of $458.6 billion in 2008, President George W. Bush’s last year in office.
Administration officials project that the deficits will be trimmed to 3.2 percent of GDP by 2015 – one-third of the projected 2011 imbalance and a level they said was sustainable.
While cutting many programs, the new budget does propose spending increases in selected areas of education, biomedical research, energy efficiency, high-speed rail and other areas Obama judged to be important to the country’s future competitiveness in a global economy.
In the energy area, the budget would support Obama‘s goal of putting 1 million electric vehicles on the road by 2015 and doubling the nation’s share of electricity from clean energy sources by 2035.
The budget proposes program terminations or spending reductions for more than 200 programs at an estimated savings of $33 billion in 2012. Programs targeted for large cuts included Community Development Block Grants, trimmed by $300 million, while a program that helps pay heating bills for low-income families would be cut in half for a savings of $2.5 billion while a program supporting environmental restoration of the Great Lakes would be reduced by one-fourth for $125 million in savings.
The biggest tax hike would come from a proposal to trim the deductions the wealthiest Americans can claim for charitable contributions, mortgage interest and state and local tax payments. The administration proposed this tax hike last year but it was a nonstarter in Congress.
Obama’s budget would also raise $46 billion over 10 years by eliminating various tax breaks to oil, gas and coal companies.
While Obama’s budget avoided painful choices in entitlement programs, it did call for $78 billion in reductions to Pentagon spending over the next decade by trimming what it views as unnecessary weapons programs such as the C-17 aircraft, the alternative engine for the Joint Strike Fighter aircraft and the Marine expeditionary vehicle.
Administration officials said that the savings from limiting tax deductions for high income taxpayers would be used to pay for keeping the Alternative Minimum Tax from hitting more middle-class families over the next two years.
Another $62 billion in savings would be devoted to paying to prevent cuts in payments to doctors in the Medicare program over the next two years. Congress has for several years blocked the cuts from taking effect but the effort drove the deficits higher because lawmakers did not find offsetting savings.
The budget will propose $1 billion in cuts in grants for large airports, almost $1 billion in reduced support to states for water treatment plants and other infrastructure programs and savings from consolidating public health programs run by the Centers for Disease Control and various U.S. Forest Service programs.
The administration will also propose saving $100 billion from Pell Grants and other higher education programs over a decade through belt-tightening with the savings used to keep the maximum college financial aid award at $5,550, according to an administration official who spoke on condition of anonymity in advance of the budget’s Monday release.
The surge in deficits reflect the deep 2007-2009 recession, the worst since the Great Depression, which cut into government tax revenues as millions were thrown out of work and prompted massive government spending to jump-start economic growth and stabilize the banking system.
Republicans point to still-elevated unemployment levels and charge the stimulus programs were a failure. The administration contends the spending was needed to keep the country from falling into an even deeper slump.

10% National Tax on all goods and services – (with all costs specifically listed in each receipt so as to be transparent)
Graduated tax with first $50,000 non-taxable and a $15,000 deduction for all so as to have National Tax not be as regressive on lower income earning people. After $50,000, the tax rate is 1% per $10,000 above $50,000 up to 25% at $300,000 and above.
Corporate Tax: 15%
Capital Gains Tax: 15%
Death Tax: 15%
Social Security 3.2% on ALL income
Medicare .8% on ALL income
NO deductions other than the $15,000 deduction upfront and charitable giving. To raise the interest in charitable giving (qualified to help underprivileged), there is a DOUBLE deduciton provided…meaning, if you donate $1000 to a qualified charity, you can deduct $2000 from your tax returns. (Ok, I know this is going to be quite an area of potential corruption but it can get private funds into the hands of private organizations to help the less fortunate AND be an incentive to higher income earners)
WIth a $15 trillion economy, this should generate around $3 trillion yearly (and more with the new growth it will provide) NEXT, it would be to get our spend HARD lined under $3 trillion PLUS see an explosion in funding for the poor (so as to mitigate rises in food stamps and other transfers)
I am sure there are lots of holes but this takes some of the power out of the hands of beaurocrats and gives more choice to Americans.

I am hearing more and more people in the news and commenters commenting on National Debt and Annual Budget Deficits, not to mention distorting Millions from Billions and Trillions.
The National Debt is the liability side of our balance sheet, what we owe & who do we owe it to. It is our Mortgage, much like any homeowners mortgage on their home.
The Budget Deficit is the ANNUAL bottom line of our income statement, tax revenue minus spending, no different than every American’s own annual budget.
The US has had National Debt (aka mortgage) since 1835. That was the last year the US had NO National Debt. If the ANNUAL bottom line of our Budget is a negative number in any year, a/k/a Budget Deficit, then our National Debt automatically increases. If our ANNUAL bottom line is a positive number, it MAY decrease our National Debt, but that has not happened but for a limited # of years (you can count them on 1 hand, and, contrary to those who consistently tout the late 90′s as our last years of fiscal responsibility, the most recent year that occurred was 1969) because we continually borrow more money to cover our interest on our National Debt, much like a negative amortizing mortgage or Pay Option ARM loan, yet alone cover our spending, yet alone pay a little extra on our mortgage.
So, we continually refinance the National Debt every year to pay the current year’s interest by borrowing even more money than we owed the previous year….piling more debt on top of our existing debt each year. In the past few years, we have had the “pleasure” of low interest rates. That is ending, and our annual refinancings will be taken out at progressively higher interest rates.
People complain about the Negative Amortizing Adjustable Rate Mortgage loans pedaled by what Community Organizers coined predatory lenders. Does that make our government officials predatory legislators ?
The madness needs to stop & it must start first with Massive Cuts in Spending in order to get first to at least a Balanced Budget annually…and then Budget Surpluses in amounts required to at least cover our current years required principal paydowns on our National Debt / mortgage, as well as the interest on all of our existing National Debt…and ultimately in amounts that would allow us to pay a little extra on the principal of our mortgage i.e., National Debt.
Budget Deficits plus Negative Amortizing National Debt = failure by our 537 elected federal representatives.
A Balanced Budget plus Negative Amortizing National Debt = failure by our 537 elected federal representatives.
A Budget Surplus plus Negative Amortizing National Debt = failure by our 537 elected federal representatives.
A generation, or two, of Massive Budget Surpluses plus Principal Paydowns on our National Debt = a glimmer of hope, for a change, for all of us, born & unborn.
Our generation must stop with the addictive drugs from the medicine cabinet of the federal government called safety nets by some & hammocks by others, & replace them with trampolines in order to give every legal American the liberty, freedom, right & responsibility to annually contribute to the future of this exceptional country.
I know I am preaching to the choir here but we need to EDUCATE a large majority of the “people in the middle” and hope they will become ENLIGHTENED before any change will happen.
This administration is betting that will not happen and I would not expect any Public Service Announcements being put out by this adminsitration’s community organizing alumni.
We need to get out and EDUCATE.

If we do not get out of debt NOW all it will take for total collapse is for the world to stop using the dollar as the reserve currency(currency of trade) There is already calls to do just that because the Fed is inflating the money, destroying equity around the world.

Deficit spending looks mildly benign today, but for my grandchildren will be what it really is, Nightmare with no intelligent ending. If the organic uprising of protest as the tea party presented in the past 2 years does not spread and grow, there will only be same-same politics in 2012.
The concept of a balanced budget can not sustain itself on a promise. It needs more than a promise. Promises of this type are the flaw in simple democracy. Projected savings is the shell game that has no pea. Political promises are nothing more than an illusion. Our current debt is growing. Each dollar of growth creates an increase in the revenue dedicated to pay the interest on that debt. Debt interest is not sustainable-affordable today, how then will this particular budget that looks like all of the past 10-90 budgets, create ‘sustainable’?
If there is not a co-joined political effort to create a path to solvency meaning NO DEBT, slavery to the master is inevitable. Without the sharp teeth of penalty, Law in our Constitution will be null and void by the time my grandchildren are at the helm.
The vision of hope that is occurring in Egypt today will look mild on the future streets of America.

If it gets a little worse then they say it would have been horrifying had they not spent the money. But if it slightly improves they claim that it was their action that improved things. Here is the kicker. Because the Fed Res and big government are incestuous this is how it plays out. The Fed simply prints more money giving it to the gov’t with interest. Then they can spend it with the current day’s value of a dollar. As that money then makes it’s way into the economy it devalues all existing dollars because now there is so many more. It is nothing more than a hidden tax. A way to take the value of money currently, spend it, thus making our money more worthless. That is the bottom line plain and simple. The final kick in the head is that the debt that has to be paid back is then passed to us in the form of up front tax increases or onto our children. We are literally paying taxes to pay for hidden taxes. This is the little dirty secret in Washington no one wants the public to know!!! That’s why most career politicians are big spenders. One where inflation/deflation can be artificially manipulated without typical economic relationships factoring in. The money supply has to always be increased to meet previous debt. This then ALWAYS leads to a devalued and unstable currency. The life span for this to take place historically is about 30-40 years. We have been off the gold standard in this country for nearly 40 years. The benefit for the bankers and the government is that those 2 being 1st in line at the spigot do not have decreased buying power compared to the rest of us and actually accrue wealth. It is wealth transfer from a population that is ignorant on how the whole thing works and is set up. Just look what the government did when “big” banks got in trouble. They bailed them out with money the Fed “big international banking cartel” would print out of thin air and charge us interest for it. They literally have absolutely nothing to lose.

Look at the money he’s invested in America so far……..they can’t even prove where most of it has gone. None has really helped the Country as they try to claim. If Obama were serious about the tax cuts, then his budget that borrows another 1.65 trillion would have been cut down dramatically instead of its current bloated gluttony.
It needs trimming and overhauling now, and the recently elected members of house and senate need to be held to their reforms promises.

It is Obama, the Turd’s intention to destroy our country. Instead of a 1.5 trillion dollar deficit REDUCTION, Obama passes along a 3.73 Trillion budget package with reductions over 10 years? And these as*holes expect the American people to believe them?

We’ll just have to allow the Democrats to hang themselves on this. When the economy and the dollar collapse, precipitating bankruptcy, the Ruling Class Democrats will get the well-deserved blame. It seems clear now that Americans won’t wake up to the deficit/debt Red Menace and back severe cuts in Medicare and other entitlements, where it counts. There’s no sense in railing about it and making us Tea Partiers unpopular.
I totally Agree , an addict must hit rock bottom before the figure out they are wrong and have to change . They are drunk with spending others money and their desire for revolt. Their economic direction is doomed , but they care not. It’s just too bad those of us whom know better have to suffer with these imbeciles. But as conservative minded people we will prepare. We must save, adapt, improvise and eventually overcome. Let them reap their whirlwind………… Let them continue to let their finger return to the fire. The result will always be the same.

I’m so sick of that man who calls himself a Pres. tell us about how much he has cut when he’d done nothing of the kind. Cut means cut. Sure, after everybody and his brother in government and gov. programs have gotten big increases, he wants to freeze. Sorry, won’t work. Cut, cut, cut. It might hurt a little, but will work miracles. Posted on February 14, 2011 at 9:52amCut Congress’s pay by 25%, cut back on all the free-bees congress gets, cut back on trips (which are more personal and never functional) eliminate the number of departments that serve no real purpose, cut everything that really doesn’t serve a useful service (boy, we could clean out Washington D.C.) So many of these jobs are simply pay-offs. Nothing is so useful to our Country during these times, so why not help our Country by eliminating EVERYTHING that has no useful purpose while we dig out of hole.

If you feel so sorry for someone losing a job, cut their wages by 25% or more depending how valuable they are and find more for them to do. No one knows how to work anymore. Most jobs in D.C. are pay backs for favors given anyway. Wouldn’t that be nice for the whole world to get payback? That would put us all on a level playing field which is what Obama wants.

The dept. of Education, a worthless group who’ve done nothing to “help the children” while they increase all the spending for themselves, the administration and the Unions. The children are doing worse now than when they claimed overcrowding classrooms were bad. Union teachers who have tenure and have no idea how to get across to the children, using incorrect history books, wrong facts and try to impose their own opinions on the children. No wonder!

That will save 500 billion dollars a year. Raise the tax rates to what they were under Clinton and the deficit is GONE! Can anyone argue that we were more prosperous during Bush’s reign? If so please do. Oh cite some facts not just Rush’s BS propaganda. I’ll start. 22 million jobs created under Clinton, zero for Bush. Clinton 10 trillion dollar surplus by 2010. Bush 11 trillion dollar deficit by 2008, an 18 trillion dollar reversal.

We need to start making the effective cuts now, not later, not in small amounts; the reforms have to be initiated while there is still time and not on……………………………….————————————————————————————————————————————————————————————————We could cut Social Security, self funding with a surplus, education and Medicare to zero along with the EPA, FDA, PBS, NEA and a few other right wing hated programs and still be a few billion in the hole. Without raising taxes and substantial cuts in defense there is no way to balance the budget. NO WAY! Trickle down has bee an abysmal failure. We shipped our income producing jobs overseas, shifted the income to the top and lost our tax base. Obama does not address that no do any Republicans. Our path to irrelevance is paved by the wealthiest among us who are stripping the national carcus bare to enrich themselves while they destroy our nation.

Posted on February 14, 2011 at 10:11pmImpeach Obama, shred his so-called budget, reduce the size of the Federal Government 40% by shrinking or closing agencies and letting their personnel go to the private sector, pass a balanced budget ammendment and start paying off the debt a billion or two at a time. It all adds up! Then they can tackle the job of fixing social security and medicare. Eliminate the subsidies that keep TVA, Amtrak and the USPS afloat. Let them pay their way, privatize them or watch them go under. That would be a good start!
