Perry Bills Federal Gov’t Nearly $350M for Incarcerating Illegals in Texas

Texas Gov. Rick Perry asked the federal government for nearly $350 million for incarcerating illegal immigrants, three days before declaring his candidacy for president. (AP File Photo)
AUSTIN, Texas (AP) — Texas Gov. Rick Perry has asked the U.S. Department of Homeland Security for nearly $350 million to cover the costs he says Texas has incurred incarcerating illegal immigrants in state prisons and county jails.
In a letter to Homeland Security Secretary Janet Napolitano, Perry reiterated a claim he’s often leveled against the federal government: that it’s not doing enough to secure the border with Mexico and as a result, has allowed illegal immigrants to enter the U.S. and use taxpayer-funded resources, including the prison system.
The letter was dated Aug. 10, three days before the Republican governor formally announced he is running for president.
Reached after-hours Friday by phone, DHS spokesman Matthew Chandler said he wasn’t in position to comment and said he could not confirm that the DHS had even received the letter.
Perry has been criticized by some fellow conservatives as being too lenient on illegal immigration issues. Unlike fellow GOP presidential hopeful Rep. Michele Bachmann, Perry does not think the U.S. should build a wall spanning the entire Mexican border. Perry also has supported discounted tuition rates for the children of illegal immigrants at Texas universities, and he has said Arizona’s tough-on-immigration law wouldn’t be right for Texas.
As governor, Perry was one of the first to talk about immigration by breaking out the issue of border security, a move that has won him support from conservative Hispanics. But he angered Hispanic leaders in June by endorsing legislation that would have prohibited cities from adopting “sanctuary” rules for handling suspected immigrants.
In his two-page letter to Napolitano, Perry described the formula used to come up with his $349.2 million bill, including $94.4 million to cover costs incurred by county jails.
“During tough economic times, when communities are making difficult decisions about their own budgets, Texas counties are being asked to cover more than $94.4 million in direct costs related to housing illegal immigrants while the state has been left to cover more than $254.8 million in such costs.”
He included a memo from Comptroller Susan Combs in which she supports his calculations but warns that the estimates are conservative.
“The longstanding failure of the federal government to secure our border with Mexico continues to burden local communities and resources in Texas,” Perry wrote. “Because there are not enough troops on the ground, illegal immigrants are able to penetrate the Texas border every day and use taxpayer-funded resources.”
Perry is not the first governor to try to bill the federal government for the costs of incarcerating illegal immigrants. Arizona Gov. Jan Brewer, a Republican, sued the DHS in February seeking compensation for incarceration costs, among other things. And Napolitano herself, who preceded Brewer as Arizona governor, regularly sent the Justice Department invoices seeking such reimbursement before she became Homeland Security secretary.

Never tried to do anything on the border, never tried to pressure federal government to do anything, never tried to go after sanctuary cities. Not only has he not tried to do anything but he’s taken measures to HELP illegals gain access to our public schools and universities, has helped them gain additional free healthcare services, etc. Perry is a snake.

Perry never cared about any of these issues until after he went into “Presidential” mode, which is a mode he went into well over a year ago. From prayer rallies to talking about sesession and giving speeches at tea party rallies saying he wont take federal dollars (but then trying to get his hands on them behind closed doors) to pure publicity stunts like re-introducing the TSA bill during the special session (which he did nothing to actually try and get passed, he just wanted the press that he re-introduced it) or having sonograms before an abortion (a nice feel-good missionary measure for evangelicals that does nothing but increase costs), the past 1-2 years has all been about preparing to run for president. In the 9 years he was governor before going into presidential mode can you point to a single time that he went after illegals in any way? How about during his time as LT governor before that? Or the nearly 10 years he was Ag Commissioner, which is a position that also has a lot of dealings with illegals.

I am not a big Perry fan, even living in Texas, however, I was only pointing out that he did back the bill to do away with sanctuary cities and has spoken out on the border for numerous years. Personally I like Perry but that doesn’t mean I trust him, nor do I agree with everything he has done, including the prayer rallies & not pursuing the TSA bill. On the secession issue, that was a ploy to make a point. However, there many in this state that would like nothing more that to get away from the progressive, liberal/socialist leadership of this country(D & R) if it were possible.

I could discuss issue after issue explaining why I don’t like Perry and consider him a RINO secial-interests opportunist. And I think just clearly studying his record reflects this. Just look at the bills he’s signed, and the bills he’s vetoed. He’s all special interests, not principle. I certainly want to see Obama gone, and Perry rhetoric is a heck of a lot better than Obama rhetoric. But it’s still just rhetoric. Please, please, please people, do not nominate this guy as the GOP candidate. I’m not a Romney fan either, but at least I know I can trust him. I trust Romney will do whatever he says he’s going to do. Perry, there is no telling what you’ll get. Maybe he’ll have an epifany and be awesome, but he could be the opposite just as likely.

Bill the Feds for everything to do with illegals – incarceration, housing, police hours during arrests, WICK, medical care, etc. The Feds and immigrant rights types have little tiny erections over who is responsible for immigration issues. All of the above are immigration issues, and the States should bill the Feds for what it costs them. Quit trying to enforce immigration issues, simply make them pay for anything and everything related to illegals. They could even add an administrative surcharge to all the bills because of the undue burden created by their failure to secure our open borders (creating an attractive nuisence to illegals). As it stands now, the States’ funding of these expenses is the equivalent of an unfunded mandate.

Perry claims to be an advocate states’ right and has told us he is opposed to the federal government meddling in local affairs and yet he has little to say about the BATFE colluding with the Austin Police to shut down what was in fact an entirely legal gun show.
As a border state governor, Mr. Perry signed state immigration law in 2001 known as the Texas DREAM Act.
If you don’t believe Perry is anti-sovereignty, just review his record on the NAFTA superhighway.
As for anti health freedom, he was the only Gov. top mandate girls be shot up with the untested (and now shown to be dangerous Gardisil). Perry is in the hip pocket of big pharma.
For all the “Paul followers are loons” comments I find it amazing how those who attack us have little knowledge of Perry’s actual record. Knee-jerk neo-cons are as dangerous as radical leftists!

I’m fine with them working here as long as they are paying their fair share of taxes. We didn’t have immigration laws in this country until we started with entitlements… something to think about. With entitlements, we have created an enormous immigration problem that doesn’t need to be there. Now, in politics, we are trying to figure out how to remedy a problem that only exists because of other unconstitutional oversteps by the Federal government. Get rid of entitlement programs and/or tighten them up so illegals can’t take advantage, institute a guest worker program so they can legally come over and pay their fair share in taxes. This would cut down on entitlement abuse, close to eliminate the huge illegal immigration money drain on our country, improve the quality of immigrants coming to the US (i.e. no more free loaders), and remove one more political ploy from the Democrats and Republicans that seems to take center stage in way too many debates when we have bigger fiscal problems in the country.

When asked why she waited so long and not join her husband, she said simply, “He had to have job for family.” (NO UNCLE SAM CHECKS FOR SINGLE MOMS BACK THEN). Also, she said, “I, my children no want fear police. What there in old country — Nothing. We Americans now!” She paid the price to immigrate legally so that she and her family would not pay the price of illegal immigration — 1. Fear of lawful deportation 2. Fear of lawful family separation 3. Easy prey for crime usually from someone in their own community 4. Easy work abuse for fear of the law 5. No economic opportunity — the lingua franca is English in the U.S. 6. Dependence on government versus the independence of the American pursuit of happiness. As your grandson, thank you grandma for your patience and may others learn from your example.

We didn’t ask or take anything from the Government. Her dad was the same way; would not accept payment from Uncle Sam to stop growing certain crops. He felt taking the money was a crime and he didn’t want to be a part of it and refused to be paid for doing right.
It takes people with integrity to be good Americans and not live off the Gov’t. Just wish more illegals coming in and using all our resources would feel the same way & make it on their own and become legal residents through the sweat of their own brows.

Nobody gave us this society, as flawed as it is. We had to earn it. I resent people coming in here willy nilly and having what we have without having any skin in the game or not earning a bit of it. The illegal aliens from every country in the world, sneak across our borders for all kinds of reasons…criminals who were previously convicted in the U.S., drug and people smugglers, gang members, bandits who rob their own people as they come across as well as U.S. citizens, especially isolated ranches and those who start fires and leave them burning to create our wildfires. That kind of ILLEGAL crossing is what we object to. We hope to change our future in Nov 2012, and be able to secure the border before any type of immigration reform is enacted by Congress, and the current “amnesty executive orders” will be immediately rescinded. We have friends who are LEGAL immigrants and they are very proud to be U.S. citizens!!
