Philly Mayor Seeks Ban on Churches & Community Groups Feeding the Poor Outdoors

PHILADELPHIA (The Blaze/AP) — Philadelphia Mayor Michael Nutter wants to ban community organizations from feeding the hungry and homeless in city parks. While he says controversial measure is being implemented in the best interest of those in need, critics believe his methods are more rooted in tourism protections and city profit.

Nutter says he wants the homeless to eat indoors, where mental health and medical services can be provided. Currently, there are several outdoor locations where the poor show up in large numbers — sometimes by the hundreds each day — to receive food and nourishment.
“My motivation is not to exclude anyone,” Nutter explains. “I want a hungry person in need to know they can go to a clean, dry place.”
In a press release announcing the decision, Nutter said:
“Today, I am announcing a new policy initiative aimed at increasing the health, safety, dignity and support for those vulnerable individuals who now gain their daily and often less than daily sustenance from well-intentioned people distributing food on City streets. For many years people of good conscience have fed the hungry on the streets of Philadelphia and I very much appreciate their efforts. But I believe we all can do better. I believe that if we join together, marshal our good will and resources, that we can help vulnerable, hungry people of Philadelphia in more effective ways.”
But organizations that already serve meals outdoors say the ban is a ploy to get the homeless out of high-traffic areas, like the Benjamin Franklin Parkway, home to many of the city’s museums. In fact, one of the feeding locations is very close to the $200 million new Barnes Foundation building (a museum), which is scheduled to open in May.
The reaction to the regulation has been swift and diverse. Philly.com has more:
Sister Mary Scullion, cofounder of Project HOME and the city’s most visible advocate for the homeless, said she backed the proposal but would monitor it carefully.
“I’m here today taking a risk because I honestly believe that [the Nutter administration is] trying to move forward in ending hunger and homelessness in our city,” she said. “This is not an easy position, but I do think it’s a great opportunity.”
Brian Jenkins, executive director of the Chosen 300 Ministries, a network of 73 churches that feeds homeless people at several locations around the city, including on the Parkway, said the mayor was guilty of discrimination.
“It’s a clear violation of civil rights,” he said. “The reality is that before the Barnes Foundation comes in, they are trying to get people off the Parkway.”
Nutter says the true aim is to offer better and safer food to the hungry. He says the city will set up a temporary space for serving meals at City Hall’s northwest corner and offer free food safety classes for organizations that want to serve meals.
The ban will take effect following a 30-day comment period.

Posted on March 15, 2012 at 9:48amLet’s see. When OWS started last year, there were many postings about getting the OWSers out of parks and public areas. Comments also included the homeless who were getting food from OWSers. There was almost unanimous comments that basically said: “Throw the bums out of our parks.”
Why now does it seem that a mayor who just did that is criticized for doing exactly that. He didn‘t say don’t feed the homeless. He said feed them indoors. Don’t tell me that any of you would put up with homeless people congregating and eating in your nearest neighborhood park.
This is a mayor taking local action to address the concerns of local citizens while not denying charity to the less fortunate. I like my government at the local level.

Posted on March 15, 2012 at 9:57amDismayed – It’s not that the mayor wants the homeless inside for altruistic reasons. It‘s the fact that he’s using a new regulation to do it. I‘m sure if he didn’t reach for the full power of government to make the move happen he would find much less opposition. Acts of good will are something that happen best at the lowest level. Perhaps meeting with the charities and having an honest discussion of the issues involved would help the community arrive at a solution that did not include a new regulation?

This is just another slap from your liberal nanny state saying, “you can’t do it, the people aren’t to take care of people, just the government. Do you want any person or organization forming a line outside your restaurant or office to hand out food to the homeless? Imagine your family trying to enjoy a day at the park or seeing the sites of a historic city, then having to contend with dozens of homeless lining up to get free food. Moving them away from high traffic areas is keeping the areas clean and safe for tourists and businesses to enjoy the area, free from obstruction and nuisance. Simultaneously, this moves the food indoors which provides for better ability to ensure the food is safe. I don’t see why this puts hardship on anyone. The worst case scenario is these homeless, most of whom choose this lifestyle, have to walk to a location rather than have their free food delivered to them. Oh, the horror.

Most of the homeless get a check from the government…monthly. Some homeless people clear over $20,000 per year..it gets a bit complicated. This is simply about the government supplying their needs and the government being their god. Guess who will get the votes as well? A person that knows the truth about Jesus can not be easily manipulated, hence the government TAKE OVER!

The Christian organizations give out better items and are more health conscience than the state run facilities. This is an obvious attack on freedom of Religion under the guise (again) “for their/your safety”. Making it illegal simply proves my “theory” to be fact. Remember, this is the guy we all praised a few months ago for calling out parents for not keeping a better handle on their ne’er-do-well kids. He has to balance keeping the businesses happy while not providing undo hardship on those trying to help these people. Making sure they have a building to safely provide help, while simultaneously getting them out of the way of tourism and business is good for everyone.

Posted on March 15, 2012 at 9:27amI actually understand his concern for his city and tourism. What he should do then is provide places for meals to be served. Gyms, stadiums, whatever, where there are bathroom facilities and warm, comfortable areas for people to eat. Tourism is important to cities. I don’t think this is discrimination. What do the churches do when the weather is bad? If the Mayor would provide warm, or cool (in the summer) safe places, I think this just might be a good thing.

I used to be homeless and lived off a bag of Halloween candy. A stranger did give me a huge plate of spaghetti, although I just twirled it around and didn’t eat it not knowing if he had drugged it because he just wanted to try to sleep with me. Ugh. It’s hard being a gal. This Nutter man is gross. Philadelphia should be embarrassed by this man, and to spite him, everyone should go outside with loads of sandwiches and even hang out with the homeless people, even buy them some new good walking shoes, or a notepad with a pen – maybe they actually have something to say – better than what you read on the net. Nutter is a dweeb, his name makes the Nutter Butter cookies look bad – change your name bud!

When the OWS legion is shortly unleashed, his problems are gonna get even bigger. I think he’s trying to make it harder for them to eat before it starts. If they don’t eat as much, they won’t poop as much, especially in non-pooping areas. The OWSers have been known to mingle with the homeless to get a bite to eat. If you go there with sandwiches, be able to tell the difference! If you’re as your screen name says, those buggers might try to get you into one of their tents.

Posted on March 15, 2012 at 9:00amMy daughter feeds homeless in the park on Sundays with her church in Lancaster California, her 13 year old son goes and talks to the people as well as feeds them. They love what they do, and are watched over by male members of the church for their safety. I consider it an act of love and compassion, the city keeps an eye out to, they work together. Maybe they can find another place so the mayor can keep his nice area clear of the needy.. I could say more,but I won’t.

There is no better way to teach kids and grandkids about gratitude and helping others than working with those in need. Hopefully this city won’t have their charities gravely impacted by these regulations. I am blown away we are now regulating charitable work very sad.

This is the same mayor who called out parents a few months back for not keeping better track of their children, so I think he’s generally on the right track. He has to balance caring for the needy, while keeping the city clean and businesses free from the obstruction and nuisance created by dozens of homeless congregating in high traffic areas. Carefully and creatively providing incentive to move these people out of these areas is good for his city and doesn’t provide undo hardship to anyone trying to help them.

I don’t understand the outrage, here. Yes, an argument can be made that government is over-stepping their boundaries, but I believe they SHOULD be eating indoors, where it IS cleaner and the homeless cannot just throw the trash on the ground. If people are hungry, they will come to places that feed homeless. Those places do not need to go out and feed them. Let the homeless get the exercise of walking to a place to eat, instead of catering to their every need.

Posted on March 15, 2012 at 8:49amThen It‘s ’his people’ who will go hungry for the most part, so be it ‘bloooood’… you feed em then, and don‘t put em on welfare either at the people’s cost, although I’d bet many of them are not even needy, and like many panhandlers would rather hold an coffee cup all day smoking free crack than work, and half the other half are stealing as much as they can get away with. A quarter are truly needy.
I‘ve never been on anything and I’m freaking crippled, so I don’t have much sympathy except for children….. if I can do it every day like many others do as well, than so can anyone else aside from wounded physically & mentally U S Vets, who should NEVER be homeless.
In fact they should give some of these foreclosed houses to ALL the clean from drugs and alcohol homeless vets as far as I’m concerned.

Now that‘s an angle I hadn’t thought of. I disagree with the ban, but…..if it works to keep the “fabled, poor 99%” that are on the governments teet of welfare out of the parks, we might be able to let it slide. At least long enough until local Starbucks get tired of schlepping containers of free coffee back and forth to help those spongers.

If the government runs the program it is doomed to fail and/or cost to much. Feeding in homeless in a less noticeable area is not helping the homeless. It’s hiding them.

Until back in ‘91 I was part of a prisoner escort to the states from the Mannheim facility. Philly was our first stop where the prisoners stayed over night in the Naval brigg. It was then that I learned what he really meant at it being Filthadelphia. That was the best description that I could have ever thought of.
