NEW YORK (The Blaze/AP) — Health care provider Planned Parenthood (PP)will retrain employees who deal with patients in how to report potential risks to minors, following the release of secretly recorded videotapes by an anti-abortion group that alleges they show clinic staff counseling a man posing as a pimp for underage prostitutes.
[Below is new video, released today, showing a PP worker in New York City counseling the fake pimp on how he can pose as the teens' guardian so they can get services.]
Planned Parenthood, which has more than 800 health clinics and 11,000 employees nationwide, announced the retraining effort Monday. It also said it was changing its disciplinary policy to termination in all proved cases in which there has been a failure to report. The policy previously included punishments such as leave without pay and retraining.
Planned Parenthood Federation of America Inc., which has national offices in New York and Washington, D.C., says it delivers vital reproductive health care and sex education to millions of people. It said Monday the goal of retraining was to show a “firm commitment” to reporting any potential harm to minors.
Federation spokesman Stuart Schear emphasized that the training was not new but was meant as a refresher. He said training will follow state laws where affiliates have clinics.
“We want to be crystal clear for those millions of people who come to us and trust us that we will never put a minor at risk,” he said.
The training must be completed by April 1. The new disciplinary policy will go into effect afterward.
Anti-abortion group Live Action last week released videotapes it said showed footage of staff at Planned Parenthood clinics in New Jersey and Virginia talking about services with a man who claimed to be a sex trafficker of minors.
The New Jersey attorney general’s office said it was looking into the allegations. Virginia Attorney General Ken Cuccinelli said he found a clip from a video of a Richmond clinic to be “very disturbing.”
Live Action, based in San Jose, California, claims the videos are proof that Planned Parenthood employees beaks laws to abet sexual trafficking and the exploitation of underage prostitutes.
Live Action’s president, Lila Rose, did not immediately respond to an e-mailed request for comment about Planned Parenthood’s decision to retrain staff. She previously called on Congress to cut off federal family planning grants to the organization.
Planned Parenthood has defended the actions of its employees and has said the encounters with the fake pimp were reported to managers, who in turn discussed the cases with law enforcement.
The organization also sent a letter to U.S. Attorney General Eric Holder seeking an investigation of a man who has visited clinics purportedly seeking services for underage prostitutes. The letter said the visits could be aimed at casting the organization “in a negative light.”

We no longer give tacit approval to child sex-slave pimps, nor do we tell them how to secretly obtain abortions for their 12 year olds. GOT IT !
We should have learned from the ACORN mess. Once the videos start coming out we can’t simply just pass this off as a few rogue workers. There aren’t enough stupid people around anymore to believe that.

Posted on February 8, 2011 at 9:21amAs health care providers, Planned Parenthood’s employees are mandated reporters of abuse and neglect. Only 3 states have privileged exemptions and of those, VA’s privileged exemption clause only applyies to the clergy. I’m not sure if Planned Parenthood would even be allowed to skate in the two states in question. I’ve seen people lose their jobs and licensure and/or certification for failure to report abuse and neglect. Any admission of a child being used in the sex trade fits… UH, DUH… the defintion of abuse and neglect.
Report Post »Failure to report and even acknowledge child sexual abuse appears endemic within Planned Parenthood. I’m not surprised this is being soft shoed. Here’s a thought: Take away a large portion if not all of their govt. funding. It’s actually going to cost us more for Planned Parenthood to go thru the motions of appearing to give a damn. However, one prolific poster who takes it upon himself to defend Planned Parenthood here on The Blaze indicates an all too common mindset: Planned Parenthood can do no wrong.
With such severe ethical (and arguably criminal violations) in so many sites of service, many providers would be closing their doors (you can’t practice sans licenced staff) or cleaning house in administration. Nice to see Planned Parenthood assuring us it has everything under control.
Planned Parenthood is obviously not to be trusted once it slinks back behind its doors.

AmericanSoldier
Posted on February 8, 2011 at 2:00pmI believe tax payer dollars should not fund abortions but even as a birth control, abortions should be legal. It’s within the womans body. Until that fetus can survive outside the womans body or can be transplanted into a wanting mother, it’s the original mothers choice whether to let something grow within her or not. It is her body. Not yours. Not the Government. By saying you or the Government has the right to tell anyone that procedure can be done to their own body is something most Conservatives would cringe from hearing. Until you replace “Procedure” with “Abortion” then all of the sudden the Government DOES have the right to tell you what to do to your own body.
Report Post »GrannyATL
Posted on February 8, 2011 at 4:18pmAmerican Soldier, the Conservative values line up completely with the Pro-Life movement. We believe that God granted everyone the inalienable right to Life, Liberty and the Pursuit of Happiness.
What the Pro-Choice movement has successfully beaten into everyone’s minds is that the fetus is not a person. Back in 1973 when Roe v. Wade was decided, science didn’t have the abilty to look inside the womb. DNA hadn’t been a reality.
Now we know better. That fetus is fully human from the moment of conception. It has DNA that is distinctly its own. The parent of that living being should not have the right to kill it just because it’s inconvenient.
I used to be pro-choice. I even had an abortion when I was 19 back in 1974 — one of the first to legally get one. Through reason and true intellectual pursuit of the truth, I’ve come to understand just how wrong I was.
I’ve seen your posts. You’re smarter than that line about coat hangers and back-alley abortions. That was the ‘70’s argument. Unfortunately, the argument has never gotten any better because science is soundly on the side of the pro-life choice.
Abortion hurts the mother, but it kills the baby. Both consequences are avoidable. Life is a healther option.
Report Post »AmericanSoldier
Posted on February 8, 2011 at 6:59pmYou are by far the best commenter I’ve had a discussion with on The Blaze. I appreciate that. While I understand your argument, the bottom line is it is her body. It is not your decision to make. I’ll be happy if you provided an alternative for the woman. If you can transplant the fetus into a wanting mother, I’ll support that over abortion. Or if they can remove the baby successfully and it can grow in an incubator. Question is, who pays for it? Perhaps the wanting mother? Perhaps tax payers yet again?
The bottom line in the argument of pro-anti abortion is that it is the woman’s body and her choice. Not yours. Not the Government. You allow the government to intervene in this manner and you give them precedent to make other determinations for your health. It’s just what the left would need.
I take this as a small Government person. You are free to not have an abortion. You, as a health care provider, are free not to perform or recommend an abortion. You are free to promote life rather than an abortion. You can spend millions on advertisement discouraging woman not to have an abortion. You can even protest outside of an abortion clinic. You cannot, however, tell a woman what she can or can’t do to her body.

Posted on February 8, 2011 at 8:17pmLet’s stay on topic. As I’ve stated, I recognize that whether or not I agree with the act of aborting a pregnancy, abortion is here to stay, legal or otherwise. Having said that, the issue at hand is the mandated reporting responsibilities of Planned Parenthood. At some point, an institutional mindset has taken hold within Planned Parenthood that has empowered the entity’s employees to assume their agency somehow gets a pass. Mandated reporters do not have discretionary consideration on this matter. When suspected abuse is revealed (and this would certainly include child sexual abuse), you report. It is the responding DHHR/CPS office’s responsibility to substantiate or excuse the claim… NEVER the provider’s.
Report Post »This issue is not about the legality of abortion; it is a revelation that Planned Parenthood is not meeting the ethical standards that are put forth in state laws and codes of conduct for professionals. Agencies are typically shut down, licenses lost and certification cancelled when consistent and brazen failure to report is exposed. Why, oh, why should Planned Parenthood get a pass? As witnessed with Kermit Gosnell in PA, govt. is woefully inept in regulating abortion providers. Apparently the providers are aware of this. I believe we should be thankful for an active citizenry/media… whatever you want to call it. Someone who ISN’T taking my tax dollars exposes the inadequacy of govt. regulation and reveals a biased (or at least resprehensibly lazy and dismissive) health care provider playing by its own rules. Seems like a win to me for both child advocacy and an active citizenry. Abortion is legal; generally failing to operate under the legal and ethical codes mandated by both govt. and your profession is inexcusable. Such activity is not freedom or even libertarianism; it‘s arbitrarily picking and choosing what you will and won’t do based on your biased and ideology. Is that who we are? Those who embrace anarchy when a sacred cow is in play?
GrannyATL
Posted on February 8, 2011 at 9:30pmSoldier, you’re ignoring an important point. You said “You cannot, however, tell a woman what she can or can’t do to her body.” Your forgetting that she has another person she is now responsible for. That thing is not just a blob of tissue — it is another human being with its own distinctive DNA. By 6 weeks this baby has a heartbeat.
We can never claim to protect human rights if we ignore the most innocent and vulnerable. These babies don‘t deserve to die just because they’re an inconvenience. Many thousands of couples would gladly take that baby off the hands of a mother who doesn’t want it.
The real bottom line is that we all have hurdles we must overcome in our life. Taking on those hurdles helps to build our character. When you take the life of your own baby you have made a short-term decision that will affect you for the rest of your life.
Trust me on that. While I adamantly insisted that nobody had the right to tell me what to do with my body, there wasn‘t a year that I didn’t think of that child as his or her birthdate rolled around. He or she would have been 37 this past Thanksgiving.
We need to do more to support the women who are pregnant. There are better options.

You are all stretching these friggin videos out to more then they are. Seriously, you are no better than the Liberals you curse on a daily basis. You’ll push and interpret whatever you need to to get the outcome you want.
I don’t agree with underage prostitution but I do think that prostitution in general should be legal. It’s a similar process of drugs, it’s only dangerous (for both the buyer and the girls) because it’s illegal and pimps know the people have no legal recourse for their actions against their girls.
I understand, you hate abortion. Abortion is legal no matter how horrified you are. I guarantee the employees rationale is either they get the abortion safely through PP or they get a coat hanger, back alley abortion (or the pimp can just beat the crap out of them or kill them, which ever is cheaper). That seems logical to me and I would not fault the employees for providing abortion and STD testing information, confidentially, to anyone regardless of their occupation. it is not their job to judge or to uphold criminal law.
Report Post »GrannyATL
Posted on February 8, 2011 at 4:09pmAmerican Soldier, I realize you’re trying to be rational and all that, but the bigger issue that these videos are trying to highlight is that PP is supposed to REPORT TO THE POLICE any suspicions of child sex abuse. That most definitely includes bringing in underage girls to sell them as sex toys.
The mantra of PP is that they are “protecting” these girls by offering them abortions. Instead, they are refusing to help underage children get away from the pimp who brought them into the country illegally to exploit them.
We believe all abortion is wrong, no matter the circumstances. You don’t. I get it. But to try and argue the old line that if PP wasn’t there, these girls would be using coat hangers or getting beat up by their pimps is disingenuous.
The real problem is that these PP just had an opportunity to take this pimp’s information down and schmooze him long enough until the cops arrived.
They blew it all the way around. We can see that clearly. Why can’t you?
Report Post »AmericanSoldier
Posted on February 8, 2011 at 5:49pmI understand where you’re coming from. Are they required by law to report it? I understand morally, they should. I would but are they legally required to do so? They’re main cornerstone is confidentiality and although keeping quiet about underage prostitution may seem deplorable to us all, it shows they do have a strict confidentiality ethics. That‘s important to their institution as I would say it’s important to a lawyer and a priest. I’m not trying to compare those professions to PP but some of you would look down on a lawyer who defends a child rapist, would you not?
I agree, they should have reported it but you don’t know what their reasoning for not reporting it. You may not think the argument of “What other options do they have, ie hanger abortions, back alley abortions” but i believe that is a legitimate reasons for concern.

Only three states have priviveged exemptions and VA’s only applies to the clergy (which is darkly humorous in a light of the past decade).
Report Post »Planned Parenthood is caught. It’s that simple I go into more detail in a general post. Think as you will, but at what point do you stop defending what the majority deems indefensible (or at least illegal)? There is a point where one starts looking irrational.
GrannyATL
Posted on February 8, 2011 at 6:46pmAmericanSoldier, you’re trying to defend the indefensible. Planned Parenthood are mandator reporters. They MUST report anyone they suspect of harming a child. These people came right out and admitted they were bringing underage girls into the country (sex trafficking) and were looking to secure STD testing and abortions on them, if needed. There was no gray here….it was pretty black and white.
While you try to portray them as altruistic for their insistence on confidentiality, it shows a lack of understanding just what that means for a victim. That confidentiality that you cloak over their intentions allows them to hide crimes. When a child comes in who has been raped by her mother’s boyfriend, looking the other way under the guise of maintaining confidentiality permits that young girl to be harmed even more when she is forced to have an abortion. How many young girls weep in their rooms when they’re alone because adults who SHOULD know better just look the other way?
I honestly believe that Planned Parenthood looks the other way because it increases their bottom line. You obviously feel differently. Let’s agree to disagree on their motives, but let’s also be honest with each other by agreeing that it is NEVER permissible than an adult should look the other way when a child is being harmed. Never.

These people came right out and stated their intent to bring underaged girls into the country to use as prostitutes and wanted Planned Parenthood to provide “family planning” for them. It’s a “yes” or “no” answer. PP said “Yes.”
You also said, “Should they have reported it? Absolutely. Are they actually legally obligated to? Show me the law.” Okay, if you insist. I Googled “Mandatory Reporting Laws NY” and this is the first hit on the list: “Certain professionals are required by law to report suspected child abuse or maltreatment to the New York State Central Register (SCR) of Child Abuse and Maltreatment. The law also assigns civil and criminal liability to those professionals who do not comply with their mandated reporter responsibilities.” That comes from the Office of Children and Family Services website. I’m sure you can Google the same thing for other states and find similar wording.
Then you said “I’m not really trying to defend their actions but in all reality, I don’t see them as coaching a pimp as all of you would like it to seem.” Yes, you are trying to defend them. Just admit it… :-)
