President Obama: ‘Every Multinational Company Should Have to Pay a Basic Minimum Tax’

President Obama gave a speech today in Milwaukee wherein he discussed his plans for the U.S. economy, promoted American manufacturing, and suggested implementing what sounds an awful lot like a global minimum tax.

“[N]o American company should be able to avoid paying its fair share of taxes by moving jobs and profits overseas,” the president said.

“From now on, every multinational company should have to pay a basic minimum tax. And every penny should go towards lowering taxes for companies that choose to stay and hire in the United States of America [emphasis added],” he added.

And although the president chose to call it a “basic minimum tax,” the concept, as he explained it, is identical to a global minimum tax.

But what is a global minimum tax?

As John Hayward of Human Events explains, one of the consequences of “slapping nervous businessmen with confiscatory tax increases is that more operations will be moved overseas.”

He continues:

There are plenty of places for a corporation to escape the grasp of a tax-hungry Obama Administration, since America already has among the highest corporate taxes in the developed world, and Obama wants to make them even higher. Some people criticize capital flight as unpatriotic, but there comes a point at which keeping investments within our borders is illogical. 

Well, the geniuses who brought you Solyndra and Cash for Clunkers have a solution to that problem: a global minimum tax that would cripple the rest of the industrialized world by raising their tax rates to Obama levels.  Then nobody would have a reason to outsource or move their investments overseas.

The president’s comments also come on the heels of eyebrow-raising remarks made earlier this week by Gene Sperling, the director of the White House Economic Council.

During a panel discussion, he said the following [emphases added]:

He [President Obama] supports corporate tax reform that would reduce expenditures and loopholes, lower rates for people investing and creating jobs in the U.S., due so further for manufacturing, and that we need to, as we have the Buffett Rule and the individual tax reform, we need a global minimum tax so that people have the assurance that nobody is escaping doing their fair share as part of a race to the bottom or having our tax code actually subsidized and facilitate people moving their funds to tax havens.

Sperling’s remarks resurrected earlier concerns that United Nations leaders were considering a proposal for a world tax to fund “social protection,” according to The Blaze’s Jon Seidl.

The most important takeaway from this clip is the fact that Sperling claims the president of the United States, the leader of the free world, supports such an initiative.

However, after the video began to circulate and questions were raised, the White House told Politico, via an anonymous official, that “[Sperling] was referring to our proposal in the Blueprint for an American Built to Last that removes tax incentives for companies that ship jobs overseas.”

But as the Weekly Standard points out, the Politico article ”never actually quoted anyone — named or unnamed — denying the substance of Sperling’s proposal (or even that it would in effect be a ‘global minimum tax’)”.

Indeed, after listening to President Obama’s Milwaukee speech, it would seem that the only difference between his message and Sperling’s “global minimum tax” comment is that the president prefers to call it “basic minimum tax.”

“Either way,” the Weekly Standard’s Daniel Harper writes, “it’s the same thing regardless of how the White House wants to message it.”

      The mantra has in fact been the holy grail of the UN for a very long time. The UN hates the fact that the US pays about a quarter of the costs of the UN and has, in the past, threatened to delay or withhold its payment when the UN starts to wander off the reservation.

      The UN wants to tax 6 billion people individually without aquiesence from elected governments and, in passing, to have its own standing army.

      This is a hideously dangerous idea but your president is quietly pushing the USA (and therefore the free world) towards it.

      To give you an idea of what’s involved, here are some brief items from Newsmax which has been watching this spectre for some time. These items are a few years old and it is worth noting that Europe is attempting to implement some of them through “airline taxes” as this very moment.

      In my town (the one which incorporated my neighborhood a few years ago when we were happy in the county) there is a new “fee.” They explained to me it is a fee on the rain that falls from the sky – onto the streets, into the gutters, and down natural washes to the dry riverbeds. The named it, Storm Water Utility fee. Sounds like they spent money on PR to come up with a legal-sounding name. But it’s a tax on the rain that falls from the sky. Since this is Arizona, there isn’t that much rainfall, so they don’t have to catch it or build drainage ways. Just tax us, ooops, they corrected me that this is nota tax, it’s a “fee.”

    Has this man ever met a tax he didn’t like? Things are really getting out of hand with Obama, he’s going full steam ahead as we get closer to election time. The man is a socialist, if he gets elected again it will be over for all of us. And by the way, I’m getting sick and tired of some of the conservative media refering to Obama as good man who has a great family and how nice he is to his wife and kids. The man is systematically taking away our freedom and he’s a good family man? How about the mass killers in this country who may have a nice family and the killer is real nice to his kids, but he goes out and kills, is this man a good person.       U.S. small-business owners who aren’t hiring — 85% of those surveyed — are most likely to say the reasons they are not doing so include not needing additional employees; worries about weak business conditions, including revenues; cash flow; and the overall U.S. economy. Additionally, nearly half of small-business owners point to potential healthcare costs (48%) and government regulations (46%) as reasons. One in four are not hiring because they worry they may not be in business in 12 months.
      Companies typically hold back on hiring when the economy is weak and when their operating environment is not providing sufficient revenues or cash flows. This appears to be the case right now, as the economy has been weak for more than four years. Less typical is for many owners to point to such things as potential healthcare costs and government regulations.
      Make no mistake…Obama is killing hiring and opportunity in this country.
      Obama has his “Truth Team” well it’s time to do to Obama what he plans to do to the country. Do as Obama demanded of his minions..get out and talk to your friends, family and associates. Tell them about surveys like this one from Gallup that cite precisely Obama‘s policies as to why they’re not hiring and why they’re not expanding. The media won’t do it WE have to.

      How about we live within our means and quit spending money we don’t have. On the other hand we could just print more dollars. Or better yet just type in a few keystrokes and invent more money without the cost of printing. That idea worked so well for Weimar Germany they were making money out of clay because metal of any kind was too expensive and instead of printing notes they started making stamps as currency. It was cheaper to burn the money than to buy coal for heat. Ironically our money doesn’t burn so well as it is made of cotton.

      In 2002 we became the first country in the history of civilization to wage war and simultaneously reduce taxes. We spent over a billion a month to wage two wars on borrowed money. How come it’s the chickenhawks that are constantly screaming about raising taxes? We were sent to Iraq and Afghanistan and all the “patriots” back home cheered. Perhaps you were all actually cheering your tax breaks. What did you think was going to happen when we ran two full-scale wars and dramatically reduced tax revenue? Well, now you know. I did my share, and I’d have no problem with my taxes increasing to pay for what was fought and never paid for. Corporate America continues to dodge as much tax responsibility as they can, and tea-partiers defend them while slapping “support our troops” magnets on their bumpers. The so-called Bush tax cuts would have been okay in peacetime, but have proven historically disasterous while funding two wars.

      The problem is with making exceptions, allowances and loopholes. Green energy loans and subsidies, subsidies to sell hybrid and electric cars, ethanol subsidies, sugar subsidies. GE good friends with the President paid NO tax last year and are moving jobs to China this year. Obama’s Buddy Buffet rails against low capital gains taxes or worse misleads people to believe that cap gains and regular income taxes are the same.Yet Warren won‘t pay the huge tax debt his company owes the gov’t. You guys think your running some kind of shell game, guess what we know where the pea is.

      First off, corporations do NOT pay taxes. Taxes are passed on to the consumer.
      Second, what’s to prevent companies from leaving the US all together? There is a steady stream of corporations leaving the US for places like Ireland. Taxing the hell out of sure won’t keep them here. Third, this all translates in to higher costs for Americans and a weaker dollar.
      But hey, let’s stick it to those evil corporations.

    I’m going to bet that those tax proceeds will bring Solyndra from the ashes like a Phoenix. I DO NOT want government redistributing any tax money to ANY company or project except in a competitive bidding process in which quality of product and cost are the ONLY considerations i.e. no stipulation to union labor or Davis-Bacon wages. I would like to see a reduction in regulations and lowering or eliminating corporate taxes to bring jobs back to the US.

There are many reasons for outsourcing. Labor costs, regulations, resource location, strength of the local money unit and taxes are a few of those. These corporations (whose job it is to make a profit for shareholders) go where ever it makes sense to do business. Currently, we have the highest corporate tax rate AND the most regulation as well as the highest priced labor (unions, UAW is a good example). Until some of these things change, which will not happen while Barack wields the veto pen we will continue to see jobs leave. Last point of economics 101 is that corporations do not pay the tax, that is kindly passed along to the consumer.

      Actually lumbar, the business started heading overseas after passing NAFTA. Why pay an American worker union wages when you can take it to mexico and pay $3 and hour to a guy who will work in poor conditions and work harder. Add to that the insane amount of regulations and paperwork required to manufacture anything in America. Doesn’t take a rocket scientist to see the logic in moving. Why don’t you be patriotic and start a business, hire American workers, and compete. Just a warning though, it takes a lot of work. good luck.

    God, I feel so very sorry for impressionable minds at this point in time. What chance do they have without me as a parent? The way I listened to Reagan‘s words I’m sure aren’t much different than how kids now listen to this dude. However, the message is very different. Reagan preached independence and pride and Obama realizes some people can’t (more aptly, are unwilling to) compete, so he aims to bring the productive down to the level of the slugs.

    Good plan, Mr. President…big American corporations have been getting tax breaks for years and show their appreciation by moving jobs offshore because they can make more money that way. Sadly, they consider themselves corporations first and Americans second.

      yeah good call, convince the rich to close down their factories and call it quits. Then they would have to pay no global tax to feed lazy trolls around the world. The richest people could stop working today and would still be set for several lifetimes. If the Richest Americans only paid 5% tax on this years income, they will still have paid more this year in taxes than you will pay over your lifetime….

      You are an idiot. Who do you think owns said coorporations? If you have grandparents who are retired, or anyone else working age with an IRA or a 401K own it that’s who.

      Last time I checked everyone actually expects a return on their investment. If a company is loosing money in the US or can move overseas and give a 30% return on their stocks guess which option everyone, including I bet yourself will want them to do. Coorporations have only one loyalty and that is to their owners as it shold be.

      The corporations will simply leave the US and take the jobs with them. In fact they have been leaving in droves already. We live in a GLOBAL economy and corporations will do business in the country that costs the least. They are not AMERICAN companies as they have an international footprint. They can easily close a headquarters down in the US and export goods here. If you make the business environment too caustic some CEO will get a fat bonus by saving his or her company millions by moving. This is done all the time on a state level within the US.

      Business does not exist to be patriotic, nor does it exist to support a social agenda. Fail to make profits and you fail to exist. If you can make more profit by relocation, you do it. In the end, you only penalize your citizens through higher prices and a weaker dollar.
