Pro Life Momentum? States Implement Record Number of Abortion RestrictionsAre the tides of public opinion — and policy — taking a turn when it comes to the politically-flammable issue of abortion?

In the United States and across the globe, the issue of willful termination continues to find its way onto legislative agendas. Earlier this month, The Blaze reported on efforts in Poland to ban the procedure entirely and in May, we covered Russia’s abortion crackdown.

In the United States — as in other areas of the world — the issue continues to be highly contentious, with state legislatures debating about how best to handle the laws governing it. On Wednesday, the Guttmacher Institute reported that a record number of provisions that relate to reproductive health (162 to be exact) have been enacted in the first six months of 2011. Guttmacher, a left-leaning reproductive rights think tank, writes:

Fully 49% of these new laws seek to restrict access to abortion services, a sharp increase from 2010, when 26% of new laws restricted abortion. The 80 abortion restrictions enacted this year are more than double the previous record of 34 abortion restrictions enacted in 2005—and more than triple the 23 enacted in 2010. All of these new provisions were enacted in just 19 states.

While abortion rights groups will lament many of these changes, the pro-life movement will likely welcome most of them. Now, let’s explore some of the changes that have been put in place.

Five states (Indiana, Kansas, North Dakota, South Dakota and Texas) have ratified laws that relate to abortion counseling and waiting periods. In South Dakota, the pre-abortion waiting period is 72 hours, women must visit a crisis pregnancy center in the interim and abortion counseling must be provided by the physician who will be conducting the procedure. This particular law has yet to go into effect, pending the results of a legal challenge.

Also, legislators in 15 states have introduced measures based on a law adopted in Nebraska last year. This particular provision bans abortions at or after 20 weeks. Exemptions to this rule include a woman’s life being endangered or the potential for substantial and irreversible damage to a major bodily function. So far, similar laws have been passed in  Alabama, Indiana, Idaho, Kansas and Oklahoma. Guttmacher writes:

The provision…[is] based on the spurious [potentially false] assumption that a fetus can feel pain at that point.

These laws appear to conflict with Supreme Court rulings barring states from placing an undue burden on women seeking an abortion prior to viability, a point that occurs well past 20 weeks.

Then, there‘s Ohio’s “Heartbeat Bill,” a proposal that would ban abortions after a fetal heartbeat can be detected by doctors. The Blaze covered legislative activity surrounding the measure back in June. Reuters says:

If enacted, the law would be a challenge to the U.S. Supreme Court’s 1973 Roe v. Wade ruling which upheld a woman’s right to an abortion until the fetus is viable outside the womb, usually at 22-24 weeks.

And in Kansas, pro-life adherents are vigorously arguing against a recent law that requires abortion clinics to meet various standards in order to continue operating. World Magazine has more:

The new regulations include what drugs and equipment providers must stock, require them to make medical records available for inspection, set standards for room sizes and temperatures, and require patients to remain in recovery rooms at least two hours after an abortion.

“Abortion clinics and the abortion staff hate being regulated and inspected,” said Operation Rescue president Troy Newman. “It is no surprise that these shoddy abortion clinics refuse the most basic standards.”

Other supporters add that the new regulations would protect patients and often cite South Carolina’s similar set of regulations for abortion providers as a good model that’s already survived court scrutiny.

Guttmacher highlights some of the other regulations and restrictions that have made their way on the books across America. Certainly some may disagree with some of these measures. That said, the summary of the policy debates going on and the resulting laws paints a collective picture of a growing movement away from unrestricted access to abortion procedures.

      The only exception I could see is if there are complications that would result in the mothers death.
      I do not see how it could enter into the mind of a parent to MURDER your own child! And whats worse call it legal!

      Not sure why these implementations are a big deal to women who are all about “their right to choose”. I mean, you still have the right to choose, but what’s so wrong with making an informed decision first rather than rushing in and dumping a fetus?? I think it’s great to institute a policy that requires women to get counseling first before you freakin murder!!! Only makes sense.
      I think the angst with having to do the counseling and get the information is simply due to their guilt and denial and they don’t want to be forced to face the reality of the situation. TOO EFFING BAD! Don‘t roll in the hay until you’re ready to have kids then!

      You are, alas, a moron. A victim of a rape will not get an abortion. They will take a morning-after pill. There is a pretty significant difference there. While the morning-after is “technically” a form of abortion, it is not the kind of abortion that is being discussed here. Hell, after getting raped there isn’t even a way to know if you are pregnant within those first 72 hours, let along the first night (when you should be taking the pill).

      Regardless, rape victims are such a ridiculously small minority of the abortion users out there that it’s absurd to even mention rape in this context. Concessions to the law regarding rape/incest/etc could easily be put into place anyway.

    Aborting a child is nothing less than murder and is demanded by the female as their right to do as they wish with their bodies. The same mindset exists with the homosexuals. When it comes to paying for these life styles then the entire picture changes form it’s “my right” to “the govt. should pay for my being immoral”. But then the well meaning do gooders step into the picture and demand that the nation should pay for this life style. Since when is it my responsibility to pay for other people’s indiscretions? This country cannot continue on this path and prosper. The message is loud and clear to these people who take advantage of this and all it does is breed more and more immorality and then the mindset that you owe this to everything from dopers to homosexuals to baby killing etc. Where does this end?

    In the 21st century abortion like the medieval practice of leeching is now becoming obsolete. Science has advanced the process of keeping a fetus alive outside the womb to the second trimester and soon it will go to the first trimester. Secondly the social issue of a woman’s right to abort a fetus is coming under the gun as men step up to claim equal rights in determining the fate of a fetus.
    Once human life is developed and the technology is there if the mother does not want it in her womb then abortion becomes murder and should be eradicated from any civilized society.

    THE SOLUTION is found in the Constitution.

    1. Give parents VOUCHERS and send them on their way to pick their own PRIVATE schools. This would not only solve the I don’t want my kid learning about homosexuals and other liberal crap but would end the public school system BLOAT/BLIGHT upon the state taxpayers.

    2. Tell the government to STAY OUT of the bedroom and doctor offices.

      They’re not babies. A baby has free will. A fetus does not. A baby has a human mind. You can’t develop a mind until you start to perceive the world through your senses. A fetus isn’t a person yet. It doesn’t have those two special things that separate us from plants and from lower forms of animal life.

ANYONE willfully pre-meditating the termination of that INNOCENT LIFE and following through on it, is GUILTY of MURDER in the 1st degree….kapish???? Now you can NEVER stand before God and say, “ I never understood how it could be murder”. Kill the “innocent life” now…..wake up in HELL when you die, UNLESS you “totally reverse” your thinking on this topic and ask God to forgive you….and he will….but you have to have a total change of heart on the subject.

      Why isn’t murder investigations initiated at every miscarriage then? The sperm and egg are also alive in their respective originating organ, should a man who is a habitual masterbater be charged with murder? They’re all alive.     Yes, I believe I saw polls saying more than half now are prolife. YAY!!!! I was a former counselor at a pregnancy crisis clinic & saw the horrible things that happen to the moms post abortion & learned how uncaring & awful Planned Parenthood was (huge business) Roe v. Wade can be proven to be unconstitutional – most don’t know that. Another case of liberal, activist judges, etc. The woman in that case has since become prolife and profoundly regrets what she did. Back then, ppl weren’t as educated or aware of the deceitful lib tactics. It was spun as being a “religion” thing, “women’s rights” thing. No, it’s a “science” thing….a living, developing human being at any stage – who has rights of his own (therefore murder). It was deliberately twisted to take advantage of human nature & “justify” it. Alveda King, MLK’s niece is an activist against them (PP)- citing their racism, etc. The answer is adoption. There are free clinics nationwide that help w/counsel, finances, adoption services, education. It all boils down to rebellion against God, disrespect for life, ignorance, selfishness, immaturity. The reason Christians are so passionate is not only bc of our compassion for the babies (AND moms), believe it’s murder – we believe God will bring down judgements on nations that largely practice/make legal. That involves all of us. I pray this continues & eventually overturn Roe v. Wade & God will bless us once again……….

      Kansas started inspecting clinics for compliance less than a week after they passed the new regulations. No matter how much you hate abortion, that’s just plain cheating. And requiring a doctor to perform a medically unnecessary procedure to that the patient has not requested is wrong.

    Yeah it definitely looks like Pro Life has gained a lot but they still can’t overtake Roe V Wade. Until that happens which it won’t, then Abortion is still going to be tolerated.

      Until that happens which it won’t, then abortion should be tolerated. If it’s legal, people have a right to do it. Chiseling away at people’s freedom with these kinds of laws is the wrong way to address the issue.

    I am a libertarian and it is not up to the states. It is up to the woman. As long as that parasite lives inside a woman, that woman can and should have the right to abort from the second of conception to the day before it would have been born.
