Railroaded? Female Cop Speaks Out After Nearly 10 Years in Prison for Unleashing Dog on Suspect

A female police officer sent to jail for ten years for police brutality has spoken out about what she claims is her unjust conviction, and what it means to have missed her son’s childhood. 

Former police officer Stephanie Mohr was convicted of deprivation of civil rights in 2001, according to the Daily Mail, after an incident in which she set her police dog on a homeless man in Washington D.C. who was a suspect in a burglary. The end result of that encounter was a torn muscle in the man’s leg.

He has has since been deported, as he was in the U.S. illegally.

But because of her decision to unleash her canine, Mohr ended up serving eight-and-a-half years of a ten year sentence. As Mohr was in federal prison, there was no parole option and she served 85% of her sentence. 

She appealed her conviction and has always maintained her innocence. The politics surrounding the incident and subsequent trial clearly raise some issues of fairness.

Could this cop have been railroaded at the start of her career because of anti-police politics? Let’s look at the facts.

In 1995, Mohr was part of Prince George County K-9 unit after becoming a police officer two years earlier, WTTG-TV reported. Then one day, suspects were spotted on the roof of a building in an area of Takoma Park, Maryland that had suffered from a rash of burglaries.

Mohr was called in as backup and officers surrounded the building while two suspects climbed down from the roof. Accounts differ as to what happened then, but Mohr claims:

“We were issuing them commands to stop and show their hands and to get on the ground. One of them made a move to go down an alleyway that was not covered and at that point, I committed the dog.”

WTTG-TV has an overview of the case and an emotional post-release interview with Mohr below:

There were no major injuries to the suspect, but the case against Mohr was left open. In fact, it was not until the day before the statute of limitations would have expired that official charges were filed against Mohr.

Given the lack of serious harm or death in the case, the motivation to bring charges appears suspicious. To put it in context, WTTG-TV reports that during this period, the Prince George’s County Police Department was in turmoil:

“Citizen complaints and a string of media reports prompted a federal investigation of excessive force by officers. But the investigation yielded no major convictions. Then on September 20, 1995, one day before the statue of limitations was set to expire, Mohr was charged with deprivation of civil rights under color of law, a federal charge in police brutality cases.”

The politics don’t appear to end there. Mohr was acquitted on one charge during her first trial in February 2001, but the jury hung on the remaining charge. Despite this result, and the lack of serious injury to the suspect/victim, federal prosecutors decided to try her again.

In August of that same year, she was found guilty and sentenced to 10 years in federal prison under then-mandatory sentencing guidelines.

Mohr said the moment she was sentenced, her thoughts went to her young son, Adam.

Over the next decade, Mohr got to know her son from photos taken in an outside prison yard. An adult would drive him over five hours to visit his mom in a West Virginia federal prison once or twice a month.

The man who helped send her there — Steven Dettlebach — is now the U.S. Attorney for northern Ohio. He stands behind the 8 1/2 year conviction of Mohr.

“In this case, you had a situation where two homeless Hispanic men were surrounded by police officers, who in a willful and wanton way, decided to attack them,” Dettlebach says.

The former AUSA added that ”the case is a tragedy all around. But to think that the jury rendered the right verdict, that the judge made the right determination, and that the fourth circuit sitting in Richmond made the right determination in the case? I do.”

Mohr rejects that claim and adamantly stands her ground. Having already served her sentence, it’s now a matter of principle. There is no way she can get back nearly a decade lost with her son.

“The federal government was desperate to make a case against a Prince George’s County Police officer,” Mohr told WTTG-TV. “After years and years of investigating, the only person they were able to indict and try was me.”

“I did what I was told to do. I did what I was trained to do. I did what I was expected to do,” Mohr insists.

Today, Mohr wants to focus on her home life, and spending time with her son.

“I’d like to go on a vacation with my son,” she says. “I’d like to help him with his homework. I’d like to go to his sporting events and be the loudest and craziest mom in the stands.”

      If any of you Blazers actually take a look at this story from any site other than the Blaze, you’ll see a very different story and many facts that this author conveniently failed to include. She had a history of police brutality and her department had paid out many settlements on her behalf. Other witness reports indicated that the man she set her dog on did nothing wrong and was complying with police orders.

      Yet, this article and all you Blazers immediately assume that she did nothing wrong. On the other hand, when the story about Troy Davis was in the headlines, you all just assume he did it, regardless of all the evidence to the contrary and all the legitimate questions surrounding his conviction.

      Again, it is no surprise that none of you do your own homework like Glenn tells you and you simply regurgitate the false and selectively edited information reported on this site and his shows.

      The Nazification of America started in the Clinton Administration. It could have ended there, but Bush decided to be nearly as “bipartisan” as his dad and kept a lot of the Clintonites in office (look at the joining with Ted Kennedy over legislation!). Of course, now we have the Obamanation and it appears to be getting much worse.

      Most Federal charges are political! When the cops were cleared in the Rodney King beating, the Feds charged them with civil rights violations and sent them to prison. They were white. When O.J. Brown was cleared in killing his wife and another, he was then sued for liability and convicted. The Feds NEVER charged him with violating the victims civil rights. He is black.

      Justice has not, is not and cannot be served in an American courtroom anymore, especially a Federal court!

      I generally always side with the police on the sensational stories that show up in the news, especially those claiming police brutality on some low life knuckle head.

      On this story, I am not so sure. It appears she loosed the dog because she thought he was going to run. I am not real spun up on use of force in reference to dogs, but I think you have to see some sort of intent to use violence aginst you, a fellow cop, or civilian to turn the dog loose. I may be wrong, but I do not think you can just send the dog because you think they will run.

      She also had multiple court cases against her in civil court where she loosed the dog on other folks. Here department had to pay fees for damages in the civil cases.

      Not sure she deserved ten years behind bars, but I do not think this is a person we want patrolling the streets.

      You clearly don’t understand how the U.S. legal system works. For example, when someone is sued for personal liability and found liable, as OJ was, that is not a conviction.

      Also, the state can deprive someone of their civil rights but a private citizen cannot, hence the difference in the outcome between the OJ case and the Rodney Kings beatings.

      Ok GODFATHER.1. I’ll look at the other stories and draw my own conclusions. Do you agree that Holder has done nothing to prosecute the Black Panthers for voter intimidation? Do you know that his department had a little gun tracking program called Fast and Furious? Do yo know that Obama is suing the state of Arizona for enforcing laws that should rightfully be handled by the federal government?       regardless of what the facts are in this case, you are wrong about the troy davis case. there was no evidence to lead any intelligent person to reach a verdict of innocence. all evidence and even some evidence not allowed in court (his clothes soaked with the officers blood) point to his guilt. he shot another man the same day with the same weapon and was convicted for that as well. just because you want him to be innocent doesn’t mean you can fabricate evidence to support his innocence. witnesses or jurors that were certain of his guilt for two decades only changed their stories after having been approached by members of amnesty international and presented with the plan of changing testimony to get a brother out of jail.

      Having worked law enforcement at both the state and federal levels I can tell you that corruption is all over the place. New Mexico was bad in that regard under a guy named Bill Richardson.

      There are still some ‘good guys’ out there doing their job but many, too many, love the power rush it gives them and they follow orders without regard to the law. That‘s why I don’t do it any longer.

      In this case, however, even with prior issues, this gals sentence was too tough. Ten years for a dog bite is extreme. (I understand it was a mandated sentence at the time – still…)

      We have an Attorney General that was involved in high crimes and nothing is happening to him. Has our justice system gone off the track? Pretty much.

      We have a guy in the White House that won’t come clean on his real identity but nothing has happened to him. Justice? Good luck with that one!

      Now ordinary citizens that have guns and ammo, have some food stored up and are veterans are considered domestic terrorists in the eyes of the folks who are the real terrorists in this nation. Heaven forbid you believe in the Constitution and are a Christian as well.

      Suffice it to say, if you’re really looking for justice in this country these days you will have a difficult time finding it.

      The police are always right and when they abuse their power it should be swept under the rug! How unamerican to actually hold a police officer accountable for her own actions… There’s definately a rat in this story. Unless its a horrible act cought on tape by witnesses and the tapes aren‘t confiscated and destroyed the cop usually doesn’t get more than paid leave until the story blows over. There must be more to the incident or a history of abuse

      that PD was under the spotlight from the FBI, one of the officers who testified against her cut a deal to get better treatment relating to his own problems. Kind of sets a different light on that testimony. You can always find someone to testify against any specific officer. If they are doing their job, they are going to make enemies, when someone does not like some thing they did. some folks just do not like authority.If you research this on a number of sights you see a political situation with the PD being attacked for their handling of Homeless in the area. If you have dealt with homeless you will understand the difficulties in dealing with them, some are straight up mad men and it is just time till they do some outrageous crime. Some are just with out funds and homeless and harmless. Point is that they are not easy to deal with because you never know what you are dealing with. There were a number of groups pushing to “get the PD” I am sure this had something to do with the ultimate out come. I still see someone caught in a political pincer movement.

      So godfather.1, I have a question. You think this lady should be put in prison for 10 years because she made a mistake and set a dog on a man? The dog didn’t even do severe damage to this guy. He gets to go on doing what ever and she had to spend over 8 years of her life in prison without being able to raise her child. You call that justice? If you make a mistake at your job the part gets rejected at the end of the line and your employer loses a little money. She makes a mistake at her job and she goes to jail.       It is a shame she didn;t have friends in high places with the Clintons. Remember Clinton pardoned Mark Rich who owed the IRS 33 million in taxes. By contributing to Clintons and the Democratic party, Rich’s debt to us was wiped clean and he got his passport back and now travels freely in the USA freely while this officer rotted in jail.       I just made a search of other stories about this incident, including the British Newspapers that are as deceitful as you are and eager to bash anyone on the right, and none give any legitimate reasons as to why this woman should have been jailed. Where is your link revealing what you claim?

      With no information other than normal reasoning, it would be difficult for an objective analyst to justify sending her to prison just for setting loose a dog on a fleeing felon who apparently commited several other breaks in through the roofs of other businesses in the area. It happens everyday in this country.

      And so far as Troy Davis is concerned, you’ve got to be kidding if you think the obfuscation and spin the far left crazies have put on the facts in his case legitimately disputes the truth. The perp is a murderer, and anyone trying to claim otherwise is either too gullible for his own good or has a pro-black agenda that seeks to hold all black criminals unaccountable for what they do.

      So, if OJ’s wife had unleashed a dog on him and it bit him when he killed her, offsetting time would have meant he would be free, but his ex would still have had to serve two years in prison after she died. Yeah, I think you are right the system is really wickedly screwed.

Could have killed people. Cops get him stoped. Then woop his ass and we put cops in jail and give him millons. Not saying cops where right for the ass wooping. But this man was breaking the law.       encinom. The charges were filed in 95 under Clinton. The first trial wasn’t until Feb 2001, less than a month after Bush was sworn into office. The trial date would have been set long before Bush was in, so him and Ashcroft had nothing to do with it. Do I really need to spell this out for you?

      I have been rear-ended by one illegal (hit and run) and the responding officers told me it was COMMON. They have no insurance, and they are here illegally, so they RUN when they have accidents. This sort of hit-and-run drives up insurance rates considerably.
      I have been burglarized not once, not even twice, but THREE times by the same bunch of illegal aliens before they were stopped.
      Oh, but I should be ashamed of myself. We all know they are only here to pick our vegetables, right?
      Oh, my LEGAL Mexican immigrant gardener (for my Palm Springs, CA house) tells me he cannot keep illegal employees, because they keep going to Dallas where they can get 14 to 20 dollars per hour. And we all know no American would work for 14 to 20 dollars per hour, right? NOT ! I know lots of people who would like to make $20/hr!
      Note that is under the table, so it is not taxed, so it is more like 17 to 24 dollars per hour.
      PLUS we pay for their food stamps on top of that !

      I‘ve seen many of these token cop chicks that couldn’t fight their way out of a paper bag. They get a call to a hot scene and standing orders are that every other MALE cop within range respond immediately to back them up. They are a joke. The guys know it and so does everybody else. They just aren’t allowed to say it. Ask them. She would not have gone to jail unless there was proof that some serious goon squad action took place. Cops almost NEVER EVER go to jail.

      Maybe not, it appears as if this one side piece of yellow journalism leaves out some facts.

      From the Appeal:

      As the suspects stood with their hands up in the air, [Anthony] Delozier
      approached [Sgt. Dennis] Bonn and asked: “Sarge, can the dog get a bite?” Bonn
      “responded with one word, which was yes.“ Bonn testified that ”[a]t
      that time, [the suspects] still had their hands in the air and they
      weren’t doing anything.” Bonn then witnessed Delozier and Mohr
      have “a very, very brief exchange,” followed by Mohr releasing the
      dog. The dog attacked Mendez, who “still had his hands in the air
      when . . . the dog bit him in the leg. [He] went down screaming and
      continued to scream.”

      Then there are the accounts of this cop misuse of the dog to terrorize other members of the community.

      It doesn’t seem that she really did do anything illegal. If dogs can’t be used against potential criminals, why are police departments spending millions of dollars training and taking care of the dogs? Also if it was illegal, why did they wait until the last day of the statue of limitations? This stinks and while I agree, that I don’t want the police to be running a muck and doing whatever they please. This case does not appear to fit carelessness. The case stinks and there is more to this than we’ll ever know. Wonder if she was actually honest, and those around and above her were not.

      Chet. People voluntarily give up their ‘rights’ when they break the law. Prisoners give up their ‘right’ to liberty when they commit the crime. People who cross the border illegally are criminals. Due to the real threat of islamic and cartel terrorism, we should have a fence and a demilitarized zone along our entire border with machine guns and land mines. Not saying we shouldn’t have immigrants, just that it has to be controlled and the law respected.

      Entering the country is not a right. Trespassing is not a right. Not being mauled by a dog when you are trying to surrender is a right. I don’t know if that’s what happened here, but it’s what a jury decided happened based on the testimony of her superior officer at the scene.

      If she was trained, and followed her training properly then no she is not guilty of anything. Put the ones who trained her on trial. Our courts are completely corrupt. People get on here every day in numbers and comment on the corrupt system. Why would the judicial system be any different. We are all headed down and no part of this country is exempt.       Typically officers are trained per policy and procedures for their department. You cannot arrest the instructors. The most affective avenue would be to sue the PD for at least a change in policies/procedures. Something tells me this officer was railroaded and made the best decision she could at the time. There are officers that have made worse mistakes and not done any time. They wanted to make an example of her.

    This really sucks! I remember speaking up when a fellow police officer violated someone’s Miranda rights, I spoke up and was charged with interfearing with a investigation. Pretty much ended my career, when those in power need a scape goat they find one, even if they are not guilty of anything.
    Least this was 2001, and we can not blame Obama’s U.S Department of Justice this time. Between now and the election, I would hate to be a US Border Patrol Agent. Sending someone to prison for doing their job is just wrong, but I forget, it isn’t about right or wrong it is about making people feel good.

The US Government seems like they would rather throw them under a bus, instead of trying to defend them. As I was looking up the info for the Border Patrol Agents & Mr. Hernandez, I found out the same AG Johnny Sutton prosecuted them all. Isn’t that a coincidence?

    This happened during bushie wooshies administration folks. Bush had no problem with the prosecution and persecution of law enforcement who tangled with illegals. Our countries courts are corrupted by degenerates who hate America and love slimy illegal immigrants and any criminal that fills the courtroom with their stench.       I did not know that Bush was elected as a chief of judicial branch. I though the 3 branches of government are separate. One exception would be if the executive branch issues a policy for judicial branch that is passed through Congress and becomes a law.

      Or do you mean that he issued a policy that specifically addressed cases like these? If so, I want to see the actual copy of it, plus the specific section that relates to the case.

      2×4: Courts are in the Judicial Branch. Federal prosecutors are part of the Justice Department and thus in the Executive Branch. The incident happened and the charges were brought during the Clinton Administration. The first trial took place a month after Bush took office, and the one that convicted her took place the same year. Unlike the case involving the two border patrol agents, this one seems to have garnered no national publicity at the time.
