TAMPA, Fla. (The Blaze/AP) — Florida Gov. Rick Scott has rejected a request from the Tampa mayor to prohibit the carrying of guns in downtown during the Republican National Convention this summer because it would infringe upon “sacred constitutional traditions,” according to a letter released Wednesday.

Concerned about the politically charged atmosphere on the streets outside the convention hall, Mayor Bob Buckhorn wrote to Scott Tuesday (via Tampa Bay Online) asking for an executive order that would temporarily override state laws allowing people with concealed weapons permits to transport firearms downtown.

The Republican governor fired off a letter (via Tampa Bay Times) to Buckhorn later Tuesday, denying the request in no uncertain terms. Scott said banning firearms in downtown Tampa would infringe on citizens’ constitutionally protected rights to legally arm themselves.

Scott wrote that while he shared Buckhorn’s concern about violent anti-government protests and other civil unrest, “it is unclear how disarming law-abiding citizens would better protect them from the dangers and threats posed by those who would flout the law.”

“It is at just such times that the constitutional right to self-defense is most precious and must be protected from government overreach,” Scott wrote. “I am confident the many federal, state and local law enforcement agencies focused on the RNC will fully protect Floridians and visitors, without the need to resort to sweeping infringements on our most sacred constitutional traditions.”

Buckhorn, a Democrat, told reporters Wednesday he was disappointed but not surprised.

“I believe that there is no reason to have a concealed firearm in downtown Tampa that week,” Buckhorn said in a statement. “And, to be clear, I am far less concerned with those who have concealed weapons permits than the ones who may somehow acquire a weapon and use it to create mayhem … These are extenuating circumstances and should be treated as such.”

Scott, who was elected with tea party support and endorsed by the National Rifle Association, has been clear about his stand against any gun-control efforts. One of the bills he signed into law after this year’s legislative session prevents doctors from asking patients about gun ownership. Doctors had urged a veto, contending that it would violate the doctor-patient relationship.

Dennis Henigan, vice president of the Brady Campaign to Prevent Gun Violence, said Wednesday that Buckhorn’s request of Scott “seems like the height of common sense.”

“This kind of debate outside a national convention should be done without the intimidating presence of guns,” Henigan said. But he added that “nothing Florida does ever surprises us” when it comes to allowing access to guns.

For the convention, Tampa city leaders have already proposed a host of banned items (lumber, hatchets, gas masks, chains and “super soaker” water cannons) – but they are prevented from outlawing concealed guns. Buckhorn had said the state law has made the city “look silly,” particularly because officials can ban water guns but not real ones.

Tampa wants to ban those items within a wide “Event Zone,” which includes a protest area with portable toilets, water, a stage and a microphone for protesters. Outside that area, people will be allowed to march down an official parade route as long as they have a permit. The exact location of the protest zones and security perimeter will be decided later.

Members of a group called the Coalition to March on the RNC said they plan to speak out against the limitations at a Tampa City Council meeting Thursday.

The guns issue is more complicated in Charlotte, host city for the Democratic National Convention. The city in January adopted an ordinance allowing it to set up “extraordinary event zones” – designated areas where people won’t be allowed to carry backpacks and other items.

The city wanted to ban guns in those zones. State law, though, allows people to carry concealed weapons — unless they’re at a parade or protest. That makes it unclear exactly where and when people are allowed to carry guns.

The Republicans will gather for the nominating convention at the Tampa Bay Times Forum in Tampa Aug. 27-30, and the Democrats will follow a week later at Charlotte’s Time Warner Cable Arena. The Secret Service has banned civilians from carrying guns inside the arenas.

The federal government has given $50 million each to Charlotte and Tampa to help them pay for new security-related equipment, training and officer salaries.

      Awesome. Plenty of time to file my Fee schedule with the City of Tampa since they ruled I could not wear my gas mask.

      I wear it to protect myself from the Metal Oxides and barium salts they spray in the Tampa Bay area
      and cliam it is for “geo-engineering”.

      I am going to sue the City if detained and my fee will be 1 dollar per second that you violate my rights.
      For you city Comptrollers that will be $86,000 per day.

      I appreciate your independent streak, but what does rusted metal have to do with anything? I’d be shocked if breathing a little did you any harm. “Metal Oxides” sounds scarey if you don’t know what it means, but it’s literally “rusted metal”, that’s it. After oxidation (rusting), the metal is probably rendered inert since it’s already bonded to oxygen.

      That is what the Constitution is all about. Try reading it sometime.

      It will explain that my rights are being violated daily by a Corporation that claims they are a representative government.

      I am pretty sure it doesn’t say, I have the Right to bear arms unless there is a political convention
      nearby.

      Rust is iron oxide. Aluminum also reacts with oxygen as do many elements. You insinuate two ideas: (1) the government is spraying all manner of particulates (contrails?) into the atmosphere that fall to earth; and (2) many of these compounds will either cause mental or physical maladies. Depending on where one lives, they inhale many of the items you list because of the surface environment. Without name calling can you cite evidence of either the government release of these items or in the case of metal oxides the public health consequences? Would be interested to see your response.

      I really didnt want to get into debating “metal oxides and rust”, but I was coerced.

      My point was the Violation of My Constitutional Rights by these “Governments”.
      Federal, State and Local.

      Just in case you are a “government” operative that is trying to get me to incriminate myself,
      I must make a correction. The Congressional Bill I posted is 100% undisputable evidence that our “government” (Corporation) acknowledges chemtrails and does not provide an ultimate fact that they “spray”.

      I see them Spray nearly everyday, so I don‘t need someone’s “facts”.

      I clean my windsheild every morning and have to do it again in the afternoon.

      If compelled or threatened, I can assure you I will have physical evidence to substantiate my claim,
      in any court you may try to bring me in.
      Rest assured I will counter sue, in a civil court, under common law jurisdiction, with a trail by jury of MY peers, and will file appeals if I lose, all the way to the Supreme Court.

    So why is that week any different? Why did he ask for the ban? Is he expecting trouble or at least “tensions” perhaps a NBP, OWS anarchist or Neo-nazi presence?
    In that case, this is exactly the reason that individual “law abiding” citizens should be in a position to arm themselves. If you are the “bad guy” are you going to be more or less likely to cause trouble ike perhaps a riot, knowing the shop keepers may be armed?

    Folks,

    We all know that this convention will be filled with violence. They left is going to attack it from all fronts. The people that will incite this violence won’t be Republicans attending the event. Nor will they be law abiding citizens.
    These people will be the gutter trash of our society. Occupiers, Union Thugs, Anarchists, Black Supremists, and Criminals. They will do everything they can to disrupt the event and they will use that old justification of “Civil Disobedience”
    They won’t care about Banned Items, they will do whatever they want.

    A ban on concealed firearms will have one effect. It will disarm the law abiding. It will make them vulnerable to the gutter trash. It’s no surprise that the liberal mayor wants it.

    I prefer that convention attendee’s be armed. It’ll make some of the orcs who are planning to disprupt this event, think twice about trying to hurt one of the attendees or their families.

      Perhaps the left should read about the 100 to 1 attack on a white couple in another blaze story on this same date. But then the 13 percenters would rationale that story too I’m sure. By the way I’m one of those who feel if not for EXCESSIVE greed that capitalism AND the basic needs of the public CAN co-exist. The key word here is EXCESSIVE. But at no time will I give up my 2nd amendment rights, and certainly not at some traffic light in the dark of night being attacked by 100 chimps. The only rational answer to that story was to run the light and let the cars weight do the talking…for that couple. But the guy did the wrong thing, he got out of his car to confront the rock thrower while the numbers were a staggering 100 to 1, that was just dumb. use your head, err, or your car next time!

Speaking about being polite/gentleman…I have always been impressed by Bill Hemmer, Fox News, but I always have to stop & my mouth drops open everytime Martha comes to the platform to sit down to join Bill, and Bill gives alittle stand-up for a lady, Martha. Whow in this day & age, pretty special and Martha says “thank you Bill” each & everytime! Good for her too. Bill, a gentleman and Martha, a lady! Class acts! Oh, my husband always opened the car door & doors for me and I always said “thank you, dear”. It is GREAT to be treated like a lady. Thank you men whereever you are if you do this for your lady. Hope your lady says “thank you”.

    The Republicans haven’t ruled Congress for 6 years, the White House for 4. People are upset because the economy and the country are a mess and protests will be at the Republican convention? That makes absolutely no effing sense.

    It’s a right recognized by the 2nd amendment of the United States Constitution so that individuals can exercise the God given right to protect ourselves!

    If the governor Had allowed this gun ban, which was advertised as temporary, it would have been the foot in the door for all the leftist gun control freaks. Then, the next thing you know, only criminals would have guns in that city, and the law abiding citizens would not be allowed to defend themselves. Unconstitutional mayors need to be recalled. Period. That’s the only way to get their attention.

    Without knowing beforehand, I guessed EXACTLY the party affiliation of the Tampa Mayor!!!! This means that the “protests” will be alot more subdued than the Democrat convention will be be!! Great job Gov Scott, keep the faith and I shall vote for you once more!! We even have a “west coast” here in Florida glad I live in the far east!!!
