Report: Detroit Could be Broke in One Week, Faces State Takeover

DETROIT (The Blaze/AP) — Detroit could run out of cash in a week if a lawsuit challenging an agreement with the state to fix the city‘s finances isn’t dropped, the city’s new chief financial officer said Friday, raising concerns of a full-fledged takeover by the state.

“If our city runs out of money, there is no bigger crisis that we would have in our city,” Detroit Mayor Dave Bing said Friday morning, adding that his frustration level is “off the charts,” according to the Detroit Free Press.

Finance chief Jack Martin offered his assessment a day after the state treasurer’s office told city officials Detroit is at risk of losing $80 million in revenue sharing because of the lawsuit. He said the city will be broke by June 15. He said the city should be able to make payroll for employees, but it will be operating under a deficit.

Bing, who wants the lawsuit withdrawn, told reporters Friday that the agreement with the state could be violated if the city runs out of money.

“It’s an emergency,” Bing said. “It is a crisis and we’ve been in a crisis for a long time. This just ups the ante more than anything else. And I think, from a leadership standpoint, it’s incumbent upon us as leaders to deal with this expeditiously, which means ASAP.”

Bing planned to meet Friday morning with City Council to discuss the situation, but that meeting was pushed back to Monday.

Detroit Corporation Counsel Krystal Crittendon last week filed a lawsuit with the Court of Claims in Lansing asking that the consent agreement be overturned. The suit claims the state already owes Detroit $224 million in past revenue sharing and that Michigan law prevents the city and state cannot from entering into a consent agreement if one of them owes the other money.

Michigan Gov. Rick Snyder has said the state doesn’t owe Detroit any money. The state wants Bing to compel Crittendon to drop the lawsuit.

However, Council President Charles Pugh said he and other council members are urging Crittendon to “stand her ground.”

As for the warning that the city might be broke next week, Pugh said “We feel like that may be a bit of an exaggeration,” according to the Detroit Free Press.

Bing said in a statement Friday that he has urged Crittendon to withdraw the lawsuit but that the city charter gives her “the independent right to take whatever action she deems reasonable,” including judicial action, if she thinks the charter has been violated.

“It’s unfortunate that as an appointee of the mayor’s office she does not report directly to me with the change of the charter,” Bing said. “She really doesn’t report to anybody.”

Martin said at least $35 million of the $80 million has been withdrawn from the city’s escrow account. A bond sale was approved earlier this year by the City Council with just over $80 million in interim financing backed by state revenue sharing due Detroit.

The bond sale is not part of the consent agreement, Treasury spokesman Caleb Buhs said Thursday, but the city’s failure to meet its obligations to the sale could lead to it losing revenue sharing. Without the millions of dollars from the state, Detroit would find it difficult to meet payroll and other bills. Any further slippage in the city’s already poor financial standing could lead the state to reconsider the effectiveness of the consent agreement.

Bing, the City Council and Gov. Snyder approved the agreement in April that would allow the state’s involvement in correcting an accumulated budget deficit of more than $200 million and billions of dollars in structural debt. In return, Snyder agreed not to hand the city’s finances over to an emergency manager.

      No it happened in Buffalo NY. and it went into State takeover and nothing

      changed. The problem is most of the people living there don’t pay taxes of

      any kind. Those that are left leave the city to get away from the out of reach

      taxes. Same thing happened in Buffalo and the city was under a 5 person panel

      for 3 years and everything was paid for by the state. Now the states broke!

      I hope the state government does not take over Detroit. There are more than enough Democrat African Americans, who play the race card. With a Republican state legislature & governor, some politicians are just waiting for Republicans appoint a committee to straiten out Detroit’s finances so they can scream racism.

      I think the Detroit city council & mayor have to experience vendors not providing services & goods, because the vendors were stiffed by Detroit the last few times or for 2 or 3 months. When the city council & mayor no longer can provide, then maybe just maybe they will wise up. The people will demand fiscally sound government.

      If the citizens do decide to riot, they should remember to not head north west toward Dearboristan, because they will not put up with it. the race card will not work with them.

      The only obvious problem is the mentality of those nominally in charge. The same bad results would occur if everyone in the room was white and if all those white people held the same mentality.

      I like the idea of buldozing and repurposing but how do you change the mindset of the people there? I know we have plenty of the hand out crowd standing around waiting to take it from me or anyone else that works and pays taxes in my state, we don’t need any more.
      Fire half the people sitting around that table and cut the pay of those that are left. If yoy can‘t pay for it then don’t buy it. It also looks like there is enough work cleaning up that city there should be no one getting a dime of assistance without working for it.

      I don’t like the idea of demolishing Detroit. The city is corrupt and decaying, but putting YOUR jackboots on the necks of those people probably isn’t the most free example of a solution. When I think of Detroit and their problems, a lot of solutions come to mind, and not a single one sounds like any of yours. I think you folks hang out on the wrong website.

      It’s high time that the voters in any state, facing the takeover of any city like Buffalo or Detroit, vote in govenors like Governor Walker of Wisconsin.       I can’t agree totally with that sentiment. Just like a Ponzi Scheme ala Bernie Madoff; they don’t work unless you have greedy people to fuel them. When someone believes they can make superior returns regardless of market conditions they fuel the success of the Ponzi schemer.

      When greedy people believe that they can make a good living without bustin’ it they fuel the success of socialistic governments.

      The success of the Ponzi Schemer and the Socialist government are short lived and those in charge are at fault. But, I can’t let the greedy people off the hook. It wouldn’t work without them. In the case of Detroit you add greedy and corrupt unions and it has been a foregone conclusion that it would come to this.

      I lived in Detroit from 1955 until 1963, It was a great place. Full employment. Virtually no crime. Then came the entitlement society and the Unions told people that they should make big money whether they worked hard or not, and the governments (the State of Michigan government has a hand in this too) started passing out money as de facto graft when you didn’t work at all! When that happens, this is what you will get. Every single stinking time. I’m still a Tigers fan though!

    I live just north of Flint, Michigan, about an hour north of Detroit. I’m old enough to remember when Detroit was truly a great city, a gem of the mid west. Sadly, those days are long gone. The last time I visited Detroit it nearly broke my heart. The city is falling down around the residents. Half the population is gone. The auto jobs that fueled Detroit have left never to return. The schools are some of the worst in the nation, most kids don’t graduate and the ones that do are functional idiots. Yes, the people of Detroit are mostly to blame for this disaster, but that doesn’t limit our responsibility to find a way to help rebuild this once vibrant city.

      New Orleans hopefully, has averted a disaster because of a disaster. Katrina resulted in the exit of many of the majority minority that had run the city for the past thirty five years. The same corruption, that incidentally, accounted for much of the city’s disaster. The federal government has realized that the city is now a minority minority city. They are however, building new “mixed income” housing at $240,000 each in the hopes of luring the minority, or their Title 8 clients back. So far, they only leadership position that the city has reacquired is the top of the national murder rate.

      It’s a good idea, but I’m pretty sure the Keynesian professor would teach the students that, ” not enough money was spent to stimulate the local economy.” Being a Keynesian means never having to admit you were 100% wrong about economics.     Detroit has been broke for years,decades really. When I lived in MI. thirty years
    ago all the tax money paid by people north of town line 46 was poured into the
    rat holes of detroit, flint and pontiac, to no avail I might add. The blacks tore things
    down faster then they could be put up. Southeast MI is a racial mess, the state
    of michigan would be better off to give the deed to that area to canada and see
    if they could do anything with it.

      As a resident I prefer the Canadian route if you look at Michigan it is a logistical nightmare for trade routes the best hope would be make it the countries largest prison.
