Report: Obama Authorizes Secret Support for Libyan Rebels

According to Reuters, President Obama has signed a “secret order authorizing covert U.S. government support for rebel forces seeking to oust Libyan leader Muammar Gaddafi.”

It’s unclear what the secret order means, but some are speculating that it may mean sending arms to rebel fighters. Is the next step a U.S. ground presence in Libya?

From Reuters:

Obama signed the order, known as a presidential “finding”, within the last two or three weeks, according to four U.S. government sources familiar with the matter.

Such findings are a principal form of presidential directive used to authorize secret operations by the Central Intelligence Agency. The CIA and the White House declined immediate comment…

News that Obama had given the authorization surfaced as the President and other U.S. and allied officials spoke openly about the possibility of sending arms supplies to Gaddafi’s opponents, who are fighting better-equipped government forces.

The United States is part of a coalition, with NATO members and some Arab states, which is conducting air strikes on Libyan government forces under a U.N. mandate aimed at protecting civilians opposing Gaddafi.

In interviews with American TV networks on Tuesday, Obama said the objective was for Gaddafi to “ultimately step down” from power. He spoke of applying “steady pressure, not only militarily but also through these other means” to force Gaddafi out.

Obama said the U.S. had not ruled out providing military hardware to rebels. “It’s fair to say that if we wanted to get weapons into Libya, we probably could. We’re looking at all our options at this point,” the President told ABC News anchor Diane Sawyer.

Reuters also reports:

People familiar with U.S. intelligence procedures said that Presidential covert action “findings” are normally crafted to provide broad authorization for a range of potential U.S. government actions to support a particular covert objective.

In order for specific operations to be carried out under the provisions of such a broad authorization — for example the delivery of cash or weapons to anti-Gaddafi forces — the White House also would have to give additional “permission” allowing such activities to proceed.

Because U.S. and allied intelligence agencies still have many questions about the identities and leadership of anti-Gaddafi forces, any covert U.S. activities are likely to proceed cautiously until more information about the rebels can be collected and analyzed, officials said.

CNN’s Wolf Blitzer reports on the “secret order” and what it means. Does the “secret order” go beyond what coalitions forces have agreed to commit in Libya, Blitzer asks?

    I am sure that the US has had CIA spooks there for some time and Delta is prob operating there as well on an organizational basis. Think about the fact that it was an unarmed group without leadership just a month ago with little if any military experience or expertise and now they have the backing of the UN in a no-fly zone and there is much more unit cohesion and making some head-way on the ground in an organized manner. That comes from knowledge. That comes from people who have been trained.

    You don’t get a Doctor to build a bridge, you get an engineer. You don’t run a war with a goatherder, you get Delta.

    The initial headline on Blaze’s home site is false. This report does not show us having a “ground presence”. All this is is an authorization for future covert actions, those actions only POSSIBLY inculding American operatives veing in Libya.

    I’m not saying I would be surprised if Obama did send Americans in, either CIA operatives and/or military support of them. I wouldn’t put anything past that fool. But so far that isn’t happening.

    The Blaze can do better than falsly sensationalize a war action.

    Was there really anyone who thought this would not happen? This Pres. has told us many times he does not beleive in the constitution. So to him, that means he can do what ever the hell he wants. And so, he is doing exactly what he wants.
    This is a civil war and we have no business being there.

      The Alien and Sedition Act was repealed by executive order yrs ago. Ford or Nixon, I believe. IN it you only need suspicion of said activity to be arrested. I.E Hoover Admin.

      We will need concrete evidence of high crimes and misdemeanors. Much has beed destroyed and the rest is just association and hapenstance.

      Then we are going to need real judges bound by the Constitution.

      We will also need reps who are sqeaky clean. Not gonna happen.

      Lastly, Obama will stage an event if he thinks his time is coming. Blame it on the ragheads he is supplying with weapons and declare Martial Law.

      There is a difference between simply reporting that we are conducting operations (what Rueters and the Blaze have done) and clearly identifying what those operations are (what the NYT did). It’s like the President announcing the beginning of military hostilities. That’s not the same as broadcasting where our carrier force is.

    Using a United Nations Resolution, the United States fired missiles into a sovereign nation. Thinking that I may have missed something, I reread the Constitution. But I was unable to find the section giving the United Nations the power to declare war. You Constitutional scholars please help.

    Where in the Constitution is the United Nations given the power to declare our country at war?

    Is the United States still a republic? Where is the outrage in the Congress?

      The United Nations cannot grant power, you are correct, but you are incorrect in your misinterpretation of the Constitution. Nowhere does it state (not even ambiguously) that Congress must grant permission for the President of the United States to engage the military. The force used in Libya is not “war” as many people have suggested, but strategic military force. As commander and chief, the president has the authority to direct them in these limited engagements and since the scope of the attack is extremely far from anything close to war, the President in no way violating the Constitution.

      If we could make it stick, I say “Go for it”. However, we MUST make sure that whatever charges (articles) of Impeachment we bring him up on, we have to be 99% sure that they will stick. If we try once and fail, then we will never get a second chance.

      To be honest, Glenn’s position bothers me. He’s against a revolution, because it would destroy America (so will doing nothing), and he says the military route is just not how it’s done in this country.

      His solution is to pray and wait for miracles. I believe in miracles, and I deeply appreciate Glenn, but I can’t trust his spiritual insight, sorry.       What I cannot understand is why, after two years of unconstitutional legislation and seditious activity against the best interests of the people of the United States of America, has no one yet begun impeachment proceedings against Barrack H. Obama? Is there still a reasonable doubt as to his efforts to undermine and weaken this country?

      I guess my lack of a college education makes me too stupid to understand why my checkbook must be balanced while the U.S. checkbook can be continuously drawn from without ever having to post a deposit to it!

      This lack of education also blocks my vision of the imminent danger posed to the safety of the United States being posed by an insurrection in Libya, fought by the same gentle folk that are fighting our troops in Iraq and Afganistan. I also do not understand the dire need to afford the Libyan insurgents the protection of the US military in one country while opposing them on the battlefield of another.

      Finally, will someone please explain how, in the “Land of the Free”, one can be forced to buy any product or service just because some government official decided it was a good thing to do, or when the Constitution was changed to allow self-serving individuals, having been appointed to a government position, to create, implement and enforce laws that affect the entire population, without those laws being subjected to congressional review and passage?

      I ask again, why has no one yet begun impeachment proceedings against Barrack H. Obama?

      If we could make it stick, I say “Go for it”. However, we MUST make sure that whatever charges (articles) of Impeachment we bring him up on, we have to be 99% sure that they will stick. If we try once and fail, then we will never get a second chance.

      Not only do we need the “Smoking Gun”, we need a video of Obama firing the weapon showing the bullet coming out of the gun the smoke then following the bullet into the intended target. It has to be that air-tight!

      I think you mis-read Glenn. Yes, he wants us to trust in God, but he does not say that we should hide like scared Rabbits either. Remember he is very big on gun ownership and the right to carry, and use if needed, so although he won’t say it publicly (for good reasons), he would be the first to NOT BACK DOWN.

      There is nothing in the Bible that says we have to become punching bags or be used for target practice. There is a right to self-defense that is in our DNA and well as our Souls, both given to us by God. I think Glenn just wants us to NOT throw the first punch. If it comes down to a Civil War, let the radical bast*rds on the left start it.

      I too wrestle with the same sort of questions…How long do we wait? AND…everyone was so optimistic after Nov 2…but what really changed? The corruption in this country runs deep…deep…deep…I’m still waiting for Obama to step on the “wrong foot” of the “right person or entity” AND he gets thrown to the wolves by “his” own kind…I believe this could happen…there really is no honor among thieves!

      If it surprises anyone that the US has people on the ground in Libya talking to the rebels, then you should read more. I can’t prove it – it’s a state secret – but the US has CIA people on the ground, collecting intelligence in every country. There have there been delta force types in Libya for a month I’m sure trying to figure out who holds the most influence among the rebels.

      Bush had people on the ground, bribing Iraqis, gathering intelligence a year before the invasion. Read Bob Woodward’s “Plan of Attack,” which is based on interviews with Bush and the other primary members of his administration. Not a great book, but a good one to understand how the US has people on the ground long before the bullets start to fly.

      During that period where President Obama was accused by the conservatives of “dithering”, saying the President was “indecisive”, there were intense negotions ongoing with Arab nations and every other large nation in the world on how the world should react to the situation in Libya. That’s not done in a day, or a week. A consensus among world leaders of some kind was reached, the UN passed a resolution, and the coalition went after Gaddafi.

      Once that happened, Gingrich and Palin suddenly reversed their position of demanding Obama create a no fly zone, and are now saying we shouldn’t have intervened. Belatedly, now that the US has acted, you, Newt, Sarah and Bachman are saying it’s wrong. Funny how those opinions only come out once action is taken. Too late. Next time speak up sooner, you peace lovers, who have the stomach to see thousands of people slaughtered and can still say “not my problem.”

      I believe Obama is purposely planning to inject the Muslim Brotherhood and Al Qaeda with the potential to amass the power structure needed to form the Caliphate the Muslim world so desperately wants.

      This will NOT work out well for Israel and Obama will claim the unintentional accident could have happened to anyone.

      Iran must be very happy with these results. Ahmadinejad couldn’t have scripted this situation any better.

This is the same kind of leadership that watched Hitler murder millions of Jews because choices were too hard and they didn’t have the character and conviction to do what was right. Real leaders don’t enjoy and revel in the position of being told what, when and how to use their military and how to conduct their country’s affairs, but that is what this pretender and thief is most comfortable doing. He’s a community organizer, a junior senator, a college professor who’s hiding as much of his past as is humanly possible. If it weren’t for teleprompters he would collapse before your eyes like an empty suit. The US is critically dehydrated and thirsts for a George Washington or Thomas Jefferson…2012 will be different…

      Do you understand that it takes an act of Congress to declare war? And that a declaration of war requires that either the sovereignty or safety of the people of the United States must be in jeopardy? AND that the president can only command the military into war-like acts in a time of immediate National threat of the same? Obama claims this is a “humanitarian effort” and that we got permission from the UN to send our people into harms way. It don’t work like that. If all you want to do is parrot his speach from Tuesday in your own words, it still smells like a cat turd that needs to be scooped up and flushed. And i KNOW you are gonna bring up Bush Jr.’s Iraq war, which he slickly gained Congressional approval to do anything he wanted, which, although technically unconstitutional, was…well, still legal….I think… Either way, I still disapprove of how it was done.

      Bottom line: If he wants to go give a speach about “humanitarian efforts”, he should take a hard look at Rwanda and The Congo, etc. Far more people are being/have been murdered in genocidal acts father south in Africa under his watch than could ever happen in Lybia if this were allowed to play out.

      I still pray for the day you open your eyes and see what is blatently right in front of you, and really, the only reason i can fathom that you would toe this administration’s line is that you agree that this great Nation is wrong and needs to be turned into a European (at best) socialistic state.
