Report: Obama Introduces Jobs Plan ‘That Doesn’t Need Congress’

Is President Obama forming a pattern of making decisions without Congress’ blessing? First, he opted not to ask for approval for the Libya mission. Now, the president is laying the framework for a jobs and infrastructure program that the executive branch may have the full power to implement.
Interestingly, he‘s making sure Congress knows that he’s not dependent upon them, as the details surrounding the proposals are beginning to leak just a week before he addresses the nation — and both houses of the legislative branch — about job creation.
This new revelation comes as Obama is asking several federal agencies to identify some infrastructure projects that would assist in job creation. Aside from offering work to some of the nations unemployed, these projects would be expedited immediately without the need to involve the legislative branch.
The Atlantic, in a piece titled “Obama Rolls Out a Jobs Plan That Doesn’t Need Congress, has more:
Under Wednesday’s order, the departments of Agriculture, Commerce, Housing and Urban Development, Interior, and Transportation will each select up to three high-priority infrastructure projects that can be completed within the control and jurisdiction of the federal government. The effort is labeled as a “common-sense approach“ to spurring job growth ”in the near term.”
Additionally, the president is drafting what some are calling a “Plan B” in the case that Congress doesn’t come up with viable reforms to the 2001 No Child Left Behind regulations. While some may interpret these moves as “big government” in their size, scope and reliance on only one portion of the federal government, others would disagree.
In a political climate that is characterized by intense disagreement and endless banter, the president’s supporters will likely label these moves as necessary steps that must be taken in order to get something done in Washington.
Certainly, some would contend that the former notion — that Obama is seeking to go it alone — is a bit of an overreaction. That being said, some interesting words from White House Press Secretary Jay Carney earlier today seem to indicate that the president is fully aware of the fact that he doesn’t necessarily need Congress to implement his plans.
Earlier today, when Fox News’ Ed Henry asked Carney, “Why doesn’t he [Obama] give a speech from the oval office tonight saying here’s my plan?,” Carney said:
“He wants to speak before Congress because he recognizes that while there are things he can do without Congress, and he will do them, there are actions that need to be taken with Congress that require legislation to grow the economy and create jobs. And he wants to go to Congress, speak directly to members of Congress, and layout his proposals.”
Below, watch this exchange unfold:
While details about Obama’s plan are still sparse, another component that may be in the way is a national infrastructure bank that would entice private investors into road and rail projects. This, according to sources, could be a major part of the jobs package that President Barack Obama hopes will finally bring relief to the unemployed.
The president has pushed the idea of an infrastructure bank in recent speeches and has praised Senate and House bills that create such a government-sponsored lending institution. Whether the bank, which would need time to organize, could have any real impact on the jobs situation in the coming year – and particularly before the November 2012 elections – is in dispute.
Next week, America will have a much clearer vision about what the president is proposing. And Congress, for better or for worse, will be made more fully aware of the role it will play in job creation.
The Associated Press contributed to this report.

Posted on September 1, 2011 at 10:34pmAll the things he is doing with Congress is just for show… a smoke screen. He has already replaced the government with czars and regulating agencies that have made major, major changes by instituting regulations that usurp the power of the legislative branch of the government… Congress. Constitutionally, only Congress can make laws. Obama’s shadow government has brought about more sweeping regulatory changes than anyone can keep up with… all of them punishable if broken. That is the same as a law to me. In the meantime, Congress has passed no laws. No one seems to be paying attention to the real game at hand.

Posted on September 2, 2011 at 6:32amMr President –
Your jobs speech has nothing to do with jobs, it is another one of your campaign speeches. It is not the place of the federal government to create jobs. Did you not take history in your Muslim school? Have you ever studied the great depression? All of the programs and projects started by the federal government and FDR, failed to kick start the economy. WWII is what fixed our economy. The federal gov is not the fix. Did you not study our economy when Jimmy Carter put us into a down ward spiral. Reagan did not create jobs, he eased the burden on those that do create jobs, and they flourished.
If you will get off the back of the American business people and corporations, they will create jobs. America is great because of its people, not because of its government. Union power and over regulation is destroying jobs in America (look at Detroit).
Go back and play more golf, you socialism is not helping, it is destroying. Take a big long vacation until the next election, let Americans fix America. You are destroying it. Then again, what should we expect from a president who declared his run for the presidency in the home of a anti-American terrorist who blew up bombs in our subways, and openly called for a revolution that killed millions of American capitalists.
Take a quick look at your previous speeches, and the businesses that you held up as the example. Most of these have crumbled, and are no longer in business.

Posted on September 2, 2011 at 8:22amAnd it continues. We are not organizing and making our thoughts known to our elected officials, demanding that this traitor be removed from office along with all his henchmen such as Eric Holder, thus they continue to change our country into a marxist/communist regime. They know we conservatives and libertarians have a ‘wait and see’ attitude and they can continue to get away with this. They know we most likely will not organize and become vocal but will just sit and type on the computer all day about how we hate what they are doing.
The amount of outright treasonous and law-breaking tings this current administration has done is simply unbelievable. Instead of slowing down, it’s ramping up. This muslim-in-chief is going to be the last president we ever have, one way or another unless we get out and organize NOW. We had all better start attending every meeting we can and making our voices heard — village meetings, town meetings, city meetings, school board meetings — everything! We need to be civil and respectful, but demanding that our rules and laws of our Constitution to be strictly adhered to by all. There is little time left. So many hear seem to think that 2012 will change things — do you really want to put all your trust in that?
Organize Now! Fight Now! Do not let them continue the destruction of yours and your children’s futures!

He is not creating jobs. He is creating work – temporary work – to make it look like he is creating jobs. He’s trying to artificially lower unemployment rate until after elections. When the WPA projects are done it’s back to square one with 5 million more on unemployment. Socialiist Entitlements!!!
We need four things and four things only to bring 3% unemployment (full employment) back.
1.) Every illegal out of the coutry including expired visas. Minimum 5 years in jail for any employer who does not e-verify.
2.) Lower maximum corporate tax by 5% on any corporation for every 500,00 jobs brought back from offshore with a maximum corporate tax decrease to 15% (not 35% which is what it is now and the highest in the world)
3.) Disband the EPA and go after EVERY U.S. energy resource.
4.) Make public unions illegal
These are things the Socialists and Tree-Huggers will never allow.

I can guarantee that construction companies aren’t going to hire unskilled persons in droves. Perhaps a few to lean on shovels, but they are going to keep their CURRENT workers, those who AREN’T UNEMPLOYED!!!

Posted on September 2, 2011 at 11:58amNot surprised as Congress isn’t doing much of anything other than spewing out a bunch of 15 second sound bites that mean and accomplish nothing. Some movement is better than the loud mouths from both sides of the isle who will approve $ billions for rebuilding Afghanistan and Iraq and do nothing for job grow in the US. And no, cutting spending and taxes is not a job creation plan. Review the last four years of the Bush admin to see how tax cuts created jobs. And, no the wealthy don’t create jobs, demand does. Demand will pick up when we start investing in the US. End both wars now and we have $150 billion to $300 billion to invest in the US immediately. Bush’s bank bailout was bloated and poorly focused. The Congresses stimulus plan was bloated, poorly devised and poorly carried out. Letting states use the stimulus money to offset their budgets may have saved jobs but did not stimulate the economy. The states should have found their own money to save those jobs. And the worst politicians are the governors who took the stimulus money and now criticize the action or even worse claim they improved their State’s finances. We have the best politicians money can buy on both sides of the isle….follow the money to find the answer to why the country is messed up.

Recently gave all deported aliens an amnesty. Sent US military into Libyan war via regulations and by passed Congress. Made guns owners illegal to purchase a relatively common rifle. He will slam Congress as a do nothing branch this entire election year all the while he continues to dismantle the USA via Regulation edicts from the Executive Branch. Posted on September 1, 2011 at 10:39pmSimple answer: It takes 61 Republicans in the Senate to even consider impeachment.
Therefore, it is up to you and me and the rest of us to make sure we get the message out to our neighbors and make them understand the real problems with American Government in the 21 century.
As Glenn said today – not a TV/Radio Ad campaign, but you and me, person to person, one on one. Each of us must “pick up our musket of freedom” and march to the tune of the fife and the beat of the drum.

Posted on September 1, 2011 at 10:53pmI have a couple theories on why they wont start the process…
A: The Republicans are pretty confedent (and have good reason to be) that, anyone who runs against Obama will win. Why take him out, when you have a better than good chance your party will take the white house…..”party before people.”
B: Progressives play both sides of the field….in the end it is about government power (sometimes you need the left to win to pass those laws that the right will vote against, and sometimes you need the right to win). so the establishment Republicans just pretend to be about conservatism so you will eat up their lies and vote for them. For the establishment it doesn’t matter one way or another if he is impeached or not..the issue is just political, both sides can use the power..maybe they feel like the left needs the seat a little bit longer because they are on the verge of creating a lot of executive power over the people, and only Obama can do it because he has skin tone leverage….
Yes they are just theories….

Only RON PAUL stands apart as defender of small constitutional government.
Think about it, if government is only to protect our borders and our liberties, then it is not important who is in White House, a socialist, neo-con or communist. If government cannot print money and grow on its own, people win.

Posted on September 1, 2011 at 7:52pmNO RACE…your ignorance is clear. Infrastructure jobs are no-growth jobs. They don’t grow the economy. They’re tax payer funded. This isn’t difficult stuff you know? They’re usually short in duration also. Obama’s whistling past the graveyard trying to fool idiots like you. His energy secretary Stephen Chu just threw 535 million dollars in loan guarantees at a solar company that has gone bust. Let me say that slower for you….535 million TAX PAYER DOLLARS DOWN THE TOILET ON AN UNFEASIBLE ENTERPRISE.

Posted on September 1, 2011 at 7:17pmI agree, Jay! Seems like there is enough to impeach or start proceedings. But, it would never garner enough votes in the Senate. Not enough of our “represented leaders” can get beyond their self-serving interests to do the right thing for this country. Tax paying Americans need to store up what we need for 18 months or more. We need to stop working thereby cease paying taxes and stop funding this lunacy. That is the only “peaceful” way to get their attention.
