AUSTIN, Texas (AP) — Here’s the still-beating heart of the rift between Texas Gov. Rick Perry and his predecessor, George W. Bush: When Bush was governor he refused to appoint Perry’s brother-in-law to the Texas appeals court bench.

With Perry now running for president, the spotlight is shining on the tense relationship between the two Texans and their allied camps.

In public, both Perry and Bush shrug off any friction.

“Between the Bushes and Rick Perry there is absolutely no rift at all,” Perry recently told conservative radio show host Sean Hannity.

When Bush was asked in a separate interview about it, he mentioned Karl Rove, one of his most trusted advisers, and said: “Maybe with Karl. Not with my brother, with my dad, not with me at all. I admire him.”

Despite all the niceties, Perry didn‘t hold back when asked during a recent Republican debate about Rove’s comments that Perry’s 2010 book “Fed Up!“ contained such explosive language that it could be ”toxic” in the general presidential election.

“Karl has been over the top for a long time in some of his remarks,” Perry said.

Bush’s vice president, Dick Cheney, also has chastised Perry for branding Social Security “a Ponzi scheme.”

Perry responded to that by saying, “If Vice President Cheney or anyone else says that the program that we have in place today, and young people who are paying into that expect that program to be sound and for them to receive benefits when they reach retirement age, that is just a lie.”

These were just the latest tiffs in a spat that goes back to 1995. Perry was the state’s agricultural commissioner and Bush was the newly sworn-in governor. Perry lobbied for the appointment of his wife’s brother, Joseph E. Thigpen, to a vacancy on the 11th Court of Appeals in Eastland. Bush turned him down.

Bill Ratliff, who was Perry’s first lieutenant governor, said Perry blames Rove for denying the request. “It created some friction between the two and Karl got blamed.”

Bill Miller, a veteran Austin political consultant, confirms Ratliff’s recollection.

“The staff always takes the blame,” Miller said. “Karl absolutely was the surrogate.”

In a letter on commission stationary and dated Dec. 17, 1994, Perry wrote a recommendation to Clay Johnson, Gov.-elect Bush’s director of appointments.

“Let me, for the sake of `truth in advertising,’ share that Joseph is my brother-in-law,” Perry said. “He is an outstanding talent who has the ability to be a distinguished jurist.”

The appointment would last only the two years remaining on the vacant seat’s term, then the judge would face an election. “I obviously will campaign vigorously for him in 1996,” Perry said of Thigpen.

Bush spokesman Freddy Ford did not return messages seeking comment on the matter. Mark Miner, Perry’s campaign spokesman, said the request “has no bearing on the good relationship between President Bush and Governor Perry.”

“This happened years ago,” Miner said, “and people have moved on.”

Thigpen, who like Perry grew up in West Texas, served as district attorney from 1977 until 1984 of a rural district that stretched north of Abilene.

He also filled in as needed as a neighboring county’s attorney from 1989 to 1993, when he was fired because the county commissioners claimed he wasn’t often available when they sought his counsel.

That mark on his record made Bush look for another candidate, and Jim R. Wright was appointed to the Appeals Court in April 1995.

Thigpen, now 65, said he didn’t want to discuss being passed over.

“I’m an old man,” he said, “and I prefer to be left that way.”

Since the appointment flap, the Perry and Bush camps have drifted farther apart. This year, the establishment embodied by former President George H.W. Bush, father of George W. Bush, is pitted against the enraged tea partyers Perry wants to help him win the nomination.

Many who know both former governors say it’s little wonder they never saw eye to eye.

The Bush family was patrician. The Perrys were tenant cotton farmers.

George W. Bush went to Yale and Harvard, famously quit drinking and rarely curses. Perry graduated from Texas A&M, enjoys fine wine and frequently peppers his speeches with “damns” and “hells.”

The two men share the experience of being college cheerleaders.

It’s unclear whether bad blood between the two could make it harder for Perry to attract large donors in Texas and around the country who previously backed Bush.

Contacted by phone, several people who raised more than $200,000 for Bush campaigns indicated that the Perry-Bush relationship wouldn’t likely sway which candidate they ultimately support.

Rove and Perry reconciled briefly in 1998, when Perry was in a dead-heat race for lieutenant governor. Rove believed an attack ad Perry was running was too negative, so he asked Perry to ditch it. In return Rove delivered the all-important endorsement of George H.W. Bush, which helped propel Perry to victory.

George W. Bush was already in full national campaign mode while also keeping close tabs on Texas government to ensure it didn’t derail his plans to run for the White House. When Bush took Rove and the rest of his inner circle to Washington, Perry built his own Texas campaign team that twice helped him win the governor’s post.

The feud further escalated when Rove and many other top Bush advisers went to work for U.S. Sen. Kay Bailey Hutchison in her fierce battle against Perry for the 2010 gubernatorial nomination. Bush’s father even endorsed her.

Despite the political firepower behind Hutchison, Perry trounced her and cruised to his second re-election.

Some say Perry will want the support of the Bush family and its national political muscle over a long campaign.

For now, though, Team Bush, which left the White House with record-low approval ratings, is an easy target. Austin tea party activist Don Zimmerman called Perry’s chiding Rove on national TV “a no-brainer.”

“One of the weapons the Democrats will have against Governor Perry is to say, ‘Here comes another Bush,’” Zimmerman said. “He’s going to run away from that image as fast as he can.”

    as folks who are here because they like and respect GBeck and want to participate.
    The article you don’t like was Austin newspaper.
    It is amazing to me that you would complain about ignorant others and the voters in the state of
    Texas who were outraged over a MANDATE as it was written on the bill (mandate) and not as
    you wrote anywhere near the equivalent of polio. All one has to do is look at Texas Gov. Rick Perry to read the entire bill and think you might be surprised. And here is one for you-I voted for Perry because
    Kaye B. Hutchinson is pro choice and believe me I am a conservative, toots. Had nada to do with the
    Bush family. You might also become aware of where and who Gov. Perry awarded grants to for jobs.
    Look under initiatives. See how conservative you really are. Try TETF. Have to sign off because we
    are getting something Perry and all of us want and that is RAIN and I want to hear it.

      Perry is just like Obama and I have no confidence in his abilities besides making deals to benefit those people and companies who have money to play in the game.

      I and I think many other people are irritated that Perry just waltzes into the race and 1 week later, Fox News crowns him as the GOP candidate. Perry is a progressive who likes big government. It is quite an accomplishment to significantly expand the size of government in Texas with a Republican legislature. One can only imagine what Perry would have done with a Democratic legislature. I am still quite shocked that the GOP would support a candidate that enables open borders. I guess they could care less about Eric Holder’s Law suit against AZ . I personally do not understand how the GOP can let Perry get away with thumbing his nose at Arizona.

      I could vote for Santorum,Cain,Bachman,Romney,Gingrich,and I could even take a walk on the wild side and vote for Paul but I would never vote for Perry or Huntsmen. The way I see it voting for Perry is just like voting for Obama so you might as well let the Democrats get full credit for screwing up the U.S.A.

      There‘s no way perry’s going to beat Obama! Romney will beat obama and he’s the only one! Take a look at the polls you idiot! Keep supporting Perry who is NOT self controlled, presidential, educated, or thoughtful, and what you’ll get is 4 more years of Obama! All Perry has to do is announce he’s grilling hot dogs, have a band and give out balloons and people show up to give him their vote. The Bushes and Cheney and Rove ganged up on Perry and tried to get Kay Bailey Hutchinson elected as Governor of Texas. If I were Perry that would make me pretty angry. As to the comments here. It seems that at least two thirds are ignorant, uninformed, foaming at the mouth attacks and bizarre conspiracy theories about everything from Bilderwhatevers to life-saving vaccines. You people aren‘t Conservatives you’re certifiable nuts.

      The article specifically mentions the Hutchison debacle, but everybody knows that. The emphasis of the article is instead on what lies behind a long-standing feud that goes back further than 2010.

      Pay little attention to the commentary section; there’s an assortment of trolls from every political spectrum intent to lead discussions into irrelevancy.

      Or you came here to present yourself as what a Conservative should be. I digress from that because everyone can be wrong. On the actual substance of your post, I guess that I agree because beyond wild conspiracy theories and abject deflection, Bush (all of them) are right wing progressives. It only stands to reason that he would surround himself with those of his own party who are right wing progressives like himself. I’ve warned people about Hannity with his lovefest for these communists like Carl Rove, Dick Cheney, and the Bush’s. People are always free to believe what they want, but just a surface scratch of research exposes those people.

      Rick Perry is a very evil and wicked man and has built his political career on crony capitalism. He will sell his very soul for a $5000 political donation. Mitt Romney is by far the best candidate and will be the best president since George Washington. He is not running for any other reason than he knows this nation is in deparate need of his expertise and leadership. He has said on many occasions that if he thought for one minute anyone else in the race was more up to the challenge of fixing our nations serious problems he would step aside in a heartbeat and throw his complete support behind them.

    divulge Obama’s background. Some may think that Bush and Perry’s backgrounds are funny. Based on what Obama is doing as president, his history would probably scare hell out of those same people.

    Oh, and those who criticize him for his practical immigration policies are from Minnesota and Alaska. They are not border states that have a 38% Hispanic population. Nor do they have $100 billion year in goods crossing their border from Mexico. If you look closely at his immigration policies, they may not be optimal, but they are the best possible. The only candidate we have that can win the neccessary Hispanic vote. We could use all of the Marco Rubio’s that we can get. Perry/ Rubio 2012.

      Why is it that the citizens and the governor of Arizona do not share in Perry’s “practical” immigration policies? I believe you should use the word “political” in place of the word “practical”. Perry and other smooth talking Texan politicians use this issue to secure latino votes and to secure cheap labor for their business buddies.

      I believe the citizens and governor of Arizona would disagree with Perry’s practical immigration approach. I believe you should replace the word “practical” with “political”. Governor Perry like many Texan politicians use this issue to secure the latino vote to win elections in Texas . Perry and his cronies are no better than the Democrats.

      Wisehiney here’s the scoop the MSM is not going to vet Perry until and if (big if) he gets the GOP nomination because he would be the easiest GOP candidate to beat in the General Election. They will then showcase all of his crony deals,his lies, his growth of government in Texas and the projects he tried to push in Texas that the GOP legislature shut down.

      If the GOP tries to score on Obama‘s crony business practices they will point to Perry’s laundry list of crony deals.

      When the GOP points to the Dream Act the Dems will say that Perry followed the same immigration policies.

      If the GOP references Obama‘s practice of expanding government they will point to Perry’s record in Texas. They will also show that the growth of government jobs in Texas was more than double of the private sector jobs in Texas.

      If the GOP points to Obama’s Healthcare legislation, the Dems will point to Perry’s HPV mandate. They will also rip apart Texas’s healthcare. Texas has a large number of uninsured people,about 25%,what has Perry done to make healthcare more affordable for Texans-Nothing, because he is an empty walking cowboy hat, who has no clue how to fix this problem. His degree in animal science hasn’t quite prepared him for this task.

      Just curious are you Perry’s brother-in-law???

    So Perry is into hiring his family members for government positions as opposed to the person with the best qualifications,I am not surprised. The more Texas newspaper articles I read about this guy the more my head spins. People also need to read more about his network of crony deals and drill into the real details of his job creation record in Texas. If you are into growing government jobs Perry is your man.

    Though it‘s hard to understand why these two Globalists don’t get along better, you have to remember that Perry was a Democrat in ‘94 when this happened. This is a contrived story.

    haha……kinda reminds me of Huntsman’s jealousy/envy (say what he may, it shows…) towards Romney because Romney was the Oympics turn around guy and not him. After meeting and talking over “strategy”, Huntsboy, oh, Huntsman, Jr. flips and supports McCain. I’ve never heard “snarky” remarks from Romney but I’ve sure heard/seen them from Jr.

      Made me laugh……..BUT………we should NOT be fools! We have a great opportunity and we had better take advantage of it right away because America cannot afford another 4 years of Obama Misery Index!

      (Hey, wait!!! Why isn’t the Blaze……….truth of all truths………reporting on the REAL story with Perry’s crony capitalism????! I USED to be a Blaze/Beck fan……..)

    Hmm, yeah, he doesn’t like Bush because of a family feud, NOTHING to do whatsoever with Bush’s policies… Perry in his book said he admires and respects George Bush as a friend, but then he chastised him for not standing on Conservative principles by spending and allowing Government too large. This family feud nonsense is ridiculous
