(TheBlaze/AP) — Republican presidential contender Mitt Romney declared Thursday he has paid at least 13 percent of his income in federal taxes every year for the past decade, offering that new detail while still decrying a “small-minded” fascination over returns he will not release. President Barack Obama’s campaign shot back in doubt: “Prove it.”

Campaigning separately, Romney and running mate Paul Ryan also scrambled to explain their views on overhauling Medicare, the health care program relied on by millions of seniors.

Romney, the former company CEO, set up a whiteboard to make his case with a marker, while lawmaker Ryan resorted to congressional process language to explain why his budget plan includes the same $700 billion Medicare cut that he and Romney are assailing Obama for endorsing.

Essentially, Ryan said, he had to do it because Obama did it first.

Politically, both topics tie into major elements of the presidential race less than three months before the election: how well the candidates relate to the daily concerns and to the life circumstances of typical voters. Democrats are using the tax issue to raise doubts about Romney’s trustworthiness – or, as Republicans contend, to distract from a weak economic recovery under Obama.

Romney’s comments in South Carolina – at a news conference designed to focus on Medicare – showed that he remains sensitive to criticism of his tax payments but still is determined to release no more than two years of records to prove a point.

Meanwhile, the Obama campaign has aired an ad, without evidence, raises the prospect that Romney paid no taxes some years. The unproven claim came first from Senate Majority Leader Harry Reid, D-Nev., who is claiming, also without proof, than an “anonymous source” told him that Romney had not paid taxes for a decade.

“I did go back and look at my taxes and over the past 10 years and I never paid less than 13 percent,” Romney told reporters after he landed in South Carolina for a fundraising event. “I think the most recent year is 13.6 or something like that. So I paid taxes every single year.”

Aides later said Romney meant to say 13.9 percent, the amount he already disclosed for his 2010 federal return.

On average, middle income families, those making from $50,000 to $75,000 a year, pay 12.8 percent of their income in federal taxes, according to the nonpartisan Joint Committee on Taxation. In 2010 and 2011, Romney made about $21 million a year.

Romney is able to keep his tax rate low because most of his income is from investments, which are generally taxed at a lower rate than wages. That type of legal tax figuring is something Obama has proposed changing, although his campaign notably said nothing about Romney’s self-described tax rate itself.

Instead, the campaign targeted only Romney’s truthfulness, refusing to accept his answer and pressuring him to release years of earlier tax returns.

“Prove it,” said Obama spokeswoman Lis Smith. “Given Mitt Romney’s secrecy about his returns, coupled with the revelations in just the one return we have seen to date and the inconsistencies between this one return and his other financial disclosures, he has forfeited the right to have us take him just at his word.”

Reid’s office said much the same. Romney demanded that Reid “put up” the name of his anonymous source.

“Given the challenges that America faces – 23 million people out of work, Iran about to become nuclear, one out of six Americans in poverty – the fascination with taxes I’ve paid I find to be very small-minded,” Romney said.

Obama and Vice President Joe Biden have released their returns for the years since 2000. The Obamas paid 20.5 percent in federal income taxes in 2011.

    For all the name calling and tax records calling for, Harry Reid makes his own facts and records questionable. Even connections to organized crime. Those that usually push the hardest, for something the IRS would have sent Romney to jail for, may be the ones we should be looking at.

    13%!!! That means Romney is about as American as Obama is. The average American is too dumbed down and brainwashed to do the math. People are drunk with the American paradigm and they will not wake up until they reach bottom. We are in need of an intervention, we keep going back to the same bottle, the same drug that got us here in the first place, it is tantamount to suicide! Our government is ceremonial at best, it’s all pageantry and they want us all to be mere spectators. There is no nation state left, you and I (AND OUR GOVERNMENT) all work for foreign bankers. If you are fixed in your ideology you are beyond help.

    Romney doesn’t legally have to turn over more tax records. Besides the IRS isn’t taking issue with his filings. If he does cave in the Obama’s bullying it will just paint him as a loser and Obama the alpha dog. Romney looks better just saying no. More authorative. Keep pounding on the economy. Replay all those old tapes of Obama lies.
    People have a short attention span. They want the news not the olds. Tax issue boring now.

    If Mitt is anything like me, when some one challages me to tell them something that is none of their business, my first response is why do you want to know? Then my second is that is none of your business. There is nowhere in our laws that a candidate has to show them any as far as I know. Custom is one thing, law is another. Obama has used that well in his so-called transparent presidency, and I do not give a rip what Romney paid. I look at his charitable giving as much more indicitive of what kind of person he is. If I am wrong on the law part, please correct me.

    The dems just want to keep up the “I double dare you” banter. Saying he paid 13% and 20% if you add charitable contributions is enough said. I would not let them get into this discussion. There are more important issues to most Americans than how much Romney paid on his taxing and proving it. We have real questions about obamacare, medicare, jobs, the economy that affect our lives personally. His taxes do not affect me personally. This is a distraction and if the Dems want to keep it up….let them! The American people will get sick and tired of this talk~even democrats and independents! Let them hang themselves on their own talking points! I have heard enough!
    You don‘t hear Romney lowering the talking points to Obama’s social security number (from state he never lived in), college papers (spent millions to have sealed), or why his law license was suspended (he lied on application). What is the point? We are stuck with Obama till November any way. Dragging up what a liar he is now is not productive. Americans want to focus on issues that affect them personally. Yes, it is a distraction but I truly believe that even the most stupid person can see that! Let them hang themselves on their double dog dare ya banter.

Even when he doesn’t work or have an income n a year, he STILL pays the 13-15% “Investment” tax on his own money just sitting there!     My wife and I are in the 28% tax bracket, with deductions our effective tax rate is 8.8%’
    So 13%. Is a lot more than we pay. The statement that the secretary pays more than the boss Buffett, is not really true. When demrocratics speak you are hearing a lie.

      Romney’s base tax rate is around 15% (capital gains). With all his deductions, tax credits, loopholes – i would be shocked if he pays 13%. Typically, when someone like Romney has a complicated tax return, the goal is about half the base tax rate – so Romney’s effective rate should be 7.5%ish – if it is higher than that, his tax accountants are not very good

    Personally I wish Romney would WISE UP and quit playing along with the Democrats game. They are talking PERCENTAGES because that minimizes the amount of taxes he pays and makes it seem like he paid little or nothing for their lying ads.

    Listen up, Sheeple — 13.6% of $20 million is a HELL of a lot of money. You won‘t hear the Great Eared One’s minions talking about how Romney paid $2.7 MILLION in taxes every one of those years,not to mention giving 20% of his income to charity. (How much did Barry and Moochelle Antoinette give to charity last year, hmm? Maybe if they’d given more to charity, they would not have paid 20% in taxes. I expect that is what they are really PO’d about.)

    What I don‘t understand is why Romney is doing the Democrat’s work for them by going along with this PERCENTAGE BS? He should be stating the AMOUNT he paid, not the PERCENTAGE. Playing along with that PERCENTAGE crap only gives them more ammunition to use against him.

    Personally, I know that the “percentage” paid by Romney and others in his tax bracket is going to equal a LOT more money than what I pay, percentages aside, so I am not going to lose sleep over how they are not paying “enough”. How much is “enough”, according to the Democrats? Probably a Lot of YOURS, but not much of THEIRS, if they have their way. If you don’t like the “loopholes”, then demand a change to the tax laws. You think rich Democrats don’t use tax law loopholes to minimize what they pay?

      Tax avoidance isn’t lying. If you don’t want your money going to the federal government then you can donate it to causes you believe in – to causes that operate much more efficiently than your good old Uncle Sam — effectively lowering your taxable wages. It’s built into our tax code. So you can replace “he’s only paid %13 taxes for the past 10 years“ every time you open your filthy suck hole and say ”he’s paid his legal requirement for the past 10 years” and you lib‘s don’t sound like confused school children.

They know how much he has paid and it is their job to investigate tax fraud. The only reason the Obama campaign wants his taxes public is so they can play more of their class warfare games. If I’m Romney I openly say screw you to all those people demanding his tax returns. This “fair share” stuff is bull crap and does nothing but create class divisions and envy. Prove to us you did not enroll as a foreign student, prove to us who paid for your education and your trips abroad, prove to us why you have a SS # that is from CT. and why from there if you were not born there.       As i have told you in the past, this is a political decision. This is the most important job in the world. As i have told you before, it is not a good idea to shun transparency. Although most Americans think Romney is acting fishy, Romney refuses.

      If Romney doesnt have the guts to release and explain taxes, why would you think he is going to have the courage to make spending cuts or reduce the power of the federal government? Romney’s actions seem like a continuation of Bushism. That may be great to you, but you will not win elections with that

      Real, I do not believe he has to show his tax returns. There is nothing in the law that says he has to. Nothing in the Constitution that says he has to. I could give a crap what the Dems want. I am OK if he does not. However, it WAS his own father that when running for the Republican nomination, released 12 years of returns AND said everyone who runs should do the same. Now, ……..that is a kicker. If he does not want to respect his dads word, then there is a reason.
