Seattle Police Chief Apologizes for Cops Mocking Victim

The Seattle Police Department has launched an internal investigation after a police dash camera caught officers mocking a victim at the scene of a serious accident. And now, even the local police chief has apologized to the victim.

The incident happened in October when Time Nelson was hit by a semi truck while he was out jogging. He suffered a broken back, six cracked ribs, and a fractured skull. He later hired an attorney to investigate who was at fault. That investigation turned up the dash cam video, which then revealed that officers who responded to the scene got a few laughs at Nelson’s expense.

“They say he flew up in the air and landed on his noggin,” one officer is heard saying.

“Hey, that ain’t my problem,” responds the second officer.

“That’s why you drive a car!” the first one adds.

“Yeah, don’t try to jog to work, you dumb (expletive),” says the other.

KOMO-TV has the relevant part of the exchange:

But the officers weren’t done there — they can also be heard mocking a second person: the driver of the semi. KOMO-TV reports:

“‘I don’t know. It uh, hit da truck! I don’t know,’” says the first officer, apparently imitating the driver’s accent.

“I’m sorry?” asks the second.

“‘I don’t know. It hit da truck,’” the first officer repeats.

“He goes, ‘What happen now? I get ticket?’” says the second officer, laughing.

Nelson is furious at the officers’ actions, especially considering he was jogging during a week when city officials encouraged residents to not use cars to get to work in order to avoid gridlock.

“I was near-death and this is the best I can get out of this cop? And all he did was walk around with a chip on his shoulder,” he told KOMO earlier this week. “The city and the state had begged all of us – particularly from West Seattle – not to drive if we could help it. For some reason, I did what they asked and that’s what I got.”

Nelson added that he’s not looking for financial gain, but rather an apology from either the city or the main offending officer. Earlier in the week, Deputy police Chief Clark Kimerer told KIRO-TV the behavior was “unacceptable” but that the officers would be given “due process.” But that didn’t stop the police chief from going a step further and actually apologizing.

KIRO-TV reports that Chief John Diaz personally called Nelson personally:

“He needed to hear from me,” Diaz said. “That wasn’t my expectation for the officers and I needed him to hear my personal apology for what had occurred.”

Nelson declined to be interviewed about the apology – he said his “15 minutes of fame” were over – but told KIRO 7 in an email that he appreciated what Diaz said.

“He really is a good leader,” Nelson told KIRO of Diaz. “I did not expect this, and having served in the military and being a squad leader myself, I already knew that any good leader will take responsibility for any actions unprofessional by themselves or their units. I accepted the apology and told him it was very noble of him to do that.”

    The truth is that this guy acted stupidly….big truck vs. man jogging = almost dead man.
    The cops did not make fun of him to his face and the truth is they are right. He is a sue happy liberal and would not have known what was said if it was not for the fact that he wanted to sue the truck driver for HIS OWN stupidity!

      I’m not sure how you get the idea that he is sue happy…

      People jog on the side of the road as well as ride their bikes all the time. When you go through drivers ed, you are taught to watch out for these people. Unless the guy was jogging in the middle of the road or ran out in front of the truck, he isn’t at fault. Besides, the story is about the two asswipes of humanity cops who seem to find something comical about someone else’s tragedy. I’ll bet the shoe would be on the other foot if it was one of their relatives they were attending to out there on the street.

      First off, I was a Cop for 23 years, now medically retired. I worked in Crime Scene & Evidence and saw a lot of injuries, some of which were pretty stupidly obtained. You get numb to feeling anything for anyone else after awhile, I believe out of self-preservation, much like black humor, which a lot of civilians don’t get.

      That being said, I would never have mocked this guy for making the choice to jog to work. I may have mocked the truck drivers english however, but I’d have done it later, especially if he weren’t here legally.

      Mocking a victim, especially injured in this fashion would be embarrasing to any Agency… well, maybe not the Feds.

      For the record, Joggers and pedestrians are supposed to do so while facing traffic, so that you can try to anticipate issues headed your way. Check your state and local laws.

      Some cops are jerks. Some doctors are jerks. Some plumbers are jerks, etc, etc, the list goes on. It’s one thing to make fun of criminals, like the ever popular, “These aren’t my pants.” excuse when drugs are found, but that was uncalled for. On behalf of all cops…I humbly apologize. It was an accident and should have been treated as such.

      True. With all the @##% cops see, they have to be able to laugh some times. When people do dumb things, they get laughed at. It’s a natural reaction. I think the cops learned a lesson: not to laugh when the camera is rolling.

      There is no respect for anyone any more. I used to hold police in high regard, still do, they have a nasty job with the way people are today, but this cop really is stupid. Come on people, have respect for one another. We bash heavy people, we bash people who exercise. Everything is funny now. Where has civility gone?

    Liberals actually think laws can protect them from reality. Watching that makes me hate the media even more. I feel dirty watching those slimy reporters.

    And the man child who was hit has no right to limit the officers free speech. The truck driver had an accent and he too apparently showed no remorse. The part I found funny was when they said he “asked do I get a ticket now?” This is America…Of course you get a ticket now.

      A few facts regarding the responses to this story.

      1. The first amendment is a restriction on federal government only. The US Constitution is the “rules” the “federal government” must follow. Not the local police force. The “state” Constitution, is controlling within the exterior boundaries of the “state”.
      2. “LEO’s” have no such protection as it applies to individual MEN, not to a “public official” operating in his official “personage”. This persona has qualified immunity, and limited “rights” as he is NOT operating as a private citizen, but rather as a corporate entity.
      3. Trucks have NO RIGHT to operate on “PUBLIC” roads. that requires SPECIAL licenses, because commerce is for gain..
      4. Joggers DO have the RIGHT to use public roads and streets WITHOUT license. Come to Indiana and run into an Amish buggy on the road and see what happens to you. :)
      5. Police officers as “PUBLIC SERVANTS” have a duty to be cordial and polite when operating in “public”.

      People should actually have a clue about their rights and what the constitution does, before they attempt to speak on the subject.

    Hold on. Where is it suggested that the cops did not do exactly what they should? Here’s a bit of news for you, cops deal with bad/stupid people ALL of the time. Not now and then, but ALL of the time. Don’t believe me? Go visit your local PD, sign up for a couple of ride-alongs. You will discover that the level of patience required is extraordinary. Every single person that they deal with has an excuse, rationalization, or lie to justify their actions. Unless the truck ran onto the sidewalk, or ran a stop sign, then the jogger is, in my opinion, just as culpable as the driver.
    Perhaps people would be less critical if the cop had simply called the jogger ‘unwise’, but however politely the sentiment is expressed, it is the same. Use of vulgar vernacular may be impolitic, but that doesn’t make it any more or less true.
    That the guy was jogging to church, work, or just for the heck of it doesn’t matter, nor, so long as he is doing his job, do I care what the cop happens to think/say about the driver or the jogger.

      I think this about the attitude the cops have about an injured citizen lying in the street. The issue is how callous they seem to be. Not really concerned by his injuries, but amused by the fact he was jogging. Making fun of his state of shock, and confusion. It’s poor taste, with all the money we pay them and the bennies they get, we should get better.

    Here in Georgia the police are horrible. We hire convicted criminals as police! It is radicals. Most of their crap stems from their union I say. Cops don’t need to protect other cops. Wrong is wrong no matter who is doing it.

    They need to be able to get fired easier. I’ve been through so much crap down here. Our government institutions needs to be fixed and our police are one them.

    The cops didn’t cause the accident – the comments are a little off the wall, but they’re not going to make the injuries any worse.

    The jogger seems indignant because he didn’t get enough simpathy. If you’re tough enough to go out and jog on busy streets, you ought to be tough enough to stand up to inconsiderate comments. Who knows?
    I’ve seen joggers and bicyclists take idiotic chances with their lives, because they believed that they had the right of way. Cyclists almost never stop at a stop sign. I’ve seen cyclists going 15 or 20 MPH on bike/pedestrian paths, screaming and swearing at walkers who do not get off the path and out of their way.

    You never know the facts. The truck driver may not have been at fault. The jogger might have done something stupid. Obviously, he was running in the street. He may have to bear part or all of the blame for his injuries. We’ll never know, because either he or the truck driver will lie in court.

      Here is a man that is at his most vulnerable moment in life and is counting on the people that he depends on to help him when he needs it acting like total tools. I see comments stating that cops need to be able to “laugh things off” but it seems that the guys doing the work with a trauma patient are the medics and fire department. The police force of today has really become a bully force.

      Btw, I’m a retired 30yr paramedic and the professionalism of cops today is nothing like it used to be. Its embarrassing …

    The cops weren’t talking to the victim or the truck driver. They were joking amongst each other. Cops have a sense a humor and so do nurses, firemen, doctors, lawyers, and teachers. The jokes they tell amongst each other are different than what they would say in public. Pretending this is outrageous is ridiculous.

    I lived in Seattle and got ticket and was mocked by two police offers who flat out lied. they give me and another driver reckless driving tickets in a parking lot for “probably” running a stop sign which was later determined by the judge impossible to see since the officer was eating pizza inside a restaurant out of view, but i was still charged with the ticket because as the officer stated “ good luck I know the judge”. I nice lunch with my 12 year old little sister turned out with her in tears and me receiving 600 dollar ticket and embarrassment. Some cops are just dirty.

      Agreed, there are some bad apples. Think of being underpaid , being called pigs, you try to keep peace and bottles are hurled at you, You have to worry about every time you turn around someone wants to sue you (think of the border agent thats doing time for “roughly” handcuffing an illegal alien drug smuggler, who now has a visa to live here), you have kids shooting officers. (we just lost another officer this week). Yeah, I have no idea where that us against them attitude comes from.

    Ok , here is a lesson in personal responsibility. Whereas you as a pedestrian have the right of way, you still have a responsibility for your own safety. Do you think it wise to run in the middle of rush hour traffic? Nothing is more annoying than trying to keep an eye on traffic in this chaotic hour and seeing that the big obstruction slowing the flow is some dunderhead running on the shoulder of the road. This guy was well within his rights but made a bad choice. Don’t get upset when someone points out the obviouse flaw in your decision making.

      Anyone remember when your parents taught you to look both ways and reminded you that you were not stronger than steel? All of this waiting in parking lots for people to cross into Walmart make me sick…I’ll wait for you, but many times I have felt like running over some of these idiots who feel it’s ok to drag their A$$es.

      And if I am on a bike, I still ride on the shoulder facing the approaching traffic. I want to see who is going to hit me before I get splattered on the road.

    In the officers defense. I know how stressful the job can be. As a deputy sheriff I had to mentally de-humanize a lot of situations just to be able to deal with them. When I saw murder victims, I had to mentally make them become hunks of meat, not human beings. It is a coping mechanism. It was a way of not becoming too close to the situation. I feel like we have become the united states of the offended. We take things way too seriously. Let it go. It’s just not that important.

      While a badge doesn’t transform humans into perfect humans… there is level of professionalism required for the job. Imagine, if in the quest to de-humazize situations, military officers did the same thing… walking through enemy KIA calling them “dumb ass ragheads,, WTF was this guy doing.. scrwin his mortar launcher? etc etc etc..” De-humanizing situations is no excuse for this crap. Keep it professional… or get another job.

      As a retired highway patrolman with 20 years experience on road patrol, this behavior is totally unacceptable. It is the mark of a lack of professionalism and discipline. I worked with a (small) number of officers who felt the rules didn’t belong to them…who disrespected the public as well as their peers on occasion. If an officer needs to let off steam, the time and place is off duty. When you are on duty and in uniform, your job is to serve the public with courtesy and respect.

      You need to be right and act right at all times. I wouldn‘t a pass I don’t get a pass and the police should never get a pass. Wrong is wrong no matter who is doing it. We need hirer standards our others and ourselves.

      Just like the politician you could have done many good things and had good intentions but the day you can’t take it is day you get a new job. No one is above right and wrong.

    Most are idiots. I have nearly hit a few myself. They run right next to the road. you come over a hill and there they are, half on and half off the pavement. Your doing 45 or 50 and you come up on some idiot doing 2 to 4 mph and they wonder why they got hit. The bicyclists are the worst. I almost hit one fool the other night. In the road doing about 8 mph when I rounded a turn doing 50 mph (the legal and safe posted speed). The oncoming traffic headlights reduce your visibility and you don’t see the fools until your right on top of them. What gets me is that when asked they all have the same answer. “We have as much right to the road as you do. It’s the law”. All I can say is the road has heavy vehicles moving significantly faster than the joggers and bicycle idiots. They can tell their surgeon in the ER that they have as much right ot the road as everyone else. I don’t want to hear such stupidity. The idiots have no clue of the severity of pain involved when being hit by a car. That is if they survive.

      No one said it was illegal. It is not very moral. I don‘t know about you but I don’t want moral less police running around up holding their version of the law.

      So it’s not enough to do their job (they DID NOT break the law)… you want the “Morality Police” to investigate? Welcome to Obama’s world. Next will be the “Thought Police”. These people put their very lives on the line day in and day out…for what $50k a year??!! They see idiotic people hurt themselves daily, evil people hurt others daily… If you’ve EVER been in that type of environment, you TEND to get a little calloused… Yet you want them to not only do their jobs, but also do it with loving warm fuzzy thoughts and words too…

      Hey great it they do, but I would throw ANYTHING like this out of my court in a flash!
