Senate Dems Plan to Pay for $447 Billion Jobs Bill With Millionaire Tax Increase

WASHINGTON (The Blaze/AP) — In a move that some may see as purely political, Senate Democrats are scrambling to rewrite portions of President Barack Obama’s jobs bill, even as Obama tries to blame Republicans for Congress’ failure to act.
Senate Republican leader Mitch McConnell moved to call the president’s bluff Tuesday by pushing for a quick Senate vote on the bill, but Democratic leader Harry Reid derailed the effort as all sides maneuvered for position in a potentially defining battle in the 2012 presidential campaign.
In the Senate, Democrats made plans to jettison provisions that Obama recommended to pay for the $447 billion jobs bill, substituting them with a tax increase on millionaires, officials said. The officials spoke on condition of anonymity to discuss the closed-door developments.
Reid, D-Nev., outlined plans for a 5 percent surcharge in a meeting with the rank and file Tuesday, according to participants in the session, as Obama traveled to Texas to deliver his most caustic challenge yet to House Republicans who have not allowed a vote on the legislation unveiled nearly a month ago.
“What’s the problem? Do they not have the time? They just had a week off. Is it inconvenient?” he said in Mesquite, Texas, singling out House Majority Leader Eric Cantor for special criticism.
Cantor has said the White House’s “all or nothing approach is unreasonable.”
But after three weeks of presidential demands for Congress to pass his jobs bill without delay, White House communications director Dan Pfeiffer said Obama was open to Reid’s changes. National Journal has more:
“When Democrats bring this common-sense jobs legislation to the floor, we’ll ask Americans who make more than a million dollars a year to contribute a little more,” Reid said in a morning floor speech. He said he hopes to set up a vote on the revamped jobs bill “within the next few days.” [...]
Reid and Sen. Charles Schumer, D-.Y., have said they planned to alter the pay-fors proposed by Obama to win support of Democrats wary of the tax increases. Democrats argued raising taxes on millionaires polls well, even among GOP voters, making it politically risky for Republicans to block the bill.
This “makes it very tough for Republicans to oppose this package,” Schumer said.
“We offered a balanced way to pay for the American Jobs Act, but if Congress has a better idea that ensures that everyone pays their fair share, we’re open to it,” Pfeiffer said.
This is curious for a variety of reasons. To begin, Obama has focused much of his rhetoric on millionaires and billionaires who, he says, are not paying their “fair share.” Yet, when calling for tax increases, he has traditionally folded in those families earning much less.
In fact, to pay for his package of tax breaks, unemployment benefits and new spending on public works projects, Obama has proposed higher taxes on families making $250,000 or more and on the oil and gas industry.
One wonders: Why is it suddenly prudent and viable to raise the tax threshold? Previously, the president seemed set on higher taxes hitting much lower income brackets, but perhaps Reid’s political strategy ensures increased tax income with less of a political risk.

McConnell said he was ready for an immediate vote on the bill, even though he opposes it. Reading aloud on the Senate floor from a copy of Obama’s speech, he said, “I do think the president makes an important point that he is entitled to a vote.”
The request was blocked by Reid, who called it a “political stunt” and said he would make sure the bill comes to the floor this month. Aboard Air Force One, White House press secretary Jay Carney accused Republicans of gamesmanship.
The parliamentary dance aside, the day’s events underscored that, as submitted by the White House, Obama’s bill would not only fail in the Republican-controlled House, but faced enough opposition from Democrats to endanger its prospects in the Senate, as well.
“There’s the good, the bad and the ugly. The ugly was $447 billion,” Sen. Joe Manchin, D-W.Va., said of the bill’s price tag.
Democrats said Reid‘s proposed millionaires’ surtax was designed to quell much if not all of the opposition from his own rank and file.
The first request troubles Democratic senators from states like New York, New Jersey and California, where large numbers of families could be hit by the increase. The second has drawn opposition most prominently from Louisiana Sen. Mary Landrieu, whose state is home to numerous oil and gas operations.
The president also proposed higher taxes on hedge fund managers and corporate jet owners, but those increases, too, would disappear under the changes Reid is expected to unveil as early as Wednesday.
In political terms, Democrats appear to be hoping that Republicans will oppose both the higher taxes on million-dollar earners and the president’s call for new spending aimed at reducing joblessness, thus leaving themselves open to a charge of protecting the wealthy at the expense of the unemployed.
Reid’s office declined to comment on the emerging plan for a higher tax on millionaires, but several Democrats said it was being drafted to cover the entire $447 billion cost of the legislation.
Reid predicted that by the time the jobs bill comes to the Senate floor, almost all Democrats would be behind it.
While Republican lawmakers appear receptive to tax cuts the president has called for, they have expressed strong opposition to his proposed new spending.

It was called the Progressive Federal Income Tax Act of what year… I remember that Tax was aimed at the Ultra Rich in that day and only the Ultra Rich. To claim to stimulate the economy by providing jobs shows the basic misunderstanding of the economic system. Jobs require the use of energy and material. If the jobs failed to produce more wealth than they consume the economy is placed in decline and there are less goods and services available to sustain and enhance our lives. It is much better to pay someone to stay home than to have them work at a job that consumes wealth.
President Obama tries to sell his stimulus plans with the claim that the program will create jobs. This is his third stimulus program since becoming President. The first two were dismal failures that consumed wealth and even failed to provide many “make work” jobs. The only real result from the first two stimulus programs was transfer of wealth to Mr. Obama’s political cronies and increase in government regulations that increase the cost of actually creating wealth. Consuming and destroying wealth without economic activity to replace that wealth is a sure way to create an economic crisis.
Of course, not everyone favors the creation of wealth. The “Global Warming Scam” predicts disaster if we continue to use our natural resources. Those who would profit from this scam discourage the creation of wealth.

It’s not about Democrats and the GOP anymore. It’s about Liberal vs. Conservative.
Marxism doesn’t work. Until the threat of it goes away, the economy will continue to witness stagnation and atrophy. Conservatives, business owners, entrepreneurs, lending institutions, and any other form of capitalist understands this and won’t risk any outlay of risk until the atmosphere changes to one that is opportunistic. I see a love of competition, with honor, because honor protects the children and their future from those who turn competition into exploitation or violence. Competition without honor leads to spite, vengefulness, and violence. Not good for the kids future. So put your judgments in context please. The issue facing our economy is simple: it is a demand side crisis driven by falliung demand as consumer wages and income were stagnant under Bush years, both public and private debt increased (fostering the illusioon of prosperity). No demand, no economic growth. Simple. DO the research and see that surveys of business owners report this: demand is down.

by the way, I meant to say that Liberals hate competition. They despise anyone that has an advantage through whatever or however that advantage comes from. It seems to me that Liberals stifle anyone or anything that is successful or might become successful. They love fairness and shared misery.
Look how they treated the young kid who played football. The kid is obviously a natural talent. Instead of rewarding the kid with praise and encouragement, they stifled his progress. Destroy the successful kid and send a message to the other kids that motivation to be better doesn’t pay off.
Liberalism IS a mental disorder and it’s contagious. The public school system seems to be the petree dish.

So sit down and shut up and let the adults (Conservatives) straighten out your mess once again. Let’s see. Which organization do we know that rose from the ashes of ACORN? Oh, yeah, that would be AHCOA. Congress cut-off all federal funding for ACORN for things like offering to pursue funding for an undercover journalist who told ACORN that he wanted to establish brothels staffed by illegal minor girls. Yeah, that ACORN. The staff of AHCOA is largely old ACORN hands.
Don’t all of you want to see Congress act quickly to pass this “Jobs Bill” so that your tax money (future debt) can go to support child rape? Come on, your President wants this bill to pass. Can’t you all see that the President needs you to call your congressional representatives to demand this bill is passed into law?

And yes, even as little funds I have, I would be willing to pay something to show that everyone is paying their part. Right now, its taken me six months to get a decent computer, printer and start making advertising to type research and term papers for the local college students…its a beginning, and if this does not work out, I figure out the next plan to shoot for.

A flat tax rate like Herman Cain’s 9 9 9 plan would totally eliminate all this problem. The middle class wouldn’t be affected much, EVERYONE below poverty level will pay something, not depending on how many kids you have (therefore deductions) or the fact that you need all those kids watched by government approved child care so a single parent can work part time, thus qualifiying for the “did someone have to watch your child so you could work” deduction, only deduction is charitable contributions, and it’s not dollar for dollar.

Posted on October 5, 2011 at 1:53pmI’m not so sure the 999 plan will resolve anything. It will cause me to sell my house if it is what I think it is…a lot of fixed income people will be pushed down, if it is what I think it is…and the rich, well they will pay less, if it is what I think it is.
I went to his web site ( http://www.hermancain.com/999plan ) and there are only two deductibles under the 999 plan. Charity and living in an Empowerment Zone…you can google empowerment zone and see if you live in one to take the deduction.
Anyhoo, if he is elected I think (without further details from Cain) we will sell the home and move to an empowerment zone. We were middle class and became lower middle but under this 999 plan it appears I will be in the upper lower class.
He better explain it now since he is a front runner…the media is coming on strong about his plan.

Are you kidding? You buy that line of bull, cuz is not supported with facts. The rich pay a lower share of taxes than they have in 60 years, their share of wealth and income is higher than in 1929… so where are the jobs? DO you see a flaw in your reasoning?

I notice you liberals always bring up the Koch Brothers but ignore Obama’s jobs czar. Well let me be the one to inform you of the FACTS which I know you liberals just hate,
At the end of 2000, GE employed 313,000 people, including 168,000 in the U.S. (54%). By the start of 2010, when the company filed its most recent annual report, GE had 304,000 workers, including 134,000 in the U.S. (44%).
It would appear that the uber-liberal heading GE has dumped 34.000 jobs. Not to mention Immelt boosted his total compensation 188 percent last year while shareholder returns lagged behind the median performance of similar firms. Sounds like he is screwing the shareholders while filling his pockets while he can.
So where are all the jobs the liberals say they are creating? DO you see a flaw in your reasoning? Hypocrite!
