Senate May Vote on Blunt’s Religious Conscience Protection Amendment This Thursday

The battle over the Obama administration’s contraceptive mandate is far from over. In fact, on Thursday, the situation may actually intensify as the Senate is reportedly planning a key vote that could have major implications for religious freedom in America.

On Feb. 15, you may recall that Glenn Beck announced the “We Are All Catholics Now” effort to encourage citizens of all faiths to join together to protect religious liberty. To kick off the initiative, Beck asked Americans to reach out to their Senators to urge them to support the Blunt amendment — legislation that would protect religious institutions’ conscience rights.

Historian David Barton appeared on Beck’s radio show earlier this month, where he said that listeners had made a profound impact on the debate by urging leaders to support the measure. But Senate Majority Leader Harry Reid, using some legislative tricks, was able to delay a vote on the transportation bill that this particular measure was a part of.

As The Blaze’s Tiffany Gabbay reported, and as Barton highlighted, Reid jammed the transportation bill with so many amendments that the Blunt provision didn’t “fit” in the end. That being said, the bill is likely to come up for a vote this week, which essentially provides citizens with another opportunity to make their voices heard on the matter.

The Senate is currently considering S.1813, the Highway bill, and it is expected to be on the Senate floor for the remainder of the week. Senate Democratic leader Harry Reid, who supports abortion, and Republican Leader Mitch McConnell, who is pro-life, continue to work on a list of potential amendments to the bill and the Blunt Amendment is expected to be included.

Roy Blunt, a pro-life Republican senator from Missouri, is behind the amendment and he told the University of Missouri student newspaper why he thinks it is important.

“It’s still clear that President Obama does not understand this isn’t about cost, it’s about who controls the religious views of faith-based institutions,” Blunt said. “President Obama believes that he should have that control. Our Constitution states otherwise.”

Sources say that the vote for the bill, which is said to be planned for Thursday, will center around tabling it (killing it). Since this is the case, concerned citizens are being encouraged to call their Senators to both encourage them not to kill the bill and to also support it.

The language of the amendment reflects that of Blunt’s “Respect for Rights of Conscience Act” (a separate legislative measure with identical goals). The purpose for the the Blunt amendment reads, “To amend the Patient Protection and Affordable Care Act to protect rights of conscience with regard to requirements for coverage of specific items and services” (it can be read in its entirety here).

The Hill explored the partisan division that exists over the proposal, as Democrats claim it will lead to massive deficiencies in terms of what’s available to women and Republicans praising it as the key to freedom:

Senate Democrats said Tuesday that up to 20 million women could lose access to healthcare services [more on that here] under an amendment from Sen. Roy Blunt (R-Mo.), but Republicans argue that the proposal would change very little about the healthcare system.

Blunt’s amendment, which could see a vote in the Senate this week, would let employers opt out of federal benefit mandates that violate their religious or moral beliefs.

Sources supportive of the initiative say that it’s important to discourage leaders from tabling it, while also asking them to showcase their support. Now that the vote is likely coming back up (you can read more about the debate), we’ll share the directions Beck gave earlier this month for those who wish to push for religious freedom by supporting the Blunt amendment:

Call the Capitol and speak with your Senator. The numbers are: 202.224.3121; 202.225.3121; the toll free numbers for the Capitol Switchboard include: 1-866-220-0044 1-877-851-6437, 1-800-833-6354, 1-888-355-3588, 1-866-808-0065, 1-877-762-8762, 1-800-862-5530.

Call the switchboard, ask to be connected to a Senator from your specific state (it will take two calls, one for each Senator).

Whoever answers:

  1. Tell them that you want to tell the Senator to vote not to table the Blunt conscience protection amendment and to continue supporting it.
  2. Ask them if they know how the Senator will vote on that amendment
  3. Tell them you want to be contacted back about how he voted (be sure to ask for accountability — they hate it, but it makes them call you back).
  4. When you call, be sure to tell them “We are all Catholics now”. This key phrase will let them know you are part of a larger, organized movement working in support of religious freedom.
Considering the very political — and personal — nature of the issues associated with the mandate and religious consciences, it’s not likely that this issue will simmer regardless of how the vote on the transportation bill concludes.     This is nothing but a farce by the Republicans! They know that the highway bill will not pass and they’re going to vote on this amendment to eliminate the so-called ‘Christian’ issue.     What concerns me is the fact that this amendment is attached to a HIGHWAY bill. So, what IF this is a really bad transportation bill (as I have heard it is) and we are encouraging a YES vote due to this one amendment . . . According to Missouri’s Constitution – a bill and all of it’s amendments have to pertain to ONE subject – the subject that is stated in the TITLE of the bill. So, Mr. Blunt (since you are from Missouri) . . . please start with that idea. Instead of attaching an unrelated amendment – offer an amendment that requires all amendments (to a bill) to actually deal with the subject and title of the bill. I want a change in Washington DC. I want transparency in legislation. I want to actually see a high approval rating of our Congress. I don’t want a 1000 page bill that deals with multiple subjects. It’s kind of IMPOSSIBLE to vote yes or no on something like that and reflect your constitutents views.

      Actually the study that concluded that 98% of Catholic women use contraceptives left out a couple greoups like, those who were pregnant, those who just had a child, those who had not had relations in 3+ months, those wanting to have a child, or those not caring either way. So basically every group that would be living the Catholic teachings was left out. Hmmm thats a great way to run a poll. Do your research before you spout off statistics please. Also, even if it was 98%, does that change what they believe God has commanded? Went did we begin to be able to dictate to God want we should do?

    The cost of contraception prevents some women from getting it. Providing it through their prenventative care in their employers insurance will make is cheaper and reduce health costs for all.

    The Constitution guarantees that the government will NOT promote one religion over another and protect an INDIVIDUALS right to practice their religion freely. If the government gave one religious employer an excemption then they would be promoting one religious belief over others, and thus violating the U.S. constitution. Same with the Blunt’s bill which is trying to take contraception coverage care out of all insurance plans..it promotes one religious view over others, thus violates the conscience of those who believe in , thus violation the U.S. Constitution.

    God’s influence on a moral and religious people keeps a free society from spinning out of control. Without God, government takes over the role and controls scoiety with a heavy yoke. But who controls governments? The devil offered Jesus all the kingdoms of the world (LK 4:5-6), he couldn‘t offer something that wasn’t his.
    For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places (EPH 6:12).

      Which is, of course, why they set up a government which LITERALLY codified the right to own slaves.

    Did you really think everyone who warned us about the Obamacare Mandates would just say- “Oh, OK”- we didn’t really want the “Religious Liberty” our country was founded on anyway. Colleen Barry

    The Catholic Church is one of the largest providers of charity in the U.S. The Church wants to function as it always has, free of government intervention.
    The Blunt Amendment simply uses exact text from the Respect for Rights of Conscience Act (S. 1467), so the church can function as it did before Obamacare. 
    So basically no one wants anything other then to function with the same “Religious Liberty” as the Church always has.  Did you really think everyone who warned us about the Obamacare Mandates would just say- “Oh, OK”- we didn’t really want the “Religious Liberty” our country was founded on anyway.     Why do you have to go through your employer to get health benefits???? I get my home and auto insurance through a private company of my choice. The problem is that most of us cannot afford private pay health insurance in the first place. So, while insurance companies and reaping in astronomical profits, employers have to help foot the bill, which in turns means they have less $$ for salaries. If we could all make a choice through a company of our choosing then there would be no problem.

    Fight the real fight. This argument should not be about anyone’s religious conscience.

      Health insurance is a part of an employees benefits and most people can get health insurance cheaper in a group plan though their employer.

      If we had one government group plan ( Medicare for all) we would all get it cheaper health insurance.

This legislation has to do with attempting to taking contraception coverage away form all women in their employee insurance plans. Republicans are being very stupid on this issue as the majority of women are outraged about this and the majority of voters are women.

Church isn‘t saying it’s employees shouldn’t have contraceptives, it’s saying government cannot mandate that the church pay for “free” (yeah…“free” only in liberalville) contraceptives, sterilants and abortions either directly or indirectly by having to pay their insurance provider for the “free” (please…this is comedy gold..“free”) contraceptives, sterliants and abortions they will be charged for. This is why you liberal gits don‘t even want the first amendment mentioned so you plead and cry and whine about womens’ rights hoping to pull your usual emotional “argument”. It’s not working champ.       This has nothing to do with the 1st Amendment, this is not infringing on any individual’s rights, plus their is an acception for the churches itself. This is solely a labor issue and the Church’s postion is no different than a muslim employer demanding that all its female employees wear a burka. In both cases the employer is demanding its employees follow one set of morals and religious practice.

      The Blunt amendment will make it legal for a Jehovah Witness employer to offer health insurance coverage to his employees that prohibits blood transfusions, regardless of whether the employee fully pays for the insurance.

Than it will freedom of speech and they will confiscate all the guns and implant with a computer chip that will make us infertile to control world population. Than they will feed us genetically engineered foods that will be poisoned to kill us off.
    This is all part of getting to a one worlld government. The New World Order. In the NWO we the people will lpose all of rights of freedom as Citizens and become Subjects (SLAVES) in the New World Order. The “Guttmacher Institute” is the research arm of Planned Parenthood funded by the usual array of lefty financiers. The so called “poll” from the Public Religion Research Institute“ is from a group chaired by an Obama appointee to his benighted ”Advisory Council for Faith Based and Neighborhood Partnerships- Rabbi David Sapperstein. Sapperstein sits on the board of People for the American Way funded by…drum roll please….George Soros and the Tides Foundation. So the numbers you’re trying to sell are from hyper-partisan Obama appointees funded by George Soros, the Tides Foundation and aligned with Planned Parenthood. It’s like asking Al Capone to be honest about his taxes. Nice try champ.

      First No federal money goes to fund abortion and the mandated contraceptive coverage in preventative care in private insurance plans is not paid for by the government, so your ague has no weight.

      Insurance is part of a benefit package given to employees by employers, there is no reason why Catholic run institutions, who employ both Catholic and non Catholics, who already use contraceptives, should be except from this mandate to cover contraception in preventative care. After all it will reduce costs in insurance over all.

      No ones conscience is being violated because a woman can choose not to use contraception. However to denying all access to affordable contraception because a minority does not believe in contraception, violates the conscience of the majority.

      Catholic women are very capable of using their own conscience to make their personal decisions about reproductive health care, they don’t need celibate males doing it for them.

    I called Bill Nelson Sen. FL and his staff gleefully answered the phone. I asked if he was going to vote for the Blunt Amendment and she said no. Happily. It was surreal. Time for the country to purge itself of progressives.

    gee whiz do I have to click on every link to read through all this bullcrap. I see a transportation bill and what the flippin hell does that have to do with abortion or contraception. are they going to charge more to transport the pill. or are they going to have mobil abortion clinics gawd pulling my hair out. put a clear cut story here. make a bill with one subject no bloody (you have to pass it to find out whats in it) and be done, no amendments not nothing. and do it in a thousand words or less.

    Wait… has it come to this? That we are calling our representatives and urging them to vote on a bill that grants us partial “freedom” on a certain subject? From the government? Ummm…it’s called “The Constitution”, follow your oath, no vote needed, just do what is Constitutional!!! WTH has our country come to?

    Ok, looks like I am in the top 2 on this subject…
    1) There are some things we need to do… Organize, Organize, Organize… there is a reason Liberals do it!
    2) We need to select a politician (Tea-Party or Tea Party Backed) then get behind him or her and put them in office at all levels… Federal on down to city and even in neighborhoods.
    3) We need to start going out and collecting signatures in the malls and shopping centers… Including doing Re-Calls of Liberal Officials!
    The list goes on… If you are serious about doing something here is a start!!! Come to my Web site in the near future you will start seeing lists of what to do and how to start.
    Lastly if you ever thought of being a politician now is your time!!!

    “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof”; and does the free exercise of meaning setting a group of standards by which practitioners of a faith shall practice? Perhaps he should try that one on the Muslims? Lets go for Sharia Law?
