Senate Ratifies START Treaty

WASHINGTON (AP) — The Senate on Wednesday ratified an arms control treaty with Russia that reins in the nuclear weapons that could plunge the world into doomsday, giving President Barack Obama a major foreign policy win in Congress’ waning hours.

Thirteen Republicans broke with their top two leaders and joined 56 Democrats and two independents in providing the necessary two-thirds vote to approve the treaty. The vote was 71-26.

The accord, which still must be approved by Russia, would restart onsite weapons inspections as successors to President Ronald Reagan embraced his edict of “trust, but verify.”

Vice President Joe Biden presided over the Senate and announced the vote. Secretary of State Hillary Rodham Clinton observed the vote from the Senate floor. Both had lobbied furiously for the treaty’s approval.

“The question is whether we move the world a little out of the dark shadow of nuclear nightmare,” Foreign Relations Committee Chairman John Kerry, D-Mass., said to his colleagues moments before the historic tally.

Calling the treaty a national security imperative, Obama had pressed for its approval before a new, more Republican Congress assumes power in January.

The Obama administration has argued that the United States must show credibility in its improved relations with its former Cold War foe, and the treaty was critical to any rapprochement. The White House is counting on Russia to help pressure Iran over its nuclear ambitions.

The New START treaty, signed by Obama and Russian President Dmitry Medvedev in April, would limit each country’s strategic nuclear warheads to 1,550, down from the current ceiling of 2,200. It also would establish a system for monitoring and verification. U.S. weapons inspections ended last year with the expiration of a 1991 treaty.

“START” stands for Strategic Arms Reduction Treaty.

Obama overcame the opposition the Senate’s top two Republicans – Minority Leader Mitch McConnell of Kentucky and Jon Kyl of Arizona, the GOP point man on the treaty.

Peeved by the Democrats’ interruption of the eight days of treaty debate for other legislation, McConnell accused the White House of politicizing the process.

McConnell said national security was the main concern, “not some politician’s desire to declare a political victory and hold a press conference before the first of the year.”

The ratification was a turnaround for a treaty whose fate was uncertain just a month ago. Conservatives railed that the pact would limit U.S. options on missile defense, lacked sufficient procedures to verify Russia’s adherence and deserved more time for consideration than the abbreviated postelection session.

Republican Sen. Mark Kirk of Illinois, who won Obama’s Senate seat, dismissed the treaty for imposing “marginal reductions in the Russian arsenal.”

The fierce opposition diminished quickly as former Presidents George H.W. Bush and Bill Clinton, six former Republican secretaries of state and much of the nation‘s military and foreign policy experts called for the treaty’s ratification.

Defense Secretary Robert Gates and Joint Chiefs of State Chairman Adm. Mike Mullen pressed for approval, with Mullen simply telling senators earlier this week, “the sooner, the better.”

Weeks after Republicans routed Democrats at the polls – seizing control of the House and strengthening their numbers in the Senate – Obama has prevailed in securing overwhelming bipartisan approval of a tax deal with Republicans, getting repeal of the 17-year-old ban on openly gay military members and winning approval of the treaty.

The treaty capped a hefty yearlong record of legislation for the Democratic-controlled Congress and Senate Majority Leader Harry Reid, D-Nev. – a massive overhaul of the health care system, new financial regulations and a food safety bill as well as the postelection measures.

The treaty vote exposed divisions within the Republican Party that could stretch into the 2012 presidential and congressional elections. Obama got the treaty with the help of several GOP Senate moderates who split with possible White House hopefuls, some of the fiercest critics of the accord.

Former Massachusetts Gov. Mitt Romney opposed the pact; Sen. Scott Brown, R-Mass., who faces re-election in 2012, voted for it. Former Alaska Gov. Sarah Palin said the treaty was not in the country’s interest; Sen. Lisa Murkowski, R-Alaska, backed it. Former House Speaker Newt Gingrich described it as an “obsolete approach that’s a holdover from the Cold War;” Sen. Johnny Isakson, R-Ga., supported it.

      We need to reform their pay, benefits and retirement program first or we’ll just have a bunch of high paid government leech slugs out there with some of the best retirement benefits in the world – and all at the expense, with no expense spared, of the American taxpayer.

      What treaty? The russians haven’t ratified it yet. In fact the lower parliament ( I guess similar to our congress) just voted to postpone a vote on it until they could review it!

    This should be no surprise to anyone. The congress and the white house (more like the black house with all the evil they are pulling) are deliberately trying to destroy this country as the Founding Fathers made it. Problem for them is the country is pretty much aware of this and are fighting back. Witness November. We can do more house cleaning in 2012, Obummer has to go. He is not a true American—figuratively and in reality. He was born in Kenya. It has been some time ago, but a segment of a newscast showed a reporter that had gone to kenya to interview his grandmother. She was present at his birth and said that is where he was born. The Hawaiian birth certificate is a phony. Obummer and his cohorts have spent over $1million keeping this as much under wraps as possible. TIME FOR HIM TO GO BACK TO KENYA!

    What is going on here? If January doesn’t give us the answers and solutions that we expect all should be held accountable. If they reverse some of these things who will end up looking like the bad guy? I think that obama will come out selling like a rose and the GOP like a bunch of sissy’s. Our job has just gotten tougher and their jobs have gotten weaker in the eyes of those who helped get them elected.

      It is political positioning, it is a means for Obama to portrait himself as a moderate, it is more so a distraction.

      We still have M.A.D. regardless, people, do not worry we can still obliterate the world. The Heritage Foundation wrote up a piece on this subject and although they oppose it, it is a moot treaty.

      We are in a cold war, its called economic warfare. Instead, the espionage is taking place through a de facto 4th branch of government ran by a man named Ben Bernanke.

      The economy is on the brink of collapse and the current strategy by the administration and our legislative branch to distract us with the Dream Act, New Start Treaty, Don’t Ask – Don’t Tell, Terrorist threats to “salad” lol, Healthy – Hungry Free Kids Act, (2) Food “Safety” bills et al.

      Overload us with information so that the conversation changes. Its like debating a liberal on an issue, we talk about economy and end up attempting to solve the worlds hunger problem.

      1550 still leaves more than enough remaining deterrent. The only win for China, is that they’re not a part of the treaty. It’s not much of a win. Their strategic position remains behind that of the US and Russia.

      Anyway, it’s a done deal, unless Russia decides they have a problem with it.

      US strategic nukes and Russian strategic nukes – that’s pretty much all the treaty covers.
      It doesn’t cover existing non-US nukes (NATO, allies, …), US non-strategic nukes or defensive systems.

      Could a better more useful treaty have been negotiated? Probably; but, this one is what we have to work with; and, it’s better than nothing.

      As for China, well, no need for reductions to the 1550 level yet; as, they have all of about 180 installed warheads, that’s fewer nukes than France, which has 300.

      Overall the Treaty doesn’t seem harmful. After all, their only limiting strategic nukes. 1550 is still plenty of deterrent. If Russia backs out over our development of anti-missile systems, we’re no worse off than now. If inspections turn out to be insufficient, some whistle blower will let us know; and, we can deal with it then. There remain several RINOs who’ve yet to be removed from the Senate. We will eventually route them all; but, I’m not sure this treaty should be sighted as one of the reasons. There are much clearer reasons – plenty of them.

      Also, the Obamas’ campaign is already in full swing; as, they try to pretend they’re something other than themselves. The 1st Lady is getting on camera time as much as possible: doing that phony charity thing that people do when they need free advertising, showing up on school commercials, showing up on assorted TV shows, doing the trappings without the substance. The Prez is pretending he cut taxes, when he just signed an agreement to keep them from going sky high (no actual cuts took place; and, the new congress would have sent him a better retroactive plan to sign next year in any event). The new budget has more pork than an Hawaiian cook out, spending is still going through the roof and we can expect him to take credit for cutting it. The Prez is also doing the TV stuff.

      People aren’t buying what the Prez is selling anymore; but, that wont stop them from trying and playing the old propaganda tactic of repetition.

      We need to avoid focusing on any one thing; and, keep our eyes on what the other hand is doing as well.

      With all this flurry of activity going on, what’s next? What next worse thing are they up to?
      They only have until January. After that, the new House takes over and the Senate becomes much more evenly balanced. End runs around congress won’t last – and most of them can be overturned by lower court rulings. The new EPA rules come to mind. The larger companies effected will sue. Once the EPA looses, and they will, their choices will be: appeal (and loose again), find a way to appeal to the 9th Circuit and win one round for the short term, or back off.

      Just can’t shake the feeling that something far worse is in the works; but, don’t know what yet.

      Everyone keep your eyes open. Watch congress, the unions, the white house, the fed, the assorted social manipulation foundations, and the rest of the usual suspects.

      Anyone actually believe the Russians will honor this treaty I have some land Id like to sell you in the middle east! While they “aren’t” increasing their nuke stockpiles they will be playing a hand with N Korea, Iran, Venezuela etc etc. All this treaty will do is make the US have one hand tied behind its back. Oh and dont forget the little uranium mining deal they will control on OUR own soil (in WY)!!

      One question to consider is just what we gave away to the russians in regards to our own nations security and defenses; along with what concessions the Progressives have been given so they would support it’s passage in the senate.

      I mean, this administration refuses to admit a SLBM is launched by an enemy sub off of California at the time of rush hour; and they expect us to believe this treaty is really to our advantage?

      Wow! This particular thread should get some award for including the all-time least thought! Many of you have no idea why you would oppose START, so you just fall back on mindless slogans. The fact is, the only reason many of you can think of to hate START (having not taken more than a second to try to understand it) is that people you hate (not just disagree with, but hate) are for it. CobraBlue strings together two cliches, Dimmuborgir can only understand anything when he pretends we’re talking about handguns protected by the 2nd amendment and not bombs that can destroy the planet, Untameable-Kate seems to oppose START because of something that has nothing to do with what’s going on. BMartin at least tries to make an argument, but it is so full of vague nonsense that it really makes no sense at all. Classic stuff folks!       @Kate – No of course not Russia will arm Iran and we can’t give Israel a butter knife. This treaty does nothing to address the fact that russia out numbers us on tactical nukes by 20 to 1. This treaty is an outrage! Plain and simple, it is treason!

      We have been in danger of atomic/nuclear bombs since 1945.

      Not long ago Russia was broke, now they have money from selling arms and oil to OUR enemies and those enemies are not under any control or TREATY.

      I was on one of the backup carriers to the Cuban Crisis of 1962. Notice Obummer has not attempted to stop Iran from buying missiles from Russia and selling them to Venezuela…where is the intervention, even the drunken womanizing Kennedy done better than this

      Now the Progressive RINOs again, what was given to them to buy this, it had to be something special like it was for the recent Social Security cuts. Progressive RINOs have always tried to eliminate SS. It pays for its self that is if they would keep their thieving hands out of the private-fund, they use it to payoff their lobbyist and friends so taxes won’t be raised and the people/corporations won’t get mad.

      They don’t like for us to be protectionist for America’s sovereignty but they damn well protect the income of the wealthy since the first TEA Party. Yeah, the guy that owned the ship full of tea was the one that started the conflict with the British. He was one of the signers of the constitution I think. It is always about money on both sides

      The one thing the worst folks of the world understand is this – it is the terror from the application of force against them. Simply put, they bomb one of our cities, we wipe out their organization. The ruler of a nation launches an attack upon us, we respond with utter force to destroy them completely in the most savage means possible, with the shortest window needed.

      We survive as a nation based on what others fear will happen if this giant is awakened; not on just what we say, it includes what we WILL DO as well.

      Snow, good point …

      Nuclear Weapons are the ultimate deterrent. No nation would dare to invade or attack US with nuclear weapons as long as we have what is known as “Second Strike” capability! What SECOND STRIKE means is .. if China launches on us, we can pretty much take their first wave of hits and STILL retaliate and destroy their entire nation in one fell swoop with ICBM’s, Sub-Launched ICBM’s and via bombers/cruise missiles.

      What every nation wants is FIRST STRIKE capablity. That means .. we can hit them with nukes to such an extent that they can’t retaliate. I think RUSSIA and CHINA .. both WANT to have first strike on the U.S. because if they get that they DON’T have to fear us anymore!

      We aren’t going to hold the Russians accountable for their actions on the treaty. We will simply be TRUSTING them that they are going to do RIGHT. On the flip-side it seems as is they will be making SURE we honor OUR side of the agreement. It ain’t right, folks … however still .. we are a force to be reckoned with .. START treaty or NO START treaty ..

      This treaty is a continued extension of others limiting nuclear weapons since Nixon, including ones initiated and signed by Ford, Reagan and George H. W. Bush (won’t mention Democrats here!). Reducing the number of nuclear weapons makes the world safer as Reagan spoke eloquently to when he called for a nuclear free world .

      With three, four, five times the reductions of nuclear weapon called for by this treaty, the US and Soviets both have the weapons needed to destroy every man, woman and child in the world many times over, and the treaty maintains that dubious power with both first or second strike capabilities. MADD is still alive and well.

      What’s frightening to me is those of you claim to be Christians, but who rail against anything that reduces the destructive power of the world. Ten, maybe 20 of the 1500 nuclear weapons allowed the treaty would utterly destroy both Iran and North Korea. That leaves 1480 to kill everyone in Russia about five, ten, twenty times and lay to waste the rest of the world with radioactive fallout. A tiny fraction of 1480 bombs would suffice for Russia, which they know as well as we.

      Jesus said “blessed be the peacemakers.” The military supports this, as does every President, Secretary of State, and Secretary of Defence who is still alive. What’s scary to me that you guys think we need all these weapons.

      ACTION ALERT!!!!!!!!!!!!!!!!!!!!!!!!

      Isakson and Lugar need to be removed from the senate foreign relationship committee ASAP. They are compromised on security issues that would allow Russia to sell the capability to Hugo Chavez for the missile that would take out all communication and power grids in the US. I would even say they are in on a crisis that the Obama regime is probably trying to engineer that would put us all under complete and total control. I am beginning to more clearly see what these Rhino Republicans and Socialist Democrats are really up to and it is not good. Come January they need to be investigated and thrown out of office or possibly thrown in jail for possible treason.

      We have our work cut out for us!

      With the new Republican power in Washington, it is doubly important to keep a close eye on the doings of GOP senators and congressmen to spot those who are straying from orthodoxy, seduced by power and the insider clubiness that characterizes Washington.

      In the lame-duck session, we want to draw attention to six Republican senators who voted with the Democrats on a key issue. We should all bear their apostasy in mind and, in particular, make them mindful of the possibility of primary challenges to their re-nomination.

      Two senators, in particular, deserve to have primary challengers take them on in 2012 — Tennessee’s Bob Corker and Mississippi’s Thad Cochran. Both men voted for the START treaty which conceded a permanent edge in nuclear weaponry to Russia. While the treaty provided for equal and reduced stockpiles of strategic warheads, it did nothing to address the vast piles of tactical nuclear warheads held by the Russians. The Russians have 10,000 of these battlefield nuclear weapons piled up in the stockpile while we have only a few hundred.

      In addition, START’s preamble blocks the U.S. from developing missile defenses, now especially important in light of North Korea’s and Iran’s expanding capacities.

      Both Corker and Cochran face re-election in 2012. They should both be challenged for the nomination by men who put our need for national security above appeasing the Russians. Having suppressed democracy, wiped out free speech, taken over all the media, nationalized their oil and energy industry, invaded Georgia, enabled the Iranian nuclear program, and tried to establish a natural gas monopoly in Europe, what else does Putin need to do before Corker and Cochran realize that appeasement won’t work?

      Bob Corker’s vote for START probably stems from the insider-old boy network on the Senate Foreign Affairs Committee on which he sits. Sen. Johnny Isakson of Georgia, who also voted for START, sits alongside him on the Republican minority on the committee. Led by Sen. Richard Lugar, the ranking GOP member on the panel, all three voted for START. Unfortunately, Isakson is not up for re-election until 2016. When he does come up for re-election, we hope that the citizens of Georgia’s Republican Party hold him to account.

      Lamar Alexander, also of Tennessee, backed START and faces re-election in 2014.

      In a previous column, we called attention to the defections of Republican Senators Tom Coburn of Oklahoma and Mike Crapo of Idaho from the ranks of fiscal conservatives. Both Coburn and Crapo voted for the recommendations of the Bowles-Simpson Deficit Reduction Commission which recommended cutting the deductions for home mortgages and charitable contributions by two-thirds for most taxpayers and urged the enactment of almost $1 trillion in new taxes.

      Coburn and Crapo only announced their intention to endorse the Commission report after they had been re-elected on November 2, 2010. Now they are safe in their seats until 2016. But we hope to be still writing columns by then and will remind the voters of those two conservative states how ill-served they were by their Republican senators.
