Sorry, Occupy: The ‘One Percent’ Pay More in Taxes — and Their Incomes Have Fallen

Since this whole Occupy, income-inequality conversation took center stage last year, we’ve heard over and over again that the rich [the so-called “One Percent”] pay less in taxes than everyone else despite the fact that their income levels are at all-time highs.

Is this true? A new report from the Congressional Budget Office would say “not exactly.”

“Let’s consider income first. Between 2007 and 2009, after-tax earnings by Americans in the top one percent for income fell 37 percent. On a pre-tax basis they fell 36 percent in the same period,” CNBC’s Robert Frank writes.

“That may sound like a minor haircut for One Percenters compared to people who lost their jobs. But when you take into account federal transfers, assistance and taxes paid, the incomes of the bottom 20 percent grew by 3 percent, while it fell a modest 2 percent for the middle 20 percent,” he adds.

Translation: Since the start of the recession, the wealthy have seen their incomes fall 18 times more than the incomes of the middle class.

“The result of this big drop at the top was that their share of the country’s total income also fell. In 2007, the top one percent earned 16.7 percent of all after-tax income. In 2009, that portion fell to 11.5 percent,” Frank writes.

“Inequality, in other words, fell during those years. We are now in an age of High-Beta Wealth, where the incomes of the One Percent have become far more manic and prone to wild drops than the rest of the country,” he adds.

Okay, fine. But what about taxes paid?

Would you believe us if we told you that although tax-rates for the “One Percent” are at historic lows, the actual amount paid in taxes is higher than it was before the recession?

Frank explains:

The One Percent paid an average effective tax rate of 28.9 percent on their income — far more than any other group, and more than twice the average effective rate of the middle class, who paid 11 percent on average.

So the rich lost more income and paid more of their money in taxes than the rest of the population.

Bottom line: We can argue back and forth about the benefits of taxing the wealthy [one side arguing that it’s about “equality” while the other argues about job creation], but facts are the facts. The “Once Percent” has seen its income fall and pays more in actual taxes than before the recession.

“[W]hen politicians and pundits talk about the rich just getting richer and paying less taxes, they need to pay closer attention to the actual numbers,” Frank concludes.

    its just strange how things work out with the royal family in Saudi Arabia being able to pay for allot of free services without taxing the people and all they got is Oil, we got allot more than that, so i don‘t understand why that can’t be done here.

      Why should anyone expect anything to be free? EVERYONE SHOULD PAY SOMETHING IN TAXES. The problem is that the bottom 50% pay nothing in income tax. A very large % even get back money for having children. There will always be a small percent that can’t work but I am sick of all the lazy system abusers sitting back telling the producers to pay up, it’s only fair.
      No work, no eat. If I had my way it would be no work, no vote.

      Millionaires and billionaires aren’t dummys.! The kid that just got $ 3 billion on the Facebook IPO looked ar total $ 3 billion bucks – $ 1 billion in taxes roughely = $ 2 Billion in his pocket. – another 30million in city and state = $ 1.7 billion left for life. Give up American citizenship, and pay a small exit fee = 1%, take the thirty Million and buy your own island, wamo and save a whole billion bucks.We have lost lost 141 millionaires already this year that have given up US citizenship and saved a fortune.

      I am not sure who taught in public school. But the rights of the individual exceed the rights of the collective. You have it backwards. I am part of the “99%” but I support the 1% and hope one day I will be there. I have the right to allow someone in my house. I have the right to say no to people. Some people figure out how to make way more than needed, and choose to keep it. And just because you are poor, (if you are), doesn’t mean you made someone else rich. My father in law’s oil is HIS. Not mine, yours, or ours, but his. If he wants to it to be drilled and get paid for it, it is HIS money. My grandfather’s coal was HIS coal. Not yours, not mine, not ours, HIS.

      Neither of them have a responsibility or obligation to “SHARE” it or whatever.
      And by share, you mean allow the gov’t to forcibly remove, don’t you. He has these resources, that would benefit everyone else, and won’t share, so YOU should get to decide and YOU should use the might and power of the gov’t policing authority to SEIZE from him what is his. Same goes for people with extraordinarily high incomes, doesn’t it.

      Maybe that BS works in old imperial china, or tsarist russia, where the people really were basically slaves, but the wealthy there used the gov’t to keep the people down. Oh, kind of like the communists did later, don’t want anyone exceeding their “need.” RIGHT?

The OWS movement was started by the Francis Fox Given communist crowd who occupy positions of power in our colleges and universities. Its time to teach our constitution and how free enterprise capitalism works in all public schools from K-12 in age appropriate units. God only knows liberalism and Marxist philosophy is in our schools big time. It wouldn’t hurt for another house – senate un American activity sweep of our government and college systems.

    I have had choice this for the past two years to buy equipment, pay myself or keep my staff employeed. I have chosen the later….but I make less and have not been able to re-invest in my company as I have done in the past..

    In the last 30 days since the New Affordable Health Care tax has been proven to be a true tax..I have seen a total slow down in my customer’s spending, longer aging of receiveable, less sales, more customer fear, more employee fear and companies are holding their liquid captial for the up-coming economic crash!

    As a business owner I don’t want to go out of business so I need extra resourses to get me through the next economic downturn which I expect in the next six months and lasting another six months! I am keeping almost two years liquid capital in reserve now….I have work edthirty years to get where I am at and simple economics tell me this nessary.

    So no new hires, no new equipment and less salary for me until I see some shift in my revenues!

      There’s pretty much no point trying to explain this. Most people who aren‘t business owners just don’t understand.

      The occunuts have never been taught that successful businesses owners by far reinvest in their business. Money in the bank first is there for the unexpected expenses that crop up every single year as things deteriorate.

      And the’s always some employee who trashes some piece of equipment.

      A friend of mine runs a machine shop with a computerized lathe so his slacker employee figures he can just start the thing up and leave it cut the piece without supervising. A bearing overheated while he was goofing off and replacing the lathe spinde cost over eighteen grand.

      I don’t know if he was fired or not, but the guy sure didn’t pay out of his wages.

      Slackers also don‘t seem to realize business owners don’t pay themselves a wage. They take the chance that they’ll earn more money than they spend per year. If they’re right the rewards are EVENTUALLY greater than somebody choosing the security of a job. Security is the trade off for probably not getting rich.

      Now,many business owners are just trying to keep their business going, which means keeping and paying employees from years of personal savings.

      Maybe these evil business owners should just tell the employees to wait at home, (and not get paid) until things are profitable again.

      These occupy clowns want both.

    Just what is a collective? What it looks like to me it is a group, outwardly homogenous, being lorded over by an elite that disdains egalitarian ideals. (peoples temple anyone?) Like an urban gang, where the most ruthless and dangerous members always seek control, and kill to keep it.(Pol pot, joseph stalin,). Welcome to world governance. There will be no dissent. dissenters will be neutralized. This is the “beast” in action. The biggest meanest SOB on the block owns the block, and all the assets. There is no recourse…blood in, blood out.
    Do you really think that stalin had his people’s interest at heart? Or was he using them as tools to further Marxism? Did He espouse Marxism for the utopian dream it presented or did he use it to keep power? Human nature being what it is, I believe it is the latter that drives these individuals.
    I don’t think Obama is smart enough to be counted among the worst, but whoever it is that has put him where he is today, IS a genius the likes of which the world has never seen. The king of this world is claiming his unholy reign, and it will be a chaotic, bloody mess till the end.

    The thing these tools don’t get is that the “middle class” does not want to be in the middle class. They want to join the upper class. The lower class I would think would also aspire to the upper class. Middle class is only transitory for those that have the most vision and work to fulfill that vision. Obama and his communist minions don’t get it. The ruling class in Red China does not follow the same rules as the “middle class”. Only in America are there no limits. I do not understand why anyone would limit themselves or allow others to limit them.

      Great point. The so-called classes in America are an artifical construct. The range of income earners are broken into 5ths, in terms of their income, not in terms of size of population. It’s an extremely skewed way of looking at things.

      As if everyone who makes between $50K and $90K per year thinks the same way, or spends their money the same way, or even that purchases affect them the same way. At $80K annual salary, a $500 purchase is out of the question unless it’s a huge emergency. Even then, I’m not sure I could swing it most of the time. But then, I have a family of 5, two of whom are daughters in their late teens.

      You going to tell me that just because the amount my family earns in a year, you know something about me, or anyone else for that matter? Anyone who does can go to hell.

    I was alive during the Clinton administration and the Bush era after that and I saw what had happened. Obama didn‘t do a whole bunch to make things better but it sure as hell didn’t get worse like it did in eight years Mr. Bush. now I‘m guessing Romney’s going to skate through this and win this election because he has more media power and more money behind him anybody ever had so I think we’re going to have the best president money can buy. I guess we’ll just wait and see what happens when the “job creators have all their money and then the job doers caAmin maybe finally talk some sense into the right wing. it’ll take a while I think commonsense is out of the vocabulary of the right side. How many times do you have to live the same thing over and over to see what works and what does not .work. whoever wins whatever we do I think we need to realize that we are all on the same beautiful marble in the universe and we need to learn to get along and agree to disagree. back in Limbaugh would not agree I am sure.

I never wrote a hit song and no band I have been a member of ever got famous, but, I always kept a longshot hope that it could, and that kept me in the game. I guess I am a dreamer, but, after all, this is America, right? Talent gets noticed but a fellow needs a bit of good fortune….I suppose that sort of America is obsolete, and does not fit with your collective aspirations.       Oh by the way, I dispute that we are all on the same ‘marble’ floating in space. You and I…. are several worlds apart. First, I am a boomer, and grew up in a world you can not imagine. We actually trusted one another. We found what we loved and were allowed to work to achieve our own dreams. We were held accountable for our own choices and that made us stop and weigh reward and risk. Moral responsibility was very important, and relative morality had not been defined. We had fun that was not destructive or licentious. I have known freedom that you can only read about, and that is what made the U.S. the greatest nation the world will ever know. I know you want it gone, but my life is testimony that we had it right. We could never have lost it without our nemesis being a supernaturally evil being, murderously jealous of our happiness, and closeness to God in the name of Jesus Christ.

      Exit, don’t forget that during those 8 years of Mr. Bush, many of the government policies implemented were formulated by Mr. Reid, Ms. Pelosi, Mr. Dodd, Mr .Frank, etc.

      That’s what fascinates me about all the “blame Bush” crowd. They don’t ever realize that by saying that those 8 years were what caused the problem, they are saying that LIBERAL policies were the reason we got here. This “make the banks give everyone a house they can’t afford so that we can eventually own the banks and the houses when it all crashes” plot was started in the Clinton administration and had us swimming upstream for years trying to prevent the inevitable. And look where it got us. Obamacare, for all the destruction it will do, was first pushed by Hillary Clinton back before Bush. I’m not saying Bush was a terrific president on issues of economy and planning, but he sure as heck wasn‘t the reason we’re in this mess. Liberals have been guiding the economy for decades, and THAT is why we have 8.3% unemployment, downrated credit, millions of foreclosures, and a falling GDP.

Cause when the left says it. they are talking about the guy down the street who worked hard and owns a business or the doctor or lawyer who makes a couple million.     they certainly won’t be able or willing to extrapolate back to how President Reagen increased tax revenues by decreasing taxes on tax payers… that would force them to admit they and the farce they have been backing were wrong.

    someone tell Randi Roadkill CNBC demonstrated trickle down economics did work.

    if there is another hit to the 1% like they have endured, the non tax payers will find out the hard way that they have that ‘1%‘ to thank for even the government teat they’ve been working.

    You can’t prove facts about the top 1% by showing statistics for the top 20%

    That chart doesn’t show that the amount of tax paid is higher.

    What it does show is the share of taxes paid by the bottom 20% grew 20% and the tax burden is being shifted onto the backs of the poor.

      The left thinks this lucifer is still the light bearer. What they don’t understand is that he has been cast down and what was light in heaven, is heat here. Scorching, consuming HEAT!! We can actually SEE the difference, and since satan’s self image can no longer be supported in reality he is attempting to alter reality, by destroying all that know him for what he is.

      Some need Disability and there is a difference between ssi which
      anyone even those who never worked can collect and ssdi
      the insurance that is paid for with the withholding’s from your paychecks
      i truly wish people would stop lumping them together,
      i was diagnosed with muscular dystrophy and heart problems
      years ago so much for working construction without sdi i would
      be homeless and unable to move i take 30 plus pills a day to keep me functioning
      and if you think im living well i dare you to live on less than 700 a month.
