Texas Gov. Rick Perry Says Texas Will Not Implement Parts of Obamacare in Scathing Letter to DHS

U.S. Health and Human Services Secretary Kathleen Sebelius should expect a scathing letter today from Texas Gov. Rick Perry explaining that the Lone Star State will not implement parts of the Affordable Care Act, affectionately known as “Obamacare,” even after the controversial law was upheld by the Supreme Court last month.

Perry said in the letter Monday that Texas will not enact a state insurance exchange or expand Medicaid as laid out in the health care plan. The Texas governor previously joined other state lawmakers and vowed to fight Obamacare in court but never indicated his state would not comply with parts of the federal law.

“If anyone was in doubt, we in Texas have no intention to implement so-called state exchanges or to expand Medicaid under Obamacare,” Perry said in a statement. “I will not be party to socializing healthcare and bankrupting my state in direct contradiction to our Constitution and our founding principles of limited government.”

In the ObamaCare plan, the federal government sought to force the states to expand their Medicaid programs by  – in the words of the Supreme Court – putting a gun to their heads. Now that the “gun to the head” has been rernoved, please relay this message to the President: I oppose both the expansion of Medicaid as provided in the Patient Protection and Affordable Care Act and the creation of a so-called “state” insurance exchange, because both represent brazen intrusions into the sovereignty of our state

I stand proudly with the growing chorus of governors who reject the PPACA power grab. Thank God and our nation’s founders that we have the right to do so.

Neither a“state” exchange nor the expansion of Medicaid under the Orwellian-named PPACA would result in better “patient protection” or in more “affordable care.” What they would do is make Texas a mere appendage of the federal government when it comes to health care.

Perry went on to say the health care law does not allow states to “create and operate their own exchanges” but instead gives the federal government the final word as to which insurance plans can operate in the “so-called” state exchange.

Instead, Perry is advocating for the “allocation of Medicaid funding in block grants so each state can tailor the program to specifically serve the needs of its unique challenges.”

Perry also said the expansion of Medicaid would “enlarge a broken system that is already financially unsustainable.”

“I look forward to implementing health care solutions that are right for the people of Texas. I urge you to support me in that effort. In the meantime, the PPACA’s unsound encroachments will find no foothold here,” Perry added.

If Texas follows through and refuses to implement the health insurance exchanges, the federal government can choose to enact the changes itself, Fox News reports.

      Great job Perry. Maybe you oughta run for President.

      The fact is that Texas has the worst healthcare in the United States and the most uninsured. Texas does have some great hospitals if you happen to be rich, but for the average person it doesn’t get any worse.

      Those costs are passed to the insured. Insurance premiums have risen more quickly in Texas than they have nationally over the last seven years.       To JZS: Your “facts” are strictly paper stats that dont hit the core issue of their true breakdown. I know where you stand immediatly when you use the term “Rich” describing people. The fact of the matter is, the Mexican and in part, the Illegal puts an enormous strain on our healthcare system. Compound that on the fact that over 78% of “Hispanic” patients do not follow doctors release orders in leiu of “traditional” Hispanic remedies and sub par sanitation living conditions you do have a large block having to come back to our hospitals. Being in the trenches in Tarrant County’s largest county run hospital we see a large block of Homeless or Drug addicted patients that have no immune system or desire to take precautions in order to prevent and heal wounds. Your spit of info left out the “Human side of the stats, and that is many people just flat out see our hospitals as a clean bed, food, shower, clothing, and mostly PAIN MEDICATIONS!!! all provided by us schleps that work for them apparently. The utopian dream of Healthcare for all gets muttled in the negative Human condition that can lead to (an overwhelming majority being of a certain demographic. God Forbid I say it…) taking advantage and “working” the system. It is a fools paradise…

      I’d like to hear my Governor, Jan Brewer, make a similar proclamation. In the meanwhile the Arizona State House is working on nullification language regarding intrusive Federal laws. That should get some attention.
      - The timid will eventually follow strong leaders like Perry, Walker and Brewer.

      While I agree 100% with your sentiments, one governor is not enough. You and I and every conservative in America have to “grow a pair”, as you so aptly put it. Until we do, nothing will change.       Best burn hospital in the US: Shriners in Galveston.
      Best Cancer hospital in the US: MD Anderson in Houston.
      Best Stroke & Brain Injusry hospital in the US: St. Luke’s, Houston.
      Best Children’s Hospital in the US: Texas Children’s in Houston.
      Best Spine and Scoliosis Hospital in the US: Baylor Medical Dallas-Ft Worth-Plano.
      Best VA Hospital and Rehab: Darnell Army Medical and Scott & White Hospital.

      Not to mention University of Texas Medical Branch in Galveston and Lamar University in Beaumont, churning out doctors and nurses like mad!

      Several responses here say that Texas’ healthcare system is substandard. But please notice that this is based, not on life expectancy or infant mortality, but is instead based on “uninsured”. They are saying that Texas healthcare is substandard because there are so many people in the state who choose not to have insurance.

      This is the same thinking that created the ObamaTax. They think insurance equals health care. Insurance is just about who pays the bills, not about the availability and quality of health care.

      I see this all the time, things like “America has the worst cities in the world”, based on the number of statues of Stalin and the number of state-owned grocery stores, not on what is actually important. Please, if you are going to compare states’ health care, compare life expectancy, early deaths to preventable disease, infant mortality, and prevention of comunicable disease, not on the fact that there are people who don’t have someone else to pay their medical bills.

      Be careful with this one
      The feds have two AHCA hammers
      One for the states that they can’t use
      One for taxpaying/reporting citizens that they will use

      Listen to Rick Scott carefully
      He addressed the Medicaid hammer, not the citizen hammer
      This is similar to the states ratifying the income tax … they urinated all over their own citizens and ended up funneling federal tax revenue back to the states over the heads of their own citizens.

      Rick Perry is doing the same thing as Florida’s Scott, watching out for the state, with the citizens fending for themselves against the feds …

      If these Governors will say outright, “The citizens of the great state of (add name of state here) will not comply with ANY of the AHCA”, then we have something of value

      I enjoyed reading your thoughtful and forceful post, although I question your comparison of the poor that Jesus spoke of with animals in the wild. I don’t recall an analogy of that sort in the Bible. In fact I don’t think that Christians in general view humans as wild animals and base their morality on that perspective. I don’t think that when Christ spoke of feeding the poor he was thinking about feeding caged animals.

      Either you are a troll, or you believe that poor people are not human beings but animals and should be treated as such.

      Doctor, if I may call you that, humans are not animals. Humans are people. People are altruistic. They will give what they have to help one another. Humans recognize that we are all in this together. That’s the Christian view anyway. Good luck with your view.

      I am not sure why so many ******** on here are saying TX has good health care only if you are rich.
      Then they say that 75 percent are insured. Are you saying that only rich people have insurance? Or that you think 75 percent of the people are in the 1% (Lib math?)
      Try at least a logical statement, like TX has great health care if you are in the 75% that have insurance (you might have some credibility then).
      My next question is, why should I really care about the 25% that choose not to buy insurance? They are the ones gambling that they will not get sick, or that someone else should pay even though they have done nothing to earn it. That is what charities are for, not the government! When it is ‘given’ from the government, people feel entitled. When it is given from charities, people feel grateful (as both groups should) and abuse the system alot less.

      @JZS – You sir are an ignorant fool. Being that I live currently in Texas I can say with absolute certainty that the health care system in Texas is more resolute than any of the border states that have illegal immigration issues (Texas being the worst thanks to the Federal Government). It cost me less to have my son here than Arizona, my premiums are lower as larger corporations strike deals with local insurance carriers like Cigna, Blue Cross/Blue Shield and others. I pay less than $200 a month for insurance for my whole family for all services. Companies that move here are more viable and Texas is friendly to those with a smaller tax burden thus they can contribute more towards premiums…ALSO insurance carriers will start implementing new plans that allow the consumer to pick and choose services since that is to become the latest competition between carriers to which the PRIVATE SECTOR has started such a trend. Insurance carriers will then be advertising total cost of all services as health care providers in and out of network for those with and without insurance so everyone with FSA can allocate sufficiently ahead of time to minimize loss of funds.

      You need to look into the actual facts and not rely on Chris Matthews and the other fools that have no clue what they are talking about. Texas will soon be the most populated state that produces the most overall and we have the room to accept all defectors from loser blue states that think they can tax their way out.

      I’m a transplant from Missouri, 7 years ago. I found it to be a very welcoming state, generally. You get treated as you treat them. If you come to Texas, you‘d better adopt their philosophies or I get the feeling it won’t be a warm welcome. If you’re a liberal and want to come to Texas, pick Dallas or Austin, but stay away from the other places. That’s where they have a foothold.

      The Texas economy is booming in housing and hospitals. You can’t go through any metroplex without seeing new roads, new hospitals or new developments being built.

      Encinom – So you say that Texas doesn’t care about the health care of its citizens, huh…let’s see how that logic compares to the following:

      Follow the little white rabbit down the hole to understand how Texas really cares about the health of its citizens. Since more people and companies are flocking to the friendly confines of Texas, more production is being created in Texas, tax burdens are less thus companies can spend more on subsidizing premiums instead of passing the cost to the employee like California, New York, Illinois, Washington and so on…..all blue states! Insurance companies have more competition to how they present themselves to such companies thus they must cater to a plan that fits corporations in regards to overall cost as nothing is fixed only negotiated (you could have learned this in school under business acquisitions and mergers).

      You see moronic liberals, supply and demand is the cornerstone for the CAPITALISTIC society to which the consumer wins but you want government to regulate something they cannot possible do or sustain with any regularity and fairness. When states lose revenue they must adjust how they treat their citizens or they cannot sustain themselves. Texas learned this and is benefitting greatly from all or your stupid regulations and taxes.

      Well I‘m not sure percentages were much used in the Bible so I guess you’re giving yourself an out. And income taxes weren’t at 50% since probably Reagan was in office. But okay, how about Timothy 6:17-18: “Command those who are rich in this present world not to be arrogant nor to put their hope in wealth, which is so uncertain, but to put their hope in God, who richly provides us with everything for our enjoyment. Command them to do good, to be rich in good deeds, and to be generous and willing to share.”

      So that’s the word of God, commanding people to give to the poor. Not asking politely, not suggesting. Commanding. Since when was compliance with a command from God voluntary?

    I wll still vote for who ever is not Obama for President and I will not be voting for any canidate for any other office in the Federal Government or my local Government that is Liberal. There was a time that I was willing to give a Liberal canidate my consideration, however, after what the Liberal Government did to me during their 2 year Monarchy they are done as far as I am concerned. When I vet a canidate now the first thing I will look for is are they Liberal and if they are I won’t be giving them a second look. Stick it to me once, shame on them, stick it to me twice, shame on me and you can believe I will not shame myself.

      Liberals will destroy themselves. There is no going back. They have lowered the bar so much and set such freakish precedences that there will always be comparisons to this time in history. If we, in the future,have a Republican, Independent, or even (and I know they are rare breed) a conservative Democrat, they will always be able to say, “Well Obama did it. So can we” Scary. Liberals set dangerous precedents and someday, they’ll reap what they have sowed. I just wish they didn’t take down the rest of America with them. The question is, will the media ever be able to seriously complain or hypocritically attack anything a conservative President does in the future? They’ve dug the ditch and they just keep digging themselves in further and further. At least they’re shovel ready.

      We welcome anyone conservative to the state. We love them and their desire to WORK, and PAY their OWN way. EVERYONE in Texas gets medical attention. We might have less people insured but that’s because to many people, don’t buy it, NOT because they can not afford it. Like all states we do not turn anyone away from medical attention. We also have 24 hour emergency clinics all over the place, because the emergency room is filled with uninsured, but these clinics require payment up front. You can walk in and get amazing service in no time at all. As long as you are WILLING TO PAY.
      So welcome to Texas all you hard workers, you will love it.

    Yes, he’s my governor too – and happy about it of course – but not surprising. He may have his faults, but one thing you can alwwys count on from him is his firm, non-compromising beliefs about state’s rights. What bothers me is that last sentence that says if we reject, the govn’t can do it. ????!!!!! I also saw Michele Bachmann the other day saying they were sending out letters to all Governors to NOT start anything re Obamacare b/c they intend to repeal and you can at least wait until the elections.

      Do you see that we are 8% of US population Second largest state, with almost 11% enlisted. That is enlisted NOT served in the past, just enlisted.
      Look at those northern states that support unions and their enlistment #s….see a problem there my friend? Dont even get me started on how many bases we have in Texas and guns per citizen.

      Now lets look at the Mexicans in Texas, if you want a quick lesson, look at the surnames of the men at the Alamo. MOST have Spanish names. The Mexicans and Texans have a completely different relationship that states around us. Most of the Hispanics that live in Texas that have a Spanish heritage vote conservative.
      Those men and women own businesses and restaurants and hire Mexicans and influence them to be conservative.
      Many many of the Mexicans in Texas just want to live in peace, take care of their family and make a little money.
      It is ten times easier to start a business in Texas than any northern union state. Do you really think the freedom loving Mexicans (one reason they come here) will side with a bunch of Union slackers who dont work 1/10 as hard as a Mexican in Texas?
      Good luck coming after Texas with your fat overweight lazy union members. We wont give you two breaks plus lunch and leave early with 5 guys watching while one works when its a war. You don’t have the stamina to confront

We also have technology and manufacturing and one of the biggest ports here in Houston. We aslo control the off switch to the oil pipelines that run from the golden triangle north to your cities. A question I have is this though; if the governors refuse to implement parts of the new ObamaTax, can they be held in contempt by the SCOTUS or can Obama have them prosecuted by the DOJ for violation of a SCOTUS affirmed taxation in the individual states?

      If we in Texas are ranked worst at providing healthcare for our citiziens (which I seriously doubt), it would only be because we don’t need to “PROVIDE” anything, as more of our citizens are employed and purchasing their own healthcare. Again, great way to skew the data so it fits liberal mantras.

      We create jobs. We put people to work. The government stays out of the way of progress, and people buy health care. It’s that simple.

      I just love the progressive plan – “for a nation that can’t afford to buy health care, let’s mandate that everyone buy healthcare.”

      When you get hungry enough, move here and we’ll put you to work, if you‘re not too lazy to put in a hard day’s work.

      How many of those “citizens” are there leagally? The state shouldn‘t be providing health care let alone to illegals that are somhow counted toward the populace but only when it’s convemient.

      They clearly show that Texas has a problem with being born poor, living poor and dying poor and having your children repeat the process in their short lives, made shorter by a lack of healthcare and a higher crime rate. And the per capita in Texas is lower than in the U.S. by comparison.

      If the state were ranked in providing care to ACTUAL CITIZENS it would be much better. We are overrun with illegals in our hospitals. They are here demanding free care and are very arrogant about the services they demand while in the hospital. There can be 6 people in a room ‘visiting’ and they will still call for a nurse to hand the patient a glass of water. Drives me crazy!

      It isnt his Job to Provide HEALTHCARE. Where did we go astray in the thing of we have a right from God our Creator to be PROVIDED Healthcare??? Thank God our pioneer ancestors didnt have this weak minded thinking… You are a wimp of a man if this infectious thinking is in your head. With that school of thought, what will become of our world class doctors? Where will they go with their talents? They sure as hell wont stick around to waste them on an assembly line of cases and get paid by the pound, and not by their skill set… Go play in the Street…
