Thousands of Protesters Surround Wisconsin Capitol

MADISON, Wis. (AP) – Thousands of protesters have gathered outside the Wisconsin Capitol for a fifth day of demonstrations on a budget bill that would strip public employees of most of their collective bargaining rights.

The bill has been pushed by Republican Gov. Scott Walker. Hundreds of his supporters have gathered on the east side of the Capitol but they are surrounded by thousands of pro-labor protesters.

The Walker supporters are shouting, “Pass the bill,” while the pro-labor group chants, “Kill the bill.”

Pro-labor protesters have already been at the Capitol for four days. Walker’s supporters showed up Saturday with signs reading, “I was at work yesterday. Where were you?“ and ”Sorry, we’re late Scott. We work for a living.”

The birthplace of the progressive movement is crackling with a fervor not seen in decades, as students from the famously liberal University of Wisconsin team up with unionized state workers for demonstrations against changes to collective bargaining rights pushed by the state’s new Republican governor. The biggest rally yet was expected Saturday, along with an influx of conservative counter-protesters.

As many as 40,000 people swarmed the Capitol on Friday, raising the noise in its rotunda to earsplitting levels as they rallied to block Republican Gov. Scott Walker‘s efforts to ease Wisconsin’s budget woes by cutting many government workers’ pay, benefits and bargaining rights.

About 200 spent the night at the Capitol, and on Saturday morning, many walked around wearing signs declaring the protest peaceful. Several said they were concerned that the four days of violence-free protests would be disrupted Saturday when buses of tea party activists arrived.

Sue Anderson, 44, of Prairie Du Sac said she had been at the Capitol for three of the four days of protests was prepared to insert herself between people if a fight started.

“They know better,” she said. “I don’t know much about the tea party, but I know this group is pretty mellow.”

Beth Kiehl, 47, of Pleasant Springs, sat on a mat in the rotunda eating a breakfast bagel. She expressed concern that people were tired and punchy, making tempers short.

“It would be easy to lose control because you’re tired,” she said. “This could go bad really fast.”

Madison is no stranger to political unrest, having seen activists take to the streets to protest the Vietnam war, support civil rights and oppose cuts in social services. Riots ensued 15 years ago when police clamped down on an annual block party that began as an anti-war protest in 1969.

Some say this week’s rallies are unmatched in their sustained, impassioned energy—bolstered by Senate Democrats who fled the state to delay action on Walker’s proposal and threatened to stay in hiding for weeks if calls for negotiation go unheeded. One of those Democrats said Saturday the group had no plans to return over the weekend although they would meet outside the state later in the day.

Sen. Jon Erpenbach said Democrats want Walker to seriously consider a deal under which public employees would agree to pay more for benefits as long as they kept their rights to collectively bargain. The bill calls for the elimination of collective bargaining except over wage increases not greater than the Consumer Price Index.

Walker has said he would not accept that deal. A Walker spokesman said the governor was spending time with his family Saturday, but he didn’t say where.

Wisconsin Republican Senate Majority Leader Scott Fitzgerald said Saturday the bill was not negotiable and it would pass as is. He called on the Democrats to return to take up the bill and said the Senate could be ready to meet in three hours.

Democrats who stayed in Madison on Friday scored their own victory, forcing the state Assembly to adjourn until at least Tuesday without taking a vote on Walker’s bill. Republicans, however, have more than enough votes to pass the measure once the Legislature can convene.

State troopers were sent to retrieve the Democratic minority leader from his home Friday, but their knocks went unanswered.

“That’s jaw-dropping. This is uncharted,” said Mordecai Lee, a UW-Milwaukee political scientist and former state lawmaker who said he‘s been reminded this week of when motorcycle riders’ protest of a helmet law in the late 1970s persuaded legislators to overturn the measure.

The vast majority of the protesters who have for four days filled the Capitol with chanting, drum-beats and anti-Walker slogans have been union workers and their supporters. Protests were organized for Saturday by groups including the Tea Party Patriots, the movement’s largest umbrella group, and Americans for Prosperity.

Paul Soglin, a former Madison mayor who has been at the Capitol all week and spent at least one night on the floor, didn’t seem concerned about clashes with the opposition, saying he‘s been struck by protesters’ positive enthusiasm.

“A joy, yes, in the way people greet one another, the way they’re energized by one another,” said Soglin, who described himself as a veteran of more than 100 protests since the 1960s and is running for mayor again. “They‘re excited that even though there’s a grim prospect of the bill being adopted, that in the long run they’re building something that can be strong for the working class.”

Walker insists the concessions he is seeking from public workers—including higher health insurance and pension contributions—are necessary to deal with the state’s projected $3.6 billion budget shortfall and to avoid layoffs. Eliminating most collective bargaining rights will give state and local governments and schools flexibility to deal with upcoming cuts in state aid, Walker said.

Sarah Palin weighed with a Friday night posting on her Facebook page that urged “union brothers and sisters” not to ask taxpayers to support “unsustainable benefits packages.”

“Real solidarity means everyone being willing to sacrifice and carry our share of the burden,” Palin said in her post, which did not indicate whether she would join conservatives in Madison this weekend.

Dane County Sheriff Dave Mahoney predicted crowds could swell to as many as 70,000 people on Saturday and said his department planned to add 60 deputies to the 100 who patrolled during the week.

The throngs of protesters—including teachers, prison guards and many students—have been largely peaceful. Police reported just nine citations for minor offenses as of Friday. Schools throughout the state have closed this week after teachers called in sick, including in the state’s largest district, in Milwaukee.

The leader of the state’s largest public employee union said workers were prepared to discuss financial concessions but not to give up bargaining rights. Marty Beil, executive director of the Wisconsin State Employees Union, said protests would continue until Walker agrees to negotiate.

But neither Walker nor the Republicans who took control of both the state Senate and Assembly in November appear ready to make concessions. Walker has called on Senate Democrats to “come home” and rebuffed a request to sit down with them to seek a compromise.

    I think it’s great that people want to express their views and show up to the rally, but for legislators not to show up to vote because they are afraid to lose is bad form.

    I would be fired if I told my boss I wasn‘t coming to work because I didn’t want to do my job. What a bunch of cry-babies – Man up Wisconsin Dems and do your job!

I know you wish you’d focused on learning more than you did. Working a little bit smarter. Maybe spending a little less on your selfish interests and a bit more on providing a safe and secure future for your family. But hey, don’t beat yourself up. You got a really cool jacket with a “patch” and everything. So stand tall, fly your colors. And indulge in that make believe machismo that defines your way out of the deep and well deserved self recrimination that defines the American conservative movement.

      (Sure, I could have gone off on some “mom’s basement/cheetos/government freeloader” rant, but it’s just so tired and unimaginative. What can I say, we liberals, we’re clever that way. But trust me, the next time I need to know how to chew or not chew Skoal, you’ll be the first person I ask.)

    I really hope that Governor Walker doesn’t cave in to pressure from the opposition. He has said that there is not way that he is going to concede this bill away, and I pray that he has the fortitude to see this through despite the petty and immature shenanigans of the Democratic Senators.

    And if these workers don’t suck it up and get back to work, Walker should do to them what Reagan did to the air traffic controllers back in ‘81. There are plenty of unemployed non-union workers who would gladly take their jobs over.

    And if these Senators don’t come home then they should be stripped of office.

    Parents should come together in a CLASS ACTION LAW SUIT AGAINST Union Teachers faking sick to support the protests. Any parent who had to fork out CHILD CARE for this should be PAID BACK for it IMMEDIATELY BY THE UNIONS!

    I heard that this battle is between the haves and the starving. Well I do not see why us(the starving) should support the haves (unionized public employees). For the year 2009 the average wage in Wisconsin was $40,560.00. In the year 2006 public employees in Wisconsin averaged 45,862.00. This is from the Bureau of Labor Statistics. I feel so sorry for those elites. As they said in the 1792 revolution, If they do not have bread – “Let Them Eat Cake”. Guess the country and person.

    I also take offense to these commies stealing the American Revolution for their own devices. The original revolutionaries stood for “life, liberty, and the pursuit of happiness..” The Tea Party is more in line with the principles of the American Revolutionaries, not these commie impersonators.

    Students – tell me how you feel about this in 20 or 30 years after you have seen your wallets sucked dry.

    As to the imported from other states union protesters – and the hired protesters from homeless places – here’s what you are accomplishing – you are making the public hate you, your union, and your self-designated “specialness” more than they already do.

    Walker can‘t negotiate with the people who didn’t want to negotiate before. It’s time to pull the plug on unsustainable unions. We aren’t in a sweatshop country anymore – that’s been over for a long time. Compete in the workplace like everyone else. We don’t want to support obscene pensions. Look how unions cooperate – a non-strike zone and they walk out anyway. Yah – really cute.

    And stop manipulating the students and kids into joining your adrenaline rally. Talk to them the right way and they’ll protest for potato chips. This is NOT their battle.

    Sadly, these so-called “Pro-Labor” people are crying because the average taxpayer doesn’t want to, or isn’t able to, keep paying these nutcases salaries and benefits that the regular private sector could only dream of. Don‘t teachers always cry they don’t get paid well? Quit. Good luck on finding something that you’re qualified for and getting paid what you get paid now. There are some good teachers, but these idiots think way too highly of themselves. These are the people teaching our kids?! No wonder we’re doing down the craphole. “We’re for the children.” Liars. You’re only out for yourselves. Just freakin’ admit the truth — for once. For those good teachers, I have the upmost respect for you but maybe you should speak up too.

      Swega, you are so right…this has nothing to do with “the children”…it has everything to do with fellow citizens thinking they “deserve” the right to take home their entire salary while others are taxed more to pay for the health benefits and retirement plans of the “deserving” class. I bet if some of the protestors understood that they will be made to pay more for cigarettes, getting nails done, going through the drive thru, toll roads, electric bill, etc so these teachers, that average somewhere in the 80K year salary range (with holiday/summers off), will be able to retire with a pension that pays 3 to 4 more times than social security and will maintain their health insurance for life, while they are stuck with Medicare/Medicaid we would see a significant drop in protestor turnout. Or how about the kids understanding they need to give up cell phone, internet use, cars at sixteen, etc as the taxes rise their parents have to pay…see how many stand and protest for these lovable teachers then. Collective bargaining is a scam…do your job, you keep it; you want a raise, earn it; don’t like the hours or vacation time, get another job; but stop expecting me to take care of you esp. in better style than what I provide for myself!

      Very well said SWEGA,granted most teachers take papers home with them to grade and such, but gosh dern it they get 3 months off in the summer, 2 weeks off for Christmas, a week off for spring break ,and they make roughfly 50,00 a year, i scatch my head and wonder what they have to bitch about,they are lucky

The kids would learn more in one day with a Guardsman teaching them then they would all year from a liberal Public teacher.. and they wouldn’t have to put up with the teachers condescending attitude..I know a lot of teachers in CA.. and they, almost without exception, are condescending and look down their noses at you if you don’t have a college degree..I don‘t have a degree but I’m smart enough that I made it as high as I wanted to go in the Dept that I worked in..

The majority of the protesters lining the Captiol steps and inside are Leftists, Communists, Liberals and other Union Lackeys. Truly NOT true Americans. Concerned with only themselves and not the general welfare of the state in which they work.

      I worked for a company which has a retirement plan, which I now enjoy. All the employees contributed to the plan and the company contributed its part from profits (Profit Sharing). We also paid a part of our healthcare insurance every week and the company paid the rest. This is the way the majority of private companies and small businesses operate.

      I object to the idea that government employees and teachers get retirement and health benefits for free, completely paid for by my tax dollars, no matter whether they are Federal, State or Local Government workers. Why do these people think they are better than employees in private industry? What gives their Union “representatives” the right to demand more benefits than the average American worker receives?

      A large number of states either have very large deficits aor are on the brink of deficit spending and historically, those states have had Democrats in control for generations. This also applies to many large cities such as Detroit, Philadelphia, Newark, NJ and the list goes on. It appears that historically, Democrats have been guilty of gross mis-management and gross squandering of their states financial rescources. It also appears that these Democrat “Leaders” have totally abdicated common sense and financial responsibility and have caved in to the demands of these workers union’s demands.The biggest problem the democrats have is a lack of guts when comes to making the really hard decisions. They would rather buy votes with tax dollars.

      Under the present circumstances, the government workers should be glad to assist with their retirement plans and healthcare and keep their jobs. That is far better than being laid off or have their jobs permantly eliminated. WAKE UP GOVERNMENT EMPLOYEES AND KEEP YOUR JOBS!

      Where can teachers from all over America send their resumes to for a job in Wisconsin? Send your resumes and give Gov. Walker more leverage…get back to work or lose your job! This is unacceptable that these people are calling in sick and forcing schools to close. Will they collect sick pay, when will classes be made up and who will pay for the overtime of all the auxiliary staff that will have to work on those days due to the closing of these schools? And please remember when it is time to vote that these Democrat Representatives did all they could to deny Democracy in Wisconsin!

That is a fact of Statistical Analysis if you look at it a particular way you can get a predetermined out come. Clinton did the same thing with his “Projected Surplus” he changed the way that the Agencies recorded the debt and it made it look like a Surplus but any CPA will tell you that it never changed it only changed what you called it, he moved the Debt from one set of books to another, ie from the Public Debt to the Gov’t Debt and when he did that it looked good in the papers and in Campaign Ads but it functionally changed nothing but words, they do the same thing today.

    Interesting in that they say the matter could turn violent due to the counter protest of the tea party coming today, and at the same time declaring they know not much about the tea party.

    Sounds like the union bossess are preparing for a escalation of this protest on their own part, and it will most likely be sparked by union thugs on the payrolls targeting some minority or women among the tea party groups.

      1) No government worker should be allowed to unionize. Unions allow inferior workers to maintain their jobs. This then becomes a public trust issue. We need more accountability in public workers not less. So unions should be illegal for public workers. Frankly all government employee protestors who took time off their job should be fired. Any teacher that brought a child to protest should be fired and prosecuted for endangering a juvenile.

      2) This is an example of why I or my company will no longer buy anything union. As long as I have a choice I will not patronize any union product. If my company needs a contractor, my company will ask all bidding contractors if they use union labor and if they do they will not be considered. I feel unionized labor is vastly inferior to non unionized labor, so it’s my right to choose the quality of work I pay for.

      Unions are evil.

      The unions, DNC, and the Obama administration are behind busing a lot of these protesters in from out of state. It is amazing what these idiots will do for free box lunches, tshirts and paid hotel rooms. The Tea Party protesters are doing everything on their own dime. The Governor needs to fire everyone of those greedy teachers and other union members who are putting their own selfish interests ahead of their students and the public who they are supposed to be serving.

      I understand that there are several districts where the yellow bellied Democrat Senators are from who are filing the necessary paperwork to get their senators recalled. I hope they are able to do this successfully and then Governor Walker can either appoint new senators or hold special elections depending on which procedure is in place in Wisconsin.

      It‘s interesting that actual real intelligence isn’t the message being broadcast by these actions and the people are completely unaware that they appear desperate and foolish by these actions. Not to mention manipulated and manipulative, like pawns in a chess game. Stupidity is the most common commodity of the human race. And when people come together in groups, like these in the cheese display, a metamorphosis occurs. The lowest common denominator is sought. It becomes what the ‘group’ seeks. Not some intellectual or moral high ground. The days of MLK are behind us. The days of Stalin, Lenin and Mao lay ahead.

      Hypocritical protesters line up on the street corners to get “fraudulent” doctor notes from leftie doctors saying that they are sick. So not only are they sticking it to taxpayers with outrageous benefits and wages, now they are forcing the taxpayers to pay sick days for them while they protest how unfair they are treated.. What a bunch of crap.

      And now as I have been seeing on Fox, apparently they are now gaming the systems by giving out “fake” doctor notes for people. Presumably because by Wis state law the teachers and such are not legally allowed to strike without permission, so to keep up the farce they are calling in sick and getting the “fake” doctors notes.

      It is easiest to envision others hearts to be filled with what is in your own. What exactly do you see in the TEA party’s heart?

      Statistically legal gun owners compared to the rest of the population are not only less likely to commit a violent crime, but any other as well including traffic citations. So you should pray every last one of them are gun owners. The odds of them disobeying the law and getting violent decrease significantly.

      Gov. Walker needs to draw a line in the sand and if those commie teachers and union thugs aren’t back to work by Tuesday shifts, they should be FIRED!!! Walker needs to grow a pair the size of Reagan’s pair. I would’ve fired them this week – there’s enough unemployed teachers around to make up for the boneheads that get fired. Unions have NO PLACE in government employment sectors – no place any where if you ask me!!

      I suggest that everyone here that supports Gov Walker for what he’s trying to do, write him an email giving him a boost of support from we the taxpayer! He’s a hero for being willing to do what has to be done.

      Somewhat related: My wife today finally figured out (she likes to mull things over, for a long time) part of why we the taxpayer should be upset at these Union jerks. Out of nowhere she excalimed to me that “we have to pay for our own health care coverage, so why the hell do we have to pay for theirs too?”. The truth is… we shouldn’t. Union Government workers make better money than their counterparts in the private sector so they should pay for their own health care coverage like all of us Suckers do.

      OZZ, your statement that owners of guns “statistically” commit less violent crime needs some support. I think you made that up. Maybe you could post a link or some information supporting that position. Gun violence in the United States is among the highest in the world, especially if you exclude lawless countries such as Somalia. Seriously, where do you get that idea? More guns = less violence from guns? That‘s an assertion you’ll need to provide some evidence for.

      I think a lot of you forgetting that the First Amendment of the Constitution disallows infringing on the freedom of speech, interfering with the right to peaceably assemble or prohibiting the petitioning for a governmental redress of grievances. The People have a right to protest.

      The First Amendment was fairly simply and unambiguously stated: people with a common interest have a Constitutional right to organize and speak with with single voice. Despotisms can outlaw any group of three or more people talking, but we don’t do things that way in the United States. Three people, or three thousand people can express their common interest with a single voice. Are you with me so far? If so, Thirty thousand people have a right to petition the government as well, which is about the size of the crowd in Wisconsin.

      The proposed law prevents two or more people from coordinating to represent their common interest. Tea Party people take pride in organizing groups of people to protest government policy. That’s a Constitutional right. Why is it that is so offensive when the protesters in Wisconsin are demonized for doing the same thing?

      Don’t doctors have to be licensed by the state they practice medicine in? Last I heard, a Dr’s excuse for off work, meant he was practicing medicine. I wonder if all those dr’s are licensed in WI and if they are, isn‘t issuing a dr’s excuse on a street corner, cause to have that license revoked. Somebody needs to help Gov Walker check them out.

      The difference is that OFA is an administration run website. When the Federal Government (POTUS) organizes a bused in protest against a states properly elected representatives they are violating the Constitution, {Those powers not not delegated to the United States by this Constitution,,nor prohibited by it to the Sates are reserved to the States respectively, or to the people} (Amendment X, US Constitution.) the final part doesn’t say to the President! or his supporters. As said above, “Elections mean things.

      Madison Police reported no arrests were made. Everyone was pretty peaceful on both sides. I go into a couple arguments, but nothing serious.
