Turkey Expels Israeli Ambassador For Refusing Gaza Flotilla Apology

ANKARA, Turkey (AP) — Turkey expelled Israel‘s ambassador and will cut military ties with the country over its refusal to apologize for last year’s deadly raid on a Gaza-bound aid flotilla, officials said Friday, further straining a relationship that had been a cornerstone of regional stability.
Turkey’s move came before the anticipated publication Friday of a U.N. report about the Israeli raid, which killed nine activists. The breakdown in ties also raised concerns that other countries, including Egypt and Jordan, may follow suit by recalling ambassadors and increase Israel’s alienation in the region.
“If this ends with Turkey, it will be a miracle,” said Alon Liel, a former Israeli ambassador to Turkey. “There is a lot of internal pressure in Egypt, and Turkey could use its clout in the Arab and Muslim world to pressure other nations to follow suit.”
Relations between Turkey and Israel were once close – Turkey had mediated several rounds of indirect negotiations between Israel and Syria in 2008, but the talks made no significant headway and were suspended following the Israeli military offensive in Gaza the following year.
Ties have soured further in recent years and deteriorated sharply after the flotilla bloodshed on May 31, 2010. The Israeli ambassador’s expulsion is the most significant downgrading in ties between the two countries.
The Turkish decision increases Israel’s isolation at a sensitive time. Israel faces turmoil in ties with another longtime regional ally, Egypt, where longtime leader Hosni Mubarak was deposed earlier this year and where there have been growing calls to revoke the three-decade-old Egypt-Israel peace agreement. Last month, Egypt briefly threatened to withdraw its ambassador from Israel after a shooting in southern Israel left five Egyptian soldiers dead.
It also comes as Israel seeks to muster international support against an attempt by the Palestinians to have their state recognized at the U.N. later this month.
The U.N. report on the flotilla raid, obtained by The New York Times and posted on its website, said Israel’s naval blockade of Gaza is a “legitimate security measure.” But it also said Israel’s use of force against the flotilla was “excessive and unreasonable.”
An Israeli official said the report showed Israel’s naval blockade was in keeping with international law. He spoke on condition of anonymity because the report had yet to be officially released. He said Israel expected it to be made public by the U.N. later Friday.
Turkey has made an Israeli apology a condition of improving diplomatic ties. Israeli officials say the report does not demand an Israeli apology, recommending instead that Israel should express regret and pay reparations.
Asked to comment on the U.N. report’s suggestions, Turkish President Abdullah Gul said: “To be frank, the report is null and void for us.”
Foreign Minister Ahmet Davutoglu said the government was downgrading diplomatic ties with Israel to the level of second secretary and that the ambassador and other high-level diplomats would leave the country by Wednesday.
He said all military agreements signed between the former allies were also being suspended. In other measures, Davutoglu said Turkey would back flotilla victims families’ court actions against Israel and take steps to ensure “free navigation” in the eastern Mediterranean. He did not elaborate but some analysts suggested Turkey could send navy vessels to escort aid ships in international waters in the future.
“The time has come for Israel to pay for its stance that sees it above international laws and disregard human conscience,” Davutoglu said. “The first and foremost result is that Israel is going to be devoid of Turkey’s friendship.”
Davutoglu said the report “displayed the violence committed by the Israeli soldiers,” but also criticized it for describing Israel’s naval blockade as a legitimate security measure and in line with international law.
“Turkey does not recognize Israel’s embargo on Gaza,” Davutoglu said, adding that Turkey would take steps to have the International Court of Justice and the United Nations to look into its legality.
Under Turkish-Israeli military agreements, Israel provided Turkey with drones which the country uses to gather intelligence on Kurdish rebels fighting Ankara for autonomy. Israel has also modernized Turkish tanks and warplanes while Israeli pilots used Turkey’s airspace to train. The countries’ militaries have also trained with each other in both countries, and were top defense trading partners, although no new defense contracts have been signed since 2008.
Israeli officials speaking on condition of anonymity because they were not permitted to be identified said that Israel accepts the conclusions of the U.N. report, with certain reservations. They said Israel would not apologize for a legitimate act of self-defense.
“As recommended in the report, Israel again expresses its regret for the loss of life, but it will never apologize for the self-defense acts of its soldiers. Israel, like any other country, has the legitimate right to defend its citizens and its soldiers,” the Israeli officials statement said.
In Gaza, Hamas applauded the Turkish move.
“This is a natural response to the Israeli crime against the freedom flotilla” and to the continuation of the naval blockade, spokesman Sami Abu Zuhri said.
A senior Israeli government official who had seen the report told the AP earlier this week that Israel has come to believe that Turkey is intent on worsening ties with Israel in order to bolster its own position in the Arab and Islamic world. While Israel does not rule out quiet talks with Turkey on an expression of regret and reparations to families of the dead activists, the report does not ask for an Israeli apology and there will not be one, he said.
He spoke on condition of anonymity because of the sensitivity of the matter.
Nine pro-Palestinian activists were killed aboard the Turkish-flagged ship Mavi Marmara, after passengers resisted a takeover by Israeli naval commandos. The flotilla was en route to Gaza in an attempt to bring international attention to Israel’s blockade of the Palestinian territory. Each side blamed the other, claiming self-defense.
The fatalities included eight Turkish nationals and one Turkish-American activist.
After the violence triggered an international outcry, Israel eased restrictions on goods moving into Gaza overland, but left the naval blockade in place.
The activists charge the blockade constitutes collective punishment and is illegal. Israel asserts that it is necessary to prevent weapons from reaching the militants who regularly bombard Israeli towns with rockets from Gaza, which is ruled by the Islamist Hamas.
The U.N. committee established in the aftermath of the incident was made up of two international diplomats – former leaders of New Zealand and Colombia – one representative from Israel and one from Turkey.
Participants in the flotilla, the committee wrote, “acted recklessly in attempting to breach the naval blockade.” Most passengers were peaceful, according to the report, but a small group was prepared for organized resistance. These passengers were “armed with iron bars, staves, chains, and slingshots, and there is some indication that they also used knives.”
After soldiers rappelled onto the deck from helicopters, according to the report, “three soldiers were captured, mistreated, and placed at risk by those passengers. Several others were wounded.”
“No satisfactory explanation has been provided to the Panel by Israel for any of the nine deaths,” according to the report as quoted by the paper.
The committee noted “forensic evidence showing that most of the deceased were shot multiple times, including in the back, or at close range.”
The senior Israeli government official said those hit in the back were attacking soldiers when they were shot from behind by other soldiers acting to save their comrades.

Israel attacked aid ships that didn’t even have so much as a single sidearm onboard any of them. They also attacked these aid ships in international waters. They were also given notice in advance that the ships were coming. They killed a large number of people without provokation. And since then, Israeli has tacitly acknowledged the mistake by easing the blockade on Gaza. Israel brought this on themselves. The bottom line is that there are only three possible outcomes to the conflict over there. Israelis destroyed, Palestinians destroyed, or a two-state solution. That’s it, there is nothing else, unless you want to bring all the Israeli’s over to North Dakota or something?!? Put things in perspective. The only chance of a peaceful outcome is a two-state solution, and the only way that can work is if Israel stops bullying the Palestinians. They have to not only stop building new settlements, but tear down the ones already there. They have to stop keeping the Palestinians from getting stuff like water and basic medicine. Israel is picking a fight, so why shocked when that’s exactly what they get in response?

He met one of the attackers,who was a friend, running from the battle. He asked his friend , ” Why was he running away from the battle?” His Arab friend replied , ” Angels are waving fiery swords!” It stayed on my mind for decades. Turned on the television one day, and there was story about the ” 6 Day War.” The story told of men seeing Angels, of tanks breaking down, of guns inexplicably unable to fire, and failure of the Egyptian forces to get their planes off the ground. You explain it – I already know.

The so-called Palestinians are Arabs fm Egypt and Syria imported by the Brits for cheap labor. Yasser Arafat was EGYPTIAN, not “Palestinian.” Jerusalem has been a Jewish majority city since the mid-19th century. Arabs were offered Israeli citizenship if they stayed. Those so-called refugees left on the advice of 4 Arab states who planned on shoving the Jews into the Med. The Jews won in ‘48, ‘67, and ‘73. BTW, in ‘48, the Arabs WERE offered a 2-state solution which they rejected by force of arms.
It’s not about land; it’s about whose God is God and whose God is a fake. Allahu Akbar does not mean” Allah is great.“ It means ”Allah is greatER” as in greater than the God of the Jews and Christians. Allah is a very different god fm the God of the Bible even though in Arabic the word allah can mean god as well as the equally generic ilah. Posted on September 2, 2011 at 5:27pm@Bioengineer — Israel did not “attack” the ship. It boarded the ship to examine its cargo. Attacking would have meant the use of the Israeli ship’s deck gun.
Had the ship stopped as ordered to do, been boarded in a “normal” way, been inspected in an Israeli port facility, nobody would have been injured, let alone killed.
But noooooo — the “activists” decided to run the blockade and set Israel up when the boarding went south. The activists planned on the boarding going badly — they attacked the troops fast roping onto the deck. The Israelis initially started w/non-lethal means in response.
What Israel should do next time is put two rounds in the next blockage runner — one on deck and one below the waterline. THEN the activists WILL have something to complain about.

And neither one of us was actually there in 1948 were we? You should also consider that to the victor goes the spoils. There are a zillion varied accounts of what happened pre- and post-1948. Just as there are wildly biased historical accounts against the south and state’s rights regarding our own civil war here in the USA. You are right that western powers created this problem though, along with all the other problems that stem from the various illegitimate monarchs and dictators that run the Middle East. I can assure you though, having been there, and knowing many people in that part of the world, they don’t give a hoot about Israel or Jews or spreading Islam. It is not a religious thing to them. Do they invoke religion? Sure, as did our own founders.

Israeli never said they would allow passage after an inspection. In international waters they directed the boats to leave, period. When they refused they then boarded with intent to seize/arrest. Turkey had attempted to arrange for passage diplomatically before hand but this didn’t go anywhere. What did Israel achieve here? They ticked a bunch of people off, people who’s support they have depended on, and ultimately made their security situation more precarious. And then also caved into this pressure and eased the blockade. The whole thing was stupid, they should have just let the boats go along their merry way. Mubarak has since fallen and traffic is flowing freely between Gaza and Egypt now. They gained nothing.

What I mean by this is ships headed for the USA according to manifests or other ports we have security agreements with or ships flagged with nations we have diplomatic agreements with, allowing searches. The USA doesn’t forcibly board and search Iranian, Chinese, North Korean, Russian, or other ships from a long list of countries. Certainly not as a matter of common practice. Gaza has its own shoreline separate from the State of Israel. The flotillas never entered Israeli waters and had no intention of doing so. Obviously the rationale is that refarious material could have been transported to gaza and used to attack Israel. But the ships were for all practical purposes Turkish. Has Turkey ever engaged in state-sponsored terror or attacked Israel in any way? Maintaining a stranglehold over the Palestinians is not going to win Israel any friends. They claim they want a peaceful, two-state solution. Their actions suggest otherwise. That‘s all I’m saying. We berate the Palestinians for their misdeeds but what about Israel? As a people they can’t even make up their own mind. Some would drive the Palestinians into the sea, others would happly shut Israel down and move to manhattan. And we just keep funding this nonsense, and nuts like “searching for the Truth” talk about flaming swords and angels, happily making this a religiously-based war to the death.

Report Post »So, let’s be clear. The flotilla participants, whether they acknowledge it or not, are handmaidens of a terrorist regime. That regime, not Israel, is responsible for the conditions in Gaza, which may not be enviable, but are a far cry from the dire picture of starvation and stunted growth painted by the hyperbolic spokesmen.
Israel has only one concern, which is to ensure that Hamas, a declared enemy of Israel, does not get additional means to threaten its neighbor. That’s it, pure and simple.
As has been said, if Hamas laid down its weapons, there would be peace. If Israel laid down its weapons, there would be no Israel.
The flotilla participants claim their mission is nothing more than humanitarian, but, in reality, it serves the interests of a regime that espouses terrorism, peddles anti-Semitism, and praises the memory of Osama Bin Laden.
To portray themselves as the new wave of Freedom Riders is to trample grotesquely on the legacy of America’s civil rights struggle and rewrite history. Orwell’s Ministry of Truth is back.

Indeed, with Israel’s encouragement, a number of Jewish donors purchased Israeli greenhouses in Gaza and left them behind to help jump-start the local economy. The first reaction was to ransack them, when they could have been sources of flowers and vegetables for the local economy.
Israel has an interest in a stable, peaceful, and prospering Gaza, not a gun-toting, missile-firing, jihad-preaching entity. After all, you can change a lot of things in life, but not neighbors. Israel and Gaza are destined to be neighbors for a long time to come.
The Quartet – the U.S., EU, Russia, and UN – set three conditions for engagement with Hamas. The group must forswear violence, recognize Israel’s right to exist, and accept previous Israeli-Palestinian agreements. To date, none of those conditions have been met. Apologists for Gaza would have you believe otherwise, but Hamas’s spokesmen always undercut them. When it serves their purposes, they might briefly curtail violence to regroup and rearm, but Hamas is adamant that it will never abandon its struggle against Israel.
