U.N. Leaders Consider Global Tax to Fund Social Protection ServicesSince its inception in 1945, the United Nations has attempted to serve as an organization that cohesively binds together diverse nations and values in an effort to create a more equitable and just world. But despite decades of intense activity and effort, inequality and poverty still run rampant.

So to combat these ills, on Jan. 31, a special committee of civil society leaders convened at the U.N. building in New York City for “The Civil Society Forum” — a preparation conference for the U.N.’s 10-day Commission on Social Development (CDS) forum (which started Feb 1.). One of the potential solutions to global poverty that was discussed? A global tax that would help fund “social protection” and international services for those in need.

According to Deseret News’ Susan Roylance, the forum’s focus was on ”universal access to basic social protection and social services.” These basic elements include health care, primary education, housing, sanitation, water and other related elements that human beings require — or crave — for survival and social viability.

“This movement for a social protection floor [SPF] is becoming solidly entrenched in the United Nations’ agencies and programs,” Roylance writes. “Some U.N. leaders are calling for the SPF to become the new focus for the U.N., when the Millennium Development Goals are finished — after 2015.”

During the meeting, Milos Koterec, the president of the U.N.’s Economic and Social Council, said that no individual should be living below the poverty level. He went on to dub the aforementioned services as “essential,” and participants went on to say that these services were directly tied to the rights associated with ”life, liberty and the pursuit of happiness.”

Of course, no one would dispute that people should absolutely have access to basic services. But the main question remains — with so much poverty and need, how would this massive undertaking be funded? Participants in the forum said that a small global tax would be a potential answer.

Jens Wandel, the Deputy Director of the United Nations Development Program, explained:

“We will need a modest but long-term way to finance this transformation. One idea which we could consider is a minimal financial transaction tax (of .005 percent). This will create $40 billion in revenue.”

Fatima Rodrigo, one of the individuals who presented at the forum, echoed this sentiment, saying that a “very small tax of .005 percent” would be waged to help fund the healthcare, education, income and housing for those in need.

“There is plenty of money, we just need to stop spending it on militaries and wars,” she said.

Wandel and Rodrigo weren’t alone in heralding such a proposal. In fact, Ambassador Jorge Valero, the current Chairman of the Commission on Social Development, went on to say that it’s “absolutely essential to establish controls on capital movements and financial speculation.” To accomplish this, Valero called for “progressive policies of taxation.” Translation: “Those who earn more [should] pay more taxes.”

Valero, a prominent spokesperson for and advocate of Venezuelan President Hugo Chavez, unsurprisingly focused upon capitalism as the source of global financial problems.

Forum organizer and chairman of the NGO Committee on Social Development Winifred Doherty stood in agreement, saying that military spending is at the root of the problem.

“There is no scarcity of resources,” Doherty said. “Where do we put our resources? Destroying people and the planet.”

Regardless of whether these elements were anomalies, it does seem the U.N. is making a push in this direction. At the CDS forum the next day, similar words about inequality were uttered. The U.N. News Service has more:

“The Social Protection Floor is an important initiative. UN agencies and our partners are using this to integrate our strategies so that we can help protect people from falling or being trapped into poverty,” Deputy Secretary-General Asha-Rose Migiro told the Commission.

“The poor want to lift themselves out of poverty. That is why we have to invest in social protection. That means food, education and basic services – especially for the poorest.” [...]

“This Commission knows that the future we want to chart…is people-centred, inclusive, equitable and sustainable. It is a future where a healthy, resilient environment can support present and future generations. These goals must be one and the same.”

It’s important to note that the tax was only a proposal. Enacting something this wide-reaching would be difficult and would likely have numerous barriers. But the fact that it’s being discussed at all is certainly noteworthy.

    We already pay a tax to the third world – It’s called the IMF and World Bank. About 5% gets to the poor and the rest is confiscated by the brutal marxist despots who rule those countries and murder their poor

      The Sharia Compliant Banks that the 700 billion in TARP went to in our tax dollars pays 2.5% of all investments to as I understand terrorist funding organizations and the Sharia Banks are fined 7% if they break even one Sharia law..I believe that Elena Kegan Obama Supreme Court Justice appointee was responsible for settting it up..I mean after all..our government is partnered with the Muslim Brotherhood..Our military through Hilary helped take down ours and Israel’s secular friend dictators in the ME where Christianity was allowed..since the Muslim Brotherhood Sharia Law leaders have taken over..Christians have been being rounded up and shot in the head.. 9 million Musims here since 1965 -2008 because one Congressman wanted to loosen up laws for Holocaust survivors..mass numbers imported since 2008, through executive order..Supposedly 11 thousand a month trickling in . College classes in environmentalism teach Americans to have 1.3 children/fanily to make room for immigration.A culture cannot be sustained at that.       First off the very first sentence is wrong the U.N. was established in during the Wilson presidency in 1917 under name league of nations…..1945 was just a rebranding of the failed league.
      Secondly the U.N. hasn’t the power to tax U.S. CITIZEN only congress can do that.
      Thirdly the entire U.N. proposal is a scam to line more U.N. member pockets. I doubt that more 5 cent out every dollar would actually make it to help any poor….THUS IS THE EVIL(I MEAN WAY) OF GOVERNMENT.

      Has Hugo Chavez socialist movement eliminated poverty in Venezuela — even with enormous oil revenues to spend at his disposal? Chavez has a decade of failure behind him. He’s turned the streets of Caracas into some of the most dangerous in the world. His excuse for failure has always been that he just didn’t have enough power to fix the problems, so the people of his country handed him more and more, and we see the results. This is socialism 101 — we’ve seen it play out over and over and it always fails.

      They also want their own standing army and to reduce or eliminate sovereign armies.

      The fact that they must rely on nations paying their contributions really aggravates them. If the UN does something that western countries don’t like then the UN is threatened with having the payments delayed or halted. The USA pays about a quarter by itself. Canada, UK, Japan, Australia, and New Zealand take the payments to about half. The entire rest of the world pays the rest.

      The UN absolutely hates this, and is constantly pushing for income outside the control of these nations.

    Several suggestions, First, the poverty level would have to be based on the entire globe if this was enacted, so instantly every American would be instantly above the poverty level.
    Second, I will bet ANYONE 1 million dollars that within 5 years that the tax will be higher than.005%.
    Third, I also bet there won’t be any Americans on the decision making panel, (unless Obama appoints someone himself)

      Valero blames capitalism for the sociall problems of the third world.
      You can bet your sweet bippy that they expect capitalism to fund their social programs and that they will figure a way for their relatives to administer the programs and steal 90% of the money.
      The last time I checked the UN didn’t have the right to tax me and congress better not allow them to if congress wants to keep their jobs.

      They will get from you via your banking transactions, and at the supermarket cash register. The only way to avoid paying would be to buy your stuff from local people in cash or trade. Any electronic payment method would be automatically taxed.

    I will not abide by any decision the UN comes up with. You can rest assurd that most of the countries of the world will not participate in this tax and it will fall on AMERICANS to foot the bill, especially with this administration. Damn near 50% of Americans don’t pay any taxes now…..

    The tools of politics are poor people, they will go to any length to insure adequate supplies of these tools to use against the rest of the populations. Doesn’t matter where in the world you go, it’s the same, run out of poor people and politicians die away. Tax code and regulations insure adequate supplies of these people in the future.
