U.S. House Members Banned from Writing ‘Merry Christmas’ in Official Mail

No Merry Christmas in U.S. House Members Mail

The congressional franking commission that reviews all congressional mail is taking a stand against Members of the House of Representatives writing holiday greetings. Fox News reports that Hill staffers tell the Washington Examiner that mail with greetings such as “Merry Christmas” or “Happy New Year,” has been barred by the franking commission:

“According to the Washington Examiner, members who submit official mailings for review by the congressional franking commission that reviews all congressional mail to determine if it can be ‘franked,’ or paid for with tax dollars, are being told that no holiday greetings, including ‘Merry Christmas,’ can be sent.

‘I called the commission to ask for clarification and was told no ’Merry Christmas.‘ Also told cannot say ’Happy New Year‘ but can say ’have a happy new year’ – referencing the time period of a new year, but not the holiday,’ a Hill staffer who requested anonymity told the paper.”

A December 12 memo from the “Franking Commission Staff” concerning “Holiday Messaging,” sent to Members reads:

“Members are unable at the current time to use official resources to record holiday greetings, post on social media/website, or send to constituents in franked mail or e-communications.

Expenses related to the purchase or distribution of greetings, including holiday celebrations, condolences, and congratulations for personal distinctions (wedding anniversaries, birthdays, etc.), are not reimbursable.”

Franking Manual:

4(a). Example of Nonfrankable Items
-Birthday, anniversary, wedding, birth, retirement or condolence messages and holiday greetings are prohibited.”

You may make reference to the season as a whole using language along the lines of ‘Have a safe and happy holiday season.’ It may only be incidental to the piece rather than the primary purpose of the communication.”

Members of Congress send millions of dollars worth of mail to constituents every year, and are barred from saying certain things in franked mail such as anything that might be construed as advocating their re-election.

While Members of the House may be unable to express unprovoked holiday greetings in official mail, the Washington Examiner reports that the Senate Ethics Committee, which handles franking in the upper chamber, is a little less strict:

“Senators may not use the frank to mail holiday cards. However, Senators may use officially related funds to mail holiday cards to constituents. Holiday cards to friends should be sent with personal funds, not using Senate facilities.

Senators also may NOT use the frank to acknowledge holiday greetings that were sent to them. Senators may express holiday greetings at the commencement or conclusion of otherwise frankable mail.”

      i may be the odd man out here but is everyone saying they want to pay the postage on a congresses christmas cards because i do not. i have no problem with this. i think everyone is hung up on the fact that it you cant say merry christmas and they are christians. if you think it through though we shouldnt be paying for a congressman to send a holiday greeting to his constitutes. that is what e-mail is for. they should pay for this themselves along with everything else that isnt pertinent to their job.

    If Merry Christmasd is banned and it is some politically correct verbage, then Congress and this administration should stay at work – how can you observe something you can‘t call by it’s rightful name. Same with Easter and all other holidays….if this administration has to change the name then stay working Congress and White House, you don’t need the time off. When both Obama and his wife said they would fundementally change our history they were not kidding and so many yes men sitting in Congress just letting it happen.

    Looks like they are searching for things to piss off the public. It’s working at my house. Christmas is an official federal holiday yet you can‘t write and in some places you can’t say it.Fidel NoObama and his boys have 100% tried to change America. I never thought I would or could hate our government but I guess I was wrong. I wonder how long it will be before the post I’ve just made is outlawed.

    Why are they still allowed to say “happy new year”? I personally find that phrase extremely offensive as I do not follow the Julian calendar system. The franking committee is utterly insensitive and medieval.

    In all seriousness: December 25th is on the books as a federal holiday called Christmas. This means that either politicians should be allowed to wish their constituents a Merry Christmas in franked letters, or they should not be allowed to say Happy Easter, Happy 4th of July, Happy Thanksgiving or any other common federal holiday greeting. To designate Christmas a federal holiday and prohibit federal politicians from writing Merry Christmas in franked letters is obviously an absurd inconsistency.

      Why the FEDS had taken away, the reason for Christmas no one could say.The children were told by thier schools not to sing, about Shrpherds and Wise men n Angels n things. It might hurt people’s feelings the teacher would say, and Dec. 25th is just “Holiday”. The shoppers were ready with cash and with credit, they pushed and they shoved just to go get.Something was changing, something quite odd, the retailers were promoting Ramadan and Kwonzaa. In hopes to sell books by Franken n Fonda, they pushed their social agenda upon us. At Targets the tree was hung up-side-down, at Lowes the word Christmas was no where to be found. Not Kmart nor Staples nor Pennys or Sears, no MERRY CHRISTMAS or carols will you hear. Inclusive,Sensitive,Diversity, were words that they used, to intimidate me from expressing my views. Now Daschle ,now Darden,now Shapton,Wolf Blitzen, on Boxer, on Rather, on Kerry and Clinton, from the top of the Senate there arose such a clatter, to eliminate Jesus from all public matter. We spoke not a word as they striped us of faith, forbidden to speak of Salvation and Grace. The reason we worshiped was taken away, the true gift of Christmas discarded that day.       I was Born in America to 2 American Citizens, SO ACCORDING TO THE CONSTITUTION, I’M A “NATIVE BORN”(and natural born) “AMERICAN ! Since the “Indians” weren’t, Native Americans was a name given them, (They preferred their tribal names if I remember of history ?) WE CAN ARGUE OVER TITLES AND NAMES ALL THE TIME!       THEN PEALED THE BELLS MORE LOUD AND DEEP: “GOD IS NOT DEAD, NOR DOES HE SLEEP..THE WRONG SHALL FAIL THE RIGHT PREVAIL, WITH PEACE ON EARTH GOOD WILL TO MEN!”
      THEN RINGING SINGING ON THEIR WAY THE WHOLE WORLD CHANGED FROM NIGHT TO DAY.. ..!
      I guess we’re still waiting to see the End of the Carol come to pass, BUT OH THE PRECIOUS PROMISE! “THE WRONG SHALL FAIL, THE RIGHT PREVAIL”, FOR THEY COULDN’T KEEP OUR GOD DEAD NO MATTER HOW THEY TRIED!!

      Not sure which Constitution you’re quoting from, but the U.S. Constitution states anyone born within the U.S. is a citizen of the United States. It doesn’t even mention the word “American” in the Constitution. Also, “Indians” or “Native Americans” as they were called after the Americanization process of the late 1800′s, to be politically correct about it, were, indeed, born in the U.S. so they are “naturalized” citizens. The Constitution says nothing about how your parents must be born in the U.S. in order for you to be an American. If that was the case, the first several presidents probably wouldn’t have been able to be president, since they wouldn’t have been considered Americans by your standards. However, this rule, or Amendment to the Constitution, wasn‘t enacted until the 1860’s when the slaves became freedmen and citizens.

      BTW, your “Kind of does away with Peace On Earth, Good Will to men though DOESN’T IT?” statement doesn‘t make sense with anything you’re saying, since, looking back on several other posts you sent, YOU are the one promoting an anti-Peace theme, otherwise you wouldn’t have said anything to any of the posts you posted to.     read this on fox and made me sick. what really gets me is you can’t say Happy New Year with caps! i figure if you live in the USA you SHOULD go by OUR calendar and last time i looked jan. 1 is the new year and WE in the USA say “Happy New Year”! so “MERRY CHRISTMAS and HAPPY NEW YEAR” to all who still believe in it! to the ones who don’t – Bah Humbug!
