The chancellor of University of California, Davis is forming a task force to investigate the circumstances of the widely-circulated video that shows a police officer blasting pepper spray into the faces of seated protesters.

UC Davis Chancellor Linda Katehi called the video images out of the northern California university “chilling” and “sad and really very inappropriate,” even as other law enforcement members have come forward to defend the officer’s actions.

In the video, recorded Friday, an officer methodically pepper-sprays a line seated protesters who flinch and cover their faces but remain passive with their arms interlocked as onlookers shriek and scream out for the officer to stop.

Ten protesters were arrested, including nine students, before officers retreated. Nine students hit by pepper spray were treated at the scene and two were taken to hospitals and later released, university officials said.

As the images were circulated on YouTube, Facebook and Twitter on Saturday, the university’s faculty association called on Katehi to resign, saying in a letter there had been a “gross failure of leadership.”

Though she expressed sadness at a Saturday news conference, Katehi defended her leadership and said she had no plans to resign.

“I do not think that I have violated the policies of the institution,” she said. “I have worked personally very hard to make this campus a safe campus for all.”

After the news conference, Katehi walking to an SUV past a group of students nearly three blocks long who, in a coordinated effort, stood completely silent, the Sacramento Bee reported.

The protest was held in support of the Occupy Wall Street movement, in solidarity with protesters at the University of California, Berkeley who were hit by police with batons on Nov. 9 and to express anger over recent University of California tuition hikes.

The university has declined to release the names of the officers involved.

UC Davis Police Chief Annette Spicuzza said the decision to use pepper spray was made at the scene and will be reviewed.

“The students had encircled the officers,” she said Saturday. “They needed to exit. They were looking to leave but were unable to get out.”

Many Twitter and Facebook comments supported the students and criticized the response after the video garnered international attention.

“Stomach churning video of police using pepper spray on seated anti-Wall Street protesters in Davis, Calif.,” actress Mia Farrow wrote in a retweet of the video.

But a law enforcement official who viewed the clip called the use of force “fairly standard police procedure.”

Charles J. Kelly, a former Baltimore Police Department lieutenant who wrote the department’s use of force guidelines, said pepper spray is a “compliance tool” that can be used on subjects who do not resist, and is preferable to simply lifting protesters.

“When you start picking up human bodies, you risk hurting them,” Kelly said. “Bodies don’t have handles on them.”

Kelly said he observed at least two cases of “active resistance” from protesters. In one instance, a woman pulls her arm back from an officer. In the second instance, a protester curls into a ball. Each of those actions could have warranted more force, including baton strikes and pressure-point techniques.

“What I’m looking at is fairly standard police procedure,” Kelly said.

      They were blocking a sidewalk, that would qualify as a pathway or thoroughfare. Block enough of them & you can’t get to class or anywhere else.

      OWS has blocked exits from building (Washington D.C.), major streets & bridges in NYC, & pedestrian access. People in wheelchairs or otherwise handicapped prefer to use sidewalks & not the grass (Much more difficult for them you understand?)

      If blocking or hindering access along sidewalks around abortion clinics is illegal, then why wouldn’t blocking sidewalks on a campus be illegal.

      P.S. You are not the only one that has been to war (s).

      You are correct,……if you read the original post UCD allowed the protest, only they could not have tents, why not remove the tents? These kids are harmless, if they will not remove the tents then have the police protect the campus maint. crew as they remove them.

      All I am saying is that it seems to me the rules of engagement for U.S. protesters are much more lax than for U.S. troops in harms way.

      When can we start to impede ingress/egress to the free clinic, state/county/fed social services, drug courts, lawyers guild and glbt workshops? These people who cry for the tantrum punks need to shut up and join in with the protests. Like soft core socialism, do it right or shut your pie hole-get out there on the street with the protesters you support. The 1st ammend is 1st for a pretty solid reason. Get out there and wear it out-don’t sit at home and troll along all comfy-stand up and show your support to this cause, whatever it is this week.

      MarineRaider: Thank you from the bottom of my family’s heart for your service to our country. We will never forget. I agree that some comments are over the top in their suggestions of violence towards these protesters. That said, please understand that most of these people wouldn’t wish that harm on others. It’s simply a reflection of ever-growing anger and frustration at our government and the radical left who seem to be waging a well-orchestrated, well-funded assault on our nation’s economic system and culture. We conservatives feel a profound sense of helplessness as we watch these people, who DO NOT represent the way WE feel about the path to restoration, force us further into a downward spiral of chaos and unrest. Our president and his party embrace their activities and that leaves us feeling unrepresented and outraged. There are few ways to air our frustrations beyond venting on a message board as we await the coming elections to voice OUR views.

      As far as ‘where does the police have the right to baton people curling in a ball?’ well if Curling in a ball is an attempt to defy multiple police orders and to obstruct a police action, They have every right.

      These Flea Baggers are lucky the werent tazed (Dont taze US bro). All the Police would have had to do was hit was one. Or bean bagged, I am sure that hurts coming from a 12 gauge. How about a LRAD if that was available. I think the measure that they took, was the best one at hand for the given situation.

      I am very much on the right side of this debate…..as with most of these folks. The problem I see is that to change the direction of this country 180 degrees of the direction it is in today may require more than a vote. The politicians and corporations are draining our economy by not doing what is good for the nation and I am not talking about taxes they pay or that they should not be able to make however much they would like for producing something people want. It is the influence they have to shift legislation in their favor.

      When they call us names or do something stupid lets engage them in debate. The police in this case did not change anything at UC Davis they left and the protest goes on.

      For those who say that its only pepper spray its harmless, you are only half correct. The police officer is using a high pressure nozzle at point blank range. That in not the proper way to deploy this type of canister. Luckily no one was hurt and they put their faces down.

      Also, some have said these people want to change our way of life……..I disagree these kids have no clue what they want other than to do what everybody else is doing

      Who uses a sidewalk at a university? Professors, students & university staff. Not all of them have great mobility. You have not seen blind people, people with cerebral palsy or people in a wheel chair go to a university.

      Do we have to play a little freaking game and have a person with a disability see if they can pass from a parking lot their class by the most direct route? Would other people have to wait until we saw if the OWS deigned to let such a person pass?

      If the let a disabled person pass, why would they not let a person, a student, with no disability to pass? Because they have no disability they have less of a right to travel unhindered to class?

      Or is that OWS would let a wheel chair bound student pass but not any other student pass, because if they blocked a wheel chair bound person they would look really really bad.

      30 pounds per square inch or greater would be harmful. OSHA sets a standard for low pressure air at 30 psi. How far back should Mr policeman be? 20 feet? 10 feet? 5 feet?

      If we elect a president & a Congress & determine that we need a nuclear force to counter the Soviets, should the Nuclear Freeze movement be able to determine our government policies outside the electoral & legislative process.

      Certainly the Nuclear Freeze movement had congressman on their side. John Kerry who once served in Vietnam supported the movement.

      I would remind you the Soviets made payments to the Communist Party USA & others . They also had SS20s pointed at Western Europe at this time but the Nuclear Freeze people wanted no response to the SS 20s such as the Pershing.

      pepper spray was designed for this exact type of use of force and is uniform among all law enforcement agencies across the United States. This could be a training tape on correct use of product. Officers were not injurred and no lasting harm to the law breakers. Kudos.

      I think people who disrupt meetings should have their own meeting disrupted until they learn basic courtesy.

      People who throw bombs should have bombs thrown at them. Maybe they would not be involved in children’s education then.

      The protester blocked exits form a D.C. convention center on or about November 5th. This did 2 things
      – It potentially put people in jeopardy if there were a fire
      – It is trying to get other people whom they disagree with to stop meeting. It is infringing on the right to assemble. That is a constitutional right.

      If you don’t arrest them when they fail to obey a lawful order, then they will push the envelope. the will assert squatters rights. They have done this before & won in NYC. It is codified law in Costa Rica. This is not a hypothetical situation. Suppose that you were deployed overseas for 15 months to Iraq. That happened to many people before 2008. Suppose you are single & lock up your “Raised Ranch” style house & go on deployment. Then an a group affiliated with OWS squats in your house & demands that they be given title, because housing is a HUMAN RIGHT & they NEED it. After all you can get base housing. Or since you had the means to obtain a house the 1st time it should not be hard to get another house after all. What will you do?

      Besides squatting, taking over public spaces to protest , they will engage in citizen’s arrest.

      These people are all rights & no responsibilities.

      Francis Fox Piven must be proud. The campus police, municipal police are being overwhelmed by these juvenile acts of “civil disobedience”. The purpose is to overwhelm the local police so the National Guard, Homeland Security and finally U.N. forces can be deployed.

    Out of all of the most priviledged college students in the great USA, UC Davis(Sacramento area) kids are among the most spoiled and coddled. Not necessarily because they are rich, it’s more the laid-back(if CA is so rich, we deserve free ish) lifestyle they live. College grant money is numerous and community college classes are literally ONLY $90 per class. California in general has a standard of living (even for homeless people) that could be envied; and honestly I don‘ t think they realize how bad most other states’ citizens are living. I grew up in North Sacramento and it is known the most socially diverse group of people; not because of just the different ethnicities, but the ability for these groups to live in harmony. After have lived in NY for the past 7 years, and seeing how much the people are taxed and tolled to death, the thought of forever seems insane. The whole state of NY should be protesting the outrageous property taxes for the way overpriced and old ugly houses. Point is, a lot of people don’t realize how good they have it, and some don’t realize how bad they are being ripped off in their respective home states. Good thing for us, we have options, and we can research and move to states that don’t bleed you dry. As for the protesting, it‘s too bad these kids don’t realize they are being used not to bring down Wall Street, but to bring down our nation at a time of great financial insecurity and global chaos and upheavals.

      Cheaper than it is here. $6,150 for full time. Assuming 12 semester hours & 4 classes, that is $ 1537.5 per class

      $1537.5 / $90 = 17

      @Walkabout Yes man I feel your pain. 1 community college course in NY state is $600 and the price is rising. Every time I talk to a friend or family member from Sacramento and they complain, I tell them to shut their mouths because these folks are living large in CA. And people from other states cannot be upset with CA, because the federal govt has gotten more funds for the NATION from Cali than any other state.Even with it’s finances in disorder, it is still the agricultural powerhouse of the World, and it still has many natural resources which benefit the population. It is a huge state.

      Maybe I missed something……. The students are angry and want the Chancelor to resign
      because they were blocking the road and the Police sprayed them???? What they wanted
      was for the Police to pick them up and move them????? Why would a policeman take
      a chance on hurting his back permanantly by doing that when he could simply spray the
      fools that were disobeying and everyone move on…..

      They have a right to protest… But they do not have a right to break the law, by blocking the

    I think the police should take the advice of the university and have a three day discussion about the proper way to handle the situation. After three days, the police can return and institute the agreed upon rules. This will also provide many jobs in the construction business to rebuild the totally destroyed campus. Why endanger the police officers health when the Libs refuse to comply with local laws? Give the wierdos what they want and let them suffer.

    I will never forget; a few years back, in Israel, a demolition was about to occur. An American ‘protester’ sat many yards in front of a bulldozer. The authorities told her to move, or there would be consequences. She refused to move; the bulldozer ran over her. It was a closed casket funeral.

    These people are mimicking the ‘Arab spring’ protests and apparently did not watch the police/military responses. There ARE consequences to actions. When the behind the scenes directors of the protests start the truly violent actions this will become very ugly.

      You and I knew that was coming. But what would be smart is if cities start suing the SEiU and other groups with money. The chief of the SEIU wanted to block the streets. She was representing the union. Sue the union to make them pay in civil court.

      If your a student of UC Davis and the protesters blocked your path slap them with restraining orders and injunctions. Get them as individuals in civil court.

      Remember that’s their game a simple majority would rule the decisions, thy use it the police, the cities and us citizens should use it too.

      I don’t understand why people can not understand that simple truth. If you are violating a law (blocking traffic or otherwise impeding other’s ability to freely go about their business) and the kind officer asks you to move but you refuse, expect to be sprayed or worse. Officers don’t have the time or the need to play school counselor.

      It is not a police state tactic to disperse a crowd that is blocking exits from a building.

      It is not a police state tactic to disperse a crowd that is blocking a road, sidewalk or other thoroughfare.

      Some what dear old Tifosa is saying is that if a group blocked access to a rally held by OWS preventing thousands form attending, the police told that group to disperse (quit blocking access, that group refused lawful order, the police use tear gas, pepper spray or batons to disperse them, or arrested them, then the TOTALLY CONSISTENT Tifosa would call that police state tactics.

      I bet Tifosa would not.

    those police officers have families that they need to come home to. If the fleabaggers had just put their hands behind their back and went to jail like good little posers then there would be no spray. Disable then so our police officers don’t get hurt.     This is an absolutely appropriate to use force using pepper spray. The protesters have failed to respond to verbal commands and demonstrated their intention to physically resist. The use of pepper spray is preferred over physical confrontation for the safety of all parties. There is nothing wrong with how the officer performed his duties. The most important thing is that no one has any permanent injuries due to the smart and safe problem solving of these police officers.

      If they would have stayed on the grass off the sidewalks or streets, they would have been left alone.

      But these children have to BLOCK thoroughfares. They are intentionally provoking. They are also infringing on OTHER PEOPLE’S RIGHTS when they block thorough fares.

      I have seen many a hash Wednesday, where people went to the quads & smoked mj. No action was taken. If they had blocked sidewalks or streets, campus & local police would have hailed them away.

      Their 4th amendment rights? Amendment 4 is about warrants. I think I understand what you’re saying, but you’re so far off. it’s talking about unreasonable searches and seizures. Big difference: these people defied the police and were breaking the law. You can debate the meaning of the 4th amendment all you want but they arrested people just the same (worse in fact) back when the constitution was written then we do now.

      Is the right of the demonstrators to protest on the sidewalk outweigh the right of a wheelchair bound citizen to use the sidewalk to get to or from class.

      It keeps getting said that the whole world is being flipped upside down. It’s true. People need to become educated on the “original argument” (to borrow from GB) that originally brought the colonies together as the United States. I’m not even saying everyone has to agree on it. But, they should know what it is. But nope…. we’re stuck with a larger and larger population of uneducated ppl.
