Update: Threat Forces Iowa Town to Cancel Controversial DHS Emergency Drill

Treynor, Iowa (AP/The Blaze) — An Iowa training drill involving a mock school shooting by white teens venting anger over illegal immigration was canceled Friday after authorities said a real shooting was threatened at the high school where the drill was to take place.

Pottawattamie County Sheriff Jeff Danker said his office was notified about the threat that came to the school Friday morning from an out-of-state phone caller who threatened a shooting at Treynor High School, the site of the four-hour drill scheduled Saturday for police, firefighters and other first responders.

The caller stated something along the lines of, “‘Your school shooting drill may be a reality today,’” Danker said. He said three deputies went to the school Friday morning as a precaution. It was not immediately clear when or if the exercise would be rescheduled. County emergency management officials did not immediately return messages Friday.

The drill has gained attention amid concerns raised by groups opposed to illegal immigration that say the fictitious scenario had a political agenda in featuring a teen with ties to a white supremacist group and gun enthusiasts who was angry about immigration issues.

Iowa Minutemen state director Robert Ussery said his group opposed the drill, which he said painted “people who believe in enforcing our laws as criminals,” but members wouldn’t have made threats against the school. “We’re not geared toward violence, but toward education and trying to change the laws,” Ussery said.

Exercise director Doug Reed had said Thursday that the county incorporated the immigration issue into the scenario to get Department of Homeland Security funds to cover the training. To qualify, Reed said, the exercise needed to be about terrorism – which the federal government defines as the use of violence to intimidate or coerce a government or population as a means to further a political or social objective.

The statute that established the State Homeland Security Program says the federal department provides money to states to disburse to local agencies that meet the criteria: to help prevent, prepare for, protect against and respond to acts of terrorism.

Homeland Security spokesman Matt Chandler said the federal department gives money to states to hand out locally. Specific scenarios aren’t dictated by the federal government but are developed on the state or local level, he said.

Stefanie Bond, a spokeswoman for the Iowa Department of Homeland Security, said the state office provides funding but has no involvement in the planning or approval process.

“The county puts together their own scenario that must meet federal criteria,” she said.

Details of the Iowa scenario were not supposed to be made public before the exercise so as not to influence participants, but the information spread Wednesday and Thursday through social media websites.

The backdrop for the drill, according to the county’s 41-page plan, is an influx of minorities into the community that has led to economic instability and sparked racial tensions. In the scenario, handwritten notes have been found at the school threatening violence against minority students: “If you don’t get rid of them, we will.”

One of the fictional shooting suspects is described as the son of a white supremacist whose family members are gun enthusiasts. The teen has protested with anti-immigration demonstrators and is known to have a quick temper.

The mock shooting unfolds as two teens approach a group of minority students in the school cafeteria and shout racial slurs. One makes comments to the effect “that he is tired of them moving in and stealing jobs and money from Americans,” according to the exercise plan. One of the attackers shoots, then the other yells “the revolution begins.”

Treynor school superintendent Kevin Elwood said he received about 100 emails opposing the drill over the past day.

    they caved in to polital pressure but used the crazy phone call as a cover.
    plain and simple should of just labeled it as a drill for precaution against a crazy person with a weapon.
    the issue with this town having a infulx of imigrants is what it suddenly does to a community that has its way of life\culture severely turned upside down. the issue is when the immigrants come in most of them dont make any attempt to assimilate to the local ways. when in rome do as the romans do. when in your own house do as you like.

    I like the idea of offering them some alternate scenarios. How about:

    Teachers are overheard discussing a new bill coming up for a vote which would end the union gravy train and allow teachers to be fired for bad performance. The teachers say it would be better for the children to be dead than to have to be taught by teachers who are not getting “their fair share”.
    They also have flyers with clenched fists, gunsights, targets and the word “kill”. The teachers also say their leaders told them they may need to “get a little bloody” another of their leaders says “we need to punish our enemies”.

    It is determined that one of teachers has made contact with a Mexican drug cartel and purchased 50 guns that had been provided to the cartel via the Obama ATF and they are going to take hostages at the school and kill a kid an hour until the union is guaranteed its right to taxpayer’s money in ever increasing amounts while the quality of work continues to decline.

    They also feared a possible bomb scare because everyone kept saying Boom! Winning! but then they realized it was just a Charlie Sheen interview being played in the background.

    I am not buying that story for one second. Not ONE. They were taking big time heat for their idiotic drill theme and were looking for a way out. Do not EVER believe ANYTHING that the govt tells you. Muslims and minorities harm white people far more often than the other way around. This was a mind conditioning drill designed to brainwash people into thinking that whitey is the enemy of the state and not any other group. But they got caught. They needed a way out. .

    example is the tests they require if you get fed money, and the topics they cover……….all ideological questions, that if answered incorrectly ( ie. without the lefty bent viewpoint ) you fail.

    If white supremacist groups were going to gun down illegals, they would have done it long before now. This is pure politics and political propaganda.

    The sad part is that violence actually gets results. It took a real threat of violence for them to call off this obsurd drill. The Daily Show with John Liebowicz has no problem making fun of Jesus, but when they were going to make fun of Mohammed they got threats of violence and decided not to make fun of Mohammed.

    Is violence the equivalent of morality for liberals? We’re going to do what we want, but if violence is threatened, we won’t do it. If Christians were like liberals and threatened violence over Comedy Central making fun of Jesus, they’d stop making fun of Jesus. It’s sad that people work like that.

    When I was growing up we could take our shotguns and rifles (unloaded of course) to school and they would put them in a closet in the main office where we would retrieve them after school to go hunting.
    We never had anyone even threaten to come to the school with a gun. If someone had, there was a ready arsenal available with ammunition in our coat pockets.

    better yet – have a mock drill – of illegals tearing up a city – damaging property – burning cars and businesses – as what occurred in Arizona and California – over Arizona’s legal imigration state law -

    with illegal aliens being allowed to protest without any consequencs – while pelting police officers with stones, bottles and bricks – when law enforcement was only able to monitor their protests – that quickly turned violent –
    and let’s have a drill wherein what would happen – in that type of situation – if the federal government enforced legal immigration laws – and allowed the states to do the same.

    This drill’s scenario was set as a way to make people believe the threat of white separatists is the most likely, plant a seed and it grows.

    I as a white man hate white supremacists, I’ve run into them throughout my life and what I find is there more in line with the obama admin than any other ideology. They believe the same things as the progressives, it’s only a matter of who and what color should be in charge.

    Fascism is very close to the ideology of American socialist, the socialist just won’t admit it because it would require them to truly look at who and what they are.

We are treated as if we are the blame for all of societies woes. I myself at one time wanted to follow christ and I truely wanted to know the truth. If I was the epitome of evil or at least the son of Satan I felt a need to deal with it . Therefore I went on an odessy to find truth. I began My search with history. The new ones were the same story White bad Black good. So I went to older history and it was different and substantually more detailed and factually supported. There in these books I was not the devil. I have spent a long life studying and I do realize how these modern teachings could destroy good children if pushed on them as they have been. Hell I sometimes wonder what will happen when these good children realize they have been lied to and upon.

    The day we see DHS dismantled and return those duties to the FBI and local law enforcement will be a day for celebration in America. I said from the get-go that this massive layer of bureaucracy would be a giant boondoggle and it should, at the very least, have been limited to a five year life. However, I know that a bureaucracy like this is always impossible to eliminate and they always bleed taxpayer dollars to the ultimate destruction of our liberties. We are, once again, paying good money for our own demise, kinda like taking out a hit on ourselves.

      I agree with 82nd Airborne the drill in of itself, as a drill, would have been a good idea; just not the way it represented along racial lines. People have suggested in posts here the other night this would be a nudge or shove by the administration to see how people would react; and it appears to be that, I have to now wonder how soon the Fed’s will shove back and how hard.

      Events are coming to a head soon, and the progressives are exposed, they lose more control and will soon face the final ultimatum in their ideology – surrender, or go down with one, all out punch to take all in a desperate gamble.

      This is the situation, our first responders must practice for, IF we are scared of our shadows how do our protectors and those which want to assist the injured learn how to better respond to a given situation.       Agreed, we have gotten used to jumping at our own shadows, just as the Fed’s want us to do so. If they can make us so paranoid of one another, and of shadows, then when a real problem comes, we will willingly – for most of us, run screaming to them to ‘save us’ from the bad guys.

      Drill idea: Good
      Reason for drill: Bad, very bad. It denigrates the citizens of Iowa and demonizes immigrants, whether they be legal or illegal.
      DHS Response: Typical regime response of denialability. Who us? We had nothing to do with this. IF and I do mean IF we had a responsible media, they would investigate who came up with the scenario and why.

      “During the last 24 hours, the Treynor School System has received threats to their employees
      and buildings due to the planned “active shooter” exercise. After consultation with the
      Treynor School District and the Pottawattamie County Sheriff’s Office we have jointly
      decided to cancel the exercise due to these threats which we must consider as viable. The
      Pottawattamie County Sheriff’s Department is now actively investigating the threats.
      It is astounding that people claiming to be “patriots” would be opposed to emergency
      response agencies drilling to be prepared for any threat.
      As stated many times, the scenario building narrative was meant only to meet the Department
      of Homeland Security requirement to qualify for HSGP grant funds. In no way has our Office
      or any of the other response agencies favored a political view or issue. Our only intent was to
      prepare for a worst case scenario to build our capacity for such an event and to test any gaps
      in our response system.”
      This is the bulletin issued by Treynor explaining the reasons for the cancellation of the exercise. I agree it is despicable for threats to be called in, but I think the superintendent was pulling an Obama when he classified the caller(s) as patriots. Does either he or the sheriff’s office have proof of who made the calls and what political affiliation these people have? I also wonder why a town with a population of about 1,000 would envisage this type of scenario. Further does the superintendent really mean that this type of scenario is part of the requirement for a town or city to get a grant from DHS? Not to be cynical, but it seems like there is more to this story.

      I am so sick of PC (political correctness) that I physically nauseauted by all of this (or maybe it’s that antibiotic I took for a tooth absess, I’m not sure). It’s well known that most mass murderers are white. And it’s also an established fact that most of these school massacres are done by whites (the West Virginia killings notwithstanding). Murders by minorities are generally directed at specific targets in gang or drug violence, but mass murders, especially at schools are the province of whites. Why do the liberals try to suppress that? I’ll tell you why: BS PC.

      We all know that. What I hate about this PC nonsence that we can’t ever characterize whites as the aggressors in an imaginary scenario of violance. We don’t want to offend the liberals by presenting a realistic scenario. This PC crap, that we NEVER even suggest that white people might commit murder is BS.       Cancelling is a no brainer. You are about to conduct a mock anti-terrorism exercise. There will be people engaged in the exercise with varied uniforms and blank ammunition or unloaded weapons. A perfect setting for one determined idiot also in an official looking uniform, but he is loaded up with balll ammunition.

      The exercise creates the shooter’s camoflage and provides a concealed avenue of approach. The caller is despicable, but he knew how to make an effective threat.

      jzs, would you be ok if it was portraying a group, say identified with liberal causes,and I agree that it is unfair to say white supremacists are lib or cons, but they are portrayed in the media as cons, would you be ok if a misrepresentation of a liberal cause was portrayed? If you do not think that this is agenda driven, then I question your readiness for open debate. To be realistic, what would you say is the most likely terrorism threat we face? So we agree, it is radical Muslim terror threats. So I suggest we use that, or its semi-well mannered cousin, union thugs, as a likely scenario. I knew I could bring you around to common sense, or I thought I could, and then I re-read your list of generalizations that are so blatantly a distortion of reality. If we are going to have a decent, adult discussion here, then leave the rants at home. Example 1, do you seriously think Glenn believes or says that “the entire Muslim population” is something we are to be afraid of? That is just one of the blatant misrepresentations you presented, that I will call you on. You may think we are stupid, we are not.

      The drill is not a good idea because it may result in just what is happening now: further dividing the country. There is no way to portray the lib or conservative viewpoint on terrorism without getting people more riled up and ready to point fingers at each other. This may be just what Homeland Security wanted to happen so they can step in and tighten our leashes even more. Besides that, if tempers flare while reenacting a terrorist scene, who is going to stop some nut from making it a real situation? Too risky to be doing this at a time when the country is in turmoil already.

No I don’t think that all the posters on this website “are stupid.” Although I read so much paranoid, misinformed, utterly biased opinions on the website I find fascinating. It’s incredibly interesting to me, for whatever reason, to hear the fear of people here that “the government” might put them into FEMA concentration camps, or that, as Glenn says repeatedly that the end of the world is coming, statements he carefully balances with others that he’s not sure if the end of the world is coming (while he sells gold and seeds to grow your own food against the possibility of the collapse of the world).

      Does Glenn say outright that all Muslims are bad? You’re right, I don‘t think he’s said that that exact thing outright. You called me on that, and you’re right, Beck has not said explicitly that 100% of Muslims are bad. He just says the Muslims are trying to establish a worldwide Caliphate, something we should all fear. He hasn’t said outright that every single Muslim is evil, just that we should all fear world domination, and American submission to, a worldwide Muslim Caliphtate. I guess it’s just posters at the Blaze who think that every Muslim wants destroy America and impose Sharia law. But, I agree, Beck never said that. Only the people who listen to him say that.

      I agree with you on the scenario for the disaster drill. I can imagine there are racial tensions in that City that they wanted to emphasize and address, but they were pretty stupid to choose the scenario they did. Obviously. I agree on that.

That’s another story— once again all the problems in this Country are from prejudiced crackers who own guns???? PLEASE— this is a totally politically motivated scenario! Why not use a threat from the union thugs (after-all; the drill is staged at a school)—or the BLACK panthers—or the REAL terrorists; islam and sharia????

      This way, when our Reichstag moment happens, and Americans finally take a physical stand to prevent the establishment of a totalitarian regime, there will be that narrative in place to justify the killing of “right wing terrorists”, and the Tea Party will be outlawed, and anyone who so much as mentions it over the phone will be arrested and detained indefinitely under suspicion of “domestic terrorism”.

      This country and now the world are using caucasion people as their whipping boy and from a strickly racist point of view as they paint all European type decendants as evil devils as opposed to their angelic messianic ways. Thats makes people like me less than human and therefore much easierto assault and even kill since we are so much the robber of societies goods. We are spoken of daily worldwide as being everything evil and if we here in America were the minority we would be lynched just like they did to those in South Africa and Rhodesia just a short time ago. But we are not the majority and we are not slothful. We are thinking men and even though we are long suffering we do see racism directel towards us and we will eventually take the racist stick from them who have beaten us with it and are bringing the world to darkness.       I guess they’ll know next time they want to do a DRILL not to test the RESOLVE of true Patriots who are actually willing to fight liberal FASCISM. Good work to the Minutemen for putting a stop to this FARCE Obama’s brainwashed followers went too far this time, but at least there’s someone in Iowa with the guts to put a stop to their HATE.       I am inclined to agree with 82dAirborne, too. Drill: good. Picking on conservatives in a conservative state like Iowa: dumb. Why not a more realistic scenario? I mean, the union thugs raiding a school would be funny, but it’s not very realistic. What‘s wrong with our country when the people can’t see the writing on the wall? Islamic terrorism is the existential threat, not concerned Americans just tryign to get the gov to enforce the law!

      On the other hand, I think patriotdillard goes too far. The Minutemen just made themselves look bad, and reactionary, even extreme, by threatening violence toward the school. In some ways, it just feeds into the Lamestream lie about those of us who just want to secure our borders.

      @ JZS……Why do you so easily see white men as the predominant mass murders and yet do not so easily see other dangers in our country and our world? All ideologies aside, can we be frank with one another and admit that there are all sorts of groups from all sides of the isles that would like to harm us and this country in one way or another? I have no problem with the scenario they wanted to use. There has been white men guilty of doing all kinds of evil things and I will condemn each act as it deserves. I am not going to be so easily ruffled by any and every stupid action or comment of this nature in the story. If a group acts in a manner that espouses violence and hatred then I will denounce all members of that group (KKK) because to belong means you uphold the beliefs of that group. So too I would do the same with those who espouse and follow “radical” Islam (the difficulty here being the group is large and uses deception to maintain a cover). I would never say that all Muslims are to be condemned per say just the actions of those that hold to the ideas of violence and aggression. However on a larger scale the onslaught seems to always be engaged with a relentless and sometimes more subtle attitude in things of this nature that continually cause more and more division by getting digs in here and there toward those on the other political side of the isles. Can you also see that by framing the exercise as the motive being upset with illegal immigration also then places a certain undesirable picture or mindset of those who oppose illegal immigration when repeated often enough? I find it hard to believe that the exercise would have ever been dealing with radical Muslims attacking a school, it just is not political or socially accpetable. Can you in all honesty believe that would have ever happened without significant outcry in the media? I can honestly say that this exercise could have gone forward without the implication of some sort of fictitious group that reflects the views of a significant portion of our society on a very controversial and mainstream topic. Agreed? It added absolutely nothing to the overall exercise and its training benefits. I believe it is this expression that is the hidden offense in this exercise. Can we agree that there have been left and right wing extreme groups capable of violence and tragedy as well as ALL ethnicities, as there is no one “race” that has cornered the market on evil?

      I cannot believe my eyes! I’ve never read so much mouth-frothing xenophobia and barely hidden racism on a thread in my life! DHS plans a drill based on white-supremacist attack, and white-supremacists threaten violence to stop the drill. It’s surreal! I hope they find the Minutemen who called in those threats and lock them up for good. It’s time for sensible gun control, and they should start by removing the possibility that these Minutemen will make good on their threats. If not today, they might start killing brown people tomorrow at some other school.

      The Minutemen should be classified as a domestic terrorist organization, be forced to disband and give up their weaponry before innocent blood is shed!

      Point 1 – I don’t like the drill scenario, but please remember, two teen agers actually did kill a whole group of people. The location was at a school, which would fit the scenario. I think the other part of the drill was to use the unexpected, hence the choice of white students and the motive was anti-immigration. Once again, I don’t like it, but that’s what they chose.

      Apparently whoever called gave a viable threat. Whether that caller would have pursued the issue or not, it was too risky.

      It appears to me that most scenarios will offend someone and add to others political agendas. I would suggest that to avoid such things, I would like to propose some changes to how these drills are set up and run.
      1. If Homeland Security funds are to be used. The scenario should focus on a plot originating from outside of the country. Homeland Security was created to protect the US population from terrorists and other groups from outside of the US in direct response to the attack like that of 911.
      If the scenario is is based on some internal plot from a domestic group or individual, then the money should come from the FBI. They have had and still have and I believe, to have original jurisdiction for all domestic acts of terrorism whether in comes from individuals or groups.
      I understand that the FBI works with (or under) Homeland Security but each has their own budgets and responsibilities. The FBI has always worked domestic terrorism cases. I also feel that Homeland security should concentrate on issues that led to it’s creation. Mainly threats from outside the country.
      2. When setting up the scenario for the exercise it should be vague in nature and lacking detail and should be geared to agency who is funding it. Homeland Security would have one that suggest foreign influences and the FBI would have one of domestic origin. So as to have a drill that is more realistic. Given the fact that if it was a real event the first people on scene would have very little if any details when they arrive at the scene.
      3. That when running the drill, all civilians and perpetrators be dressed in normal attire accounting for weather and the setting. i.e. a suburb, big city, rain, snow etc. Also, all civilian and perpetrators wear a sheer colored stocking (red, blue, green, purple, etc.). That would take race or nationality out of the equation and limit the influence of political agendas. First responders and law enforcement would be dressed as normal and NOT wear stockings. We know that they are not racist and have no hidden agendas.
      4. We recognize if the drill is to respond to an attack, by the time the first responders arrive the attack would be over and their primary responsibility would be CLEANING UP THE AFTERMATH. The chances of this government being able to stop a large well planed attack once begun would be like winning the lottery. That is different than stopping 1 or 2 gunmen ending in a shootout or the taking of hostages.
      I have high hopes and expectations for our law enforcement officers and firefighters, the BUREAUCRATS IN CHARGE and those in the system I have little faith in. They are the ones who bring in their own hidden political and racist agendas to the decisions they make everyday.
