Obama Vows Military Action Against Gadhafi: No-Fly Zone a Go, Ground Forces a No

WASHINGTON (The Blaze/AP) — President Barack Obama demanded Friday that Moammar Gadhafi halt all military attacks against civilians and said that if the Libyan leader did not stand down the United States would join in military action against him.

Still, Obama also said the United States “is not going to deploy ground troops into Libya.”

In a brief appearance at the White House, Obama said Secretary of State Hillary Rodham Clinton would travel to Paris on Saturday to join in a meeting of allies called to discuss next steps in Libya, where Gadhafi has launched a brutal crackdown against rebels trying to end his 42-year reign.

Obama’s remarks came less than 24 hours after the United Nations Security Council voted to authorize military action to prevent the killing of civilians by Libyan forces.

There should be no doubt about Gadhafi’s intentions “because he has made them clear,” Obama said. “Just yesterday, speaking of the city of Benghazi, a city of roughly 700,000, he threatened ‘we will have no mercy and no pity.’ No mercy on his own citizens.”

The president has been criticized by U.S. lawmakers and others for not moving more forcefully while Gadhafi has regrouped in recent days and taken the offensive against the rebels. Obama said the United States and other nations have imposed sanctions on Libya, frozen assets of the leader and delivered humanitarian supplies to bordering countries to help ease the plight of thousands fleeing the fighting.

“Now, once more, Moammar Gadhafi has a choice,” Obama said, listing what he said were non-negotiable conditions laid out by the U.N. Security Council.

“If Gadhafi does not comply, the international community will impose consequences, and the resolution will be enforced through military action,” Obama said.

Obama did not specify what responsibilities would fall to the United States if military action is carried out against Gadhafi, but officials have said previously that American forces would help enforce a no-fly zone to prevent the Libyan leader from using his air force to bomb civilians.

The president made no reference to a Libya’s declaration of an immediate cease-fire on Friday – a statement that a rebel spokesman said was fiction.

Instead, Obama listed a series of demands for Gadhafi, including the halting of all attacks against civilians, a stop to military action against Benghazi and other cities and permission for humanitarian supplies to reach the civilian population of the country.

“Let me be clear, these terms are not negotiable,” he said.

“Our goal is focused, our cause is just, and our coalition is strong,” the president said.

He emphasized that the United States was not acting alone but in concert with Britain, France and Arab countries he did not name.

“Change in the region will not and cannot be imposed by the United States or any foreign power. Ultimately, it will be driven by the people of the Arab world,” he said.

The uprising against Gadhafi is only one of many struggles being played out in the region as long-time autocratic regimes come under pressure. Protests in Tunisia and Egypt have led to the ouster of long-time rulers, and there have been demonstrations in Yemen, Jordan and Bahrain. Protests erupted in at least three parts of Syria during the day Friday, according to state television and other source

Earlier, Clinton told reporters that Gadhafi must make “a very clear set of decisions” to halt violence against anti-government rebels.

Clinton said the U.S. had seen the reports of a cease-fire by the Libyan government, but she added that the American government was not going to be “impressed by words.” She said the immediate objective of any intervention was to halt the violence against civilians, but insisted that the “final result of any negotiation would have to be the decision by Col. Gadhafi to leave.”

The U.S. has ships and warplanes within striking distance of Libya, including submarines and surface ships armed with Tomahawk cruise missiles. If military action were to proceed, a first step likely would involve attacks on Libyan air defenses, including radar and surface-to-air missile sites along its Mediterranean coastline. That would allow aircraft enforcing a no-fly zone to maneuver with impunity.

The nearest U.S. aircraft carrier, the USS Enterprise, was far to the east, in the Arabian Sea supporting air operations in Afghanistan. The Pentagon gave no indication that substantial additional firepower was being moved toward Libya, even as it focused on providing humanitarian relief in stricken northern Japan.

According to a report from Reuters, However, the U.S. Navy has already announced plans to send more ships to the area:

The United States will deploy additional amphibious ships to the Mediterranean, the military said on Friday, as part of the Obama administration’s plans for responding to ongoing violence in Libya.

The USS Bataan Amphibious Ready Group will deploy on March 23 “ahead of its original schedule in order to relieve units from the USS Kearsarge (Amphibious Ready Group) currently positioned in the Mediterranean Sea,” it said in a statement.

Britain, France and NATO were holding emergency meetings Friday on using military force to enforce a no-fly zone. NATO Secretary-General Anders Fogh Rasmussen said the alliance was “completing its planning to be ready to take appropriate action in support of the U.N. resolution as part of the broad international effort.”

Officials announced that the leaders of Britain, France and Germany and the chiefs of the United Nations and Arab League would join other world leaders for an emergency summit on Libya in Paris on Saturday.

Obama’s remarks came less than 24 hours after the United Nations Security Council voted to authorize military action to prevent the killing of civilians by Libyan forces.

    Yes, it’s true, this man speaks out of both sides of his mouth–remind you of someone?
    Yes, he will say one thing but do another–remind you of someone?
    He catches flies mid-air, flies buzz around his mouth–do we need to be hit over the head in order to know just who resides in his soul?
    In the first day of meeting with his people and the cameras were rolling, who was he winking at?–was this a signal that the biggest scam is now in place and up and running?
    He has two names–why?
    Why spend so much $$ in laywer fees to keep under wraps your personal papers–who does this unless they have something to hide?
    One day he says he’s a muslim, then he says he’s a Christian–which is it?
    His wife has never been proud of America, but now she is–why?
    He led with ‘hope and change’, but did they know what that meant?
    He said, “Judge me by the people I surround myself with.”–well we all know who comes and goes in the WH, we all know the czars and their links to shady characters.
    Why spend $$ we don’t have now to go to Libya? To lose more of our military perhaps?

    I’ll leave the judging for Jesus, but what I will state is this flaccid, weak, man/child has the audacity of hope to change America alright and he wants to go down in history as the president that destoryed America.

    That’s one reason he is in Brazil when he made the announcement. We can’t get him from here. Had he pulled that s*** while here in the States, I feel that some of us might have just risen up in spite of ourselves.

    My opinion? Get our men and women HOME NOW from overseas and put them on our borders and working within our own country to get rid of the people here who hate AMERICA so much. They can help us ship them all out to the other countries they seem to love so much!

    I eagerly await his comments. I am hoping he advocates for military action. Because then I can go to all those idiots on the left and ask them to respond as to why Libya is okay, but Iraq was not.

    Oh, I expect to get the same bull they have been spouting about Bush lied…and I always follow that with whether they read the law passed by congress authorizing force, and the reasons behind it.

    You can’t say military action in Libya is okay because of wanting to protect Libyans from a brutal dictator, and then say you do not support action in Iraq which protected Iraqis from a brutal dictator.

      What is happening in Libya is the way it should happen…the people are taking back their country. We have NO right to interfere in a military fashion.

      Remember that without the aid of France during our own revolution we probably would not have beaten back the British. There are precedents for a more powerful nation stepping in and helping rebels establish a new nation. The nice thing is that the new government is fairly obligated to be nice to the nations that helped them get established. There, in a nutshell, is the reasoning behind why the US should get involved. Unfortunately, our president has waited so long that we have very little credibility being there at all and the rebels are angry enough with our lack of support that they are more likely to join the throngs of people who hate the US.
      Words are not enough, Mr. President. Your campaign speeches do not change the course of human events around the world, contrary to your expectations.

      His incompetence is beyond belief. Why only now? Why on earth say “no ground troops”??? Even a grade school kid knows not to tell his opponent where he will stop. This is stupidity at a dangerous level. I cannot believe this man child is president of this once great country.

      Great news for the Muslim Brotherhood- ‘we will not supply ground troops’…We will just use our technology to take Gadaffi out, so they can take over….Americans pay so, the Jihad can win. Clever.
      They set it up perfectly, so we will be the ‘bad’ guys who helped ‘late’….Helped ‘save’ civilians who were ramped up by the Brotherhood….Next stop, Bahrain, then Yemen…..After all it‘s all so they can have ’democracy’, then after we do the dirty work, they can all become States of Iran….LOL…all because of the ‘Coalition” of the UN which is the NWO…

      So when we freed thousands of women in Afghanistan, we were wrong.
      When we stopped the rape rooms in Iraq, we were wrong.
      Any action in Iraq, despite the victories in human rights, was simply “Blood for Oil”

      But only when there is a Republican in the White House.

      And of course our plan of action is? Do we remove Khadafi? Anyone? Anyone?
      No, we learned that going in and winning the war is easy. Losing the peace, even easier.

      No. This is not our business. He should have stepped up the first day, supported the uprising, pooped on Gadaffi but made it clear that we could not be involved in a third war.
      The same conditions exist for getting into this conflict that existed in Iraq, yet the progressives burned Bush in effigy. The progressives are strangely quiet now. All they will say is that its good he took his time to think about it. Progressive pretzel logic!

      Almost forgot…

      Obama has sent word to Qaddafi that this time Obam is serious. The note said…”if you don’t stop killing people right now, I will force you to play a game of B-ball against me and play a round of Golf”. That scared the you-know-what out of the Libyan leader. Media is reporting that the note shook him so bad that he has stopped taking his one baby-aspirin per day! Phew, another crisis averted.
