MADISON, Wis. (The Blaze/AP) — A stand by Wisconsin Republicans against a massive effort to oust them from power could reverberate across the country as the battle over union rights and the conservative revolution heads toward the 2012 presidential race.

Democrats succeeded in taking two Wisconsin state Senate seats away from Republican incumbents on Tuesday but fell one short of what they needed to seize majority control of the chamber.

Republicans saw it as a big win for Gov. Scott Walker and a confirmation of his conservative agenda, the hallmark of which was a polarizing proposal taking away most collective bargaining rights from public workers.

“Republicans are going to continue doing what we promised the people of Wisconsin – improve the economy and get Wisconsin moving back in the right direction,” Republican Senate Majority Leader Scott Fitzgerald said in a prepared statement after the victory.

Walker attempted to strike a bipartisan tone in victory, saying that he reached out to leaders in both parties.

“In the days ahead I look forward to working with legislators of all parties to grow jobs for Wisconsin and move our state forward,” Walker said in a prepared statement.

Democrats and union leaders tried to make the best of the historic GOP wins. There had been only 13 other successful recalls of state-level office holders nationwide since 1913.

“The fact of the matter remains that, fighting on Republican turf, we have begun the work of stopping the Scott Walker agenda,” said Democratic Party Chairman Mike Tate.

Phil Neuenfeldt, president of the Wisconsin State AFL-CIO, said voters sent a message that there is a growing movement to reclaim the middle class. Below, see the diverse opinions that state citizens have on the election and the issues surrounding it:

“Let’s be clear, anyway you slice it, this is an unprecedented victory,” he said.

Still, it was far less than what Democrats set out to achieve. And while they still plan to move ahead with recalling Walker, maintaining momentum for that effort which can’t start until November will be difficult.

Sen. Luther Olsen, one of the four Republicans who won, said he hoped the victories would “take the wind out of the recall for Walker, but I’m not sure.”

Two Democratic senators face recall elections next week, but even if they prevail, Republicans would still hold a narrow 17-16 majority.

Four Republican senators held on to their seats Tuesday. They were Olsen and Sens. Sheila Harsdorf of River Falls, Rob Cowles of Allouez, and Alberta Darling of River Hills. Two Republicans – Randy Hopper of Fond du Lac and Dan Kapanke of La Crosse – were defeated. Former deputy mayor of Oshkosh Jessica King beat Hopper and Democratic state Rep. Jennifer Shilling beat Kapanke.

A ninth senator, Democrat Dave Hansen of Green Bay, won his recall election last month.

Collectively, more than $31 million has been spent on the recalls, largely from outside conservative groups, unions and others.

Republican and Democratic strategists were leery of reading too much into the results heading into next year’s campaign in which Wisconsin is expected to be a key swing state.

Democratic strategist Chris Lehane said the results could provide “some early radar warnings” about the 2012 races.

“At a minimum, we already know that the conservatives are providing energy for progressive to fight back like an angry badger that otherwise may not have existed,” he said.

Lehane said Wisconsin‘s tumultuous year since November’s elections has been a microcosm of the current “rollercoaster” era of U.S. politics.

Wisconsin voters had mixed emotions about the necessity of the recalls.

Wisconsin Republicans Keep Senate Majority in Recall ElectionWayne Boland, 41, a Whitefish Bay man who works in marketing for a medical equipment maker, said he voted for the Republican Darling “not because I entirely agree with everything the Republican Party has done or the governor” but because they‘re working toward addressing the state’s problems.

Republicans won control of both houses of the Legislature and the governor’s office in the 2010 election just nine months ago.

Democrats had hoped enough wins in the recalls would have allowed them to block the Republican agenda, but the GOP will hold on to their majorities that have allowed them to rapidly pass bills through the Legislature.

The elections were also closely watched in other states undergoing similar partisan battles.

A coalition of unions and labor-friendly groups fighting a Wisconsin-style collective bargaining overhaul in Ohio said the outcome of the recall elections will have little bearing on whether Ohio’s law is repealed this fall.

The effort in Wisconsin was about recalling specific Republicans who voted for the anti-union bill while the push in Ohio is about repealing the law itself. That makes it difficult to compare the two states, said We Are Ohio spokeswoman Melissa Fazekas.

Supporters of the Ohio law also are distancing their state from the fight in Wisconsin.

“We’re not focused on Wisconsin, and Ohioans aren’t looking to another state to tell them where they should stand,” said Jason Mauk, spokesman for Building a Better Ohio, a group defending the collective bargaining law.

Ohioans will vote Nov. 8 on whether to accept or reject the union-limiting law signed by Republican Gov. John Kasich in March that limits bargaining rights for more than 350,000 police, firefighters, teachers and other government employees.

Unlike Wisconsin, Ohio’s Constitution makes no provision for recalling elected officials.

    Even though Ohio is a fairly heavy union state, the recall of the law is on shakey ground with most voters here. There is a strong anti-union sentiment here, even among some (forced) uniion members.

I’ve never understood why in this day and age that a grown man or woman who is qualified needs another man to bargain on their behalf. Can’t stand up for yourself? Can’t negotiate on your own merits? Can’t ask the boss for your own raise? Would rather act like filthy hippies and destroy the state Capitol?

      Funny hypocrites! Connecticut is in process of much harsher union reforms as we speak, but Connecticut has a democrat governor. and corrupt union officials (if you can believe that). The ct legislature is dominated by democrats with super majority radical leftists also. Governor Malloy let the union vote on his massive changes to health and pension and the membership rejected it. The corrupt union leadership then changed the rules of how votes are counted. Big ed shultzie hasn’t come to ct to protect the union membership

      Let’s be open and honest here.
      The two seats that the GOP did lose were expected to go. One was from the 32nd district which is a staunch democrat district. The GOP senator from that district had only won that race with 49% of the vote. The second seat was being fought for by a GOP senator accused of adultery, living with this mistresses and who’s own wife was for the recall it was a battle he was destined to lose.
      Make no mistake after tens of millions of dollars and a relentless ongoing campaign by the unions- both in Wisconsin and inter-state- the GOP won a convincing victory and retained the state senate.
      The people of Wisconsin are clearly waking up.

      You are right. These elections here in Wisconsin were a statement in many ways. If the conservatives would have lost these elections we would be looking at Michigan as our future. It would have also given the left a reason to do this in other states. I have never seen so many Illinois people sticking their beaks into our politics. Make no mistake obama’s people were here in droves. They have lost and there are two democrat recall elections coming up. We plan on taking them out and putting our people in. Tea Party is alive and well here. We will not be defeated! It’s great when the people are awake.

      And the results of the non collective bargaining win for WI. Over 100K jobs lost by teachers, in two counties that still allow collective bargianing. Zero jobs lost in all other school districts, just adjustments made to work load and benefit packages. ??? More schools can balance budgets, Brown Deer S.D. saved $100′s of thousands on insurance due to their new ability to shop around. Oh and the collective bargaining issue only affects benefits not wages. Everyone needs to be willing to give a little to right this ship. Fiscal responsibility starts and ends with me, or should I work my tail off so you can have more and do less? I do not thiink that works!

      I would think anyone can bunch up and make demands, it’s their right. I also think it‘s an employer’s right to pay any wage he chooses, workers are not compelled to accept the job. The outrageous part is when government intervenes and forces a “settlement” while a union is allowed to shut out replacement workers.

      You are absolutely right. All the government employees in Washington DC working for Obama that belong to a union are NOT allowed any collective bargaining and never have! The unions spend all this money strictly for a dog and pony show to show their strength. However, it failed and the unions continue to decrease in their membership. According to the Bureau of Labor Statistics, union membership is at the lowest in the past 70 years. However, they will be raising Union dues so the fat cat union leaders get those high salaries and their unlimited expense accounts, They had a purpose at one time, but they don’t any longer.

    All states should be a right to work state, unions should have no power granted to them by the federal government. If individual states want to have union labor laws of varying degre
    es that is there prerogative. The Federal government needs to shove off on state matters and people need to realize that unions are an affront to our republic and hurt quality as well as employment.

      I know what that is like being one paycheck, on illness away from losing everything. The purpose of the Federal Government, as outlined in the preamble is to provide for the general welfare. Look, I agree, except for the most worse off among us, welfare and unemployment should not be anything more than short term assistance programs, safety nets for hard times. But short term is relative, how can you tell some one to get a job, when their are no jobs to be had? Is it better to leave the poor starving in the streets, shall with have a return to the Hoovervilles? Charity is great, but b it self it can never be enough. Its not regulations that are killing jobs, without the regualtions we will have a return to days were workers were fired for mentioning safety issues. We are losing jobs because of GOP sponsored trade programs. The American workers, union or not, can not compete against the chinese worker, working for slave wages.

      It great that you are angery, the problem with the tea party, is that you are fools and dupes, being used by Koch Borhters and others to enrich their own pockets. You are protesting against your own self interests.

      Actually, I am not unemployed, look at the end of the name, soem @$$hat thinks it is cute to impersonate me. Nor do I live off of goverment hand outs, I boot straped up with the help of the goverment, with the GI Bill to help with college, with HUD and other programs for first time home owner. I am no longer in a union, switched fields but was for several years during and after college, worked in the construction field, I see the BS that the corporations attempt to get away with, the lapses in safety, the attempts to nickle and diem you out of your pay or have create trumped up charges to get rid of “problem” workers that speak up about rights. Are unions perfect, no, but until a worker has an equal baragining position as the corporation they are needed.

      You are doing nothing but letting the Koch brothers and others use you as an attack dog against your own self interests.

      I had two parents, my father in the early years didn’t earn much, held a steady job, just not one that paid alot, my mother made due and stretched budget as much as she could.

      I love how you good christians write off children, I guess the children of fallen soilders will be damaged goods to you also? Was it a handout that I used the GI Bill to go to college, or found federal programs for Vets and first time hoem buyers. You tea partiers have been brainwashed by Beck and other mouth pieces to shut-up at accept the crumbs your corporate masters throw your way. God forbid something happens to you, under your logic its better to watch your children starve, than ask for government help (that had been paid for by your tax dollars).

    The voters of Wisconsin have seen the light!!! The state has made MORE economic progress in the past year than in the last 5 years. Wisconsin has shown the nation that once the UNION STRANGLEHOLD on the state and the businesses in the state is released, economic progress will be made.

    What’s amazing is that our “educators” here can’t see the reality of the situation that their free rides aer costing everyone a lot of money, and now just months after Walker removed some of their excess privledges, school districts across the state have saved hundreds of thousands of dollars and not a single teaching job has been lost.

    You’d think intelligent teachers could see the light, but apparently union love blinds their thoughts.

      My daughter is a teacher in Wisconsin and she said that out of about 40 teachers only one has signed up and paid their union dues! Guess that tells us something!!
