Woman Arrested for Holding Sign Warning Drivers of Speed Trap

Houston Woman Warns Other Drivers of Speed Trap Ahead and Is Arrested for Allegedly Standing in the Street

Natalie Plummer's speed trap sign. (Image: ABC screenshot)

Radar detectors to warn drivers of speed traps may be illegal, but what of a person physically warning those passing by of an officer pulling drivers over for going too fast? A Texas woman was doing just this, holding up a sign warning those passing down the road of an upcoming speed trap until she got arrested.

The local ABC affiliate reports Natalie Plummer of Houston saying she felt like a police officer was “just pulling random cars over” for alleged speeding last week, so she pulled her own bike over and made a quick sign that she used to tell drivers of the situation ahead. She said that she felt like she was “simply warning citizens.”

Plummer claims that she was on the sidewalk the whole time holding the sign, but she was soon approached by an officer who arrested her for standing in the street. She also said the officer claimed she was being taken to jail for obstructing justice, which comes with a few years of automatic jail time if found guilty.

Watch the report with some footage from Plummer showing the officer pulling over vehicles:

ABC reports Plummer instead only received a misdemeanor for standing in the road. She spent 12 hours in jail.

Although the police department could not speak in detail about the incident, ABC notes a spokesperson saying Plummer standing in the road was “a danger to herself and others” and “…the sum total of which was is an arrestable offense.” Police also said Plummer resisted arrest.

Plummer believes that because the officer could not actually arrest her for warning speeders that they made something up to take her in.

We’re a little wrapped around the axle… we started with speeding being a danger to the public so it was called an offense. If you do something that stops people from speeding, that’s a good thing, right? But not so much if you stop the cops from generating revenue. Funny how they charge her with walking in the street when the “offense” was something different. Kinda like that biker in TX that got pulled over so the cops could get his video camera.

Bottom line….it’s about money. Money that was to be lost by her warning drivers to avoid the speed trap. Cops have quotas…. Quotas mean money…… It’s always about money. Safety is just an excuse.
      It’s just another TAX!

So there is no confusion the heightened police patrols on highways and increased number of tickets being written is in direct response to reduced funding. While unintended, a direct response to reductions in taxes, federal and state support of local municipalities. The analogy in schools are the absurd fees being charged to participate in sports, the band, the play, etc. All a form of taxation.

It’s ALL about the money. If it’s not about money, then lets abolish all speeding fines. Simply stopping drivers and asking them to slow down should suffice, right?

My bet is that not one stop will be made for speeding. Other offenses will be found that actually generate revenue.

@Blazebanned Sounds good but an absurd assertion. Ohio is under Republican control and they can’t write laws fast enough which result in additional ticket revenue for the state, counties and municipalities. It’s all about the lesson Reagan taught Republicans. Reduce income taxes cause that’s all people focus on. Raise revenue through fees, penalties and esoteric taxes no one pays attention to. And schools have jumped on the band wagon by charging fees to participate in sports, the band, the play etc. It’s has become a really bad joke. Things cost money. Time to sit down with the ADULTS, start with a blank sheet of paper, prioritize services and fund them at the necessary level. Cause underfunding the status quo isn’t working. And cutting taxes and raising fees might benefit the wealthy, but at the expense of everyone else and thus the community at large.

You have stated that you are a cop. So I would like to express to you, my view about the situation.

I am not Anti-Cop and am glad to see police patrol our streets to solve and deter crimes.

I have a real problem with police spending about 90% of their time generating revenue for their city/state by harrassing and terrorizing law-abiding citizens, usually treating people in a condescending manner and treating them as if they are guilty before they have a chance to prove they are innocent.

Case in point. I was detained by a sheriff for riding a bike without a light, at night, on a sidewalk.

I am 47-years old and highly educated, with an I.Q. of 168. I also study law.

Now here is my case report in short:
I was stopped on a sidewalk by a man with a gun that mugged me for $62.50.

Now, the arguement of the state, is that I am a public safety hazard and could cause harm to an individual by riding without a light.

REALLY ????? BS !!!!! I want to see the States Evidence that a 47-year old man without a light is a hazard !!!!!

I was going to fight this statutory infraction due to a multitude of mistakes on the part of the officer,
the lies promulgated by the supervisor, and general cause of action arguements, including no contractual obligation.

I was threatened with a $500 dollar fine if I lost my case. So I Paid the $62.50 to secure my $437.50, which I spent on a new glock.

People are tired of the B.S. !!!!

“If you do something that stops people from speeding, that’s a good thing, right? But not so much if you stop the cops from generating revenue.”

Well, I look at it like this. The fine you pay is meant to be a deterrent–the next time you think about pressing too hard on the gas, you’ll have to ask yourself, “Do I want to risk paying ??? dollars again, is it really worth it?” However, if people are just slowing down because someone has warned them of a speed trap, it’s not really a deterrent. They’re just gonna wait until they are past the speed trap and start speeding again.

This girl would be better off not hiring an attorney and representing herself sui juris or propria persona.

She has to file notices of motion to the courts prior to her court date.

She has to file a fee schedule and reserve her rights under U.C.C 1-207/1-308 to have a trial under common law jurisdiction, with a trial by jury. No jury trials or bench trials under statutory jurisdiction.

First and foremost, The plaintiff’s (City/State) agent (police officer) must show evidence of the infraction.

Secondly, He must show a Cause of Action ( for all you attornies out there, there are (2) causes of action. One is Major Premise (the Applicable rule of law), Minor Premise and Conclusion.
The other COA is Injury, Damage, Violation of one’s rights and Redress (Contractual breach).

The defendant may have a Driver’s License (Contract) in that State (Corporation) which obligates them to abide by the rules of the road while operating a motor vehicle.
This does not apply if she has no contract (DL) and also State or Local statutory laws must promulgate that pedestrians are under the same rules as vehicles when on the roadways.

Under Constitutional Common law, if there are No Injured People, Damaged Property or Redress, THERE is NO CRIME, or INFRACTION !!!!!!

@Vance: “However, if people are just slowing down because someone has warned them of a speed trap, it’s not really a deterrent. They’re just gonna wait until they are past the speed trap and start speeding again.”

You’re ignoring the locals that might already know where the speed traps are. I know where just about every speed trap in my area is. I know that it‘s safe to drive 5 mph over the limit because I won’t get pulled over. Many drivers know that once they’re past a certain segment of road, they can speed up because they’re passed the speed trap. I see this happen every day on my way home from work. There’s a turn that goes right by where an officer sometimes sits. Once drivers are past that turn, they speed up. If you stay with the flow, you end up 10+ mph over the limit. It takes a lot of control for me to keep at 5 mph over the limit when drivers are trying to get past me (I do my best to stay to the right, but I also have to turn left less than a half mile past the turn).

The point is that drivers already do what you‘re suggesting and having someone there with a sign doesn’t change that. The cop was wrong and was just angry because it limits his ability to write tickets and generate revenue. It is about money and the cops get rewarded for writing more tickets.

Police don’t have “quotas” like you folks seem to think. Police officers aren’t told to go out there and get so many tickets. If you think about it, a less-than-honest police officer can go out at the beginning of their shift and just screw around until it’s time to go home. No one would be the wiser, really. Police officers are also evaluated by the number of tickets they issue, and not by any number they’re “assigned”. If one officer issues 3 in a month and another issues 15, someone’s probably not earning their pay and someone else is having to pick up their slack. Police officers aren’t the “bad guys” here. The speeders are. The woman should allow them to be punished for breaking the law. We all know the speed limits. Some people just can’t follow them no matter what. Police officers constantly fight a losing battle – they can’t win for losing somehow. They put their lives on the line every day at work – they deserve much more respect than they’re given.

I would add this. The lady warning the people that there are cops ahead most likely slowed EVERY car down to the speed limit. The cops can only pull over one or two cars at a time so the cops are much less efficient compared to her.

USACOMMONER: Strange, but I’ve known a few policemen that have told me that they do, in fact, have to hand out so many driving violations per month. Apparently their brass ran the numbers, got the average of violations per day, and spread that out among the whole force. Tell me, how is that not a quota?

Too many people automatically assume that cops are good guys. That used to be true. Now, I am very surprised to find a cop that is even polite when you talk to them. The vast majority of cops today are control freaks, and a disgrace to their office.

I agree with you. You know, obstructing justice only applies to trying to interfere with judges and court cases. Policeman do not enact justice, they protect and serve. They are not punishers. Or are they? Hmmmm…. No one is convicted until they’ve had a chance to plead. Motorists have a right to fight a ticket in court – so they weren’t getting her on obstructing justice, no matter how much they try to say that’s what it was. I can see her getting a fine for having a sign without permit, but arrested? Puhleeze. I wouldn’t resisted arrest too – Big Brother is getting to damn big for his britches, and so are our GOOD OLD BOY REDNECK cops down here in Texas. I have a former high school mate that got angry at another high school mate for calling Texas cops some bad names, and this guy was really ANGRY at him. However, the other guy does have a point. The first one may have some good friends in Texas that are cops, and good ones at that – but that doesn’t excuse the myriad of bad ones that have God complexes and think they are the law. They are NOT the law. They are enforcers of it, and even that is incorrect really. They are to protect and serve and uphold the law, but they are not allowed to make it up as they go along to suit their needs. She was railroaded because she prevented them from making money. Stopping people from committing an infraction is NOT a bad thing.

Petty stuff like this goes on all over. The problem is that Cops are their own society separate from the rest of the public. When I used to be in law enforcement 95% of the officers had no friends outside of the department I was in or the other departments in the area. This generates the “Us verses them ” attitude that has created this image of cops being nothing more than Jackbooted Thugs for the State…..Thats why I left that life behind. I saw more and more officers twisting the law just to make arrests because some did something that they personally didnt like and because of the “Brotherhood” you have free reign to do stuff like that and no other officer will question it….It is a sad state this nation has come to.

The last hope for individual freedom may be for libertarian minded individuals to take back the republican party, but the power brokers in both parties are all about control. Romney is just a lesser version of Obama, but so was McCain. Those looking to Romney as the savior will be sadly disappointed.
Also, to those “values voters” out there- don’t complain about big government and then cry to the government asking them to legislate morality i.e. gay marriage, legalization of soft drugs. To do so is hypocritical. Live and let live. Your rights extend only so far as to not infringe upon the rights of others.

      =====================================

      Here‘s why that won’t happen:

“At the establishment of our constitutions, the judiciary bodies were supposed to be the most helpless and harmless members of the government. Experience, however, soon showed us in what way they were to become the most dangerous; that the insufficiency of the means provided for their removal gave them a freehold and irresponsibility in office; that their decisions, seeming to concern individual suitors only, pass silent and unheeded by the public at large; that these decisions, nevertheless, become law by precedent, sapping little and little, the foundations of the Constitution, before anyone perceived that invisible and helpless worm had been busily employed in consuming its substance. Is it safety, or is it revenue that is the most important?

Near me is a four-lane divided hwy. The posted speed limit is 55 mph. State Police sit at the bottom of a steep hill and use radar to catch those who creep over the speed limit coming down that hill. I‘ve even seen them sitting there at 8 O’clock on a Sunday morning! In the meantime, two-lane roads were speeding is a danger goes unchecked.

The same four-lane enters the city. The speed limit changes from 55 mph to 45 mph. The City moved the 45 mph limit sign 100 yds further down the road. This generated a glut of speeding tickets for awhile until regular travelers caught on. Sorry bastards!

We had a speed limit change for safety…cops simply drove the road for several days. Went from 50 to 45. At 50 the drivers were driving 70. Now they drive at about 55. LOL

Safety has my vote…way too many idiots have driving license and not everyone has insurance (Obama insists everyone does but he is so wrong on many levels). Oh and school is out…scary summer days ahead.

This exact thing has happened before here in NJ and it’s always been ruled legal due to freedom of speech. Not only that, but by extension, flashing your headlights to warn other motorists of a speed traps has been ruled legal as well. The police should really learn the law a little better.

Flashing your lights at someone in certain parts of the country will get you shot at. Know your part of the world.

And in most states, at least those where you still have Constitutional 2nd Amendment rights, shooting at someone carries an overwhelming statistical chance of being shot BACK at by a citizen licensed to do so. Believe me, I know where I live…North St Louis…I carry my ccw gun with me to pick up my other gun….

There was a posted ruling that flashing your lights to warn an oncoming car was not illegal. Why would this be different?

And yet again, you mess with the cops and they make something up and take you jail.

Good for the cops! I am tired of rooting for the American citizen because we have been losing for the past 50+ years! I am now rooting for the government – cauz they will always win in the end! Look at Obamacare, who knew Obama who is clearly on “the left” would be found RIGHT and the American citizen, the tax payer, the patriot who is seen as someone on “the right” be found in the wrong!

Is it the intent of the police department to get people to slow down or to make as much money as they can ? Is this just one more example of why they don’t want to be recorded ?

I’ve been thru traps where no one gets a ticket, just a caution slow down…and as you drive further down the road you find either an accident or some clown that got pulled over…

And if you have EYES that can see and know the ROAD you are on, you will never get caught. LOL

The state of Texas has some of the most corrupt police officers I have ever encountered. (obviously not all of them, but a higher than average number for sure!) Garaunteed this is all about revenue stream and their “don’t mess with texas police” mentality

Is it all about revenue or actual public safty? I see FL cops do all kinds of illegal driving with no lights on, no emergency. The public is just a cash cow. Seat belt law? Why are you getting a ticket for not wearing your seatbelt when a guy on a motorcycle doesn’t have to wear a helmet? Its all bs. This lady did nothing wrong, warning citizens of another ‘revenue attack’ on the public.

In INdiana I was pulled over by a State Trooper for driving too slow on the interstate. I knew what the low speed limit was and when I asked him what it was and he realized I was well within that limit he informed Me I was creating a hazard to traffic. When I again pointed out I was legal he asked why I wasn’t wearing a seat belt. I told him I had to remove it to get My driver’s license, he gave Me a ticket for not wearing a seat belt.

The traffic cops here in FL generate a lot of revenue for the city and county by pulling people over and giving tickets for whatever – true crime fighting is left for Superman and Batman. But the cops are great when it comes to producing revenue!!!

Just don’t speed and starve them. Can you imagine a cop sitting at speed traps off and on for a month with not one speeding ticket enforced . they would stop doing it… That’s the way to get back at them…
