WSJ Economist: Brunt of ‘Obamacare’ Costs Will Be Shouldered by Those Making Under $120K

WSJ Economics Writer Stephen Moore Tells Fox and Friends That Obamacare Costs Will Be Shouldered by Those Making Less Than $120,000 per Year

Stephen Moore, an economist with the Wall Street Journal, appeared on Fox News recently to discuss the ramifications of the president’s new health care law…and his analysis is sure to come as a shock to those who haven’t been following the matter closely.

Though Barack Obama assured the middle class he would not raise taxes on those making less than $200,000 a year, Moore’s research shows that in reality, a significant percentage of the burden will be shouldered by those making $120,000 or less by the year 2016.

Here are rough numbers of how the costs will increase over the next few years:

“Why do you think that somehow,” host Alisyn Camerota asked, “this equates to a tax to everyone?”

“Well, the court decided this the other day, didn’t they Alisyn?” Moore responded with a smile.

“And you know there’s an old saying that if it looks like a duck and quacks like a duck, it’s a duck.  I’ll tell you this, for Americans who are going to have to pay these fines, penalties, taxes, whatever you want to call them…What we found is it’s going to be pretty darn expensive.  The taxes phase in over time so next year they might be pretty modest, by about 2015 or ‘16, for families that choose not to buy health insurance, you’re talking about a fine, Alisyn, that could be over $2,000 a year.”

From there, Camerota said that she had an example of these fines, “or taxes, as you call them.”

Rather than reiterate that a primary reason the bill was upheld was because it was determined to be a tax by the Supreme Court, Moore concluded: “You remember the president’s promise that when he was elected, no one making under $200,000 would pay a dime more in taxes…Again, whatever you want to call it Alisyn, fines, taxes, penalties, but three quarters of those costs will fall on the backs of families who make less than $120,00 a year, so it’s a big punch in the stomach to middle class families.”

      the tax is not the problem… its those who will pay only the tax but still get hc if they get sick… 600 dollars does not cover care when run by the govt… its gunna be so expensive… and the irs is gunna get greedy

      It is NOT a tax but it is the IRS’s job to collect the NON-TAX but the IRS‘S job is to collect TAX’S and if you do not pay your TAX’S they charge you PENALTIES and INTEREST !!!! Sounds like the Oligarchy: A government of the FEW that takes control for CORRUPT and SELFISH purposes has WE THE PEOPLE or Peasants every which way !!! “Let Them Eat Cake” Why is TERM LIMITS NOW !! or FAIR TAX NOW !! even discussed ?       I’m NOT worried about ObamaRobertsTaxCare…..The GOP Governors are going to ignore the Supreme Court ruling until AFTER the Nov. elections. Romney will win by a landslide.

      The House will vote to repeal it on July 11th…it will be a success. Then…we will take the senate in Nov. Romney will repeal it on day one. He HAS to….he has NO choice..it is the NEW theme of his campaign and he knows the American People will hold his feet to the fire.

      the worst part is the lack of primary care MD’s, no one to care for the sick or injured, it will not take hours it will take days to be seen, people will die before a doctor has a chance, lower pay with the risk of getting sued and having to close their business, Doctors are not to thrilled and the Hospitals are not to happy either, back when Clinton was president patient to nurse ratio went up , it was not because of a shortage of nurses it was cost , so it will happen again , . What happened to my nurse, what happened to my Doctor, what do you mean they said no to the medication that could save my life. The wheel was rolling, you can not be refused in an emergency room but that will change , now the wheel will be flat , then broken and not moving at all.

      We can’t change EVERYTHING that has happened to this country over decades …in just a few short years. Sure…I would LOVE to have a Constitutional Conservative as my Pres. candidate but that is NOT going to happen in Nov…. Romney is ALL we got. But…I will work…fight and put my money where my mouth is to help put as many of them as I can in the house and in the senate NOW. If we are going to CHANGE Washington then we HAVE to change the people that we SEND there. We are fighting battles ONE at a time and the PATRIOTS of this country will NOT accept defeat and more and more are waking up to THE TRUTH everyday.       I think some people on TheBlaze are not happy with their state. THAT begins at the local level..as everyone knows. I love my state…it’s Alabama…have lived here all of my life…

      We have tough laws on immigration similar to Arizona

      Most people who don‘t have insurance can’t afford it, so taxing them is penalizing people who don’t make enough money. This tax is merely another stream of revenue for the Feds to spend at will.

      That’s false of course but not unexpected. That didn’t happen with Romneycare did it? The Republicans are throwing crap against the wall to see what sticks. Let’s see, first the argument was that he ACA would “destroy freedom.” That didn‘t happen in Massachusetts with Romneycare and it won’t happen anywhere else. Then it was “death panels” and “putting Government between you and your doctor” but that’s obviously a ridiculous lie because all insurance is still private because there is no public option. “The Government” is telling insurance companies they can’t jack up your insurance rates or drop you because you get sick, but the only person between you and your doctor is, still, your insurance company.

      Now if you don‘t like universal health care you can move to another country that doesn’t have it and is, therefore, “more free” in your mind. It wouldn’t be a western democracy like Canada or England or Japan or whatever though, because they all have universal health care. It would have to be a middle eastern or third world country. There are some countries in Africa or in the Eastern Block that don’t have it. Maybe you could move there and be more free.

      And no one is talking about what the bill says are the penalties for the INSURANCE companies. They have to come into compliance with plans that the Government approves of, and if they don’t they get fined $1 per person insured per day they are out of compliance. And they want everyone to pay for cadillac plans. The young aren’t going to like that, so they’ll take the 2.5% of their wages “penalty.” The more you make, the more you pay. So not only is this a money grab, but they are pitting young against old again. When something does happen to a young person who happens to have decided for the penalty, he‘s going to resent grandma who needs treatment and suggest she doesn’t get it because he has more life ahead of him.

      Romnycare did not require an addition of thousands of revenue agents to levy fines and exact penalties. And it did not have the far reaching implications for control that is within Obamacare, which laps over into other areas as a kind of big brother overseer.

      Romnycare was developed by a coalition of labor, management, Republicans and Democrats, who collaborated on its makeup, its contents, and represented the people of his state.

      Obamacare was forced through Congress in spite of the vast opposition by the voters who did not want it. As scary Nancy admitted, “We have to pass the bill in order to see what is in it.”

      But the difference between the two that will be the most telling as we get further down the road is the fact that the taxpayers and Massachsetts could pay for the exorbitant tax at the time it was inacted. This country is not solvent and is not capable of handling the extra burden of costs for Obamacare, and will, in fact, financially implode without the additional costs associated with this ill-conceived plan.

      Be assured, foolish man (?), as this financial turmoil continues to worse, both Romneycare and Obamacare will go by the board, and the socialist institutions in Europe will be the trigger that will fire the starting gun.

      Just wait and see.

      Both Bushes were incompetents. But it is the liberal presidents I mentioned who did irrepairable damage that literally turned this country to the left.

And while it is the progressives who have done the most damage conservative Republicans have done their share as well, because no party has stopped this government from growing to the point where it no longers feels it has to answer to the people.

      My own theory is that it isn’t so much a smaller government we need but a smaller nation. As we continue to implode, I fully expect to see secessionist movements go into high gear, and armed cionflict on a grand scale, which will more likely than not result in secession and the establishment of ethnic/political enclaves won through armed conflict.

      A debt to GDP approaching 100% tells us that we are financially unsustainble.

Can you think of the last time their has been this MASSIVE of a constitutionally conservative base screaming at the top of their lungs that they want this nation back? NEVER, that’s when. I just wish we had a leader in Washington that truly believes in the Constitution in order to attempt to keep individual liberty in place. I believe that progressives like Romney or Obama will be all too eager to give in to the U.N. I know that the economies are going to fall at some point all over the world and I agree that there will be states that secede. Our country is about to change and the people need to get strong and we need to get on the same page in order to stop the super elite from controlling all of us. I just do not think Romney is the right choice as I do not believe he will have what it takes to defeat Obama.

      Do they keep raising the debt ceiling, do they keep giving Obama more power through things like NDAA, do they keep, have they proposed cutting federal programs, have they proposed a constitutional amendment outlawing abortion?       Independent, This is where you keep your eyes covered to reality. Ron Paul would defeat Obama by a landslide, I guarantee you. Where Romney cannot get the majority of Paul supporterr votes, you know Paul would get them all. Where Romney would be lucky to get 2-5% of the Democrat vote, Paul would get between 35-40%, guaranteed. Paul owns the Independent vote, and since all of you say you would vote for ANYONE but Obama, Paul would get yours also. I know a lot of Democrats that wrote in Pauls name on their Democrat primary ballot, you just never heard about that in the news. Why is it Republicans say anyone but Obama, but will turn their back on the only Republican conservative that could defeat Obama? It makes no sense to me, it is quite frankly, insanity. And yes, Paul would work hard to repeal Obamacare, but unlike Romney, he will not try to replace it, he would work to keep government out of the healthcare industry altogether. Paul is the sane choice in this election, we may never have another chance at a Constitutionally sound candidate in the future.

      Of all the people who have ran for president, I would vote for Ron Paul or Pat Buchanan. But neither one is a viable candidate right now. Buchanan isn’t running and I doubt that Paul could acquire the delegates.

      But, if either one were running instead of Romney, I seriously doubt that they could get elected. I think we’re beyond the point of no return.

      While I respect those of you who still maintain the traditional American spirit, I think our only shot now is to start over with a smaller nation-state of like-minded people.

      The mandate is not the only tax in this bill. There are many more, such as a 3.8% sales tax on all real property and a 2.3% sales tax on the sale of medical equipment, to name a couple. The House recently voted to repeal the last one.

    I think the 50% of the country that do not pay income taxes should pay for Obamacare since they will be the the ones using it the most. Then they won’t be freeloading so much. I think a special tax or surtax, if you will, should be imposed on all employed illegal immigrants and migrant workers to pay for the healthcare they get at all our emergency rooms around the country. This way they would feel so much more like the rest of us that are getting hosed by the health care costs.

    The Supreme Court made its decision. Fortunately, the SC reigned in the commerce clause and made the whole Obamacare issue a TAX issue. Resolving tax issues is quite different. Obamacare WILL be A HUGH tax increase especially for the middle class.

    Bottom line: Obama and all supporters of this terrible legilsation LIED to the people. Yes the Supreme Court even said that (more or less if you read between the lines) about Obamacare its supporters (remember – let’s pass it beofre we read it…).

    What’s the solution? VOTE THE BUMS OUT. GET TO THE POLLS. VOTE FOR ANYONE BUT OBAMA – EVEN A SHOE HORN! TELL YOUR NEIGHBORS. GET FREEDOM LOVING AMERICANS REGISTERED. Transport them to the polls yourselves if need be.

      Tax proposals (bills) originate in the House of Representatives. These bills are either passed or voted down by the Senate with a simple 51 vote majority. A Republican Senate (comprised of genuine Conservatives – no RINO’ allowed) can defund and bring a screeching halt to any of the “Prezzy’s” socialist spending schemes.

    The Supreme Court ruled that the mandate was ONLY constitutional as a tax. There is no other democrat funny name for it. IT’S A TAX.. A tax that will be levied against you by the IRS. It will be levied against those people who have an income above 133% of the poverty level but still can‘t afford or don’t want health insurance. In 2016, that will amount to not less than $695 per person.

    It is not a fine, it is not a penalty, it is not a contribution (Steny Hoyer). The IRS DOES NOT levy fines or penalties….UNTIL YOU DON”T PAY A TAX THAT IS OWED. From now to November 6, the President and every Democrat need to be riminded that they passed this TAX.

    I know of an Example… a 73 year old Womon, with 1,500 monthly in SS & Penson… whose Medical Supplement Insurance has gone from 132 a month, to 239 a month, due to the ObamaCare requirements that fall upon the Insurance Company.

    This is Killing the Poor… Businesses… and the Insurance Industry.

    Obama desires that you Give him ALL YOUR MONEY… and he will decide how to Spend it for You…. so from the Pool of Wealth, he will Fix all the problems that he Created!

      I believe it was Megyn Kelly’s show yesterday where she had two doctors giving their opinions about all of this, and the middle-Eastern doctor (who was in favor of ACA) flat out stated that this would create a class system of healthcare with those that can afford it receiving the best care their money can buy, while everyone else is just going to have to settle for whatever the government decides is their standard of care.

      @Spot – You’re partly right. Scalia, et. al. Didn‘t believe it was a tax only because the Obama Administration insisted it wasn’t a tax. They believe that since the Administration didn’t call it a tax, they’re not obligated to think of it as such.

      BUT there is a belief espoused by the Federalist Papers that federal legislation has a presumption of constitutionality – meaning it is up to the person or party who believes it to be unconstitutional to prove it such. The burden is not on the feds. This is akin to proving guilt beyond reasonable doubt in the criminal courts.

      This implies that it is the court’s duty to exhaustively search any means of constitutionality before giving up. And that’s what the Chief Justice did. He found a way for this act of Congress to be constitutional, and by doing so, told the President that he can’t have his cake and eat it.

      He must now own this half billion dollar tax increase. He must also own the results of this act, which will eventually leave those of less economic means with less money in the their pockets and still health care coverage.

      You see, without the ability to press the states to expand their Medicaid programs, the scores of lower-income people who were promised “free” health care will no not get it (at least not in 26 states) and yet, for not having health care they will now be forced to pay the tax. There are the people who can least afford to pay it.

All the illegal immigrants who now (and in my estimation, have really put the brunt of the health care crisis into motion from decades of doing this) go to the ER for their health care and are being paid in cash OR being allowed to go onto welfare (including medical care), WILL STILL NOT BE PAYING ONE THIN DIME toward this.

      Deadbeats are not going to be much affected by any of this one way or another. That situation, contrary to popular thinking and while the alleged emphasis of the bill, is NOT going to change. That’s just the rules hospitals must follow–they MUST take the hit, or pass it off to charity. But they do NOT generally pass the deadbeat bills off to private health ins. firms, nor even Medicare or Medicaid for that matter, even though the idiotic rules of what is an boneheaded, unfunded mandate passed by Congress in 1986, called the Emergency Medical Treatment and Active Labor Act, or EMTALA.

      But there actually is no reimbursement from either you or private health insurance groups nor even taxpayers generally speaking. It’s just a gutpunch to the stomach that most hospitals are required to take for ER treatments for illegals and the poor.
