Wyoming Advances ‘Doomsday Bill’ to Help Residents During Possible Collapse

Over the past few years, economic woes have led to both fear and uncertainty. The Blaze already told you about what “preppers” are doing to ready themselves should disaster become reality. GBTV, too, has brought you “Independence USA,” a reality show featuring a family trying to live off the grid. But now it seems even some politicians are getting in on the preparatory spirit, with officials in the State of Wyoming advancing what many are calling a “Doomsday Bill.”

In the event that America’s political system or economic stability collapses, some Wyoming lawmakers contend that a viable plan must be in place. Enter Bill 85, which passed its first vote in the state’s House on Friday. If advanced, the “Doomsday Bill” would create a state-run government task force that would explore and handle energy supplies, food shortages and other needs related to a potential nationwide governmental collapse.

“The task force would include state lawmakers, the director of the Wyoming Department of Homeland Security, the Wyoming attorney general and the Wyoming National Guard’s adjutant general, among others,” reports Trib.com.

And here’s the kicker: If, indeed, such a horrific incident takes hold, Wyoming would potentially be able to issue its own currency — an action that would allow the state to isolate and self-contain, while continuing its commerce and operations. Additionally, WTOP.com reports that the proposed task force will examine the conditions under which the state government would need its own army, aircrafts and other materials.

While the state’s Department of Homeland Security already has a crisis management plan on the books, it doesn’t cover what would happen if a nationwide political or economic disruption or collapse takes form. In the past, at least six other states have attempted to create state currency; all have failed.

With Occupy Wall Street continuing to have a nation-wide presence and with the economy still on shaky ground, the bill’s sponsor, state Rep. David Miller (R-Riverton), sees the proposal as a common-sense move. That being said, Miller also contends that he doesn’t anticipate any catastrophic event in America in the near future. For him, the bill is more about protection in the case of a massive emergency.

“I don’t think there’s anyone in this room today [that] would come up here and say that this country is in good shape, that the world is stable and in good shape — because that is clearly not the case,” state Rep. Lorraine Quarberg (R-Thermopolis) said on Friday. “To put your head in the sand and think that nothing bad’s going to happen, and that we have no obligation to the citizens of the state of Wyoming to at least have the discussion, is not healthy.”

Before going to the Wyoming Senate, the bill must clear two more House votes. Originally, it called for $32,000 in state funds to be allocated to the task force; last week, this number was cut in half, which could make it a more palatable measure for lawmakers who are operating in cash-strapped times.

      The CRIMINAL FEDERAL GOVERNMENT is the largest, most immediate threat to the well being of this nation… I never thought i would say that, or feel this way…. They are spending our grandkids money…. The states need to be the mechanism to stop this, and the rest of the world hates us, because of our CRIMINAL FEDERAL GOVERNMENT….. we are not only BROKE, but in Debt 17 trillion…. They are printing money and stealing from future generations in order to pay their bloated wage and benefits and pension packages….. We are GREECE ON STEROIDS !!!!!!

      Most states would not touch it. Having a prepared population goes against what the dems want. They need folks on the system and getting the hand out.

      If most states had populations of people who could take care of themselves, then no one would be voting democrat.

      the democrat sees their welfare crowd as a bottled up disaster waiting to be unleashed on the entire population. You just wait until the time is right, let a disaster or war kick oil prices through the roof. The panick will result in a shut down of gas stations, and then the welfare check will not go out to the heathen. The gov will shut down the city water and city power, the heathen will begin to roam about, stealling, killing, raping.

      The average American lives in the good old subdivision, and has city water and city power. When that 72 hour mark hits, with no where to poop, nothing to eat, no lights, they will get scared, especially when Tyrone and crowd are out killling and stealing.

      the fed gov will step in and help, but only if you give up the guns and bibles, and most will give theirs up, and turn on the guy next door who is keeping his. The fed troops will kill Tyrone and his kinsman, and the communist dictatorship will begin.

      There is no way in heck that states like NY or California want a prepared population

      Of course he anticipates a catastrophic event, like a governmental collapse. By declaring economic collapse to be a remote possibility he’s paying lip service to the federal powers that be.

      With each economic indicator revealing a slow down or eventual collapse, there will be more and more movement towards this Wyoming option by the other states. The liberal legislatures will be screaming racism or conspiracy theories and they’ll refrain from anything similar, which will place their populations in an unprepared position.

      Those states that will be preparing like Wyoming in actuality are lining themseves up for secession. And secede they will at the most opportune time.

      And will the feds stand for it?

      They’ll have no choice. By that time there will be prepper communities all over the country on the county and town levels that will have their own barter systems in place and the 1100 militias now in existence will balloon to tens of thousands of them on small community levels.

      The community organizer’s “Africans for Obama” just might encourage a white protective movement that will be an overwhlming force that the divider in chief never counted on.

      The forecast of an impending civil War II is not so much a far-fetched theory anymore is it?

      I couldn’t agree more. It’s a shame a state has to do this, but it is prudent. All states should do this and the ones that don’t prepare should not be helped by the ones that do. Kind of like, “he who laughs last, laughs best”.

      @Endthefed…..If there‘s one thing we’ve got, it’s room. Come on over, just bring a jacket. It gets a little chilly here. @MILS…As far as 15,000 not being enough, that’s just for administration. The people are already prepared and largely self-reliant anyway. Who has the most natural gas production in the union, I think we do. Who produces the most coal, I know we do. Just try to keep it quiet, we don’t want too many people coming in. We like being the least densely populated state in the lower 48. This move doesn’t surprise me in the least and I support it.

      Sounds good on the surface, but my question is: Where will the food come from and how will it get to market and how will the people get to the market to get it? If there is no fuel, and if Wyoming cannot grow enough crops (remember, the Winters there are NOT like they are in California!) what do people intend to eat, even if they have the Wyoming Dollar to pay for it? I know Wyoming used to be a major livestock state, but are they still, or did that “go the way of the West” as well. I know a lot of our meat is no longer domestically raised and a lot of ranchers and farmers have been taken off the grid already. I know if the balloon goes up here in Washington State, all the lame-brains in Olympia will just wring their collective Democratic hands and cry for Federal Aid that will, of course, not come.

      I live in WY and I will gladly volunteer in anyway I can. In WY we don’t expect the government to provide for us and we are ready to volunteer and help our neighbors. Everyone around the nation needs to be prepared to unite and volunteer against the federal government. That is the only way we are going to get away from this dependence of the government that is bringing us all down.

      Not only do you dismiss such a notion, because it makes you realize your efforts are absolutely useless, you deny such a happening will occur, even in the face of authentic forecasts by people who are experts and who are able to see where we’re going.

      Evidently there are some who are totatlly unaware of a provision in Federal Law that permits the States to organize, train and equip a State Defense Force. That Federal Law is Title 32 United States Code, Section 109c. This allows each state to maintain a Military Force Seperate of and from their National Guard. At one time some 34 states had them, but with the end of the Cold-War many states thinking they had nothing to fear any longer de-activated their State Defense Forces.

      Maybe with the current Economic Conditions they should reconsider their actions and Re-Activate their State Defense Forces. In many cases they were organized simular to the Militia of Lexington and Concord, Each Person was require to provide their own uniforms, military style firearms, ammunition, and field equipment.

      Personally I think that it is past time to take such action.

    What have the Congressmen and Senators from Wyoming told their state. Some information has come from somewhere.

    I would sugest that other states follow their lead. The first thing it would do is force the federal government to take notice and the states can put pressure on them to take corrective action. The same goes for the border issue, either the federal government takes action or the states do and show how ineffective this current government is.

The state also has the fourth lowest rate of violent crimes and the sixth lowest unemployment rate. Wyoming has the smallest population of any state in the country.

      I thought we were talking about millions of dollars here. Well, atleast in my state, Maryland, it would have been in the millions. Wyoming is definately on the right track of being fiscally conservative. They also recently passed a bill to honor Constiutional Carry. State Citizens don’t need a permit to carry a gun there. Wyoming is looking pretty nice about now…

      I bought a place in WY a few years back. The taxes are reasonable, fishing and hunting is great and the people are exceptional. Crime? Most of the time, citizenry has a perp nailed down before the local police officer(in many places is there is only one) can even write up the report.

    sounds like wyoming is looking out for itself. good for them, i wish all the states would start looking out for themselves and tell washington to go to hell and keep your federal dollars. we will take care of ourselves and we will live on our own budgets. this would cut spending and lower our taxes. we can’t turn our country around until we start cutting the strings attached to DC.

      The ten percent plan ends the I.R.S. and only allows the federal government to spend what it gets…10 Percent sells tax at County level…each county keeps 90 percent of what it collects and gives the State ten percent…The State keeps 90 percent from what the Counties give to the State,then gives the remaining 10% to the Federal…If a Country can’t survive on such a tax plan,it doesn’t desreve to

Ever hear the childrens story of the hen who grew the wheat, harvested, made flour, turned it into bread, and none of the other farm animals helped and they all made fun of her? Then when they were starving the hen had the last laugh?
      Better yet: have you ever heard the parable of the 10 virgins in the new testament? 5 were prepared and 5 were left out? You will be left out.
      Plan ahead because there is no such thing as planning behind except for obama and your kind. I hope you don’t have a wife and kids or you have doomed them to a miserable and perhaps fatal end with your lack of vision/planning/preparing.

      All I gotta say is don’t come here after it falls apart. We have our 2 libs here and just keep them around for fun! We have all the cattle, gas, trees, coal, gardens, and water we need. You can bet anything that we don’t use will be sold at a reasonable price(gold)(silver). People that have been warned and are prepared will make out just fine.       I think you should go read a few books on the purpose of a currency. There’s a reason why every society must have a currency. If you really solely on a barter system then you’ll eventually starve to death. A currency is a mediator between goods needed by everyone. Just because you have a skill doesn’t mean that the guy you need something from needs your skill in some way. What if he wants a different skill than what you have? Now what are you going to do to get that item you need from him? What if your family was dying but could be saved by this item and if you just had some sort of basic currency to pay him with then you could get that item in a heartbeat. You see how economics work now?
      Your thinking with the barter system is good but only for immediate emergency situations. It’s not a long-term solution.

Although she is a nurse and will be in demand, we talked about having a skill to be able to provide a commodity that one could trade for. Maybe it’s time to learn how grandma did it before she just went out and bought it at the store. It may be time when higher education is conducted around the dinner table.

      Check that, the amendment was added that states, “Conditions under which the state of Wyoming should implement a draft, raise a standing army, marine corps, navy and air force and acquire strike aircraft and an aircraft carrier.” It just mentions conditions of which, meaning it is just a discussion on the issue of having a State Military. It is a little far fetched, an Aircraft Carrier in Wyoming and even a draft, but it is only a discussion.

It was intended as an effort to make a joke out of the bill, and an effort to kill it before it could be passed. the stunt was squashed and the amendment was tossed immediately. Yes we have leftwing jacka$$es even here in Wyoming. any state with a University has an abundance of them, but here, the majority look at them like they came in from Mars.

    I am proud to live in Northern Wyoming, and I have contacted all my representatives and my state senator to support this bill! There is a lot of support for this bill and should be signed by Gov. Matt Mead! This isn’t the only bill like this, there are several others that address concerns and issues when the SHTF. We are also coordinating with our local cities and counties to discuss plans based on HB 0085.

    There was a time when a State would already have the major points mentioned in the bill, before the States were neutered by the Federal Government. Wyoming shouldn’t stop there, though. Wyoming should rally other states and demand that a Constitutional Convention take place that adds a balanced budget amendment, reigning in the Federal Government’s power and allowing States to feel safer in the Union.

    I am from Washington State and if our government here did something like this it would worry me alot. The government makes up only a handful of the people, while we the people who voted for them are the numbers. When we elected these people they were suppose to work for us but they like that boost of power grab that they have obtained and they don‘t and won’t let go. Our governor supposedly won’t be seeking a new term, thank God, but I am sure we will have almost a duplicate in this state. God help us!

I grew up in your state, most of my family still lives there, and while I’d like to believe that they would adopt a similar measure, I‘m sorry to tell you that it’s about as likely as having a monkey fly outta your butt. It could only happen in a movie. In real life, I advise you to do what I did, move away from that den of lunatics and even though it will seem harsh at first because we’re all the way up at 7260 feet in elevation, and the folks here mistake Seattle as a city with an ocean view, you’re sure to love the people, and even though the town only boasts a population of around 28,000, there are at least 20 or more churches here, from Mormon, to catholic , Lutheran, Babtist, Methodist, Episcopal… and a few non-denominational Like Four-Square, so if you feel the need to feed your spiritual side, (as we all should), then come on in, the door’s open.

      Apparently, you have not kept with what is going on in the world, or the fact that the good ol’ USA is actually over 100 Trillion in debt, or that there will be a domino effect from one country to the next and we are not immune because it is a “World Economy”. I wish my home state of Minnesota would do the same so there could be some systems in place to keep us going when our government does collapse, because it actually has to because it is unwilling to do what it needs to to keep up solvent. Do a little investigation and you will see that every major country is billion if not trillions in debt. It can not sustain.

      They need to pass laws that reinforces that the military cannot intervene in state affairs or hold war against the citizens. They are already holding exercises to get ready for civil unrest and helping the police within the borders, which is against the Constitution. The states need to take back more control so when it all collapse, we can rebuild on the original intent of what the founding fathers wanted and the original Constitution, instead of the crap laws that have been passed over the last 100+ years

My point was would this kind of legislation in Wyoming or anywhere else actually benefit the citizens in a time of crisis or is it a way to put every aspect of their lives under government control? History shows that government control cloaked in “for the protection of and aid to the citizens” usually leads to severe restriction of personal freedom. This type of legislation should be looked at very carefully. What is the government’s definition of “crisis”? How do they define the areas they will control and to what extent will they control them? What are the rules the citizens must follow? Under what conditons will they determine the crisis has passed? In a nutshell, what will the citizens give up in return for government aid & protection and how long will they have to give it up?

      MidWestMom – As a Wyoming citizen myself, I can tell you that I am THRILLED that my state is doing this. Why? Because it tells me that our state legislature does not have their collective head in the sand – that they recognize what is going on not only around the world but right here in our own country & they are taking steps to protect WYOMING CITIZENS in the event of a SHTF scenario. As someone above said… perhaps laying the groundwork for the “S” word when the S really does HTF. I do not see it as any kind of a power grab, I see it as preparedness – and preparedness is not a bad thing. Wyoming is very conservative & we’ve been ranked as the best-run state two years in a row now – we also have the lowest per capita public debt of any state. Our legislature has its ducks in a row & our financial house in order with a rainy day/slush fund that is well over a billion dollars. Crime rates are extremely low here, and our legislature even implemented CONSTITUTIONAL CARRY of firearms here, concealed carry with no permit. Trust me when I say that I am NOT afraid of our conservative WY government, which is actually made up of a good chunk of good ol’ hard-working folks-next-door sorts who believe in being self sufficient & who believe in freedom. Any legislature in this country that would pass CONSTITUTIONAL CARRY has got to say something about the conservative base in their legislature.

In fact my husband & I have considered moving to Wyoming several times because of the positive things said by the residents. Hubby finding a job there would be the kicker.

      I just believe that any legislation giving the government more control, no matter where it is or at what level, should be carefully evaluated.

      You should realize that Jackson Hole WY is where the Fed has met the last four times in recent years. Many a wealthy individual lives there.
