Kind of odd that all these FERTILIZER PLANTS are exploding lately, isn’t it? I mean what is that, 3 plants in 3 months? It would probably take about a month to plan and execute a bombing. Week or so to learn the shifts, the security, the windows, the best infil and exfil routes…

Flip this story to Bizzaroland, where this woman did NOT receive her compensation for her saved vacation days. She would be suing (and winning) and the taxpayers would have had to pay for the court costs on top of her earned vacation pay.
You can’t have it both ways. Every company I have ever worked for had a time limit on vacation: you were mandated to use your vacation hours by a certain time of the year, or they just gave you the money for them (called a bonus, usually “Christmas Bonus”) and reset them to zero. Bad managerial policy not to have sunsets on vacation time. You could have someone work for BART for 30 years, never take vacation, and be in exactly the position this smart woman was in last year.
Yes, I think this woman is smart.
