The problem is, these states are fighting this as a VOTER ID issue which may or may not be legal.
However the law says you have to be 18 to vote in this country so the state would be perfectly within their legal right to ask for an ID to show the voter’s age. While checking the age it’s now easy to see if the voter is who he/she says they are.
