A permit does not authorize the state to detain anyone. For instance, the state cannot stop all drivers “just to check them out”. A suspicion of a crime MUST be present. Further, since this is PA, RS does not authorize citizens to be compelled in providing ID. Finally, the state cannot take the default stance that a person is a criminal just because they are in possession of a firearm. It would be the same to say that because you are driving a car that you must PROVE to the state that you are allowed to drive. That is backwards to our system where we suppose that a person is free until the state PROVES that they are criminal.
While philthadelphia does have that law on the books, it is contrary to both the US Constitution and the Pennsylvania Constitution and is therefore illegal.
