  • Perhaps reading the complaint would have helped…he is being charged under 18 U.S.C. 1030 (a) (2) and 18 U.S.C. 1201 (c). The charges are for unauthorized use of a computer (using police databases illegally) and conspiracy to commit a kidnapping. While he didn’t actually kidnap any of the women he had files on, he had the motive, intent and means to do it. Therefore, his actions were illegal. If I have a gun, you know that I have a gun, I tell you I’m going to shoot you with that gun and I know where you live, the police would be able to charge me with a number of crimes, including communicating a threat, assault and more. Additionally, if I conspired with another person to find out where you live for the purposes of killing you with the gun, I could be charged with conspiracy to commit murder. Not all actions have to be completed for a crime to occur. The purpose of this is to protect people from psychos like this guy.
